Some party agents of one of the major political parties in the ongoing Anambra election were secretly canvassing for votes , distributing various gift items to the voters. In some polling units in Njikoka LGA , THE PUNCH observed party agents and supporters distributing cash and pairs of slippers to voters after ensuring that beneficiaries voted for their party . Our correspondent, who disguised as a voter , was approached by party agents with N 1 , 000 and a pair of rubber slippers to vote for his party . The offer was politely rejected. The National Assembly has postponed its resumption from annual recess by one week. The lawmakers, who were to resume on September 19 , are now to resume on September 26 , 2017 . This was contained in a statement by Clerk to the National Assembly, Mr . Ovie Okpare and Tony Okafor Eight passengers were killed in an auto crash in Delta State while an official of the Federal Road Safety Corps was crushed to death at the foot of the Niger Bridge in Onitsha , Anambra State on Tuesday . The Delta State auto crash involved a commercial bus which crashed into the Itakpe-Aladja railway line while crossing a bridge near Agbor killing the eight passengers while seven others sustained life -threatening injuries. Giving details of the accident , an eyewitness said the deceased included six males and two females while a toddler was among the seven victims who sustained varying degrees of injury. The source added that the driver of the bus with registration number BMA 524 XA lost control while crossing the bridge resulting in the fatal crash . The commercial bus was said to be heading towards Asaba when the accident occurred. It was learnt that officials of the FRSC joined other sympathisers to rescue the injured victims, who were rushed to a private clinic for medical attention while the corpses of the deceased were deposited at a mortuary in Agbor . The Delta State Sector Commander of the FRSC , Mr . Rindom Kumven , confirmed the accident to The PUNCH when contacted on Tuesday . He said the injured had been rushed to the hospital. The Anambra State accident happened when a commercial bus driver who was identified by the police as Obiekezie Okonkwo lost control and crushed an officer of the FRSC to death. Okonkwo is now in police custody at the Fegge Divisional Headquarters , Onitsha. Okonkwo was driving a Toyota Hiace with Registration No . ATN 466 ZK when he allegedly lost control of the vehicle as a result of brake failure and knocked down the 32 -year -old FRSC official , Ojukwu Noble. A source, who pleaded anonymity , said the accident occurred at the foot of the Niger Bridge in the Onitsha . He said, “ Efforts to revive Ojukwu at a nearby hospital proved abortive as the medical experts confirmed him dead , few hours after he was rushed to the hospital. ” Confirming the incident , the Divisional Police Officer at Fegge , Rabiu Garba, a Superintendent of Police, said the driver would soon be charged to court for manslaughter . The Nigerian National Petroleum Corporation on Tuesday said it had increased daily average natural gas supply to gas power plants by 123 per cent . The NNPC Group General Manager , Group Public Affairs Division of the corporation , Mr Ndu Ughamadu , in a statement in Abuja on Tuesday said the increase accrued to 730 million standard cubic feet per day ( mmscf/ d) in June 2017 as against 327mmscf/ d in the corresponding period in 2016 . Quoting June 2017 Monthly Financial and Operations Report released on Tuesday , Ughamadu said gas supply to power plants increased slightly by 0 . 13 per cent from 729 mmscf/ d in May 2017 to 730mmscf/ d in June 2017 . The report indicated that nationwide petroleum products supply continued to record remarkable stability. The report said the increase followed the performance of Nigeria’ s three refineries which produced between five and six million litres of Premium Motor Spirit, also known as petrol , per day in June . “ The refineries also produced between five and six million litres of Automotive Gas Oil (AGO ), also known as diesel , per day in the period under review . “ The corporation has maintained seamless nationwide supply and distribution of petroleum products which guarantee stable products and queue -free filling stations across the nation, ” Ughamadu quoted the report. He said the performance of the Port Harcourt Refinery continued to improve with a boost to the midstream value chain as it inched toward sustained commercial operations. It would be recalled that the pump price of diesel crashed by 42 per cent nationwide, following interventions by the corporation in May . On pipeline vandalism, Ughamadu said that the corporation recorded about 86 cases of pipeline breaks across the country in the period under review . He said of the 86 cases , 77 were due to pipeline vandalism , representing almost 40 per cent increase relative to cases recorded in the previous month ( May 2017 ). He also said while the Port Harcourt-Aba line recorded the highest pipeline breaches of 55 points (66 per cent ) , there was also an unusual upsurge in the activities of vandals along Kaduna-Zaria. The line, he said , witnessed 13 vandalised points during the period. “ There was also a slight decrease in national gas production , compared to previous month which stood at 227. 