Allottees of plots of land within Phases I, II & III of the Federal Capital City that have been serviced with infrastructure should take major steps to develop them or have them revoked. Government has expended huge amount of money to open up those districts by providing the engineering infrastructure and would not afford to be left fallow

Access Holdings has entered into various pacts with Standard Chartered Bank (StanChart) aimed at acquiring the British Bank’s subsidiaries in four African markets, Nigeria’s biggest lender announced Friday.

The move signals Access Holdings most aggressive push for expansion beyond its home market Nigeria ever since it commenced operation in Nigeria in 1989 as Access Bank.

StanChart’s banking operations in Angola, Cameroon, The Gambia and Sierra Leone are up for grabs by Access Holdings, according to a statement seen by PREMIUM TIMES.

The financial services group’s takeover of African Banking Corporation (Tanzania) Limited (BancABC Tanzania) is also in the bag with a definitive agreement on the deal already in place.

Politics / EFCC Arrests 13 Chinese Nationals For Illegal Mining Activities by rano1: 8:02am On Jul 14, 2023
The Chinese nationals, comprising a female and 12 males, were arrested for illegal mining on 12 July at the Government Reserved Area, G.R.A Ilorin, Kwara State.

The Economic and Financial Crimes Commission (EFCC) said Thursday that it arrested 13 Chinese nationals for illegal mining activities in Ilorin, Kwara State.

The commission disclosed this in a statement by its spokesperson, Wilson Uwijaren.

The suspects, comprising a female and 12 males, were arrested on Wednesday 12 July at the Government Reserved Area, G.R.A Ilorin, according to the statement.

Read EFCC’s full statement here:

Operatives of the Ilorin Zonal Command of the Economic and Financial Crimes Commission, EFCC, have arrested 13 Chinese nationals for offences bordering on illegal mining in Ilorin, Kwara State. The offence is contrary to and punishable under Section 1(cool (b) of the Miscellaneous Offences Act Cap M17, 1983.

The suspects, which comprise of a female and 12 male, were arrested on Wednesday July 12, 2023 at the Government Reserved Area, G.R.A Ilorin following credible intelligence about their activities which included but not limited to, illegal mining and non-payment of royalties to the Federal Government as required by law.

The suspects are Guo Ya Wang (36), Lizli Hui (42), Guo Jian Rong (36), Lizh Shen Xianian (37), Lishow Wu (26), Guo Pan (38), Lia Meiyu (53), Guo Kai Quan (36) Lin Pan (50)

Others are Ma Jan (38), Wendy Wei Suqin (31), Li Zhinguo Wei (29), and Xie Zhinguo (53).

Prior to their arrest, discrete investigations on the activities of illegal mining operators in Kwara State revealed that the operators have different illegal mining sites in almost all the 16 Local Government Areas of the state.

Upon interrogation, the suspects confessed to be workers of a Chinese Company known as *W. Mining Global Service Limited* situated at Olayinka in Ifelodun Local Government Area of Kwara State. It was gathered that the company was using the illegally mined granite to produce marble for sale locally in Nigeria. Findings also revealed that some of the suspects working in the said company were without _*‘work permit’*_ , but only entered Nigeria with visitor’s visa.

The suspects would be arraigned in court upon the conclusion of the investigations.

Recall that, the Acting Executive Chairman of the EFCC, Abdulkarim Chukkol had on Thursday, July 6, 2023 during a one-day media training for journalists in Kwara State lamented the activities of illegal mining operators, describing it as grave threat to local and national economy.

Within the last 8 months, no fewer than 80 illegal operators had been arrested by the Ilorin Zonal Command of the EFCC and 24 truckloads of assorted minerals impounded.

The Ilorin Zonal Command of the EFCC had on September 10, 2022 arrested a Chinese National, Dang Deng, managing director of Sinuo Xinyang Nigeria Ltd, for being in possession of 25 tons of assorted crude minerals and got him convicted on October 19, 2022 before Justice Mohammed Sani of the Federal High Court, Ilorin.

