Parliamentarians in Benin have voted to legalise abortion in the West African country, where it was already authorised under very restricted conditions.

Under the new law, passed late on Wednesday, women can terminate a pregnancy within the first three months if it is likely to “aggravate or cause material, educational, professional or moral distress, incompatible with the woman or the unborn child’s interest”.

Previously, abortion was authorised if pursing the pregnancy “threatened the life of the mother”, was “the result of a rape or incest” or when “the unborn child has a particularly severe affection”.

After a heated debate in the parliament, with some legislators strongly opposed to legalising abortion further, the amendment finally passed.

Several countries in Africa have total bans on abortion, including Congo-Brazzaville, the Democratic Republic of Congo, Djibouti, Egypt, Guinea-Bissau and Senegal.

“In Benin, nearly 200 women die each year as the result of abortion complications,” said Minister of Health Benjamin Hounkpatin in a statement on Thursday.

“This measure will be a relief for many women who face undesired pregnancies, and are forced to put their lives in danger with botched abortions,” he added.

The minister said that complications from abortions were the cause of 20 percent of maternal deaths in the country.

“It is because of this public health threat that the government has taken its responsibilities by submitting a text that lawmakers have passed,” said Hounkpatin.

He said the new measure’s “unique goal” was to “save human lives” and that “voluntary termination of pregnancies will remain a last resort”.

The influential Episcopal Conference of Benin said it was “highly preoccupied by the proposed law to legalise abortions”.

“Abortion not only destroys the life of the foetus but also that of the mother, in many aspects,” the religious group said in a statement.

Abortion laws vary wildly around the world, but only a minority of countries have outright bans.

Women from Europe, North America and Oceania benefit from the most liberal legislation, in some cases acquired only recently.

New Zealand, for example, only decriminalised abortion in March 2020. Up to then, it was punishable with a 14-year prison term.

×Dr Tedros Adhanom Ghebreyesus honoured the late Henrietta Lacks with a WHO Director-General’s award, recognizing the world-changing legacy of this Black American woman who died of cervical cancer, 70 years ago, on 4 October, 1951.

While she sought treatment, researchers took biopsies from Mrs Lacks’ body without her knowledge or consent. Her cells became the first “immortal” cell line, and have allowed for incalculable scientific breakthroughs such as the human papillomavirus (HPV) vaccine, the polio vaccine, drugs for HIV and cancers, and most recently, critical COVID-19 research.

Shockingly, the global scientific community once hid Henrietta Lacks’ race and her real story, a historic wrong that today’s recognition seeks to heal.

“In honouring Henrietta Lacks, WHO acknowledges the importance of reckoning with past scientific injustices, and advancing racial equity in health and science,” said Dr Tedros. “It’s also an opportunity to recognize women - particularly women of colour - who have made incredible but often unseen contributions to medical science.”

The award was received at the WHO office in Geneva by Lawrence Lacks, Mrs. Lacks’ 87-year-old son. He is one of the last living relatives who personally knew her. Mr. Lacks was accompanied by several of Henrietta Lacks’ grandchildren, great-grand children, and other family members.

“We are moved to receive this historic recognition of my mother, Henrietta Lacks – honouring who she was as a remarkable woman and the lasting impact of her HeLa cells. My mother’s contributions, once hidden, are now being rightfully honored for their global impact,” said Lawrence Lacks, Sr., Henrietta Lacks’ eldest son. “My mother was a pioneer in life, giving back to her community, helping others live a better life and caring for others. In death she continues to help the world. Her legacy lives on in us and we thank you for saying her name – Henrietta Lacks.”

An Iconic Story of Inequity, Injustice and Disparities in Health with Contemporary Relevance

Today, women of colour continue to be disproportionately affected by cervical cancer, and the COVID-19 pandemic has exposed the many faultlines where health inequities persist among marginalized communities around the world. Studies in various countries consistently document that Black women are dying of cervical cancer at several times the rate of white women, while 19 of the 20 countries with the highest cervical cancer burdens are in Africa.

The family’s discussions with WHO especially focused on the Organization’s ambitious campaign to eliminate cervical cancer. The past year, which marked the 100th anniversary of Henrietta Lacks’ birth, coincides with the inaugural year of WHO’s Global strategy to accelerate the elimination of cervical cancer. This historic campaign marks the first time ever that all WHO Member States have collectively resolved to eliminate a cancer.

The family also joins WHO in advocating for equity in access to the HPV vaccine, which protects against a range of cancers, including cervical cancer. Despite having been prequalified by WHO over 12 years ago, supply constraints and high prices still prevent adequate doses from reaching girls in low-and-middle income countries.

As of 2020, less than 25% of low-income countries and less than 30% of lower-middle-income countries had access to the HPV vaccine through their national immunization programmes, compared with more than 85% of high-income countries.

