The Nigerian National Petroleum Corporation on Tuesday said it released 300 trucks of petrol to Lagos and 170 to Abuja, to stem long queues at filling stations. NNPC Spokesman, Ndu Ughamadu, announced the release in a statement in Abuja. This followed the call-off of the strike by the Petroleum and Natural Gas Senior Staff Association of Nigeria over labour disputes with NECONDE Energy Services Ltd. According to Ughamadu, the corporation has 21 days sufficiency of petrol, which translates into 750 million litres of the product. “NNPC has also increased the supplies of petrol to cities across the country, with Abuja receiving additional 100 trucks of petrol from its normal 70 trucks daily supply. “Lagos is being supplied 300 trucks of petrol daily,’’ he said. He explained that supplies from the Port Harcourt and Kaduna refineries boosted the petrol stock. “With the call-off of the warning strike by PENGASSAN yesterday, NNPC wishes to assure motorists that normalcy would soon be restored in all parts of the country. “NNPC enjoins motorists and other consumers of petroleum products to desist from panic buying. “We also warn marketers not to engage in hoarding as defaulters will be prosecuted,’’ Ughamadu said. Everyone knows Yinka Ayefele became famous after he survived an accident that almost ended his life on December 12, 1997. What most people don’t know is that doctors had concluded that he would never be able to perform sexually again. Celebrating 20 years after the nightmarish accident, Ayefele told Sunday Scoop that on the day he first had an erection while he was in hospital, everyone became ecstatic. He said, “After the accident, everyone jubilated when I had an erection one afternoon. I was wondering why they were rejoicing and they told me the doctors said I would not be able to have an erection again. They had reached the conclusion without my knowledge.” He admitted that life would have become meaningless had he not regained the ability to have an erection. But even in the midst of the trouble, he never reasoned that his girlfriend, who later became his wife, would forsake him. He reacted, “She didn’t leave me when I was hospitalised, so why would she leave me afterwards? When things were bad, she was with me all through. We got married after the accident and we are blessed with four boys.” He stressed that he had stopped bothering himself about people who still believe the accident might have rendered him impotent even though he confessed that in the past, such things bothered him. He recalled, “I can still remember my response to a journalist who wanted to be sure I could impregnate a woman. I told him to bring his sister if he wanted a confirmation. It used to be embarrassing when people questioned my sexual ability. “Even if I am unable to make love to a woman, should that make them happy? Even if my wife and I opted for IVF, is it something they should gloat about?” 20 years after, Ayefele still feels pains and said he has decided to stop taking pills because he fears that it may affect his kidney or liver. He explained further, “I am still feeling pains; I am always in pain every day. Pills cannot even stop the pains and I am conscious of what I take in, but I thank God I have been able to cope. I give thanks to God for sparing my life. “I personally thought I would die, but my parents and loved ones encouraged me to stay alive. They felt bad, but they didn’t want to lose me. My father was alive then, but I lost him two years ago. He was so supportive all through the trying times.” Recalling the circumstances that confined him to the wheelchair, he said, “I was on my way to Abeokuta, but I lost control of the car because it rained heavily that day. The car fell into a deep pit. I was taken to a nearby hospital, but they couldn’t handle my case because I was vomiting blood. I was taken to another hospital where it was discovered that I had a spinal cord injury. “I was then transferred to the University College Hospital, Ibadan, where I stayed for almost a year before I was discharged. Much later, I raised funds and travelled to the United Kingdom, for specialised treatment.” Source: http://punchng.com/everyone-jubilated-day-i-had-an-erection-on-sickbed-yinka-ayefele/ |

The Osun State House of
Assembly has issued a warrant
of arrest against the
immediate past Commissioner
for Lands, Physical Planning
and Urban Development in
the state, Mr. Muyiwa Ige, for
his alleged refusal to honour
the lawmakers’ invitation.
Muyiwa is a son of a former
governor of the old Oyo State,
the late Chief Bola Ige.
The assembly is investigating a
land matter at Ilobu and the
former commissioner was
invited to appear before the
lawmakers.
The report of the warrant was
aired on the Osun State
Broadcasting Corporation on
Wednesday and a member of
the House of Assembly
confirmed the development to
our correspondent on the
telephone.
The lawmaker, who pleaded
anonymity, said Ige was
invited through a radio
announcement on Tuesday
and was asked to appear
before the house.