15 BCF or an average of 7, 571 . 50 mmscfd, the report said . “ This was despite sustaining the success recorded by its enhanced crude oil evacuation and oil lifting in June 2017 following re-opening of Forcados Oil Terminal only March 31 . ” Ughamadu called on Nigerians to continue to support NNPC in the area of security with a view to ensuring zero vandalism of the nation’ s oil and gas infrastructure. www.presentdaynews..com like us on Facebook @ presentdaynews.

A fresh application by the Nigeria Police on Tuesday stalled judgment on the N 300m fundamental rights suit filed by an alleged kidnapper, Chukwudumeme Onwuamadike, a. k . a Evans, at a Federal High Court , Lagos . The Police had told the court that they did not authorise any lawyer to represent the organisation in the case . When the case was called for judgment, the counsel to the Police, Mr David Igbodo, said he had brought a fresh application, claiming the paramilitary service was not given a “ fair hearing” in the case . Igbodo, a Commissioner of Police in charge of Legal Section at the Force Headquarters in Abuja, is representing the Inspector General of Police and the Nigeria Police ( first and second respondents) . He said the lawyer, Mr Henry Obiazi, who had previously argued the case on behalf of the police, was not instructed to act for the IGP or the Police. “ In the pending application which was filed on Aug. 21 , the police are praying the court to set aside all the “ purported” arguments made by Obiazi in the case , ” Igbodo said . The police through their lawyer also asked the court to set aside the ruling delivered by Justice Anka on Aug. 16 adjourning the case for judgment on Aug. 29 . Igbodo said the judge adjourned the case without hearing from the first and second respondents. He is asking for an order granting leave to the I-G and the Police to file their counter-affidavits to the suit and for the court to consider their response duly filed and served . He also noted that the police were not served Evans’ suit, and were not given an opportunity to file a defence . “ We believe, My Lord , understands the principle of fair hearing. We are ready to move the application. ” Evans through his lawyer , Mr Olukoya Ogungbeje, is asking the court to either order his unconditional release from detention or to charge him to court in addition to a demand for N 300 m damages for illegal detention. Ogungbeje, in his submission, however , urged the judge to go ahead and deliver the judgment. He said the application by the police was a bid “ to arrest the verdict ” and should, therefore , be refused . “ We have not been served with that application. On Aug. 16 , arguments were taken from all parties and Your Lordship graciously reserved today for judgment. “ It is our strong view that this application is calculated to arrest the judgment. “ The assertion that we refused service of the fresh application cannot be true when judgment has already been reserved, ” he said . In his ruling , Justice Abdulazeez Anka noted that he could not go on with the judgment in the face of the fresh application. No fewer than 50 , 000 non -graduate applicants in the N -Power volunteer programme would be deployed in late September and trained in October, the Presidential aide on job creation and youth empowerment , Mr Afolabi Imoukhuede, has said. Imoukhuede on Tuesday in Abuja said that the deployment was delayed to enable the job creation team to provide all needed training materials for the volunteers. He explained that the volunteers would be deployed to begin three-month vocational training in seven disciplines followed by a nine -month apprenticeship in related industries before venturing into self-employment . He said that September deployment was because officials had mapped the volunteers who applied in 2016 to go to the various centres for physical verification to ensure that those in existing N -Power scheme were removed. He said , “ Contracts were awarded as at end of June and as I speak now literally all contractors have delivered to the six zonal warehouses that we then appointed . “ So we have a warehouse for South South in Edo which is a gateway into South South , for South East we have a warehouse in Umuahia , for South West we have Lagos. “ For North East , we have Yola, for North West we have in Kaduna and for North Central, we have a warehouse in Abuja. “ These are zonal warehouses that have received tools for all the vocational trades from automobile to carpentry and all the seven disciplines . “ In addition to that the training consumables that the centres would also use to bring the volunteers to the level of industry competence were also procured and distributed in all the six zonal