The EFCC had warned that it would be unrelenting in the fight against corruption just as it is leaving no stone unturned in breaking the rings of the illegal mining operators across the country.

Politics / No Amnesty For Bandits, Terrorists – Lagbaja by rano1: 9:53am On Jul 13, 2023
Mr Lagbaja said the amnesty programme had failed to achieve its purpose in the past, as it only gave criminals the opportunity to regroup, reorganise and attack defenceless citizens.
The Chief of Army Staff (COAS), Taoreed Lagbaja, has described the amnesty programme for bandits and terrorists in Zamfara and others states as a failed programme.

Mr Lagbaja, a major general, said this when he hosted Governor Dauda Lawal of Zamfara State during a courtesy call on Wednesday in Abuja.

He said the amnesty programme had failed to achieve its purpose in the past, as it only gave criminals the opportunity to regroup, reorganise and attack defenceless citizens.

The COAS also noted that the amnesty programme in the state and other parts of the North-west was a failure.

“We also have the issue of the amnesty programme that has been instituted, and which has failed not only in Zamfara, but so many other states of the North-west.
“So, I think we need to look at this issue of the amnesty programme because the criminal elements have proven to be incorrigible.

“The issue of amnesty has created avenue for them to regroup and reorganise to launch attack on our defenceless citizens. So I think we need to look at that,” he said.

The COAS thanked the governor for feedback on the activities of troops deployed to restore peace in the state.
Mr Lagbaja said he had directed the deployment of more platforms and release of funds to reactivate unserviceable platforms to boost troops operations in the state.

According to him, the Zamfara crisis is a mix of farmer-herder clashes, ethnic confrontations and the quest for economic empowerment driven by mining activities.
He assured that the army was determined to tackle the security challenges in the state.

“We will not have a situation where some people constitute themselves into outlaws and just go into communities and kill children and defenceless women.

“By working on this with the state government and other critical stakeholders we can eliminate these outlaws and reduce the insecurities by a significant percentage.

“So I want to appeal to you Your Excellency that as we come up with this strategy to address the issue of the “Yan Sakai and other regional groups, the state government should be disposed to the implementation of the measures that we will recommend.

“So that together we will address the activities of these criminal elements.”
Earlier, Mr Lawal said Zamfara has been facing very challenging security threat and appealed for the support of the Nigerian Army to address it.

Mr Lawal however commended the efforts of the troops in restoring peace in the state and called for the deployment of more military wares to support military operations.
He said that at the moment, only few operational vehicles in the state were serviceable, while cases of kidnapping and killing of innocent people were rampant on daily basis.

“In fact, I will say without mincing words, that Zamfara is the state that is facing the most challenge in the area of insecurity today.

“Therefore, for me, being the number one citizen, part of my responsibility is protecting lives and properties, but I cannot do this alone.

“I therefore need the support of the Chief of Army Staff and his entire team in bringing peace to Zamfara, as well as Nigeria in general.”

The governor said though the troops were doing very well to secure the state, there was need for serious intervention in terms of the level of manpower.

“We need to have more people, especially the military to be deployed to Zamfara and complement the efforts security officers are making in combating crime.”

The governor lamented that insecurity had grounded development in the state, including education, farming and other economic activities.

He said children have been unable to go to school, thereby causing serious setback for the state.

Business / Forbes Index: Dangote Africa’s Richest For 12th Consecutive Year by rano1: 7:49pm On Jul 11, 2023
For the 12th consecutive year, Aliko Dangote, President of the pan-African Conglomerate, the Dangote Group has emerged the richest man in Africa.

This is despite economic headwinds that affected the fortunes of half of the world’s billionaires.
Dangote, whose business flagship, Dangote Cement Plc is the largest producer of cement in Africa, is the only Nigerian in the list of first 200 richest men in the world with an estimated net worth of $14.2 billion, up from last year’s $12.1 billion.

