The Osun State Government
has assured civil servants in
the state of its readiness to
pay them their monthly
salaries in full.
The Commissioner for Finance,
Alhaji Bola Oyebamiji, gave the
assurance during a meeting
with staff of the ministry on
Friday in Osogbo.
Oyebamiji, however, said the
payment of the full salaries
would be determined by the
availability of resources.
The News Agency of Nigeria
reports that civil servants were
paid full salaries of December
2017 on Jan. 10.
The workers have been
receiving half salaries since
July 2015.
Workers on Grade Levels 1 to
7, were being paid full salaries,
levels 8 to 10 received 75 per
cent, while levels 12 upwards
collected 50 per cent of their
salaries.
The commissioner said the full
payment of the December
salaries was a reflection of
government’s determination
and commitment to pay the
backlog of salaries when the
economy improves.
Oyebamiji said that
government used 91 per cent
of the third tranche of the
Paris Club refund to pay the
December salaries.
He urged workers to be major
revenue marshal of the
government, saying “the
Ministry of Finance is very
important to the prosperity of
the state’’.
“We must generate revenue
for the state. We just paid full
salary and the full salary was
not paid from the allocation
from the Federal Government.
“We therefore must work hard
to generate more revenue for
the state.
“It will be a cheat if you
workers are paying your taxes
as being deducted at source
and you do not tell your
neighbours who are
operating hospitals or private
schools to pay.
“I want to appeal to you to go
out and work so that the
government will be able to
continue paying the salaries as
at when due.
“Sustainability of the business
of the government should be
our target.
“It is my wish that we all work
together to enable the
government function well,’’ he
said.
Oyebamiji said what

the federal allocation was no
longer enough to pay salaries,
saying workers must assist
government in generating

Lagos – Gov. Akinwunmi Ambode of Lagos State on Thursday said that the state generated a total of N503.7billion revenue in 2017 despite the harsh economic climate in the country. Ambode spoke at the state’s first quarter 2018 Town Hall Meeting in Ikeja. The governor said that he would vigorously pursue all infrastructure projects and remain focused to the task of building a virile Lagos. “Despite the harsh economy, our state budget performed at 82 per cent. “Total revenue generated was N503.7bn representing a performance of 78 per cent; total recurrent expenditure was N281.33bn representing a performance of 92 per cent, while total capital expenditure was N387.60bn or 76 per cent performance,” the governor said. Ambode said that the state was entering into the New Year with confidence of being on a solid prosperity footing, with interesting prospects for all Lagosians. He said it was gratifying that the support of the people enabled government to achieve a lot and commence the transformation of the landscape of the state. Ambode listed some of the key projects delivered last year to include the new Tafawa Balewa Square Bus Terminal, new Ojota Pedestrian Bridge, Aboru-Abesan Link Bridge and adjoining inner roads. He cited others as Ojodu Berger Slip Road and Pedestrian Bridge; Jubilee Bridges in Ajah and Abule Egba; Freedom and Admiralty Road in Lekki; new Lands Registry; newly upgraded Jubilee Chalet in Epe, among others. Giving a report of activities of his administration in the last quarter, Ambode said the state government commissioned the first state-owned DNA Forensic Centre. He said that in the coming weeks, he would sign a contract to upgrade the facility to offer toxicology services. “In fulfilment of our promise to our students in tertiary institutions across the state, this administration disbursed a total sum of N635.5million to 8,419 students across the state. “Our government acquired healthcare equipment worth N2.5 billion. “The equipment will strengthen the capacity of our health facilities to render improved health services and also facilitate smooth take-off of the Lagos State Health Scheme, which is designed to enable residents enjoy unfettered access to qualitative healthcare,’’ he said. Giving an outlook on 2018, Ambode promised that he would sustain the momentum of development and vigorously pursue all ongoing projects, with special focus on health and education. The News Agency of Nigeria (NAN) reports that in the 2018 Appropriation Bill of N1.046 trillion awaiting approval of the House of Assembly, the state government has earmarked N92.676 billion for health, representing 8.86 per cent. The state also earmarked N126.302 billion for education, representing 12.07 per cent of the budget. Ambode assured the residents that the state government, in the coming weeks, would pay compensation to all those whose structures gave way for construction of the 1.4 kilometre Pen Cinema Flyover/ Bridge. He said the government would also pay compensation to those affected in Igbogbo, Ikorodu, Owutu and other areas where construction activities were ongoing. The governor, who entertained questions from residents, ordered the Public Works Corporation