warehouses, ’’ said the aide . He said that the reason it was done was that one could really begin to measure standards . “ So, there will be no case of the training being given out in Yobe different from the one in Kaduna or in Umuahia and also no question of some centres having consumables and others claiming they were not supplied, ’’ he explained. The presidential aide said that a centre assessment committee, with the Labour Minister as Chair and him as alternate chair, was set up early in the year to visit the zones. He said that with the committee the N -Power team had actually gone around the country and picked again three states in each geopolitical zone plus Lagos and Abuja. Accordingly, he said, that the training centres were now in 19 states and FCT , adding that all the centres are recommended for training and retreats across the country. “ What we are doing from here is to map the volunteers to these centres because we did take applications for the non -graduates last year . “ In 2016 , we had 315, 000 graduates and 301, 000 non -graduate applications . “ Out of the 301 , 000 applications 124, 000 of them were for the vocational trades in the seven disciplines, ’’ Imoukhuede said. President Muhammadu Buhari has expressed regrets over the neglect of the cocoa sector over the years, saying his administration will work to reposition it and other non -oil export commodities. Buhari said this at the First International Cocoa Summit organised by the Federal Ministry of Trade and Investment in collaboration with Cocoa Association of Nigeria in Abuja on Monday. The President , represented by Chief Audu Ogbeh , the Minister of Agriculture and Rural Development, said that the country’ s annual production of cocoa declined from 420, 000 tonnes in the 60 s to 192, 000 tonnes in 2015 . He noted that the position of the country had dropped from being the fourth global cocoa producing country to the seventh . Buhari said that the theme of the conference titled ` Cocoa, a strategic Commodity for National Economic Development’ , was apt as it was in line with his administration ’ s agenda to diversify the economy of the country . He appealed to stakeholders to join hands with the Federal Government to improve the production , packaging and marketing of non -oil export commodities. “ This sector has suffered neglect as a result of over reliance on crude oil . “ Government is working hard to improve the business environment for local and foreign investors as well as encouraging the development of domestic consumption . “ The Federal Government is committed to restoring the agricultural and industrial sector to its prime position and I call on all stakeholders to key into the government policy of promotion of non -oil export as an alternative source of revenue . “ I wish to assure you that the implementation of our reforms of the Ease of Doing Business will be the backbone for the repositioning of the cocoa sub - sector in Nigeria, ’’ he said. In a message, Sen . Bukola Saraki , the President of the Senate, called on state governors to make land available to youth farmers to cultivate cocoa. Saraki , represented by Sen . Yusuf Abdullahi Yusuf ( Taraba Central) , assured cocoa farmers that the National Assembly would consider legislation aimed at promoting cocoa production in the country. In his words , Ogbeh said that Federal Government was planning a relaunch of cocoa production in the South-West part of the country. The minister , who said that Ondo and Cross River States produced 60 per cent of cocoa in the country , appealed to other states to join in the production to promote non -oil export. The Minister of Trade and Investment , Dr Okechukwu Enelamah , said the summit would enable stakeholders to brainstorm with a view to achieving economic diversification and maximum return on investments . The President , Cocoa Association of Nigeria, Mr Sayina Riman , said that a five-year strategic plan would be formulated at the end of the conference to move the sector forward . “ This sector is apt because we will arrive at a document to upscale Nigeria cocoa production . ’’ Dr Jean -Marc Anga , the Executive Director , International Cocoa Organisation, said the organisation would assist the country in the implementation of its action plan on cocoa. Anga said that research and development was a major driving force toward improving cocoa production in Nigeria. “ We will assist Nigeria to develop a plan on cocoa but the emphasis should be on quality and value addition , ’’ Anga said. A ban on plastic bags came into force Monday in Kenya and those found in violation of the ban could be given a maximum fine of 40 , 000 dollars or risk imprisonment of up to four years. The East African nation joins more than 40 other countries that have banned , partly banned or taxed single use plastic bags , including China, France , Rwanda, and Italy. Many bags drift into the ocean , strangling turtles , suffocating seabirds and filling the stomachs of dolphins and whales with waste until