Huhuonline.com can confirm that the Speaker of the Edo state House of Assembly, Honorable Zakawu Garuba and his deputy, Levis Aigbogun have been controversially impeached from office by 16 members during the Edo assembly sitting on Monday in Benin City. Honourable Zakawu who is representing Etsako East state constituency has been replaced by honourable Peter Aliu of the Action Congress (AC). Moving the motion for the impeachment of the house leaders, the minority leader of the house, Paul Ohonbamu said the action was sequel to some allegations of fraud and financial impropriety, among others, levelled against the duo. Facts made available to huhuonline.com have it that the impeachment process followed a rancorous sitting of the assembly where members threw caution to the wind in a fight which resulted in injury on 3 of the members. Philip Shuaibu (AC, Etsako West 11); Kabiru Adjoto (AC, Akoko-Edo 1) and Johnson Oghuma (AC, Etsako Central), sustained severe injuries at the assembly complex during the faceoff. An ambulance was immediately sent to the House by the State Commissioner for Health, Dr. Moses Momoh, while medical doctors were brought to administer first aid on the victims. Oghuma is said to be convulsing in an undisclosed hospital in the state. There was serious confusion in the House as Garuba of the PDP, in his substantive capacity and Aliu of the AC, in a protem capacity, are now laying claim to the position of Speaker. Trouble started when after the roll-call, Garuba called for the order of the day from the Clerk of the House, Mr. Egbe Evbonmwan. Mr. Bright Omokhodion (PDP, Esan West) raised his hand and said he had information for the House, a move which was overruled by Garuba. Thereafter, another member of the House, Mr. Blessing Agbebaku (PDP, Owan West) also raised his hand to speak on a point of information but Etiosa Ogbeiwi (AC, Orhionwon 11) went over to Agbebaku and held him by the shirt, in an attempt to force him to sit down. As this was going on, Adjoto got up and made for the mace, the symbol of legislative authority. This attempt was frustrated by Garuba, who swiftly left his seat and used his gavel to hit Adjoto on hand, dislodging the mace from him in the process.In the ensuing melee, the legislators went berserk. Agbebaku used an axe on the three AC legislators while Frank Okiye (PDP, Esan North East) allegedly used teargas in the process. Garuba was whisked away but later appeared to address journalists in his office on the matter. The two political parties accused each other of employing dangerous weapons in the show of strength.Outside the premises of the House of Assembly at King’s Square, popularly known as Ring Road in the Benin metropolis, hundreds of thugs were spoiling for a showdown. It was not immediately clear who mobilised the thugs. However, the police were later called in to contain the situation. Hours after the departure of the impeached Speaker, Zakawanu Garuba and the other PDP Legislators from the House, the Action Congress (AC) legislators moved back to the floor of the House and read a petition purportedly signed by the sixteen lawmakers including the PDP legislator, Bright Omorkhodion (Esan West) on the alleged fraudulent activities of the Speaker and his Deputy. The impeached officials were also, along with majority leader of the house, Frank Okiye (Esan North East constituency 1 and Blessing Agbebakun, representing Owan West constituency) suspended indefinitely from the assembly for bringing arms into the chambers of the assembly. Zakawanu Garuba in reaction to his impeachment said: “I believe we live in modern society, the rules of the House for the removal of the Speaker is very clear. The Speaker can only be removed by two third majority, which is sixteen,. we have present with me eleven members and it therefore means they never had sixteen members. The miracle of their act is that nobody saw their petition. We have a lawless government in place in Edo State. They have done it at the council level and they think they can do it at the House of Assembly. Anybody involved in this lawless act should be tried by treason.” He said he still remains the speaker of the Edo State House of Assembly. Edo is now considered to be under siege as the state recorded instances of bloodbath at the State House of Assembly on Monday (Feb 22), following a fierce battle for supremacy between the members of the Action Congress and their Peoples Democratic Party counterparts in the House, huhuonline.com gathered. However,it would be recalled that last Saturday (Feb 20) the Economic and Financial Crimes Commission (EFCC) was told to investigate and arrest an in-law to Edo State Governor, Comrade Adams Oshiomhole, over alleged contract scam. The leadership of the state chapter of the Peoples Democratic Party (PDP) also called on the Governor of the Central Bank of Nigeria (CBN), Sanusi Lamido Sanusi, to immediately examine the fiscal policy of the state government saying that it is now clear that the debt being incurred by the Oshiomhole’s government can no longer be serviced by the statutory allocation of the state. The State Chairman of the party, Chief Dan Orbih, made the call at the party’s complex in Benin the state capital. The party alleged that the governor’s in-law had collected huge sum meant for the execution of a contract awarded to him by the governor and bolted after abandoning the work. According to Orbih, the contractor should be arrested by the relevant anti-graft agency if he fails to execute the job given to him and on time. His words: “In fact some of the contracts awarded so far by the state government have been traced to family members, relations and in-laws of the governor. Some of the contracts were awarded without due process. On August 11, 2009, Governor Oshiomhole awarded the contract to his in-law’s company.” The company was engaged to supply two new Dando Watertec 24 mobile borehole drilling rigs, complete with tools and accessories to the state government at the cost of N371, 944, 000. The equipment were to be supplied within three months from the day mobilization fees were paid” “On the 28th of August, going by our findings the government released N226, 530, 890 which represents 70 per cent of the agreed contract sum and this money was duly paid to the company with voucher head 455, sub head 5 in the month of August 2009” “The contract was signed by the then Permanent Secretary in the Ministry of Energy and Water Resources (names witheld) for the state government” He added that the debt portfolio of the state has risen from N4.4billion to about N18.8billion as at December 2009, adding that what was worrisome is that since the beginning of the year, the governor has gone back to most of the banks securing new loans and he cannot show a single project he had executed with the loans. Orbih said the present reform in the banking sector would be defeated if the CBN as a supervisory body decides to close its eyes to state governors who would go to the banks and obtain loans and the banks are not in a position to question the repayment programme of the loans. But the state Information Commissioner, Abdul Oroh, in his reaction said the allegations were frivolous and that all financial plans and projects of the state government were contained in the budget. He said government was not out to create a burden on the people of the state by securing fresh loans having been convinced about the challenges confronting the state and has not committed itself beyond what it can relatively meet. Visitors to Jonathan who were leaving the Presidential Villa were searched and mocked by soldiers that had been freshly deployed to the premises. With reports monitored on the BBC(God knows how I hate to quote them as my source)early this morning saying that Yar Adua is back in Nigeria. http://news.bbc.co.uk/2/hi/africa/8533380.stm At about 2.00am(Nigeria Time) two presidential aircraft purpotedly bearing the president arrived.The smaller aircraft arrived first,then a large ambulance drove close to the aircraft after it taxied to a stop but later pulled back again without carrying anybody Moments later,a bigger presidential aircraft arrived,the ambulance again drove very close to the aircraft and ALL OF A SUDDEN,THE ENTIRE VIEW WAS BLOCKED,after about thirty minutes,the convoy sped off into the night On another development,it was reported that the members of the executive council of the federation that had gone to Saudi Arabia to ascertain Mr Yar Adua's state of health were expected to arrive shortly after the president's arrival. The following questions have been thrown up ; (1) If indeed it was Mr Yar Adua that came back with that aircraft,WHY BLOCK THE VIEW WHEN THE AMBULANCE PULLED UP TO HIS AIRCRAFT (2)Was it his corpse or coffin that they brought back and didn't want Nigerians to know he's dead already?
