Politics / PDP Accuses APC Of Planning To Rig The Election - Read Statement by prince4you: 8:48am On Mar 26, 2015
Before we go into detail permit me to make an important assertion which cannot be overstated or over-emphasised. That assertion is as follows: the PDP Presidential Campaign Organisation and our candidate President Goodluck Jonathan are not in the least bit worried about what the outcome of Saturday’s election will be. We believe that we have the backing and full support of the Nigerian people and we believe that we shall not only win but that we shall win convincingly.  



Whatever we share with you here today does not, in anyway, mean that we shall not participate in Saturday’s election or that we are worried about how we will fare. The fact of the matter is that we shall not only participate but we are also very confident of winning. We believe that the Nigerian people will give President Goodluck Jonathan a fresh mandate for the next four years regardless of the shenanigans of the opposition and those that are covertly working for and with them. 


The purpose of this briefing and of sharing the following information with the Nigerian people is simply to ensure that they are fully aware of what is going on and to enable our security and intelligence agencies to ensure that INEC does the right thing, answers some of these questions and put their house in order so that the outcome of the election is not in any way questionable.  


We cannot sit by idly and remain silent when a desperate group of ruthless and greedy little men, in collusion with their friends in the APC, rob the Nigerian people of their historic opportunity to elect a President of their choice. This they intend to do by sitting in a dark room somewhere and rigging the election in the most sophisticated manner even before it holds.  


This is unacceptable and it is incumbent upon us, as a responsible, accountable and sensible campaign organisation to expose the rot, point out the dangers of doing nothing about it, finger and identify those that are involved and call on the authorities to do something about it before it is too late. We shall share this information in good faith and we shall then leave the matter for necessary action by the relevant security agencies and authorities.
 


Our concerns stem from the fact that the moving spirit and a major shareholder and board member of the company that supplied the card reader system and machines to INEC is not only a friend of but also an ardent and keen supporter of General Mohammadu Buhari and the APC. That man's name is Sani Musa and he is indeed the main force behind the company. The company's name is Act Technologies Ltd. and the Chairman of the company is one Engineer SK Danladi.  


How and why INEC would give the contract to supply the card readers to a fanatical APC supporter and to a man whose other company was officially blacklisted by INEC a couple of years ago for sharp practices, needs to be explained. Sani Musa has expressed his undying support for the APC and General Buhari and his hatred and virulent opposition to the PDP and President Goodluck Jonathan openly and publicly on his Facebook wall. Some of his comments on Facebook read as follows: ''I stand with him (Buhari) for whatever reason” and “Imagine the kind of people given spaces in our nation’s news tabloids.  Hoodlums are having field day in Nigeria since the inception of GEJ’s administration.  Mad men, hooligans and vultures have taken over decency of the society.  May Allah save us from the torments of this (sic) rascals and expose their intentions on our nation state be it the Boko Haram, killer militants or by extension those in authority with wicked intentions-Amen.”  Photocopies of his Facebook wall where these comments were made and his picture will be made available at the end of this briefing.     
        


Worst still, it is clear that certain aspects of and electronic components within the card reader system which will be used in Saturday's election have not only been compromised but that the encryption codes and so-called ''master key'' may have been made available to the opposition or their friends and agents. This will enable them to access the system, fabricate and generate fake votes and manipulate the voting patterns to their advantage.  


This constitute a very serious breach of security and it is a criminal offence. It is also very dangerous. Worst still it can easily be carried out successfully because, if done quietly and properly and without any deep scrutiny, it is virtually fool-proof. All you need to make it work is to have certain relevant and key INEC officials that are in the know to work closely with the supplier of the card readers and an opposition party that is so hungry and desperate for power that they are ready to pay large sums of money to their friends and associates to help them get it by hook or by crook. 


We believe that all those components are now in place and that the biggest and most brazen attempt to rig elections in the history of our country will take place on Saturday if the necessary measures are not taken to prevent it. If the conspiracy is not exposed, if the Nigerian people do not rise up and demand answers, if the plan is not intercepted and aborted, if the Chairman of INEC does not answer the relevant questions and take the necessary steps and if the relevant individuals, including Sani Musa and his collaborators and co-conspirators in INEC and the opposition, are not called to order, arrested, interrogated and prosecuted their plan may well succeed. 