Forbes, in its latest ranking of world billionaires for 2023 reported that falling stocks, wounded unicorns and rising interest rates translated into a down year for the world’s wealthiest people.
Dangote, presently ranked 124th among the world’s richest billionaires, is the only Nigerian in the top 200 world billionaires and one of the two Africans within that bracket; with South Africa’s Johann Rupert, who deals in luxury goods ranked 157th with a net worth of $11.1 billion.

The Africa’s richest man founded and chairs Dangote Cement, the continent’s largest cement producer.
Dangote Cement has production capacity of 51.6 million tonnes per year across ten countries in Sub-Saharan Africa, with integrated factories in seven countries, a clinker grinding plant in Cameroon, and import and distribution facilities in Ghana and Sierra Leone.

Dangote also owns stakes in publicly traded Dangote Salt (NASCON) and Dangote Sugar manufacturing companies. His Dangote Petroleum Refinery, touted to be the world’s largest single-train refinery, was recently commissioned and is expected to process 650,000 bpd of petroleum for domestic consumption and export; in what experts have described as a game changer in the oil and gas sector.
The foremost philanthropist had earlier been rated 11th of the 50 World’ Greatest men and women of all time by Fortune Magazine, an American multinational business magazine which premised the ranking of the world’s greatest mainly on the businesses run by the men and how they have used it to impact their society positively.

Business / FCCPC Bars Pos Operators From Increasing Prices, Threatens Sanction by rano1: 7:35pm On Jul 05, 2023
The Federal Competition and Consumer Protection Commission (FCCPC) has barred PoS operators in Nigeria from implementing the recently announced increase in charges for PoS transactions.

The Commission in a statement released on Wednesday and signed by its Chief ExecutiveOfficer, Mr. Babatunde Irukera, said the Federal Competition and Consumer Protection Act (FCCPA) does now allow any trade group to fix price in a way that is capable of distorting the market. While warning the Association of Mobile Money and Bank Agents in Nigeria (AMMBAN) not to implement the announced prices, Irukera said any attempt to go ahead would be met with penalties as spelt in the FCCPA.

Price fixing is not allowed
While noting that the FCCPA frowns at price fixing by any trade group in Nigeria, Irukera said:
“The Federal Competition & Consumer Protection Act (2018) (FCCPA) recognizes; indeed encourages the prerogative of businesses to organise in, and as trade associations for acceptable purposes, such as ensuring and enforcing applicable standards and best practices, as well as a measure of self-regulation within the profession or trade.
However, the same FCCPA copiously and extensively limits the scope and extent of such collaboration, particularly to exclude coordination with respect to the scope or supply of services and price of services.

The FCCPA expressly prohibits any price-fixing or agreement among undertakings (whether bilaterally or multilaterally) or by undertakings acting in consensus on the platform, or under the aegis of an association to fix prices, coordinate supply or any other commercially sensitive factors that can limit or substantially prevent competition; or otherwise distort the market.

Politics / Forensic Analysis Has Exposed Ganduje’, Anti-Graft Agency Reveals by rano1: 7:09pm On Jul 05, 2023
The Kano State Public Complaints and Anti-Corruption Commission (PCACC) says forensic analysis has confirmed that the dollar videos of ex-Governor Abdullahi Umar Ganduje were not doctored.

In 2017, Daily Nigerian, an online publication, had released some videos of Ganduje allegedly collecting kickbacks from contractors.

But speaking at ‘A One Day Public Dialogue on Anti-Corruption Crusade in Kano’, on Wednesday, Barrister Muhuyi Magaji Rimingado, Chairman of the agency, said the authenticity of the videos had been confirmed.

He said since the release of the footages, people have been challenging the commission under him to prove the innocence or otherwise of the former governor in the matter.

He added that his commission commenced investigation in 2018 but could not go far because Ganduje, who was governor at the time, had immunity.

