Many of this communities never got their money. It was just written down in paper. and they transferred the money to their own communities or their private account. because there is black on black hate in africa. many of the local government and towns folded up because no money came for 16 years.. or Obasanjo/goodluck Jonathan/ngozi iweala were mailing the money somewhere as.