In view of this dastardly plan that is in the offing and this unwholesome conspiracy, we call on the party leadership and faithful to direct our supporters and polling agents to be very vigilant at every polling booth and to guard and protect their votes. After voting they should stay at the polling booths to ensure that their votes are counted and that they are not manipulated or changed.                      


Ladies and gentlemen, the facts, the evidence and our recommendations are as follows:         


INEC has concluded plans to utilize its recently acquired Smart Card Readers for the forthcoming presidential elections scheduled for March 28th 2015. INEC has carried out a mock poll to test-run the functionality of the Smart Card Reader in 12 states of the Federation with mixed results.


There is an on-going public debate regarding the pros and cons of the planned Smart Card use by INEC with a number of questions being asked regarding the security vulnerabilities of the technology. 


The purpose of this document is:


To highlight the most serious of such security vulnerabilities that are critical enough to justify a halt in INEC's plans to use the Smart Card Readers for the forthcoming general elections (until such issues are satisfactorily resolved and fully certified as being secured by reputable independent third party security auditors).
To demonstrate that the opposition APC has already secured, through rogue means, an unassailable advantage over the ruling PDP which will most likely result in a resounding electoral victory for it irrespective of PDP’s actions or inactions, in the event that the Smart Card Readers are used for the elections.


To highlight the need for INEC to admit to the security-related failings of its Smart Card Readers implementation under circumstances that will be credible to local and international observers, such that it will become obvious that the use of Smart Card Readers for the forthcoming polls cannot guarantee free, fair and credible elections.
The major issues that are worthy of consideration are summarized below. Each issue can be readily substantiated by verifiable sources of evidence.
i. Compromised Master Encryption/Decryption Key: The Master Encryption/Decryption Key that can "unlock" and simulate the PVC data processed by the Smart Card Reader has been compromised.  There is only one copy of the Master Key in Nigeria and it is in the possession of an individual who is a known APC sympathizer/supporter (and also the contractor responsible for the production of PVCs and manufacture of Smart Card Readers for INEC who was already blacklisted by INEC following his inability to deliver ballot papers during the 2011 elections).  The Master Key should rightly be in the possession of INEC, as the neutral umpire, under the most stringent access control protocol imaginable and not freely in the possession of a partisan actor.
INEC has already expressed concern over intelligence reports that APC has been purchasing VINs (Voter Identification Numbers uniquely identifying each PVC), which can only mean that the Party is already in possession of the Master Key (as the purchase of VINs would otherwise have been a fruitless exercise).
This has grave implications for the PDP as the opposition APC, armed with the Master Key and sufficient VINs, can actually simulate the same data transmitted from any Smart Card Reader deployed for the elections at will. The situation is even now worsened by the fact that APC no longer has to purchase VINs or PVCs as they can now download the entire VINs directly from the INEC database which they have successfully “hacked” into.
RECOMMENDATION: INEC should be officially requested to IMMEDIATELY produce the Master Encryption/Decryption Key (before it has the opportunity to cover up this monumental act of negligence).
ii.    Failure to carry out Independent Security Audit of its IT Infrastructure: Contrary to what the average political commentator thinks, the critical IT infrastructure for the use of the Smart Card Readers by INEC is not necessarily the actual device itself, but the back-end IT infrastructure comprising INEC servers, database, network, personnel and processes. Given the critical nature and purpose of this infrastructure, the standard global best practice is for the organisation to enlist the services of an independent third-party IT Security Audit firm to carry out a comprehensive (and indeed, periodic) Security Audit of its entire end-to-end IT infrastructure and prepare a Security Audit Report which forms the ONLY basis upon which INEC can certify its proposed technology as secure and safe from vulnerabilities that can be exploited by rouge persons/systems.
There are various internationally-acceptable information security standard certifications that a reliable back-end IT infrastructure like INEC's should pass in order to command public confidence, such as ISO/IEC 27001, ISO 27018, etc. The lack of such security-related certifications simply means that INEC cannot confidently assert that its systems have not been "hacked", compromised or otherwise illegally accessed by unauthorised persons. 
RECOMMENDATION: INEC should be officially requested to IMMEDIATELY produce a copy of any Security Audit Report independently authored by a reputable and certified third party (before it has the opportunity to cover up this monumental act of negligence).
If INEC fails to produce a satisfactory Security Audit Report, then it should be compelled to conduct a fresh Security Audit of its entire IT infrastructure which can even be extended to its production/manufacturing facilities in China (indeed the only other copy of the Master Encryption/Decryption Key is in the possession of the Chinese Manufacturers) - this process of auditing cannot possibly be completed before the general elections.
iii.    Compromised back-end Personnel: Contrary to standard industry practice, INEC opted for the engagement of relatively inexperienced, “suitcase” IT Consulting Companies for the development of its back-end collation and transmission systems and other core server and database applications, using predominantly open source software characterised by publicly-available source code – another major security vulnerability. While significant budgets were made available for this purpose, INEC's choice of "greenhorn" consultants was due to the ridiculously low contract sums paid for these consultancy contracts. The unfortunate consequence of this indiscretion, however, is that the personnel associated with these firms are poorly motivated, ill equipped, poorly supervised and easily compromised. It is, therefore, easily understandable why the opposition APC has been able to compromise INEC's back-end personnel to its advantage.
RECOMMENDATION: INEC should be officially requested to make public the company profile of the IT Consulting Firms it contracted to develop its back-end IT systems, the Curriculum Vitae of their personnel, their known connections to opposition APC figures as well as the financial details of their associated contracts (vis-a-vis the approved budgets). This will clearly prove the lack of credibility of INEC's critical back-end systems.
iv.    Millions of Unprinted PVCs: Contrary to the public perception that INEC has virtually completed the production of PVCs, the true situation is that, as at last week, INEC was yet to take delivery of over 2 million PVCs that were yet to be produced by the contractor, Act Technologies. It is not certain that the production of these PVCs will be completed before the presidential elections scheduled for March 28th 2015. It is, therefore, obvious that a significant number of eligible voters will definitely be disenfranchised in the process.
RECOMMENDATION: INEC should be officially requested to invite stakeholders to an impromptu visit of the PVC production facility of ACTS Technologies in Ganges Street, Maitama, Abuja to observe, first hand, the on- going production process and take stock of the current and outstanding inventories in a transparent manner.