Planting more trees is essential to combat rising temperatures as they provide shade, which helps reduce heat absorption from the sun and lowers ambient temperatures in urban areas. Politics / NGO Distributes 20,000 Tree Seedlings To Boko Haram Survivors In Adamawa LG by rano1: 12:37pm On Jul 05, 2023
A Non-governmental organisation, Iliya Kwache Foundation, has distributed another batch of 20,000 tree seedlings to survivors of the Boko Haram insurgency in Michika Local Government Area of Adamawa State to combat climate change and improve the living conditions of residents of the area.

Chairman, Board of Trustees, of the Foundation, Iliya Kwache, who contested under the Labour Party for the Michika/Madagali Federal Constituency seat but lost, said he undertook the regular tree planting exercise, through his foundation to address desert encroachment and protection of the environment against the impact of Climate change in the area.

The foundation distributed 20,000 tree seedlings, which included Mahogany, black plum, Shea butter, olive tree, and economic trees, for free to residents during its mass tree planting campaign. The goal of the campaign was to improve the living conditions of survivors of the insurgency. The beneficiaries were encouraged to plant the seedlings.

Kwache charged the government to create a conducive atmosphere for the citizens who are returning back to their homelands after being forced to flee from the insurgency.
He also suggested a day to be set aside as National Tree Planting to address climate change during the mass tree planting exercise by the foundation.

He said, “We suggest the Federal government of Nigeria create a Ministry for Tree planting and declare a “National Tree Planting Day annually. Trees are the best attack and best defence against climate change and global warming as the benefits are enormous.

“According, to research, an adult tree can store 13 pounds of carbon dioxide or change 48 pounds into oxygen all in one year. A hectare full of trees stores 2.6 tons of carbon dioxide in one year. With its heat absorbing and air purifying properties, not only does planting trees affect you locally but it affects others around you and helps in the fight against global warming.”

During the tree planting exercise, some stakeholders pledged to support the convener’s campaign to protect the environment by opposing the activities of tree loggers.

District Head of Michika, Ngida Zakawa promised the support of traditional institutions in tackling the indiscriminate cutting of trees. He said this would be done by deploying vigilantes to help enforce the directive of the state governor outlawing the cutting of trees for charcoal fuel.

“We have been telling our people that whoever is caught cutting down trees will face the music as directed by the governor. We are ready to direct vigilantes to enforce the governor’s directive,” Zakawa stated.

Lama Luka another beneficiary of the tree seedlings distributed during the mass tree-planting campaign praised the effort of the environmentalist. He said the mass tree planting exercise will help to restore the lost glory of the environment and curb fast encroaching desertification.

Politics / Sit-at-home: Panic As Gunmen Attack Residents, Traders In South-east by rano1: 12:22pm On Jul 05, 2023
Masked gunmen, Tuesday, attacked some residents and traders in Ebonyi State, south-east Nigeria.

In a video clip, which has now gone viral, the attackers, numbering about nine, were seen shooting and chasing traders at a market in Isheke, a community in Abakaliki, the state capital.

The gunmen were said to be enforcing the controversial one-week sit-at-home declared by a faction of the outlawed Indigenous People of Biafra (IPOB).

The hoodlums, dressed in red attire and patrolling in a light brown Sienna vehicle, were also seen setting some tricycles ablaze and destroying goods in the market.

“(There is) sit-at-home! Nnamdi Kanu must be released. No Nnamdi Kanu, no peace. You can see that Keke (tricycle) is burning,” a voice, apparently one of the hoodlums, was heard speaking in the background of the video. Destroy everything. Burn them. I don’t want anything to remain,” the voice ordered, amidst gunshots by the attackers.

Motorcycle riders and traders in the market were seen scampering for safety, abandoning their motorcycles and wares.

In another clip circulating on various WhatsApp groups, a child — apparently abandoned by her mother — was seen seated on the ground in another section of the market while the gunmen shot in the air near her.
The clip did not show if the gunmen attacked the child or not.

The gunmen destroyed several goods. They were seen hitting a tricyclist with a plastic chair and their rifles while the tricyclist pleaded, assuring the attackers that he would not step out again on a sit-at-home day.

Police speak

The police spokesperson in the state, Onome Onovwakpoyeya, confirmed the incident but said no life was lost during the attack.

