I find it amusing….perplexing even, that a country like Nigeria that operates a unitary system of gov’t in all but name, and one where a malevolent, parochial, bigoted and powerful centre sabotages the economic prospects of certain states or regions based on ethnicity, religion and voting pattern, like we saw the Buhari gov’t do with Anambra and derivation payments in lieu of her oil production….that given the aforementioned, someone that’s up to no good would be asking a sub-unit of the whole, that has little or no federal presence or federal projects, to miraculously buck the trend obtainable in other states that are even more favoured by the centre and existing status-quo!

A fair assessment would be to check if the poverty rate in Anambra was growing year-on-year before Peter Obi became governor, and, if not reversed, whether the poverty rate was either slowed or halted during his his tenure as governor! Such an assessment should also mention how he fared in other indices of development and not just the poverty rate.
Giving excuses for failure, typical ipob. Obi collected federal allocations for eight years without being owed, he pocketed LG allocations without conducting LG elections. He diverted states funds into his own bank and invested states funds in his private business. Such a man is a feudal lord who loves seeing his people groan in poverty. Such was his brutal regime in Anambra. Then check Lagos data from the screenshot, poverty rate reduced from 69% to 40%.

Tinubu was the most investigated individual, even stood trial at the code of conduct tribunal. If Obi enter any court for his many criminal cases, he's finished. Ordinary invitation from ENDSARS panel in 2020, he ran to court to obtain injunction.

Findings by FactCheckHub show that the claim is TRUE.

Poverty is generally defined as a state of being poor.

The 2010 Poverty report by National Bureau of Statistics captures poverty rates across Nigeria based on three different approaches namely: Absolute Poverty Approach, Relative Poverty Approach and Dollar per day.

According to the report, which documents the average poverty headcount rate across Nigerian states, Anambra recorded 53.7% poverty rate between 2009-10 when Obi was the governor of the state.

Between 2003-2004 before Obi became the governor, the poverty rate in the state stood at 41.4% meaning that the figure increased by about 28% under Peter Obi

FactCheckHub could not access the poverty report for the period when Obi left the office in March 2014 because the National Bureau of Statistics did not release subsequent poverty reports until 2020. The report shows that Anambra’s poverty rate reduced to 14.8% in 2019.

THE VERDICT

The claim that Anambra recorded a 53.7% poverty rate under Peter Obi’s leadership as the governor of Anambra state is TRUE, according to data obtained from the National Bureau of Statistics.

Verdict

So what’s the status of the claim? Based on data from the (NBS), Anambra’s state-level headcount per capita poverty increased from 41.4% in 2003-04 to 53.7% in 2009-10. Peter Obi was governor between 2006 and 2014. So the claim is partly true, and we give it a banana rating. However, no official data shows the poverty rate when he left office in 2014.

Some people do not understand what the ECA represented at the time, they are saying out of ignorance as though it was used to pay subsidy. Not at all, the excess from the crude oil revenue above the benchmark was saved into the ECA and was eventually shared by the federation which comprises of the FG and the 36 states. No money was saved into the ECA for fuel subsidy purpose.

The Federal Government on Tuesday at the Supreme Court denied operating Excess Crude Account (ECA).

It therefore challenged the 36 states challenging the legality of the alleged account to prove otherwise.

The case came up on Tuesday after several failed attempts for an out-of-court settlement between the warring parties.

Federating states are also challenging the transfer of $1 billion from the account to the Sovereign Wealth Fund (SWF).

The court, presided by the Chief Justice of Nigeria, Mahmoud Mohammed, adjourned proceedings to March 19, 2015 after the court could not locate some of the processes filed by counsel to the 36 states of the federation, Yusuf Alli.

Although Ali had urged the court for a stand down to enable him trace the process at the registrar, he was overruled by the CJN who said the court had no luxury of time to grant such a request.

Earlier, counsel from the chambers of the Attorney-General of the Federation, Mohammed Bello Adoke (SAN), Ahmed Abdulmalik informed the court that the alleged Excess Crude Account does not exist.

“The plaintiffs are deceiving themselves. They are aware that there is nothing like ECA anywhere. As soon as any money comes from the account, it is channeled into the Federation Account and shared every month among the states,” he said

“The Federal Government is at a loss as to how the states came up with their claim. The Federal Government is interested in proceeding with this case so that the states can tell the court where the ECA is domiciled. My lords, we are ready to tackle the plaintiffs in court.”

“If counsels are sincere with their clients, it’s a matter that should be resolved without the court’s intervention,” Justice Mohammed stated.

In the suit, the states stated that the conduct of the government of the federation and its officials was a violation of rule of law and a breach of the independence of the judiciary and constitutes a violation of the principles of rule of law handed down by the Supreme Court in the case of Governor of Lagos v Odumegwu Ojukwu (1986) pt 1 NSCC 304 and Rotimi Chibuike Amaechi v INEC (2008) 5 NWLR (pt 1080) 277.

In addition, they described the action of the Federal Government as executive lawlessness and impunity, saying the proposed disbursement of $1 billion by the Federal Government, its Minister of Finance and other officers would create a state of fait accompli and helplessness, if not stopped immediately.
