I just observed it today on Paypal that my initial withdrawal must have been reverted due to that error. You are right as a valid step by step video on how to get that done is available on youtube though there are lots of such videos in there and I know the very best one that explains the step by step of getting that done but I bet it with you that PayPal is aware of that and they've somehow blacklisted E-trade bank.By that,I don't mean that they no longer accept e-trade bank but I'm sure your account will be limited once you use that requiring you provide documents to back it up before they will remove the limitation which I know you won't be able to provide because you used fake details from sites like fakenamegenerator to register for the E-trade account.
