The economic reforms rolled out by the Nigerian Government since May 2023 have boosted the country’s economy.

This is contained in the African Economic Outlook 2025, released by the Africa Development Bank (AfDB) at its ongoing Annual Meetings in Abidjan on Tuesday.

According to the report, services contributed three-quarters growth to Nigeria’s Gross Domestic Product (GDP) .

The report attributed 13 per cent to industry growth, driven by higher oil production, which rose 2.8 per cent to 1.56 million barrels per day in 2024.

It said that agriculture production supported by competitive domestic prices contributed nine per cent to GDP growth.

“Demand was moderated by suppressed consumption due to higher prices. Market determined petrol prices increased 77 per cent and the Naira weakened 42 per cent during 2024.


“Both key underlying factors contributed to inflation, which stood at 33.2 per cent in 2024, up from 24.7 per cent in 2023.

“To dampen inflation pressures, the Central Bank of Nigeria (CBN) tightened the policy rate to 27.5 per cent,” it said.

The report said that fiscal deficit of 3.9 per cent of GDP, which

was marginally lower than 4.0 per cent in 202, was largely driven by increased non-oil revenue.

“Public debt increased to 52.3 per cent of GDP in 2024 from 41.5 per cent in 2023,’’ it said
According to the report, this is driven by a weaker Naira and increased public borrowing.

It[b] said that the current account surplus increased to 9.2 per cent of GDP in 2024 from 1.6 per cent of GDP in 2023 as higher import prices lowered imports.

The report said the financial services sector initiated recapitalisation to align with the trillion-dollar economy agenda, while financial stability improved.

It said that non-performing to gross loans ratios fell to 4.1 per cent mid-2024 from 4.4 per cent in 2023.

The Senate and the House of Representatives have jointly adopted the harmonized conference report on the four tax reform bills, marking a significant milestone in President Bola Tinubu’s fiscal reform agenda. The bills will now be transmitted to the President for assent.

After weeks of detailed legislative work, the Chairman of the Senate Committee on Finance, Senator Sani Musa (APC, Niger East), presented the harmonized report of the joint conference committee tasked with reconciling differences between the two chambers’ versions of the bills.

The bills include the Joint Revenue Board (Establishment) Bill, 2025 (SB. 583); the Nigeria Revenue Service (Establishment) Bill, 2025 (SB. 584); the Nigeria Tax Administration Bill, 2025 (SB. 585); and the Nigeria Tax Bill, 2025 (SB. 586). These were initially transmitted to the National Assembly by President Tinubu in October 2024.

The conference committee carefully reviewed the disparities between the Senate and House versions, adopting selected clauses from each chamber to produce the final harmonized versions.

For example, in the Nigeria Tax Administration Bill, several clauses from both chambers were integrated, such as Clause 9 from the House version, mandating disclosure of certain financial information by banks and financial institutions, and Clause 45 from the Senate version, which outlines the liability of managers in tax matters.

Similarly, the Nigeria Revenue Service Establishment Bill’s harmonized version includes Clause 4 from the House, detailing the service’s functions, and Clause 7 from the Senate, specifying the governing board’s composition.

For the Joint Revenue Board Establishment Bill, the committee adopted Clause 4 from the House, defining the board’s composition, while Clause 5 (functions of the board) and Clause 10 (appointment process for the Executive Secretary) were adopted from the Senate version.

The House of Representatives, led by the Chairman of its Committee on Finance, James Faleke, also presented the harmonized report and, following a Committee of Supply session, adopted the bills.

Lawmakers cautioned against any wrongful amendments or insertions as the bills prepare to be sent to the Presidency for final assent.

The Senate President, Senator Godswill Akpabio, conducted a voice vote on the adoption of the harmonized reports, which passed by majority.

Once signed into law by President Tinubu, these reforms are expected to overhaul Nigeria’s tax administration and improve revenue generation in line with the government’s broader economic objectives.

The Federal Government has ordered that any student caught cheating in any national examination will face a three-year ban across all external exam bodies, including JAMB, WAEC, NECO, and NABTEB.

This directive was disclosed in an official circular signed by JAMB’s Public Communications Advisor, Dr Fabian Benjamin, dated May 27, 2025.

