Also, does this mean the name will have positive impact on my ranking when i launch?

P.S: Former site was a directory site.

Sure that's a free traffic. It will have positive impact. I will advice you use wayback machine to find what was hosted on it before, then take the major keyword to site like hrefs, expireddomains or ubersuggest to know the monthly volume of traffic it was getting before dropping.
From that you will make your contents around that to maintain the traffic.

Notes:
-You can use wayback archive to have a sneak peek of what the former owner did and then recreate it if possible; but assuming he was doing something right. Otherwise, he would not have abandoned the geese that is laying the golden eggs except unexpected events happened.
-You can look at the backlinks profile as well to quickly ramp up your website authority for your target money keywords.

I won't really say worthless but I won't buy it. Why suffer myself in outbounding or buying such names when there are easier and better ones? That's what I think of when I'm getting a name with a purpose of outbounding. Except it is brandable or a big name.

Is your website built with WordPress? That must be spam, check the emails if the people signing up are mostly Yahoo, mail.ru, gmx.com and some other useless mailers just upgrade your WPform.