“It is unacceptable that access to the lifesaving HPV vaccine can be shaped by your race, ethnicity or where you happen to be born,” said Dr Princess Nothemba (Nono) Simelela, Assistant Director-General for Strategic Priorities and Special Advisor to the Director General. “The HPV vaccine was developed using Henrietta Lacks’ cells. Although the cells were taken without her consent and without her knowledge, she has left behind a legacy that could potentially save millions of lives. We owe it to her and her family to achieve equitable access to this groundbreaking vaccine.”

Henrietta Lacks’ Remarkable Contribution to Medicine
As a young mother, Henrietta Lacks and her husband were raising five children near Baltimore when she fell ill. She went to Johns Hopkins after experiencing extensive vaginal bleeding and was diagnosed with cervical cancer. Despite treatment, it cut her life short on October 4, 1951. She was only 31 years old.

During treatment, researchers took samples of her tumour. That “HeLa” cell line became a scientific breakthrough: the first immortal line of human cells to divide indefinitely in a laboratory. The cells were mass produced, for profit, without recognition to her family. Over 50,000,000 metric tonnes of HeLa cells have been distributed around the world, the subjects of over 75,000 studies.

In addition to the HPV vaccine, HeLa cells allowed for development of the polio vaccine; drugs for HIV/AIDS, haemophilia, leukaemia, and Parkinson’s disease; breakthroughs in reproductive health, including in vitro fertilization; research on chromosomal conditions, cancer, gene mapping, and precision medicine; and are used in studies responding to the COVID-19 pandemic.

Following the presentation of the award, the family and WHO will proceed to the shores of Lake Geneva, to watch the city’s iconic Jet d’Eau illuminate in the colour teal – the colour for cervical cancer awareness – in honour of Henrietta Lacks’ legacy and in appreciation of the family’s support for the global campaign to eliminate the disease. It is the first of several world monuments that will illuminate in teal between now and November 17th, marking the first anniversary of the launch of the global elimination campaign.

Nigeria is missing as the United Kingdom (UK) relaxed its COVID-19 vaccine policy for 50 countries.

This means that fully vaccinated Nigerians travelling to UK still need to self-isolate for 10 days.

From October 4, UK said the new travel system comes into force with countries and territories categorised as either “red” or “rest of the world.”

The previous traffic light system of green, amber and red lists have been scrapped.

In a statement on its website, the UK government released a list of over 50 countries with approved COVID-19 vaccination programmes and proof of vaccination for travel to England.

“Fully vaccinated residents in other countries not yet part of the inbound policy, as well as those partially vaccinated, will still have to take a pre-departure test, PCR tests for day 2 and day 8 after arrival, and self-isolate for 10 days, with the option to test to release after 5 days,” the statement reads.

“The UK government is continuing to work with international partners as we seek to more regularly expand the policy to further countries and territories.”

The government said that the new simplified travel system meant that eligible fully vaccinated passengers and eligible under-18s returning from over 50 countries and territories not on the red list, can do so without needing to complete a pre-departure test (PDT), a day 8 test or enter a 10-day self-isolation period, making it easier for those travelling — whether that’s to see friends and family, or on business trips.

It added that eligible fully vaccinated passengers with an approved vaccine and recognised certificate from a country not on the red list would be able to replace their day 2 test with a cheaper lateral flow test, reducing the cost of tests on arrival into England.

Grant Shapps, US transport secretary, said:
“We are accelerating towards a future where travel continues to reopen safely and remains open for good, and today’s rule changes are good news for families, businesses and the travel sector.

“Our priority remains to protect public health but, with more than 8 in 10 people now fully vaccinated, we are able to take these steps to lower the cost of testing and help the sector to continue in its recovery.

“Also from today, under-18s from the over 50 countries whose vaccination status the UK recognises will not need to present a negative PDT before travelling to England. This applies regardless of their vaccination status.”

The National Association of Resident Doctors (NARD) has suspended its national wide strike — two months after the action began.

On August 2, NARD embarked on a strike over “irregular payment of salaries”, among other issues.

Efforts of different stakeholders, including President Muhammadu Buhari and the house of representatives, to ensure the resident doctors shelve the strike did not yield the desired result.

The National Industrial Court, in a ruling on a suit filed by the federal government, had asked the resident doctors to return to work.

However, the striking doctors faulted the court’s ruling, vowing to appeal the order.

But speaking in a interview with TheCable on Monday, Godiya Ishaya, NARD president, said the association has officially called off the strike.

He said the decision to call off the strike was made in an emergency meeting with the association’s national executive council.

He added that the doctors will resume on Wednesday.

“We’ve officially suspended the strike to resume 8:00 am on Wednesday. We made the decision in the wee hours of today. We held an emergency meeting from 5:30pm on Sunday to the morning hours of today, and the NEC decided that having reviewed the progress made so far, the strike should be suspended,” he said.