Absence of Quality Control (QC) Measures and Defective PVC Deliverables: INEC has failed to put in place reasonable Quality Control (QC) measures for the PVCs delivered to it by the contractor - ACTS Technologies. The implication of this procedural loophole is that INEC had and still has no way of determining the extent of "defects" in the supplied PVCs. 
This became most apparent during the recently-concluded mock polls in which a variety of very serious, but avoidable, problems were experienced during the exercise, including PVCs with absent fingerprint data; PVCs with poor picture quality; PVCs with mismatched data (i.e. encoded data different from printed data); Card Readers with low battery lifespan etc. INEC has deliberately hidden the extent of these problems from the general public as there would have been considerable outrage if the scope of the challenges is made known. 
Furthermore, nobody in INEC can reliably predict the likely percentage of defective PVCs that have already been distributed until during the actual election itself. If the percentage is significant and more concentrated to specific geographic locations, as is being suspected, then it is no doubt a recipe fo

The Commissioner of the Rivers State Police Command, Dan Bature has said that Governor Chibuike Amaechi has being raising false alarm against the Command because he refused to bow to pressure to release hardened criminals involved in heinous cases of murder, deadly cult activities, unlawful possession of firearms, kidnappings and sundry acts of lawlessness that ordinarily would have been charged to court but for the industrial action of the Rivers state judiciary.

In a strongly worded press statement signed by the CP Dan Bature, he said: “It is strongly believed that the vituperations are frustrating signs of the Government’s inability to pressure the Command to release hardened criminals involved heinous cases of murder, deadly cult activities, unlawful firearms possession, kidnappings and sundry acts of lawlessness that ordinarily would have been charged to court but for the industrial action of the Rivers State Judiciary”.

The CP said he has restrained himself from joining issues with the state governor but is once again constraint to respond to what he called “the spurious and wispy allegations against it and false alarm raised by His Excellency, Rt Hon. Chibuike R. Amaechi, the Executive Governor of Rivers State, to the effect that the Command exposes Hon. Dakuku Peterside, the Rivers State’s All Progressives Congress (APC) gubernatorial candidate to danger by withdrawing policemen attached to him, unsubstantiated killings and plan to arrest supporters of his party”.

