You can only make use of your ATM card by linking it with your PayPal account.

my zenith bank atm has refuse to work on any online stuff

They stopped accepting it back then and they've started accepting it but it will be removed once you confirm it.

It is not a must you add bank account to your PayPal account but you can fulfill other four items for your account
to be on 80% and you will be good to go with that.
