A state Government spends loads of funds to maintain urban infrastructures in its cities.

For example, in neighbouring Abia state, we have thriving Aba and Umuahia cities.

In neighbouring Anambra state, we have thriving cities in Onitsha, Awka and Nnewi.
In neighbouring Enugu state, we have thriving Enugu and Nsukka. In Delta state, multiple cities like Warri, Asaba, Ughelli, Agbor.
In Imo state, only Owerri thrives. Where have the funds for infrastructures in Orlu and other urban centres in Imo state gone to?
Imo state is a CRIME SCENE since 2011 when IMSG abandonement of the other once thriving cities in Imo state outside Owerri started; the abandonment has gotten worse since 2020.

Rivers State case is against the validity of executive actions and decisions of the National Boundary Commission, Surveyor General of the Federation, RMAFC all of which are Federal Government agencies.
The Imo State Government is in court to support the decisions of the federal government agencies and defend the State interest.
The AGF is in court to the defend the decisions and interest of the federal government agencies.
The subject matter of this case is meant for the Federal High Court. In other words, this simply a case of Rivers State Versus Some Federal Government agencies.

Federal High Court’s Jurisdiction and matters involving Federal Government or its agencies

The relevant statute in determining the jurisdiction of the Federal High Court to entertain disputes involving the Federal Government or any of its agencies is the 1999 Constitution and for clarity the relevant section of the constitution will be highlighted. Section 251 (1) provides thus:

“Notwithstanding anything to the contrary contained in this Constitution and in addition to such other jurisdiction as may be conferred upon it by an Act of the National Assembly, the Federal High Court shall have and exercise jurisdiction to the exclusion of any other court in civil causes and matters –

(p) the administration or the management and control of the Federal Government or any of its agencies;

(q) subject to the provision of this constitution, the operation and interpretation of this constitution in so far as it affects the Federal government or any of its agencies;

(q) any action or proceeding for a declaration or injunction affecting the validity of any executive or administrative action or decision by the Federal Government or any of its agencies.

Provided that nothing in the provision of paragraph (p), (q) and (r) of this subsections shall prevent a person from seeking redress against the Federal Government or any of its agencies in an action for damages, injunction or specific performance where the action is based on any enactment, law or equity”

From the above provision, there is no gainsaying that only the Federal High Court has exclusive jurisdiction to adjudicate on the above listed matters involving the Federal Government or its agencies.

Imo moves to revive moribund Nekede wildlife park

A campaign aimed at creating a thorough public awareness for the Imo State Zoological and Wildlife Park at Nekede, Owerri West Local Government Area, Imo State, has begun as the ministry of tourism has flagged off a multimedia awareness campaign for the park.
Imo moves to revive moribund Nekede wildlife park Mazi Uche Ohia, commissioner for tourism, disclosed this at the Obi Ndieze (Mbari Centre), venue of a well attended Imo Stakeholders forum.


At the flagging off of the awareness campaign, the tourism ministry staff, adorned in the attractive colours of the new brand of the Imo State Zoo and Wildlife Park, added glamour to the occasion, distributing finely printed flyers and folders as well as responding to inquiries by the visitors.

The commissioner for tourism stated that the Imo State Zoo and Wildlife Park is a premier animal conservatory and home to over 500 animals from around the world. According to him, the Nekede Zoo and Wildlife Park is the only surviving animal conservatory of any consequence in the South East geopolitical zone and that Hope Uzodinma, the governor of Imo State, is committed to maintaining the zoo and wildlife park as a model facility for animal conservation, research and recreation.

Mazi Ohia was of the opinion that many residents of the state were unaware that the zoo was active and well stocked with a wide range of animals, saying also that the zone is open for guided tours, horse rides, recreation, with sections for local delicacies, barbecues, animal museum, history gallery, exhibitions, and gifts/gallery to ensure visitor’s satisfaction.

According to the commissioner, a recent statistical survey of visitors to the zoo indicated that there has been more awareness about the zoo in Abia State than in Imo State where the zoo is actually located.

He noted that it was an irony that Imo people were generally unaware of the rich selection of wild animals in the zoo, including a lion and a lioness that recently delivered lion cubs, Jackals, baboons, crocodiles, turtles, peacocks, ostriches, hyenas, porcupines, assorted reptiles, eagles and other birds, etc.

He disclosed that the objective of the awareness campaign was to spread information about the fascinating animal population of Imo State Zoo to everyone in the state, as well as prospective visitors in the neighbouring states of Abia Rivers, Akwa Ibom, Anambra, Ebonyi, Enugu and Delta.

He urged families, schools, clubs and groups to take advantage of the existence of such a facility to give young persons real life experiences of wild animals, undertake practical lessons, or research or to give themselves a genuine wildlife experience.

The Nekede Zoo and Wildlife Park is located close to the Owerri metropolis and in an area close to the hotel and hospitality axis of the city.

The zoo and wildlife park is an exotic tourist attraction and the animals are housed in protected areas which reflect their natural habitats, allowing visitors to get as close as possible to view the animals.

The commissioner informed that in other countries, such facilities are greatly supported by the public because of their significance to the environment and to the development of ecotourism.

He hinted that plans were being made to introduce more exotic animals, to reconstruct the entrance to the zoo and to create leeway for animal lovers and animal charities to support the maintenance of the zoo and park wildlife park.

