THREAT of recession is pushing the President Muhammadu Buhari-led Federal Government to plan massive infrastructural and social investment spending, The Guardian has learnt.

Last night, the Presidency hinted of plans to spend not less than 40 per cent of the 2016 budget on capital projects, a move which one of the sources described as ‘unprecedented in the nation’s budgetary history.’

Also top on the agenda of the Buhari administration is to mobilise substantial funds within and outside government to fund the Conditional Cash Transfer (CCT).

CCT programmes aim to reduce poverty by making welfare programmes conditional upon the receivers’ actions, meaning that the government (or a charity) only transfers the money to persons who meet certain criteria.

Government also plans to make significant savings from leakages and fraud, which, according to one of the sources, “have marred government spending in the past.”

No doubt, reports about government’s plan to spend up to N8 trillion in 2016 have continued to dominate the media space without any of the presidential officials confirming it. Yet, it is clear that the Buhari presidency has decided to raise such huge funds to build critical infrastructure as rail, roads and power, while also commencing in 2016 some of the promises of the All Progressives Congress (APC) for a Conditional Cash Transfer — including perhaps the N5,000 welfare package for the unemployed (youths) — and school feeding on a national scale.

Going by the yet-to-be-confirmed report on an N8 trillion budget estimate in 2016, therefore, it would appear that the Federal Government is ready to spend up to N3 trillion on roads, rail infrastructure as well as on other safety nets.

Sources within the Central Bank of Nigeria (CBN) confirmed that the saving from the new implementation of the Treasury Single Account (TSA) is working and is projected to bring in hundreds of billions of naira for the 2016 budget.

Specifically, some members of the newly inaugurated Federal Executive Council, have started holding several planning meetings with the Vice President on finalising the budgetary estimates and making a proposal ready for consideration of the Federal Executive Council on President Buhari’s directve.

The Guardian was told last night that the president is determined to ensure that every available resource of the Federal Government is applied to “funding a very ambitious budget just to bring economic succour to the Nigerian people in a way that has not been done for a long time now in the area of public infrastructure and social safety nets for the very poor people, many of whom came out to support his election earlier this year.”

It was disclosed that even before the new ministers were sworn in last week, the presidency had been holding meetings with top civil servants and CBN officials on how to fund to CCT. A template was said to have been decided which the FEC will be considering soon for final approval before going to the National Assembly for appropriation.

The Union of European football (UEFA) yesterday announced that EURO 2016 will still be hosted by France come June next year despite the terror attacks that occurred in the Country last weekend.

“The EURO final draw will go ahead as scheduled on 12 December at the Palais des Congres in Paris and the final tournament will be played in France from 10 June to 10 July 2016,” UEFA said in a statement on Tuesday (AEDT).

“Following the dramatic events that occurred last Friday in Paris, UEFA and EURO 2016 SAS wish to reaffirm their commitment in placing safety and security at the centre of their organisational plans. While there is no reason to believe that the EURO might become the target of any attack, the potential terrorist threat has always been taken into account, since the beginning of the project.” On Sunday (AEDT), organising committee president Jacques Lambert said the risk level around the Euro 2016 finals had “gone up”.

“EURO 2016 SAS and all stakeholders involved in the organisation of the tournament will continue their joint work and will regularly monitor the level of risk for the tournament and their respective organisational plans,” UEFA added. “For over three years now, EURO 2016 SAS has been working closely with the relevant authorities to develop the most appropriate mechanisms in order to guarantee there is a safe and secure tournament and we are confident that the necessary measures will be taken to ensure that is the case for all involved.”

Minister of Defence, Mohammed Dan Ali, has warned that the current wave of pro-Biafra agitations in parts of the South-East of the country may escalate and constitute threat to national unity.

“Nigeria is currently facing many indices of destabilization,” the Minister said yesterday when he resumed duties at the Ship House, headquarters of the Ministry of Defence in Abuja.

According to him, the Federal Government in collaboration with what he described as stakeholders
should brainstorm and come up with a roadmap in order to abort any processes that may destabilize the nation.

He re-affirmed Federal Government’s commitment towards routing the “Boko Haram insurgency in parts of the North-East of the country.

According to him, “the APC had promised even before the coming of the President Muhammadu Buhari administration that it would fight the insurgency. The terrorists are on their way out, even before the December deadline and the President has shown openly that he is ready to fight the insurgency.