He denied ever withdrawing the police cover to Dakuku Peterside as alleged by the Governor.He said that it is on record that since he assumed duty as the Commissioner of Police six months ago, he has remained focused and committed to performing my constitutional duties and responsibilities of protecting lives and property amongst others. And has refused to be provoked or drawn in unnecessary responses to the avalanche of unsubstantiated allegations, in most cases wild imaginations that are predicated in falsehood that seem to be the penchant of the State Government.


Governor Rotimi Amaechi of Rivers State

Bature said he do not intend to dignify the false alarms raised in the recent press briefing by the State Government, but it is necessary to put records straight.

On the recent redeployment of C4i Policemen from Hon. Dakuku Peterside a few days after the Rivers PDP called for its disbandment on allegation that it has been engaged in terror activities, Bature explained that the C4i unit were redeployed to their traditional duties of fighting violent crimes and their immediate replacement with the elite Special Protection Unit (SPU) has now been attributed to withdrawal of the policemen attached to him.

He dismissed claimed by Amaechi that APC supporters were politically assassinated or hounded to prison at the behest of the state PDP. He wondered why cases of cultists’ related clashes that sometimes resulted in deaths have suddenly been attributed to killing of political party supporters.

The CP said the alleged killing of seven supporters of a political party is not only unfounded as the Command has not received such report.

He also wondered “arrests made on cases of unlawful possession of firearms, robbery, cultism and murder are now attributed to politics. What a mathematical wonder! Six suspects arrested and charged to court for unlawful possessions of firearms have now become over 400 supporters of a political party in our custody”.

He debunked the allegation of the purported plan to arrest 307 leaders of a political party is nothing but a ruse to whip up public sympathy.

Bature said the Command has no plan to arbitrarily arrest anybody.But that anyone who is not planning to cause or foster violence or breach of public peace has no cause to fear or raise false alarm.

He cautioned that on security matters, “we should be mindful of the fact that security issues are not matters for comical entertainment”.

The CP said the Command remains focused in its mandate to serve and protect the people and overall interest of the State. No amount of distractions would deter us from performing our constitutional assigned roles, please.

Nigeria’s Defence Headquarters on Monday gleefully announced that the country’s troops had successfully pushed the Boko Haram insurgents away from the Yobe State.

Yobe, up till now, was one of the states mostly affected by insurgency. Terrorism in Nigeria is estimated to have resulted in, at least, 13, 000 deaths with many other citizens of the country living with sour tales of their experiences with the sect that began over six years ago.

Making the announcement on Twitter, the micro-interaction site on the internet, General Chris Olukolade, Nigerian Army’s spokesman, simply said: “we announce the reclaiming of Goniri today. That was the last stronghold of terrorists in Yobe.”

In another tweet, he said: “Adamawa is free, Yobe is free, Borno is soon to be freed by our able military.”

The Nigerian Army had, days ago, announced that it had fully taken over lost territories in Adamawa State.

President Goodluck Jonathan had promised, in the heat of the six weeks extension of the general elections in Nigeria, that the Nigerian Army would ensure that it rids the country of Boko Haram.

He also gave an order that Abubakar Shekau, the acclaimed leader of the sect must be captured alive.

The presidential election is currently less than two weeks.

Meanwhile, Nigeria’s Chief of Army Staff, Lt. Gen. Kenneth Minimah, on Monday promised that the country’s Army would never again be ridiculed or humiliated as it had become in the fight against insurgency in the country.

Minimah, who said this at the Chief of Army Staff’s First Quarters Conference, Abuja, noted that the Nigerian troops had been resilient in spite of the many challenges they had passed through in the fight against insurgency.

While thanking Nigerians for keeping faith with the military through its trying period, he recalled that Nigerians showed their frustration when the military was not measuring up but that these same Nigerians are now proud of the success recorded by the military currently.

“I want to seize this opportunity to express the Nigerian Army’s profound appreciation to all Nigerians who have stood by us through thick and thin particularly in the last one year. The challenges that we continue to face have again brought to the fore, the strength, perseverance, long suffering and resilience of the Nigerian nation and her people.

