Murtala Muhammed gave the reasons why Lagos became unsuitable for Nigeria and gave Justice Akinola Aguda the terms of reference for the establishment of new Federal Capital.

At no time, in 1979 and 1999 Constitution was a special status given to Abuja other than what it has been. There is no any constitution amendment by Act of Parliament (Federal & States) that specifically amended the Status of FCT to include the 25% voting power to rule Nigeria. Where none of these exist, the Collation Officer shall ask for duplicate hardcopies issued by the Commission to the following bodies in the order below: (i) The Nigeria Police Force; and (ii) Agents of Political Parties”