The Comptroller General of Customs (CGC) , retired Col. Hameed Ali, on Tuesday warned that any customs officer caught involved in corrupt practice, would serve the maximum 10-year jail term prescribed by law. Ali gave the warning in Sokoto when he addressed customs officers of Sokoto/Zamfara/ Kebbi Area Command. “The minimum jail term for corrupt officers is five years, but I will make sure that any officer found to be corrupt gets the maximum jail term of 10 years. “This is to serve as a deterrent to any officer who finds himself in the Customs to make money and not to earn money . “I am not saying that there are no good, incorruptible officers in the service, but there are few bad eggs who are giving the service a bad name, ” Ali said.

The Commissioner of Police, Kwara State, Mr Ambrose Aisabor, yesterday, paraded two suspects, among others, for dealing in human parts.

The third person paraded was said to be an accomplice.

Speaking at the Police Headquarters along Ahmadu Bello Way, Ilorin, the commissioner told newsmen that the two suspects were arrested with human head, leg and hand in Tabira village, Okuta in Baruten Local Government Area of the state.

Aisabor said the suspects, Amos Kareem and Abubakar Ladan, were arrested following a tip-off, stressing that during investigation they confessed to the crime.

One of the suspects, Abubakar Ladan, told RAW GLOBAL NEWS that Amos Kareem promised to give him a motorcycle if he could find him human head, hand and leg.

The expected meeting of the governors of the South-East states, the leadership of Ohaneze and other stakeholders initially slated for this weekend in Owerri, at the instance of Governor Rochas Okorocha to discuss the continued pro-Biafra protests across the South-East states and other neighbouring states, has been shifted to Tuesday, November 17, 2015.

Also, the venue of the meeting has also been moved from Owerri to Enugu known as the traditional headquarters of the South-East states.

The postponement was informed by the need for all those expected at the meeting to be in attendance.

Activities were yesterday grounded in Onitsha, the commercial city of Anambra State and its environs by youth sympathetic to Indigenous People of Biafra (IPOB) who were protesting the continued detention of their leader, Mr. Nnamdi Kanu. One of the protesters was feared dead.

Vehicular movements were also disrupted along the Onitsha/Enugu Expressway, Onitsha/Owerri Road, Uga, Atani, Ogaru Local Government Roads, Onitsha/Aguleri, Nsugbe, Nkwelle/Ezunaka Roads, Old and New Market Roads, Nkpor, Ogidi, Obosi Roads, thereby causing traffic gridlock on all the roads within and outside Onitsha.

Markets in Onitsha and its environs were all shot between 7am to about 2.30pm when some traders were seen loitering around their markets to see if they would be allowed to open, while some decided to go home for the day as they were also afraid that they could be attacked.

Though the Anambra State Government had announced, through the market leaders who also exchanged text messages to ensure that their markets were open, the traders seemed to be unwilling to go to their markets as most of them who normally leave in the morning for their markets were sighted on their streets discussing the protest which IPOB, declared earlier in the week.

The Senate President, Bukola Saraki lost another legal battle Friday as a Federal High Court in Lagos, struck out a suit filed by him to seek the enforcement of his fundamental human rights.

The presiding Judge, Justice Ibrahim Buba in a short ruling, declined jurisdiction to entertain the suit.

Saraki had in his suit through his lawyer, Mr Ajibola Oluyede, on Sept. 30 asked for the protection of the court to guarantee his fundamental rights against “political victimization”.

Joined as respondents in the suit are: The Attorney General of the Federation, the Economic and Financial Crimes Commission,EFCC and the Independent Corrupt Practices Commission, ICPC.

Other respondents are: Inspector General of Police, Code of Conduct Bureau, Code of Conduct Tribunal and Justice Danladi Umar.

Also joined are: Mr Ataedze Adza, Mr Sam Saba, Mr Mohammed Diri and Mr M.S Hassan.

Before now, Oluyede had brought an ex-parte application before the court, but Justice Buba ordered that the respondents be put on notice.

The Judge also raised the issue of jurisdiction and ordered counsel to address him on whether it had jurisdiction to hear the suit or not.

What is your comment on former President Olusegun Obasanjo’s recent statement that the people agitating for Biafra are criminals, miscreants and scammers?

For Obasanjo to say that is tragic. I don’t know whether he’s deliberately being mischievous because he should know that the agitation for Biafra is a potential threat, a big time-bomb, not just for the territorial integrity of Nigeria but also for peace in the entire West Africa. Any crisis in Nigeria will reverberate all over the West African sub-region. The refugee problem alone will cripple the economies of all the West African nations. No amount of peace-keeping forces from the United Nations will keep peace in Nigeria because of it’s size and population. That is why it must be avoided at all cost.