to immediately move in to fix bad roads in Computer Village, Abesan Estate, Oriade, Abule-Egba, among other areas. Ambode also revealed that the Market Development Board would be inaugurated in coming weeks. He expressed optimism that when functional, the board would address issues of market relocation for developmental projects, just as he said that the Onikan Stadium would be ready in January 2019. Ambode urged all taxpayers to be alive to their responsibility of fulfilling their obligations to the state, saying regular payment of taxes remains the major source of funding infrastructures. Governor Akinwunmi Ambode of Lagos State on Thursday reshuffled his cabinet, dropping three commissioners and appointing five new ones. The Secretary to the State Government, Mr. Tunji Bello, in a statement on Thursday, said the three dropped commissioners are Mrs. Adebimpe Akinsola, Mr. Femi Odubiyi, and Mr. Anifowoshe Abiola, while Messrs Hakeem Fahm, Ladi Lawanson, Segun Banjo, Olayinka Oladunjoye and Hakeem Sulaiman were appointed to head Ministry of Science and Technology, Ministry of Transportation, Ministry of Economic Planning and Budget, Ministry of Commerce and Industry and Communities and Communications respectively. The Statement added that major deployments have also been effected. Mr. Rotimi Ogunleye from Commerce and Industry to Physical Planning and Urban Development; Mr. Steve Ayorinde from Ministry of Information and Strategy to Ministry of Tourism, Arts and Culture, Mr. Kehinde Bamigbetan from Communities and Communication to Ministry of Information and Strategy; Mr. Babatunde Durosinmi Etti from Ministry of Wealth Creation to Ministry of the Environment; Mrs. Uzamat Akinbile-Yusuf from Ministry of Youth and Social Development to Ministry of Wealth Creation; Mr. Agboola Dabiri from Central Business District to Ministry of Youth and Social Development. Others include Dr. Samuel Adejare from Ministry of the Environment to Ministry of Waterfront Infrastructure Development; Engr. Ade Akinsanya from Ministry of Waterfront Infrastructure Development to Ministry of Works and Infrastructure. In the same vein, the statement also added that Mr. Benjamin Olabinjo has been moved from Special Adviser Commerce and Industry to become Special Adviser Civic Engagement, while Mr. Kehinde Joseph moved from Special Adviser Civic Engagement to become Special Adviser Housing. Mr. Deji Tinubu, Special Adviser Sports has been redeployed as Special Adviser to the Governor on Commerce and Industry and Mr. Anofiu Elegushi moves from Special Adviser Transport to become Special Adviser, Central Business District. The case of a former Minister of the Federal Capital Territory, Jumoke Akinjide, has been transferred to the Federal High Court in Lagos. It has been re-assigned to Justice Muslim Hassan. Akinjide was charged along with former Minister of Petroleum Resources, Mrs Diezani Alison- Madueke, who is said to be at large. Others named in the charge are Senator Ayo Adeseun and a Peoples Democratic Party (PDP) stalwart Chief Olarenwaju Otiti. They were accused of conspiring to directly take possession of N650million, which they reasonably ought to have known forms part of the proceeds of an unlawful act. They were arraigned last June before Justice Joyce Abdulmalik in Ibadan. It was learnt that the Acting Chief Judge, Justice Adamu Kafarati, moved the case to Lagos at Akinjide’s instance. The former minister was granted bail on self-recognition when she was arraigned in Ibadan. She was also asked to submit her international passport. Prosecuting counsel Mr Rotimi Oyedepo confirmed to our correspondent yesterday that the former minister would be tried in Lagos. “Yes, we have been served with a Hearing Notice by the Federal High Court, Lagos Division, that the case is coming up before Justice Hassan next week,” he said. The defendants allegedly received the money from Mrs Alison-Madueke in the build- up to the 2015 general election. It was said to be part of the $115 million allegedly disbursed by Mrs. Alison-Madueke to influence the outcome of the 2015 presidential election. One of the charges reads: “That you, Mrs. Diezani Alison-Madueke (still at large), Oloye Jumoke Akinjide, Senator Ayo Ademola Adeseun and Chief Olarenwaju Otiti on or about the 26th day of March, 2015, in Nigeria within the jurisdiction of this Honourable Court conspired amongst yourselves to directly take possession of the N650 million which sum you reasonably ought to have known forms part of the proceeds of an unlawful act. “That you, Oloye Jumoke Akinjide, Senator Ayo Ademola Adeseun and Chief Olanrewaju Otiti on or about the 26th day of March, 2015 in Nigeria, within the jurisdiction of this Honourable Court did conspire amongst yourselves to commit an offence, to wit: making cash payment of the sum of N650 million which sum exceeded the amount authorized by Law without going through financial institution and you thereby committed an offence.” The defendants pleaded not guilty. The Edo State Government on
Wednesday said it had signed
a Memorandum of
Understanding with a Chinese
consortium for the
construction of a modular
refinery in the state.