“The group came and shot sporadically at the new market opposite Liberation Estate, and our tactical team responded quickly, and people cleared,” Ms Onovwakpoyeya, a superintendent of police, told reporters in Abakiliki.
“Police have intensified patrol within the town and even at the hinterlands,” she added.
Background
Simon Ekpa, the leader of Autopilot, a faction of the IPOB, had, in a statement on 14 June, announced that there would be a one-week sit-at-home in the region.

Mr Ekpa, a self-acclaimed prime minister of “Biafra Republic Government in Exile”, said the sit-at-home would hold from 3 to 5 July and continue from 7 to 10 July.
The agitator said the proposed civil action was to demand the “immediate and unconditional release” of IPOB leader, Mr Kanu, who is detained at the facility of Nigeria’s secret police, State Security Service.

He said the action was also in preparation for the conduct of “Biafra’s self-referendum.”
But Emma Powerful, the spokesperson of the IPOB faction led by Mr Kanu, would later disown the declaration saying the sit-at-home order did not emanate from the group.

Mr Ekpa, a Finnish-Nigerian citizen, hails from Ngbo, a community in Ohaukwu Local Government Area of Ebonyi State. But he stays in Finland, a North European country.

Ebonyi State is the only state in the South-east where residents often defy the IPOB’s sit-at-home order.

Unlike other states in the region, hoodlums enforcing the sit-at-home order had rarely done so in Ebonyi before now.

This latest incident occurred exactly two days after a Nigerian senator, Ifeanyi Ubah, accused Mr Ekpa of enforcing the civil action in other parts of the region while ignoring Ebonyi, where he (Ekpa) hails from.

Mr Ubah, who represents Anambra South District, hails from Nnewi, a community in Nnewi North Local Government Area of Anambra State.

Politics / The North Should Support Goodluck Jonathan In The 2027 Elections by rano1: 12:29pm On Jul 02, 2023
Goodluck Jonathan should be supported by the North in 2027 election so that he can complete his tenure for the presidency, complete the presidency being in the south for 8 years and give Ibo people(given his lineage) and the wider South-South a sense of belonging. If PDP want to get back into power, Jonathan is their best bet in 2027(One-term candidate!!)

I based this argument on the following reasons: As a Northerner, I cannot support Peter Obi as I feel he is too clannish for me to support given his previous antecedents in the 2023 elections.
Secondly, I believe Nigerians will be fed up with the Tinubu administration as the cost of living increases over time. Furthermore, I believe the following reasons will be to Goodluck's advantage:

Experience and Stability: Goodluck Jonathan has previously served as the President of Nigeria from 2010 to 2015, providing him with valuable experience in governance and leadership. By electing him for a second term in 2027, the country can benefit from his knowledge and stability, allowing for continued progress and development.

National Unity: One of the key goals of any democratic nation is to promote national unity and inclusivity. By having Goodluck Jonathan as president, it can help bridge the gap between different ethnic groups and religions, including the Igbo people (who feel marginalised). This sense of belonging and representation can contribute to a more cohesive and harmonious society. So many people are not happy with the Muslim-Muslim ticket of the APC.

Economic Growth: Goodluck Jonathan's previous tenure saw some positive economic growth, with Nigeria experiencing an average GDP growth rate of over 6% per year during his presidency. By giving him another opportunity to lead, it is possible that he can build on his previous achievements and further stimulate the economy, benefiting all Nigerians.

Political Stability: Transitioning power smoothly is crucial for political stability. By allowing Goodluck Jonathan to complete his tenure, it demonstrates a commitment to democratic principles and upholding the rule of law. This can inspire confidence in the political system and contribute to a more stable environment for future leaders to assume office. It will also increase the sense of belonging of the SS and the SE

A Balanced Power Distribution: By having the North take over the presidency in 2031 after Goodluck Jonathan's tenure, it allows for a fair and balanced distribution of power among different regions of the country. This rotation of power can help address concerns of marginalization and ensure that diverse perspectives and interests are represented at the national level.