they die of starvation. “ If we continue like this , by 2050 , we will have more plastic in the ocean than fish, ” said Habib El-Habr, an expert on marine litter working with the UN Environment Programme in Kenya . Plastic bags , which El-Habr says take between 500 to 1, 000 years to break down, also enter the human food chain through fish and other animals . In Nairobi ’ s slaughterhouses , some cows destined for human consumption had 20 bags removed from their stomachs. “ This is something we didn’ t get ten years ago but now its almost on a daily basis, ” said county vet Mbuthi Kinyanjui as he watched men in bloodied white uniforms scoop sodden plastic bags from the stomachs of cow carcasses. Kenya’ s law allows police to go after anyone even carrying a plastic bag . Judy Wakhungu, Kenya ’ s environment minister, said enforcement would initially be directed at manufacturers and suppliers. “ Ordinary wananchi will not be harmed , ” she told Reuters , using a Kiswahili word for “ common man” . It took Kenya three attempts over ten years to finally pass the ban , and not everyone is a fan . Samuel Matonda , spokesman for the Kenya Association of Manufacturers , said it would cost 60 , 000 jobs and force 176 manufacturers to close. Former Japanese Prime Minister , Tsutomu Hata, died on Monday aged 82 , Kyodo News service reported , citing unnamed sources . Hata, who served as premier for just 64 days in 1994 , was one of the revolving -door prime ministers of the 1990 s , who followed a series of political scandals . In 1993 , he left the long -time ruling Liberal Democratic Party (LDP ) to launch a new party with some other influential LDP lawmakers such as Ichiro Ozawa. Hata, who led the now-defunct Japan Renewal Party , headed a coalition government from late April to the end of June in 1994 . Hata was first elected as a House of Representatives member from Nagano prefecture in 1969 and served as agriculture minister , finance minister and foreign minister between 1988 and 1994 . A DISAPPOINTING PRESIDENTIAL BROADCAST Thank God the President is back, praying that God will perfect His healing in Jesus name. Reading through the presidential broadcast however, one cannot but express a sense of utter disappointment. This is a president who virtually sneaked out of Nigeria, who breached his own self declaration of transparency, by keeping Nigerians in the dark for over 100 days, and in that process grinding the wheel of progress of the nation. Notwithstanding that the president took Nigerians for granted, he was not impeached, but rather Nigerians were offering prayers for his recovery, daily, only for him to return with a language of combat and insult, describing his own citizens as "irresponsible elements"! There must just be something about the APC ruling govt that detests truth and consistency. Whist the president was away, his Vice President translated our freedom of expression into hate speeches and terrorism and here is the president, few days thereafter, piling up hatred and animosity upon Nigerians, who are simply demanding restructuring, true federalism and dialogue, asking the president and his party, to fulfill their campaign promises. This should not be language of a president that has benefited from the goodwill and magnanimity of his people, this cannot be the message of gratitude that Nigerians deserve from the president, who has been absent from duty. The president has not addressed the questions on the lips of all Nigerians, as to make full and frank disclosures, on the nature of his ailment, that took him out of Nigeria for 103 days, the state of his health presently, and the nature of his treatment, so as to engender hope in this regime and bring certainty to governance. I had thought that the aides of the president were being unduly diplomatic, all the while, by keeping the sealed lip over his health status, but it is clear now from the president's speech, that they were only acting out his script of secrecy, contrary to his oath of office. The greatest disappointment in the presidential broadcast is the act of buck passing, on the issue of restructuring, true federalism and devolution of powers, which were the main campaign slogans of the president, as encapsulated in the APC manifesto. So, I now ask: what was it that the president was discussing with the senate president and the speaker of the House of Representatives when they all visited him in London? Did they not tell the president that members of his ruling APC party killed the demand for restructuring, devolution of powers, true federalism, state police, etc, while he was away? Did they not tell him that Nigerians are hungry? Did they not tell him that infrastructure has virtually collapsed all over the nation? Did they not tell him that Boko Haram has resurrected? Did they not tell the president of the latest report that corruption is festering under his regime? The president admitted much in his speech that he had been following developments back home. So he was well aware