The lawmaker said Ige was
not the only invited person
who did not honour the
invitation, adding that a
former permanent secretary of
the ministry was also
summoned but the PS called to
notify the assembly that he
would not be able to come on
Wednesday.
He said, “It is true but the
invitation was aired on OSBC
on Tuesday and if he (Ige) was
not in the state, he might not
have heard that he was
invited.”
“The PS also did not come but
he called to notify us that he
would not be available today
(Wednesday). We didn’t
receive any call from Muyiwa
until evening time when he
called and told us that he was
not aware of the invitation. He
was not even accused of
stealing anything so, I think he
would come on Monday or
so.”
When contacted, Ige told our
correspondent on the
telephone that he was not
aware of the invitation.
The former commissioner,
who was furious about the
warrant of arrest, said he was
in the state on Tuesday but he
did not hear the
announcement.
He said, “I just heard the same
way you heard it. Nobody
invited me. I was even in Osun
State till 7pm on Tuesday.” Source: http://punchng.com/osun-assembly-orders-arrest-of-iges-son/ |

Troops of the Nigerian Army on Wednesday repelled a violent attack by the Boko Haram insurgents at Mainok community in Kaga Local Government area of Borno. The troops engaged the insurgents in gun battle at Mainok, about 73 kilometres drive from Maiduguri. Mainok is one of the liberated communities rehabilitated by the government. The town recorded high number of returnees due the relative peace in the area. The troops, according to witnesses, killed about 10 insurgents and wounded others when they tried to infiltrate a military unit in the town. Alhaji Lawal Wasaram, a former chairman of the council, confirmed the incident to NAN. Wasaram said that the incident occurred at about 6:00 p.m. when a group of insurgents, moving on two trucks and motorcycles, tried to infiltrate the town from a nearby bush. He said that troops deployed to the area intercepted and killed about 10 of them while many were wounded in gun duel. Wasaram added that the troops also destroyed the insurgents’ vehicles, a situation which prevented them from attacking the town. “The gallant troops successfully repelled the insurgent and protected the town from attack. “It is difficult to ascertain the causalities; about 10 insurgents were killed and several others wounded in the failed attempt to attack Mainok,” he said, he added that the locals and soldiers were currently celebrating victory in the town. The military authorities are yet to comment on the incident. Source: https://www.vanguardngr.com/2017/12/troops-repel-boko-haram-attack-borno-community/ |

Source: https://www.vanguardngr.com/2017/12/cost-funds-nosedives-cbn-halts-liquidity-mop-operations/ COST of funds in the interbank money market fell sharply last week, as the Central Bank of Nigeria (CBN), for the first time this year, suspended its weekly liquidity mop-up operations signalling relaxation of its tight money policy. Average short term interest rates nose-dived by 2, 174 basis points (bpts), while interest rate on Collateralised lending fell by 2,066 bpts. Since the beginning of the year, the CBN had been issuing secondary market treasury bills (TBs) also known as Open Market Operations (OMO) bills to mop-up excess liquidity in the interbank money market. Aside the regular OMO TBs which are issued based on a quarterly issuance calendar, the apex bank also issues special OMO bills worth N100 billion occassionally, especially in anticipation of huge inflow of funds into the market. The Central Bank of Nigeria, CBN, headquaters, Abuja However, contrary to expectation and in spite of N110 billion inflow from matured TBs, and expected inflow from the N532.8 billion statutory allocation disbursed by the Federal Allocation Accounts Committee (FAAC), the CBN did not issue any OMO TBs last week. This move, which was described by analysts at Lagos based Afrinvest Plc, as ‘unprecedented’, fuels anticipation of expansionary monetary policy stance as indicated by the CBN Governor, Mr. Godwin Emefiele, in his keynote address at the annual Bankers Nite of the Chartered Institute of Bankers (CIBN) in Lagos, last month. Emefiele had stated: “Monetary policy stance could change when the underlying fundamentals become supportive. If the pace of disinûation becomes adequate and we see inûation at predicted levels, I am very optimistic that MPC may begin to see strong justification for an easing of monetary policy, which may further accelerate the recovery process.” With no OMO bills issued to mop-up liquidity, interbank money market liquidity, which had dropped to deficit of N92.8 billion on Tuesday from surplus of N183.9 billion the previous week due to outflow for dollar purchase, revived to N78 billion surplus at the close of last week. As a result, cost of funds in the interbank money market, which closed the previous week in double digits, fell