Travellers who have stayed or visited Brazil, South Africa and Turkey in the last 14 days have been restricted from entering Nigeria, the Presidential Steering Committee (PSC) on COVID-19, has declared.

This is even as the PSC has exempted India from the list of restricted countries, after the country successfully controlled the spreading of the third wave of COVID-19.

The chairman of the PSC, Boss Mustapha, said: “Non-Nigerian passport holders and non-residents who visited Brazil, Turkey or South Africa within 14 days preceding travel to Nigeria, shall be denied entry into Nigeria.

“This regulation, however, does not apply to passengers who transited through these countries.”

The PSC chairman, who said this protocol comes into effect from September 14, 2021; also said “airlines who fail to comply shall mandatorily pay a penalty of $3,500 for each
defaulting passenger; and Non-Nigerians will be denied entry and returned to the country of embarkation at cost to the airline.

“Nigerians and those with permanent resident permit who visited Brazil, Turkey and South Africa within 14 days preceding travel to Nigeria shall be made to undergo seven days of mandatory quarantine in a government approved facility at the point-of-entry city and at cost to the passenger.”

The PSC also said: “All intending passengers (including diplomats and children less than 10 years old) must register via an online national travel portal (Nigeria International Travel Portal – https://nitp.ncdc.gov.ng) and proceed to fill in the online Health Declaration/Self-Reporting form located on the portal.

“They should ensure that the information/contact details provided on the form are correct and verifiable. Passengers must provide valid phone numbers, residential addresses and functional e-mails where they can be contacted.

“Passengers must also inform Port Health officials on arrival of any change in their health status since completion of the Health Declaration/Self-Reporting Form. Passengers who falsify their status as diplomats will face prosecution.”

Also, as part of the protocol, “passengers who fail to show up for this test will face travel restrictions on their passports for at least 6 months and will not be able to travel abroad for this period. Non-Nigerian passport holders will have their visas revoked.”

The leadership of the National Association of Resident Doctors (NARD) has faulted the ruling of the National Industrial Court (NIC) directing its members to return to work.

A communique jointly signed by NARD President, Dr Uyilawa Okhuaihesuyi, and the union’s Secretary-General, Dr Jerry Isogun, on Friday revealed that the doctors had begun the process to appeal the ruling.

“As we are all aware, especially those that were present in court today (Friday), the NIC has given a ruling on the application for interlocutory injunction filed by the Federal Government,” the statement said. “We are not satisfied with the ruling.

“After consultations with our lawyers, we have instructed our lawyers to appeal the ruling and file an application for stay of execution.”

The statement is in reaction to the ruling of Justice Bashar Alkali who ordered the resident doctors to suspend their ongoing industrial action and return to work immediately, pending the determination of the substantive suit.

Justice Alkali who ruled on an application by the government had also directed parties in the matter to return to the negotiating table, saying no amount of money could compensate for the loss of lives as a result of the impasse.

In demonstration of its displeasure with the decision of the court, NARD instructed its lawyers to file necessary processes, rather than ask members to return to their duty posts.

It also asked the doctors to remain calm and resolute, saying “everything depends on our firm resolve.”

“We are committed to protecting your rights within the confines of the law. We believe justice shall be ours ultimately,” the union told its members.

It stated that the court had reserved ruling on which application it would take first on Wednesday, and its lawyers argued that the court ought to hear and determine the Notice of Preliminary Objection (NPO) filed by the doctors to challenge the jurisdiction of the court before taking the application for an interlocutory injunction or any other application.

The union added that the court adjourned ruling on the argument on the matter until Friday, after which it ruled that it would take the government’s application for interlocutory injunction first while its NPO would be taken and determined along with the substantive suit.

“Also, our lawyers drew the attention of the court to our application for stay of execution of the ex parte order and that the court should take that application first. The court insisted that the government application would be taken first.

“On 15/9/21, the court ordered all parties to resume negotiations. The government refused to resume negotiations in line with the order of 23/8/21. Our lawyers reported this development to the court. We have demonstrated good faith and would continue to do so,” the statement said.

NARD accused the court of denial of a fair hearing by refusing to hear and determine its NPO before taking the government’s application for interlocutory injunction.

Several gorillas at Zoo Atlanta in the southern US state of Georgia have tested positive for the Covid-19 virus, the zoo said.

The western lowland gorillas were tested after keepers saw them coughing and other symptoms, it said.

Initial tests indicated they were positive for the SARS-CoV-2 virus that causes Covid-19 and the zoo said in a statement Friday it was awaiting the results of confirmatory tests from the National Veterinary Services Laboratory in Ames, Iowa.

Gorillas at risk of developing complications were being treated with monoclonal antibodies and the zoo's whole population of 20 gorillas was being tested.

