Speaker of the House of Representatives, Yakubu Dogara, yesterday, said 68 percent of Internally Displaced Persons (IDPs) in Nigeria were children.
Speaking at the sensitisation workshop and launch of UNHCR hand book, “On Internal Displacement for Parliamentarians,” Dogara said statistics from the UNHCR showed that 68 percent of IDPs in Nigeria were children, adding that there had been about 60,000 births in IDP camps so far.
“We need to further explore the theme of this handbook for parliamentarians, which is ‘Internal Displacement: Responsibility and Action’, in a nutshell, who and what is responsible for internal displacement and what action is being taken by relevant authorities to address the problem,” he said.
“For our purposes, I think we should adopt the description of IDPs as ‘persons or group of persons who have been forced or obliged to flee or leave their homes or places of habitual residence, in particular as a result of or in order to avoid the effects of armed conflict, situations of generalized violence, violations of human rights or natural or human-made disasters, and who have not crossed an internationally recognized state border.’ (Article 1(k) of the Kampala Convention).
“Large scale development and environmental projects can also generate IDPs. What is clear from the above definition is that IDPs are citizens of our country. They are not refugees from another country.
“They are our constituents, some of who voted us into office. As legislators, we have a duty and responsibility to care for them, protect them, assist them, provide for their needs, their welfare and to advocate on their behalf.”
“To be displaced or uprooted from one’s home is one of the most degrading and humiliating experiences that can befall any human being.
“They are very vulnerable and are exposed to all forms of exploitation and misery, women and female children are sometimes subjected to s*xual abuse, and trafficking.
“IDPs lack appropriate shelter, food, water, sanitation, healthcare, child protection and educational opportunities.
“Access to money and work is severely limited or non-existent. Statistics from the UNHCR show that 68% of IDPs in Nigeria are children and there are so far about 60, 000 births in the IDP camps.
“The National Assembly has made its own contributions to the fight against terrorism and internal displacement, over the years.
“On the fight against Terrorism, we should recall that the National Assembly speedily passed both the Terrorism Prevention and the amendment Acts to aid the executive in its anti terrorism measures.
“The House is also currently processing a Bill to consolidate the anti – terrorism legislations into one document for ease of use and reference”.
“The National Assembly has always supported all budgetary requests from the Executive to fight terrorism.”
“The 8th House of Representatives and indeed the 8th National Assembly is also ready and willing to provide the legislative support that may be required of it in this regard”.
On the issue of Internally Displaced Persons, Dogara said: “Apart from creating a Standing Committee by the House of Representatives, a Resolution, sponsored by me and many other members, was recently adopted by the House, which among other things; requested Mr President to set up the machinery for the establishment of the North East Development Commission and the convening of a Donor Conference or Summit for the North East region which will assist in solving the problem of IDPs.”

A robbery suspect identified as Yusuf Lawal, aka Eletu, who was recently arrested alongside another member of his gang, Taju Alabi, aka Kolo, in the Ebute Meta area of Lagos State has confessed to taking to robbing from the early age of seven.
According to Punch, officers of the State Anti-Robbery Squad, SARS, attached to the State Department of Criminal Investigation, SDCI, were patrolling Kadiri and Kano streets around 4 am when they heard a cry for help.
SARS officials said a group of robbers, numbering 19, were said to be operating in the community at the time.
Following the distress call, the officials arrested Lawal who was allegedly dispossessing a victim of money, phones, and other valuables, after his accomplice stabbed the victim and fled the scene.
20-year-old Lawal, who claims to be the only child of his parents, was taken to the SDCI for interrogation, during which he reportedly led the police to make other arrests.
Lawal said he started with petty robbery and refused to stop even after his father had warned him to and explained that it turned out badly due to peer pressure.
According to the Lagos State indigene, “I am the only child of my parents. I grew up not knowing my mother, who died when I was still a child. I don’t know what my father does for a living. He could not correct me because I always overpowered him whenever he attempted to do so. It’s been 13 years now since I started.
He said he later ran away from home and started living with a friend in Idi-Oro, Mushin.

“I started robbing when I was seven after I quit primary school,” the father of one said, adding that his friend, one Sule, introduced him to robbery.
“We always went out to rob residents. We stole phones, money, and other valuables. Also, we usually rob very early in the morning. I will turn a new leaf if the police can release me,” Lawal pleaded.
In his defence, the second suspect, Alabi, denied knowing Lawal. He said he had never participated in any of the robberies.
Lawal, while allegedly confronting him with his sin, said, “On two different occasions, I stole phones and gave them to you to sell, which you did and we later shared the money.
“You saw me living large and you asked me for the secret, and I told you. We have been doing this together; so tell the truth. When we were robbing people, you should have known this will be the end,” Lawal revealed.
Alabi subsequently owned up, saying he had only gone for three operations.
“He’s my friend and we have been friends since childhood. We met at Mushin. I work at a car wash and I am also a bus conductor. I have only stolen three phones. It is true that we rob people,” the 18-year-old said.
The Police Public Relations Officer, Joe Offor, when contacted by the newspaper for comments, promised to call back but was yet to do so as at press time.
However, a police source revealed that the suspects had been cooperating with the police and giving useful information.
The source who didn’t want his name mentioned, said, “They were 19 in number that participated in the robbery that morning. We were on a patrol that morning when we received a distress call.
“We quickly deployed our men and Lawal was caught red-handed. We are on the trail of the other suspects, and soon, they will be arrested,” he added.

A group under the aegis of Bayelsa Votes has exposed an alleged plan by the Federal Government and the All Progressives Congress (APC) to use federal funds allocated to the Niger Delta Development Commission (NDDC) to influence the voting pattern in the December 5, 2015 governorship election in the state in favour of the APC candidate, Timipre Sylva.
The group’s coordinator, Mr. Thomas Dokubo, who made the allegation yesterday, said the APC sees itself as being indebted to Sylva owing to the financial role he played in the election of President Muhammadu Buhari, hence the plan to ensure he wins by all means is a way of rewarding him.
“Only recently, there was a presidential directive to the NDDC to award some juicy contracts to some companies owned by Timipre Sylva, with upfront payments. We view the latest action of the APC-led government as an attempt to subvert our fledgling democracy.
“From all indications, the major preoccupation of government at centre for now is how capture the PDP controlled states by all means, not minding the implication of such desperation on a democracy”, Dokubo alleged.
The Bayelsa Votes also advised President Buhari to shun any attempt by his party to use federal might to abuse national institutions with the intent to deploy security operatives to intimidate and harass ordinary citizens of Bayelsa State before and during the governorship election in the state.
It further reiterated its resolve to protect the nation’s democracy in defense of free, fair and credible elections, stressing the next governor of Bayelsa State would only emerged through a process to be determined by the electorate at the polls.