The inclusion of Imo State in the current RAMP 3 recently approved by the World Bank has been attributed to the determined efforts of Governor Uzodimma to ensure the success of RAMP in the State.
The Imo State RAMP Project Coordinator, Mr. Basil Nwogwugwu made this known in a chat with Newsmen in his office, and applauded the State Governor, Senator Hope Uzodinma for his dogged efforts to invigorate RAMP 2 in the State.
Mr. Nwogwugwu recalled that out of the five States namely; Imo, Oshun, Adamawa, Niger and Enugu, only Imo State qualified to be included as a beneficiary in RAMP 3. He revealed that the current RAMP 3, which is called rural access and Agric marketing Project (RAAMP) with Kanu, Kaduna, Lagos, Ogun, Imo, Oyo and Rivers State as beneficiaries would now diversify into Agricultural and marketing processes. The Imo State RAMP project coordinator stated that RAMP commenced with 88 rural roads in the State, adding that work is in progress in most of the roads. He said that Governor Uzodimma remains the only Governor in Nigeria that has promised to asphalt some of them on completion and enjoined Imo people to continue to support him.
Mr. Nwogwugwu noted that as a result of the synergy between the State Government and the benefiting Communities, the performance of RAMP 2 in the State has scored high. He described the recent fact finding tour of RAMP 2 Rural Project by the Deputy Governor, Prof Placid Njoku and his team as a welcomed Development , pointing out that the exercise has showcased what RAMP is all about in the State.

Idea thing about teaching hospital now is convert Imo state university teaching hospital in Orlu to a federal university teaching hospital, that has been the demands of past governors of Imo state.
Owerri area has developed, Owerri urban center has expanded beyond recognition through all the tertiary education institutions located in it.
We need to use federal development institutions to stimulate development in the 2nd largest urban center — Orlu- in Imo state.

Big interview: Imo has recovered lost oil Wells from Rivers, with recent boundary adjustment

The Rt. Hon. Goodluck Nanah Opiah, former Speaker of the Imo State House of Assembly and former member of the House of Representatives for Ohaji-Egbema/Oguta/Oru West Federal Constituency, and now SA/Coordinator Petroleum and Gas Matters to Governor Hope Uzodimma, has assured that with the concluded boundary adjustment exercise by the National Boundary Commission and the Office of the Surveyor General of the Federation, Imo State has recovered lost oil wells from Rivers State. He disclosed this in a recent interview with some journalists in Owerri, assuring that the oil companies in the State now have a directive from the Governor to develop their host communities, even as he also assured that the State would do all it takes to combat the menace of illegal oil bunkering, among other issues. Excerpts:

For the purpose of this interview. Could you please introduce yourself?
My name is Goodluck Nanah Opiah, former Speaker Imo State House of Assembly and former member of the Federal House of Representatives for Ohaji-Egbema/Oguta/Oru West Federal Constituency. I am the SA/Coordinator Petroleum and Gas Matters to the Governor, Distinguished Senator Hope Uzodimma.

*For some time now the Imo State Petroleum Development Company has been in the news. Could you update us on the company?*

The Imo Petroleum Development Company Ltd is a Government owned oil company incorporated in 1999 by the Udenwa administration, but it wasn’t made use of until Ikedi Ohakim came on board in 2007 and tried to use the company in partnership with the Oak Company from the US to float the Oak Refinery in the State. That process was aborted because of the end of tenure of Ikedi Ohakim in 2011. So, the company had been there.

Rochas Okorocha came on board but did not deem it necessary to make use of the company until Distinguished Senator Hope Uzodimma came on board last year and dusted up the company and increased its share capital base to N500M, from N10M it used to be. Governor Uzodimma made the company available for use when the NNPC through the DPR advertised marginal fields for Nigerian and other investors to apply. So Imo State, through the Imo Petroleum Development Company applied for the marginal fields and went through all the rigorous processes and came out successful. Today, Imo State is the owner of Ihioma Marginal Field here in Imo State.

The Imo Petroleum Development Company has come alive. We have the final award letter from the DPR and we are ready to pay the final bonus which is about the last commitment on the part of the Government before we can go into operation. So, Imo Petroleum Development Company is the property of the State and it is ready to go into full operations.

Recently we read in the media about the boundary adjustment exercise embarked upon by the Office of the Surveyor General and the National Boundary Commission between Imo and Rivers. Can you give us update on the exercise?*

One of the problems we have had in Imo had been the State being shortchanged by neighbouring states in terms of our oil wells being credited to them. The past administrations in the State didn’t have the will and capacity to combat that situation until Senator Uzodimma came on board in January 2020. From the beginning he took up the challenge to recover all our oil wells that were ceded to neighbouring States, especially Rivers. He wrote to the National Boundary Commission (NBC) and the Office of the Surveyor General of the Federation. Meetings were held between Imo State, Rivers State, Office of the Surveyor General and the National Boundary Commission in Abuja and agreement was reached for the Commission to conduct physical definition and demarcation of the boundaries between Imo and Rivers. That exercise lasted for about four months, from November 2020 to February 2021. The boundaries between Imo and Rivers have been properly defined and cuts across a distance of about 123 kilometers, running from Oguta LGA, in the area an oil company designated as Akri, to Ohaji-Egbeme to Owerri West and Ngor-Okpala. These are the four local government areas that share boundaries with Rivers State. I can say with near sense of certainty that the boundary adjustment would have succeeded in given back to Imo the oil wells that hitherto were ceded to Rivers State. This is a sure source of increased revenue to the State. I congratulate His Excellency Senator Hope Uzodimma for all his bold steps. I thank God for giving him the will and sagacity to push for things like this. In a nutshell, the boundary adjustment programme has been completed and the National Boundary Commission and the Office of the Surveyor General of the Federation have submitted their reports and they are being analyzed with a view to ensuring that the wrongs are righted.