It said that the refinery, with
capacity for processing 5,000
barrels of crude oil daily,
would be handled by Peiyang
Chemical Equipment Company
of China, Sinopec International
Petroleum Service Corporation
and a Nigerian company,
African Infrastructure
Partners.
The government stated that
the first phase of the project
would be ready in 12 months
as all the necessary approvals
were granted by the
regulatory authorities,
according to a statement by
the Special Adviser to the
Governor on Media and
Communication Strategy,
Crusoe Osagie.
The deal, according to the
statement, came hours after a
similar MoU was signed with
China Harbour Engineering
Company Limited in Beijing for
the development of the
Gelegele seaport.
Speaking during the signing
ceremony at the Sinopec
headquarters in Beijing,
Governor Godwin Obaseki,
noted that he was pleased
with the local content
component of the deal, which
he said would ensure that Edo
citizens were trained in
welding and refinery
operation.
Obaseki stated that the
training and fabrication works
would enable Edo indigenes to
participate in the construction
of the refinery as well as its
operation.
“With the Federal Government
of Nigeria’s commitment to
supporting communities in
the Niger Delta states to set up
modular refineries, the SIPS
fabrication yard in Benin is
expected to be very busy,
handling the fabrication jobs
of modular refineries in the
Niger Delta region,” he said.
The governor gave an
assurance that the refinery
would provide jobs for the
unemployed, including those
being repatriated from Libya.
He added that the modular
refinery would solve the
problem of inadequate
petroleum products in the
country and make Edo the
preferred source for such
products, considering its
status as a gateway state.
While commending the
investors for showing interest
in the state and its desire to
become a hub of skilled
manpower for the oil and gas
industry and boost Nigeria’s

A chieftain of the All Progressives Congress, Prince Tony Momoh, on Wednesday said President Muhammadu Buhari has done well in the delivery of his electoral promises. Momoh, a former Minister of Information, gave the assessment in a telephone interview on Wednesday. He said though there were still some challenges in the country, Buhari had acquitted himself remarkably well as president of the country. Momoh pointed out those who said Buhari had not done well were either playing politics or refused to check the facts. He said the president had achieved a lot in the areas on which he anchored his campaign promises despite the herculean problems he met on ground. “President Buhari has done well based on the facts available and not sentiments. He has done well in the delivery of his campaign promises despite the big problems he met on ground. “For example, let us look at the area of security before Buhari came in, the Boko Haram insurgents were operating almost uninhibited, to the extent of seizing territories. “But for Buhari’s intervention, Only God knows what would have happened to the country because of Boko Haram. “Also, while some other countries are still wriggling under recession caused by the crash in commodity prices, the country is out and is even doing well in the area of diversification. “Even the World Bank has just predicted that the country’s GDP will further grow in 2018, there are also monumental gains in the fight against corruption. “I reviewed a book recently on the scorecard of the president and I was pleasantly surprised by some of the revelations about Buhari’s performance. “Those who do not know, should go and check the facts, Buhari has done well as president,” he said. He said the opposition was behind the cacophony of voices asking Buhari not to seek re-election based on the way they rated him. Momoh said they were only seeing Buhari’s performance based on their perspectives which did not reflect the facts. He said Buhari had the moral and legal right to seek re- election so long he made the decision and the party endorses him. “The opposition cannot stop Buhari from contesting if he decides to do so and the party endorses him. The facts are different from the prism through which they are looking at his performance,’’ he said. Momoh called for caution in treating the killings in parts of the country as being caused by Fulani herdsmen. He said criminal, including Boko Haram, might be hiding under Fulani herdsmen to unleash terror in some communities in the country. “We should be careful in the way we see the killings in some parts of the country so that we can have a better understanding of dealing with the problem. “Some criminals, such as cattle rustlers and even Boko Haram insurgents can also hide as Fulani herdsmen to unleash terror on Nigerians. “The herdsmen we used to know were not carrying AK47, how we have come to this problem of killings calls for proper understanding. “It is not a political matter but a matter that needs understanding and attention because it involves lives,’’ he said. Asisat Oshoala doesn’t want to
be compared with Ivorian
midfielder, Yaya Toure, after
winning the African Woman
Footballer of the Year award
for a third time in Accra,
Ghana, on Thursday.
Oshoala won the award in
2014 and 2016, one short of
the four African Football of the
Year awards won by Toure in
the men’s category. But at a
reception organised for her by
Emzor Pharmaceutical
Industries Limited in Lagos on
Monday, the China-based
striker said she was not
under pressure to equal the
Manchester City star’s haul.
“I don’t put myself under
pressure in anything I do. I
just go out there, do my work
and train. Whatever comes out
of it is fine by me,” the Emzor
Paracetamol brand
ambassador said.