The Biafran issue is not about Ralph Uwazurike, Nnamdi Kanu or any individual. I formed my first organization, as a teenager, Igbo Youth Congress, at Delimina Restaurant, 12 Adelabu, in Uwani, Enugu in 1981, 34 years ago. And I know that the most emotional and easiest formula to spark interest and followership among Igbo Youths is the dream to re-live Biafra Republic. They find it so attractive because they believe that not only is Nigeria drawing them backwards but also that they will never get justice in Nigeria due to the envy and hatred of some ethnic groups towards Ndigbo.

At one of our meetings, in the early 80s, we took a vote, and over 80 per cent of the youths voted that we should take up arms to fight for Biafra, 34 years ago.

In the second scene, we witness the dramatic emergence of the serpent, played by a striking male model in a full snakeskin suit, seducing Eve and tempting her with the forbidden fruit. The final scenes depict Eve fleeing the garden after succumbing to the serpent’s proposal. Her innocence is lost and she can no longer remain in its purity.

30-year-old graduate, Daniel Yosua, who was paraded by the Lagos State Police Command, along with other suspects said he was forced at gunpoint to give a false statement when he arrived at the Mile 12 Police station to report a street fight.
Yosua, a native of Okpara, Delta State,said that he was arrested and detained after he got to the Police station.

According to Daily Truts..Yosua who spoke with newsmen said:

“It was on Friday, October 9, on my street in the Mile 12 area. The street fight started at about 8pm. My friends and I were in a shop discussing when we heard bottles breaking a few metres away. We quickly ran inside the compound of one of my friends.

“That was where I hid while the thugs fought on my street. After about 10 minutes, I came out, and found out that one of my friends, Bisi Olateju, was injured. I then told others that I was going to the police station to report the fight. I went to the Mile 12 Police Post to make the report.

“When I was going back home, one of the police officers, a woman, said I should be on the lookout, and bring anyone who was among those fighting.

The chairman of the Code of Conduct Tribunal, Danladi Umar has asked the Senate President, Bukola Saraki, to “go and relax” as he adjourned his (Saraki) trial to November 5 and 6.

Saraki is facing a 13-count criminal charge bordering on false declaration of assets preferred against him by the Code of Conduct Bureau before the Code of Conduct Tribunal.

The adjournment followed the pending judgment of the appeal court‎ on the trial of Saraki.

While Saraki’s lawyer, Mahmud Magaji, prayed that the trial should be adjourned sine die, the prosecuting counsel‎, Rotimi Jacobs, argued the tribunal to adjourn the trial out of respect for the appeal court, which reserved judgment on the suit filed by the Senate President to stop his trial

Governor Nasir El-Rufai of Kaduna State yesterday lambasted his critics who accused him of lopsidedness in political appointments since he assumed office.

The Department of State Service, DSS, yesterday presented two suspected abductors of Chief Olu Falae, a former Secretary to Government of the Federation, in Abuja. Chief Falae, was abducted on his farm at Ilado village, Akure, Ondo state on his 77th birthday on Sept. 21 by armed Fulani herdsmen and released four days later. Presenting the suspects, Mr Abdullahi Garba, an operative of the service, said that they were arrested on October 5 at J. Zebra hotel in Lokoja.

One of the paraded suspects, Abdullahi Usman (aka Kadiri) yesterday, gave a narration of how he helped to pinpoint “a big man who goes to his farm in Toyota Hilux van” who could be kidnapped to provide Sallah and wedding funds to some of his friends.

The Election Petitions Tribunal sitting in Abeokuta on Friday nullified the victory of the Peoples Democratic Party candidate representing Ogun East Senatorial District, Buruji Kashamu. The tribunal also set aside the elections of a member of the House of Representatives and five other House of Assembly members on the platform of the PDP. The tribunal’s chairman, Justice Tobi Ebiowei, however, ordered the Independent National Electoral Commission to conduct fresh elections in 110 polling units in eight local governments in the Ogun East Senatorial District within the next 90 days.

The All Progressives Congress candidate, Mr. Dapo Abiodun, had dragged Kashamu before the tribunal and alleged that Kashamu’s election failed to comply with the 2010 Electoral Act. He said irregularities and malpractices characterised the March 28 election won by Kashamu.

Justice Ebiowei, who led a three-man panel to deliver the verdict, also ordered INEC to take into cognisance during the conduct of the fresh polls the 146,533 valid votes cast during the March 28, 2015 National Assembly polls in the Ogun East Senatorial District.