“Despite some of the reverses we suffered in the course of our operations some of which almost brought the Nigerian Army to its knees, the good people of this country never wavered but consistently solidarised and identified with us.

“They are understandably frustrated when we fail to perform to expectation but are always quick to show their support and appreciation of our successes. I think this has been the tempo in the last four weeks.

“Nigerians have come out to identify with the Nigerian military, the Nigerian Army and the security agencies.

The ruling Peoples Democratic Party, PDP, says the opposition All Progressives Congress, APC, now confronted with the reality of failure in the 2015 general elections, has intensified its frenzied deployment of false alarms aimed at throwing the polity into chaos and wreck the electoral process.
The PDP National Publicity Secretary, Olisa Metuh, in a statement on Monday said, “Having been exposed in its hypocrisy, lies and empty promises, the APC in obvious frustration is now engaged in dangerous mind game using wild allegations in a bid to cause panic, balkanize the nation and create the way for a reign of anarchy in the country.
“For the APC, it has become a matter of ‘if we can’t have it, then let’s destroy it’. In the last couple of weeks, this opposition party and its leaders have engaged in dishing out dangerous false alarms in a bid to discredit the electoral process, heighten tension, create fear in the minds of the people and push the polity to the brinks.
“For instance, how else would one explain the false alarm by the leader of the opposition, Asiwaju Bola Tinubu on Thursday, March 12, 2015 alleging that there were plots to assassinate him, a phantom claim which was followed on Sunday, March 15 by the APC in a statement that there were plans to kill their Presidential flagbearer, General Muhammadu Buhari.
“Also, on the same March 15, the APC in a yet another statement falsely claimed that the Federal Government paid N9 billion to ethnic militias to foment trouble, before, during and after the general elections. This was immediately followed by a release on Monday, March 16, in which the opposition, in their unrelenting effort to further discredit the process, alleged that the Federal Government has hired an Israeli expert, Gyora Berger to sabotage card readers on Election Day.
“In the same vein, on March 4, 2015, the APC released a false alarm claiming that there were plots by the Federal Government to frame its leaders and sensitive INEC officials and manipulate the electoral process. This is in addition to another statement on March 9 in which it alleged of plots to harass its financiers and cripple its operations ahead of elections.
“We are aware that the APC has lined up many of such false allegations and nuisance alarms, which would be methodologically released to the public to swell the tension as the elections draw nearer.
“APC’s history of lies has become legendary. Nigerians may recall that this party in their penchant for deceit had in June 2014 alleged that a plane carrying Kano state Governor Rabiu Kwankwaso to attend a rally in Ekiti to support Governor Kayode Fayemi’s re-election bid was denied landing permission in Akure, only for Kwankwaso’s Director of Press Affairs, Baba Dantiye to announce that his boss was at another event in Kano and had no plans to travel to Ekiti state.
“It is indeed clear that the APC has no positive agenda for Nigeria but on a mission to grab power at all cost, failing which it has perfected plots to unleash mayhem and destabilize the nation.
“We therefore alert the entire nation, especially security agencies, electoral officials and our members to be vigilant as these allegations could indeed be a subterfuge by the APC to cover a grand plot to unbridle violence on innocent citizens”, the party said.
The PDP also charged its members to remain focused on the campaigns and not allow themselves be distracted, especially seeing that it is enjoying the support and confidence of majority of Nigerians.
The party restated its commitment to issue driven campaign, leveraging on the enviable achievements of the standard bearer, President Goodluck Jonathan, for which Nigerians are determined to give him a deserving second chance, while berating the APC for dwelling on lies and insults without articulating any positive programme for Nigerians.
“Our final advice to the APC is that rather than plunge our dear nation into chaos in the pursuit of their selfish interests, they should be humble enough to face reality, acknowledge their electoral inferiority to the PDP and surrender to the will of the Nigerian people,” the PDP said.

For those who are conversant with the much revered Oba of Benin, it is note worthy to state that he hardly involves himself with politics. Also from history the gifts that the Oba presents to political leaders has a great effect on the lives and political inter play of the recipient's. In some cases that he had offered a particular gift to a former military despot, the interpretation was to mean that the days of the military ruler in office were numbered. And true to it this was what happened to the military ruler. Please note that the Oba does not leave his palace and you as the leader must go to him, whomever you think you are. The days of APC is numbered let them at their risk accuse the Oba of receiving bribe.

