It's not a matter of reputation, Noobody agreed to get the device within two weeks, of which he failed to deliver thereby breaking whatever contract he had with the buyer.
Since he has broken the agreement, it there would only be fair to refund the buyer of the agreed price.
Noobody could and should have avoided this, if only he communicated properly and stated this 60 day refund policy as a possibility.