The policy forms part of wider measures to reduce examination malpractice and eliminate the influence of miracle centres in Nigeria’s education system.

According to the circular, the directive was issued by the Minister of Education, Dr Tunji Alausa, in line with Sections 5(1)(c)(iv) and 6 of the JAMB Act.

“Student (s) involved in examination malpractice should be barred from sitting for any external examinations in Nigeria, such as those conducted by WAEC, NECO, NABTEB, etc., for three years using the instrumentality of NIN. Such a stringent measure will serve as a deterrent to other students and parents,” the board stated.

The federal government believes that this policy will discourage students and parents from engaging in malpractice and restore credibility to the country’s examination system.

Sanctions against miracle centres

The directive also includes strict sanctions against schools and Computer-Based Test (CBT) centres that aid malpractice.

“Any school/CBT centre involved in examination malpractice and/or acting as a miracle centre should be derecognised for a number of years. The duration will be determined by the examination body, ” the board stated
In addition, the circular noted that examination bodies must work together to enforce penalties across the board.


“If any school/CBT centre is derecognised by any examination body, other sister examination bodies should follow suit and derecognise the same school/CBT centre for the same number of years to run concurrently. This will send a very strong signal to the operators of these miracle centres,” they state.

JAMB explained that the ministerial directive aligns with Section 16(2) of the Examination Malpractices Act.

This provision empowers examination bodies to withdraw recognition from centres involved in malpractice and share the names of such centres with other examination authorities, enabling coordinated sanctions across different exam bodies.

The three-year ban on students caught cheating will be enforced through the National Identification Number (NIN), which is mandatory for all candidates before they can sit for any national examination.

Not all might be borrowed, it is just a framework. In recent development where states are borrowing less and repaying their debts, it is necessary to put a cap on the borrowing framework.

A Lagos State Special Offences Court sitting in Ikeja has convicted and sentenced Mamman Nasir Ali, the son of former Peoples Democratic Party national chairman, Ahmadu Ali, and a Sierra Leonean, Christian Taylor, to 14 years imprisonment each over a ₦2.2 billion oil subsidy fraud.

Justice Mojisola Dada of the Special Offences Court in Ikeja on Tuesday handed down 14-year prison terms to two oil marketers, Mamman Nasir Ali and Christian Taylor, for their roles in a ₦2.2 billion fuel subsidy fraud.

The duo, along with their company, Nasaman Oil Services Limited, faced an amended 57-count charge after new evidence emerged in the case. They had originally been arraigned on 49 counts accusing them of conspiracy to obtain money by false pretence, forgery, and using falsified documents. All three defendants pleaded not guilty.

One count detailed how, on November 9, 2011, the marketers and two now-fugitive accomplices allegedly conspired “to obtain the sum of N749,991,273.36 … by falsely claiming that the sum represented subsidy accruing to Nasaman Oil Services Ltd under the Petroleum Support Fund for the importation of 10,031,986 litres of Premium Motor Spirit (PMS) … which representation you knew to be false.”

Another count accused them of similarly defrauding the government of N1,480,074,125.61 on April 11, 2011, by claiming subsidy on 20,492,982.50 litres of PMS purportedly imported through shell companies in the British Virgin Islands.

Following Justice Adeniyi Onigbanjo’s withdrawal from the matter, the case was reassigned to Justice Dada. During the trial, Prosecutor Seiduh Atteh called several witnesses and tendered documentary evidence to establish how the subsidies were claimed without the requisite importation taking place.

Delivering her judgment, Justice Dada described the defendants’ actions as “not only a serious breach of trust, but an assault on the integrity of Nigeria’s oil subsidy programme.” She found the prosecution’s evidence compelling and convicted Ali and Taylor on all counts.

In addition to the prison terms, Justice Dada ordered the forfeiture of assets and bank accounts linked to the fraudulent transactions. She also issued warrants for the arrest of two other suspects—Oluwaseun Ogunbambo and Olabisi Abdul-Afeez—who remain at large.

The convictions mark one of the highest-profile judgments under Nigeria’s ongoing campaign to curb subsidy corruption.
