It sounds like the pipe might have some buildup or debris near the capped end that’s partially blocking the flow, which is why the water initially backs up but slowly drains away. Try to use a hand snake or flexible wire to gently probe the pipe and see if you can dislodge any obstruction.
If that doesn’t work, you can try flushing it with moderate water pressure (not too strong at first) to clear any trapped dirt or dried-up residue. In some cases, insects or small bits of plaster from construction can cause temporary blockages.
If the pipe hasn’t been used for a long time, a plumber’s auger or compressed air can also help push the blockage through.

Thank God there’s still partial passage; that makes it easier to flush out the debris without breaking the pipe.
This is exactly why every conduit plumbing line should be properly covered immediately after installation; it saves you from future blockages and unnecessary rework.
If you can get a long hose connected to a water supply, insert it into the pipe and keep pushing gently until the debris or dried cement dissolves and water begins to flow freely.

Called a plumber, he suggested we abandon the pipe and tap water from the other water supply pipe close to it...

Do not open the battery!!!.....it is not a wise thing to do since there's a dispute, if you open it, you've faulted!...find a way to get evidence that the battery isn't what you paid for....report to gistlover, there are accounts on X that helps with such issues, make research and tag them...go on Facebook and report to blogs...

@redgem, what's your experience with the Cworth 24v100ah battery ?

It gets to 28.2v then drops immediately to 27v (according to someone here, that's the floating charge).... When it stops charging at about 18:30 within an hour it drops to 26.1v (but it will be on 26.1v for 4hrs with 2tv's, soundbar, 2 laptops, humidifier and few light points on) shut down all appliances by 00:00 with just a light point on and in the morning it's on 25.5v.... If pes is on then 25.7v when turned off by 00:00...

I complained to them that it was discharging but they said it's normal and battery is fine...

In all, no other complain, been managing it judiciously...