A changed man: Goodluck Jonathan's previous tenure as president has provided him with valuable insights and lessons, allowing him to enhance his leadership in a second term. With improved governance skills and institutional knowledge, he can address past challenges and implement effective policies. Jonathan's return to power would bring about collaborative leadership, inclusive decision-making, and a strengthened focus on economic development, all contributing to national unity and a better Nigeria.

I think as we approach 2027, so many people in the PDP and in the North will be open to this argument. Majority of Tinubu's votes were from the North(63%). If he looses Northern support he will not get re-elected. This argument will get stronger if Tinubu decides to run a biased Administration as he will quickly loose the Northern support.

If Goodluck should decide to run he will win easily and defeat Tinubu based on the above permutations.

Politics / Seaport Terminal Operators Jack Up Cargo Handling Charges By 45% by rano1: 11:06am On Jul 02, 2023
There are strong indications that terminal operators at the nation’s seaports have jacked up the cargo handling rate by 45 per cent following the devaluation of the naira by the Central Bank of Nigeria (CBN) from N461 to N631 per US Dollar, which the apex bank sold at the Importers and Exporters (I&E) window.
Similarly, the Nigeria Customs Service has also adjusted its official exchange rate on duties payable on imports from $422.30 to $589 in line with the CBN’s directive.
Some of the services which terminal operators offer include, but are not limited to cargo handling, storage and examination.

From all indications, the new rates could invariably translate into a corresponding increase in the cost of imports as importers would want to add up the differential on items at the open market in the months ahead.

Vice President of the Association of Nigerian Licensed Customs Agents (ANLCA), Dr Kayode Farinto, in an exclusive telephone chat with our correspondent, said that while he was attending the association’s National Executive Council (NEC) meeting he got a call that terminal operators had increased their charges by 45 per cent.

He said the new CBN exchange rate was a welcome development, but that it would also bring about a temporary setback in the nation’s economy.

According to him, Nigeria as a nation has been living on borrowed robes in that it has two exchange rates: one for those going on pilgrimage and another for those doing business.

He said, “This is why the naira has continued a downward slide on a daily basis. Meanwhile, in the last eight years we have had some categories of elite who collect about $2m every Monday at official rate and sell at black market rate. Let us assume that we have about 200 Bureau De Changes (BDC) in Nigeria. Multiply it by the number I have just mentioned and by the number of Mondays we have had in the last eight years then you will know the colossal amount that Nigeria has lost in the last eight years.

“But looking at it from the maritime side of it as a freight forwarder, it is going to increase customs duty. Just last week, our official exchange rate was $422.30, but this week it has jumped to about $750. Meaning if for example I had a Pre-Arrival Assessment Report (PAAR) of say N10 million last week, I will now have to pay N12 million this week. That is the side effect of it.

Speaking also, Secretary of ANLCA at the Tin Can Island Port, Barr Ovien Imonitie, said that as at the last check on Saturday morning, the exchange rate had increased.

Very true. Watch out for Tinubu and his Yoruba cabal who plan on privatising all the assets of the country to themselves.

Politics / Re: Fuel Subsidy: Students, Workers Resort To Bicycles In Maiduguri by rano1: 9:54am On Jul 02, 2023
Bicycle business is going to boom especially in the North of the country with subsidy removal

NE states are paying N570 per litre.
NW states are paying 550 per litre.
and SW states are paying N500 per litre.

If I had money I would invest in bicycle business now. So many people are going to stop driving cars or will reduce the amount of cars they own.

“Furthermore, as of the end of July 2022, the Federal Government owed N20.61 trillion in debt, after borrowing N3.15 trillion from the CBN in just seven months. This level of borrowing from the CBN is 10 times higher than the statutory limit of 5% for Ways and Means advances by the CBN. The CBN’s ability to control domestic prices and exchange rates may be harmed if it continues to lend to the Federal Government in excess of the statutory Ways and Means limit.

The Key issue that is harming our exchange rate and inflation is the above.