THEY WANT CHANGE
1. Obasanjo’s government spent $16bn for power, and
only achieved to change the name of NEPA to PHCN, yet
some people and Obasanjo says Jonathan’s Government
id corrupt.
2. Obasanjo’s government, Olusegun Obasanjo and Atiku
Abubakar were involved in a $180m Hallibuton bribery
scam that made world news, Yet Obasanjo says
Jonathan’s Government is corrupt.
3. Obasanjo’s government, Obasanjo and Atiku spent
about N1tn with Siemens for the production of National ID
Card, with a N34bn bribery scam. I am yet to get mine,
Yet Obasanjo says Jonathan is corrupt.
4. Bola Ahmed Tinubu used Babatunde Fashola to build 1
kilometer of road for N1.2bn, while Akpabio builds same
for N120m. Yet Tinubu and Fashola says Jonathan is
corrupt.
5. Bola Tinubu and Fashola spent $460 million (N55
billion at 2009 exchange rate of N118/$1) of tax payer’s
money in the name of Lekki-Epe Concession Company
(LCC) to build a toll gate, and yet taxed Lagosians even
after claiming to buy back the concession, for using the
road with no records, Yet Tinubu, Fashola and Obasanjo
says Jonathan is corrupt.
6. Buhari delegated all powers to Afri-Project Consortium
(APC), a consulting firm owned by his Wife’s brother,
which allowed his Inlaw’s firm to Initiate all projects for
the PTF, Approve all projects for the PTF and Execute all
projects for the PTF. APC was able to make away with
N25,758,532,444 (Twenty-five billion, seven hundred and
fifty-eight million, five hundred and thirty-two thousand,
four hundred and fourty-four Naira). Buhari says he did
not know.. Yet Buhari, Tinubu claims Jonathan is corrupt.
7. Rotimi Ameachi spent N50bn to build a 2kilometer
monorail that is yet to be completed. And Ameachi,
Tinubu, Buhari says Jonathan is corrupt.
8. 56,000 ghost workers were discovered and terminated,
So former President called President Jonathan to leave
the 56,000 ghost workers to remain in status quo, When
President Jonathan ignored, Obasanjo claimed that
Jonathan is corrupt.
Nigeria was rated the 2nd must corrupt Nation in the
world as at 1999 – 2007 when Obasanjo was president,
then rated 3rd from 2007 till 2011. In 2014, Nigeria is
rated 37th in the world, with a four months review that will
place Nigeria at 46th. Yet Obasanjo says Jonathan is
corrupt.

1. Buhari killed Ben ogedengbe by a death penalty for a crime that didn't carry death penalty when he committed it.

2. Buhari doesn't attend the Federal Council meetings yet collects his allowances. Mr. Integrity indeed.

3. Buhari canceled former Governor Jakande's metroline and forfeited the $50 million paid for it by the then Lagos State Government

4 Buhari used Violence to stop the September 1985 National Conference of the National AssociatIon of Nigeria Students.

5. Buhari jailed Tai Solarin and denied him his asthma drugs simply because he campaigned against military rule and for democracy.

6. Buhari Jailed Nduka irabor and Tunde Thompson for writing a truthful report which embarrassed his Government

7. Buhari raided respected Papa Awolowo's house and seized his passport so he couldn't travel out of the country. Was he also corrupt?

8.Buhari threw Former vice President Alex Ekweme in jail even though it was proven that Ekweme never stole any money.

9. He jailed honest and respected pa Adekunle Ajasin.

10. He jailed Fela Kuti in I984 for singing against the dictatorial tendencies of his Military Government

11 Doctors, remember that Buhari banned the Nigeria medical Association (NMA)

12. Buhari stopped Ooni of Ife for traveling abroad simply because he visited the holy land of Israel in 1984

13. He broke up press conference of ASSU in 1984 and detained four of their executives

14 He jailed Beko Ransome Kuti who only demanded for the release of his brother.

15 He jailed Dr. Sam Onunaka Mbakwe.

16 He jailed Awwal Ibrahim now the Emir of Niger State before IBB pushed him aside.
Nigerians must be careful with what they wish for!

This week, some Nigerians living in the USA had a protest against General Buhari.