of the current atmosphere of the Nigerian nation, but he chose to transfer his own responsibility back to the same National Assembly that scuttled the yearnings and expectations of our people. While we pray that his healing should be permanent, I believe very much that the president owes Nigerians a sacred duty to be open, transparent and forthright with his state of health and medical treatment. Above all, we don't need a language of war, that will increase the tensions all over the land, we don't need the language of combat, we don't need the language of division, and surely we don't need abuses. The president should be a man of peace and he should restore hope and confidence in all our people. If the president has admitted so much in his broadcast that he and his government have failed Nigerians, then he cannot in the same speech be throwing insults and threats to the same people that he has failed. Mudiaga Affe, Calabar The Paramount Ruler of Yakurr , Obol Ofem Ubana Eteng, in Cross River State has disclosed that a hunter has discovered a hot-and -cold -water stream in Ugep as the newest tourist site in the state. This came as the state government said it had created three new agro -cultural festivals in each of the senatorial districts to ensure peace and unity among the various communities to boost tourism . The Special Adviser to the Governor on Events Management, Mr . Kenneth Aklah , disclosed this in Ugep, Yakurr Local Government Area , at a press briefing on activities to mark the 2017 Leboku International New Yam Festival . Before now, Nigerians only knew of the Ikogosi stream in Ekiti State as having cold and hot water at the same time . But the monarch, who is the Obol Opol of Ugep, said the new tourist site was discovered recently by a hunter who alerted the people of Ugep, noting that with the discovery, Ugep had added another tourism site to the festival being sponsored in the last 10 years by MTN Nigeria. Speaking on the agro-allied festivals , Aklah said the state government regarded agro -cultural festivals as very important for peaceful co -existence of various communities across the state . He said , “ The administration of Prof . Ben Ayade is very passionate about New Yam festivals and other important cultural festivals that showcase the great cultural heritage of our people . “ We are also aware that these cultural festivals have over time served as rallying points for peaceful co -existence among various indigenous people and communities in Cross River. “ Therefore , in the attempt to preserve this very important part of our existence, the government has created three new festivals to be celebrated by each of the three senatorial zones beginning from 2017 , Leboku International New Yam Festival , Ugep 2017 . “ Leboku is adopted for the central district while Otumobong festival is for the southern district and the northern zone. ” The special adviser added that the state government was committed to ensuring the expansion and upgrading of the festivals to meet international standard and attract more tourists to the state . According to him, Cross River has the richest diverse cultural heritage in Nigeria, adding that the government was ready to blend culture with the agricultural potential of the people for agro-tourism . Also speaking , the representative of MTN Nigeria, Mr . Chibuzo Aguche , said that this year’ s celebration would attract better offers including free digital e -credit sale to 10 people . “ Since the past 10 years that we have been in this partnership , we have tried to improve the festival and bring it to international standard . Samuel Awoyinfa The Peoples Democratic Party , Ogun State chapter, led by Chief Bayo Dayo, has described the dissolution of the state executive committee by the National Caretaker Committee as a contravention of the party’ s extant processes and law that got them into office . He said their tenure would only lapse in 2020 . Addressing a press conference at the party’ s secretariat on Thursday , the state party chairman said the state exco would fight the dissolution to the Supreme Court if the occasion called for it. It will be recalled that the PDP National Caretaker Committee , after the non -elective national convention of the party in Abuja last Saturday , dissolved executive committees of seven states, including Ogun. Reading from a speech titled ‘ Setting the Records Straight ’ , Dayo claimed that his led executive committee was a creation of the party’ s extant processes and of the Law – as guaranteed by the Constitution of the Federal Republic of Nigeria. He said, “ For now, nothing has changed and the party’ s executives at all levels in Ogun State , under my leadership, remains constitutionally valid, and judicially sacrosanct till 2020 . “ I was surprised to have read in some newspapers, where they erroneously accorded recognition to Sikirulahi Ogundele as the authentic chairman of the PDP in Ogun State . ” Dayo argued that Ogundele never emerged from any valid Congress.