sharply, with average short term interest rates falling by 2, 174 basis points (bpts). Data from the Financial Market Dealers Quote showed that interest rate on Collateralised lending fell by 2,066 bpts to 5.17 percent from 25.83 percent the previous week. Similarly, interest rate on Overnight lending dropped by 2,283 to 6.25 percent from 29.08 percent. However, analysts were uncertain if this trend will persist this week. While the market expects inflow of N218.1 billion from maturing TBs and the statutory allocation funds, the impact on cost of funds will be moderated as the CBN is expected to roll-over the maturing TBs while the Debt Management Office (DMO) will also issue N100 billion worth of FGN Bonds. Investors inject $3bn in I&E in 4 weeks Financial Vanguard investigations revealed that investors have injected $3 billion into the Investors and Exporters (I&E) window in the four weeks reflecting soaring confidence in the seven months window. Analysis of daily transaction volume in the window from Monday, November 13 to last week Friday, shows increase in weekly volumes of dollars traded. From $674.3 million dollars in the week ending Friday November 17, the dollars traded rose to $727.9 million for the week ending November 24, indicating increase of 7.9 percent. For the week ending November 30, the volume of dollars traded rose further by 4.3percent to $759.2 million and further by 18.6 percent to $900.5 million for last week. The upsurge in dollar inflow, however, did not impact positively on the naira, as it depreciated by one kobo against the dollar within the four week period. According to the FMDA, the indicative exchange rate of the naira for the window rose to N360.41 per dollar last week Friday from N360.4 per dollar on Friday November 10. However the naira appreciated in the window last week by 24 kobo, as the indicative exchange rate dropped from N360.65 the previous week to N360.41 last week. Meanwhile, the CBN sustained its weekly intervention in interbank foreign exchange market by injecting N210 million on Tuesday. Announcing the injection in a statement, Acting Director Corporate Communications Department, CBN, Mr. Isaac Okoroafor, said: “The sum of $100million was offered to the wholesale segment, while the Small and Medium Enterprises (SMEs) segment got an allocation of $55 million. The invisibles segment (i.e. tuition fees, medical payments and Basic Travel Allowance (BTA), among others) was also allocated $55 million.” |
Source: http://punchng.com/slavery-nigerian-victims-cant-sue-libya-says-falana/ A human rights lawyer, Mr. Femi Falana (SAN), has said that Nigerian victims of slavery have no court to sue Libya for the violation of their rights. Falana said in a statement on Sunday that the victims would have been able to approach the African Court on Human and Peoples Rights sitting in Arusha, Tanzania, but had been deprived access to the only international court due to the Nigerian government’s failure to make a declaration accepting the court’s jurisdiction. He stated that the Community Court of Justice of the Economic Community of West African States, which Nigeria had accepted its jurisdiction was only limited to West African states. He stated, “Since the jurisdiction of the community court is limited to the West African sub-region, Nigerians whose rights are breached in other African countries would have been able to seek redress in the African Court on Human and Peoples Rights sitting in Arusha, Tanzania. “But that is not possible as the Federal Government has refused to make a declaration accepting the jurisdiction of the Court in line with Article 34(6) of the Protocol establishing the African Court which provides that ‘At the time of the ratification of this Protocol or any time thereafter the State shall make a declaration accepting the competence of the court to receive petitions under Article 5(3) of this Protocol. “‘The court shall not receive any petition under Article 5(3) involving a state party which has not made such a declaration.’” He said although, Libya too had not accepted the jurisdictional competence of the African Court, “the victims of the illegal slave trade in that country could have submitted a petition to the African Commission on Human and Peoples Rights and thereafter apply that the communication be referred to the African Court on Human and Peoples Rights for judicial determination.” He added, ”But since Nigeria has not facilitated access to the African Court, the victims of the slave trade in Libya have been left without any legal remedy whatsoever. “In other words, the infringement of the human rights of the victims to dignity and freedom from discrimination guaranteed by articles 2 and 5 of the African Charter on Human and Peoples Rights cannot be challenged in the African Court.” He demanded that the Federal Government compensated the victims and accepted the African Court’s jurisdiction before December 31, 2017 otherwise he would sue the FG.