“I think about where I’m
coming from. I think about
myself, my family and I do my
job right as much as I can.
Honestly there are lots of
awards I have won that I
never thought I would win. In
my club, I won the Best Player
of the Season award; I never
believed I could win it. I was
just doing my job. So,
whatever that comes out of
success is secondary but my
primary aim is to get the job
done.”
The Dalian Quanjian striker,
top scorer in the Chinese
league and his club’s best
player last season, added that
she was undecided about
where she would play her club
football next, even though she
admitted that there were
offers from Europe’s big sides.
“I have a lot of offers from big
clubs in Europe but to be
honest, I’m yet to decide
whether to go to Europe or go
back to China. I don’t know.”
Oshoala said the endorsement
deal with Emzor, which was
sealed in 2016, motivated her
to contribute to the wellbeing
of the girl-child.
She added, “The company

well. After a tough year and I

There is an indication that the ongoing strike by members of the Senior Staff Association of Nigerian Universities, Non- Academic Staff Union and National Association of Academic Technologists nationwide may have paralysed administrative and, to a large extent, academic activities at the Obafemi Awolowo University, Ile-Ife; University of Lagos, Federal University of Agriculture, Abeokuta; University of Uyo and the Federal University, Otuoke, among others. Our correspondents gathered that the striking non-teaching workers in the universities held a meeting on Monday and resolved to continue the action until the Federal Government releases their earned allowances to them. A statement by the Joint Action Committee of the unions, directing the workers to intensify efforts on the strike in their various universities, was read at various congresses. The statement, which was obtained by one of our correspondents on Monday, was signed by the Public Relations Officer of SSANU, Salaam Abdussobur. It quotes the Chairman of the Joint Action Committee of the unions, Comrade Samson Ugwoke, as asking the workers to stop concessions earlier granted out of compassion and sympathy. The statement reads in part, “The strike action embarked upon by the JAC of the three non teaching unions is still ongoing. “We are not unaware of the antics of many vice-chancellors and managements of universities, as well as their moves to create a semblance of normalcy by announcing resumption of students and other activities, while also seizing every medium to blackmail our branch leaders into ensuring that the strike action is broken. “While the strike is not targeted at any individual university management, the attitudes of many VCs have shown an unprecedented immaturity and irresponsibility that makes them complicit in the ongoing strike action. “We have made the action too comfortable for these VCs and, as such, you are hereby directed to ensure that all services at your disposal are withdrawn. Drivers attached to VCs and other principal officers should be withdrawn. All units including VC’s office, Works and Services, Health Centre, Bursary, Registry, ICT, MIS, Audit and others, should be closed down and none of our members are to be found within the vicinity of their offices.” The workers were also asked not to be found within the premises of their various institutions. Administrative and academic activities at the OAU, UNILAG, FUNAAB, UNIUYO and FUO have been paralysed since the strike began last November. It was gathered that the strike has taken its toll on the students of the institutions, especially the fresh students, who have to depend on members of the three unions for registration and other processes. A senior non-teaching worker at FUO, on condition of anonymity, said, “The technologists are in charge of the laboratories. The strike has been affecting the science students in their practicals. A security expert, Dr Ona
Ekhomu, has advised the
Federal Government to
conduct checks on Nigerians
returning from Libya, saying
ISIS fighters may use the
avenue to enter the country.
Ekhomu, who is the President
of the Association of Industrial
Security and Safety Operators
of Nigeria, in a statement on
Monday, said proper
documentation and vetting of
the returnees could help
forestall a disaster in the
future.
He said, “Given the threat of
infiltration into Nigeria of ISIS
fighters, it is prudent to
carefully prove the identity of
each of the returnees before
releasing them.
“Some of these people may
have pledged loyalty to ISIS.
They should be separated
from those who migrated for
economic reasons. There is no
way of knowing a Nigerian by
face. It is presumed that most
of the returnees do not have
travel documents. So, it is
merely assumed that they are
Nigerians.
“A questionnaire must be
quickly drawn up to enable
the returnees to prove their
national identities. These
should include questions
about their dates of birth,
places of birth, LGAs, names of
traditional rulers, primary and
secondary schools, ethnicity
and native languages. To
discern their purpose for
migration, they should be
questioned about the source
of funds for their trip to Libya.
All information provided must
be quickly investigated
(verified) and each individual
cleared to enter society.
Nigeria has too many active
killing fields right now and
does not need the threat of
ISIS infiltration.”
Ekhomu lauded President
Muhammadu Buhari for
ordering the repatriation of
the Nigerians, saying the
government must also do the
“responsible thing” of
ascertaining their true
identities “as there is a high
probability that a few of them
may be ISIS fighters escaping
from Libya, or coming to
Nigeria to execute a possible
terrorist plot.”
