Although your cousin is allowed to get married while in the United States, he will be held to a much higher bar of scrutiny - particularly if he was married to his first wife when he received his B1/B2 visa. Marriage for the sake of immigrant benefits to which one is not entitled is illegal.

This is a serious error, I left Nigeria with just $200 to avoid travelling will cash on getting to bank of America. I was surprised when I requested for just $500 withdrawal. It declined payment until I changed it to $100.
I called my bank in Nigeria,only to be informed that $100 is the maximum withdrawal limit and $1000 is the monthly withdrawal limit.