Tough times await ministerial nominees in the Senate on Tuesday as the Peoples Democratic Party senators on Friday vowed not to lower their guard during the screening at the upper legislative chamber. RAW GLOBAL NEWS reliably gathered that although some nominees had indirectly contacted the senators across party lines, their efforts had not yielded desired results. Investigations also showed that the PDP senators might stop the screening, unless President Muhammadu Buhari presents all the 36 ministerial nominees, as against 21 he submitted on Tuesday. It was learnt that the move by President Muhammadu Buhari, the All Progressives Congress and the senators to reach out to the PDP senators was being coordinated by his Special Assistant on National Assembly Matters (Senate), Senator Ita Enang.

Enang had on Wednesday jointly addressed a press conference with the Minority Leader, Chief Godswill Akpabio. At the press conference, Enang had said, “Part of our job is to reach out to all the sections. And the past is gone, this is a new beginning. We are doing this in the interest of Nigerians.” Akpabio, on his part, said, “Even though (we are) in the opposition party; we believe strongly in one Nigeria and we believe in the unity and progress of this country.

The Nigerian army on Sunday said it has begun investigations into some names of suspected Boko Haram sponsors in connection with recent suicide bombings in the Maiduguri and plan to expose them soon. The commander, Operation ‘Lafiya Dole,’ Maj.-Gen. Yushau Abubakar, gave this hint while speaking with the News Agency of Nigeria in Maiduguri. Said he: “We searched the houses of suspects and certain items that we recovered in the vicinity gave us some clues.

“Investigation on those that we suspect are either participating or hiding, fueling or conniving with those that carried out those acts is ongoing,” Maj. Gen. Yushau Abubakar told journalists on sunday. “They will be exposed in due course.”

The Senate leadership will adopt the formal procedure for the screening of ministerial nominees behind closed doors on Tuesday (today). It may also involve anti-graft agencies such as the Economic and Financial Crimes Commission and the Independent Corrupt Practices and other related offences Commission in the screening of those nominated by President Muhammadu Buhari to become ministers under the present administration. A principal officer, who craved anonymity, disclosed this during an interview with our correspondent in Abuja on Monday.

He said the Senate at the close-door meeting would discuss whether to give special considerations for former senators and other members of the National Assembly nominated as ministerial candidates by Buhari.

The Federal Government has signed a $2.3bn assistance agreement aimed at fighting extreme poverty with the United States Agency for International Development. The Senior Special Assistant to the Vice President on Media and Publicity, Mr. Laolu Akande, disclosed this in a statement on Sunday. Akande said the agreement would help the government to combat extreme poverty among Nigerians over the next five years. He said Vice-President Yemi Osinbajo signed the agreement on behalf of the Federal Government while the USAID Head of Mission in Nigeria, Mr. Michael Harvey, signed on behalf of the US government during a meeting at the Presidential Villa, Abuja, last week.

President Muhammadu Buhari’s plan to combine the role of a petroleum minister with being the President of the country is going to have adverse effects on the economy and governance, several experts said on Friday. Though Buhari once served as petroleum minister and has vowed to halt corruption in the oil sector, keeping the portfolio of a petroleum minister for himself will divert attention from his presidential duties at a time when Nigeria needs to revive its economy and end the Boko Haram insurgency, the experts further stated. They expressed concern that appointing himself as petroleum minister might make the ex-military ruler wield too much power.

A professor of African Studies at the University of Michigan, the United States, who specialises in oil and natural resource politics, Omolade Adunbi, told the International Business Times that being petroleum minister would take away the President’s gaze from other areas of the economy and governance. He said, “He’s going to be dividing his time between looking at the petroleum sector and governing the nation, which I think is not the appropriate thing to do when the economy is in deep crisis.

Fulani herdsmen now operate quite a distance from home—wherever that may be. Offspring of arid regions, a nomadic lifestyle is stamped on their nature, incensed by the perennial need for water both for themselves and their cattle. But their herds need more than that; they also need food by way of grass and shrubs which do not grow in their native areas.

And so they wander, from season to season, in search of green pastures that are usually not very near their home base. Their destinations have that common tone: grazing land. The relationship between them and the landowners in which to graze their cattle has always been unhealthy.

The herdsmen pursue an aggressive agenda devoid of gratitude and mere consideration for the farmlands that are destroyed through their operations. This incurs the ire of the natives who, in turn, make them as uncomfortable as possible.
