You can film a public activity if it's in public interest, if an illegal act is being carried out or if it's to prevent an illegality.
Filming an individual carrying on his day to day activity for your own personal reward is not in public interest nor to address a crime.

Same reason you can film police, NOT because they are police, but because they're in a public space. You have no right to go into a police station, for instance, and start filming Police!