"The teams are very closely monitoring the affected gorillas and are hopeful they will make a complete recovery. They are receiving the best possible care," said Sam Rivera, senior director of animal health at Zoo Atlanta.

"We are very concerned that these infections occurred, especially given that our safety protocols when working with great apes and other susceptible animal species are, and throughout the pandemic have been, extremely rigorous."

The zoo said it believed the gorillas were infected by an asymptomatic keeper, despite the employee being fully vaccinated and wearing personal protective equipment.

"While humans are known to be able to transmit the virus to animals such as gorillas, and these cases have occurred at other zoos, there is currently no data to suggest that zoo animals can transmit the virus to humans," the zoo said.

In any case, it said visitors did not pose a threat due to the distance between them and the primates' habitat.

The Atlanta Journal-Constitution reported that 13 of the zoo's gorillas were infected, including 60-year-old Ozzie, the oldest male gorilla in captivity.

Rivera told the paper Ozzie was showing mild symptoms.

"We don't feel that we're out of the woods," he added. "We're taking it on a day by day basis."

Zoo Atlanta said it has been authorized to use the Zoetis Covid vaccine, developed for animals, and would inoculate the gorillas when they recover.

The zoo said it would also vaccinate its orangutans, Sumatran tigers, African lions and clouded leopard.

Covid-19 has also been known to infect domestic cats and dogs.

President Muhammadu Buhari has appointed Dr Ifedayo Morayo Adetifa as the new Director General of Nigeria Centre for Disease Control (NCDC).

Garba Shehu, presidential spokesman, announced the appointment of Adetifa on Monday.

Adetifa will take over from Chikwe Ihekweazu, who has been given an appointment at the World Health Organisation (WHO).

Ihekweazu was appointed an assistant Director-General of WHO.

In an official letter addressed to Ihekweazu, WHO Director-General, Tedros Ghebreyesus, said the Nigerian is the deputy in charge of health emergency intelligence at the global health organisation.

The letter disclosed that he will assume the office on November 1, 2021, and will be in charge of WHO’s pandemic and epidemic response hub in Berlin, Germany.

Buhari had appointed Ihekweazu in August 2016.

Brazil’s World Cup qualifying clash against Argentina was dramatically suspended shortly after kick-off on Sunday as controversy over COVID-19 protocols erupted.

Amid incredible scenes at Sao Paulo’s Neo Quimica Arena, the match between the two giants of South American football came to a halt when a group of Brazilian public health officials came onto the pitch, triggering a melee involving team staff and players.

Argentina’s players trudged off the pitch to the changing room as the furore erupted. Argentina captain Lionel Messi later re-emerged from the tunnel without his team shirt on as confusion swept around the stadium.

The stunning intervention came just hours after Brazil’s health authorities said four players in Argentina’s squad based in England should be placed in “immediate quarantine” for breaching COVID-19 protocols.

According to Brazil’s National Health Surveillance Agency (ANVISA), Premier League players Giovani Lo Celso, Emiliano Martinez, Emiliano Buendia and Cristian Romero provided “false information” upon their entry to Brazil.

Romero, Lo Celso and Martinez were all in the Argentina starting lineup that kicked off Sunday’s game – triggering the intervention onto the field of officials wearing ANVISA shirts.

The four Premier League players – Lo Celso and Romero play for Tottenham, while Martinez and Buendia play for Aston Villa – were accused of failing to disclose that they had spent time in the United Kingdom in the 14 days prior to their arrival.

“We got to this point because everything that ANVISA directed, from the first moment, was not fulfilled,” ANVISA Director Antonio Barra Torres said on Brazilian television.

“(The four players) were directed to remain isolated while awaiting deportation, but they did not comply. They went to the stadium and they entered the field, in a series of breaches,” the official added.

A Government order dating from June 23 bans the entry into Brazilian territory of any foreign person from the United Kingdom, India or South Africa, to prevent the spread of variants of the coronavirus.

“ANVISA considers that this situation represents a serious health risk and recommends that the local health authorities (of Sao Paulo) order the immediate quarantine of the players, who are prohibited from taking part in any activity and from remaining on Brazilian territory,” the agency said in a statement earlier on Sunday.

ANVISA said Brazil’s federal police had been notified so that “the necessary measures are taken immediately”.

The controversy comes after nine Brazilians based in the Premier League failed to travel to South America following objections from their clubs.

The Ijebu Igbo born politician, died today from complications from the virus. He was 88.

The former political activist and member of National Democratic Coalition(NADECO) represnted Ogun east in the Senate between 1999 and 2003.

He later served as chairman, Board of Commissioners for Nigerian Communications Commission (NCC), under the first term of the Buhari administration.

COVID-19 has been flagged as the killer of Senator Ibrahim Mantu and the pioneer artist Yusuf Adebayo Grillo.

The Durojaiye family is yet to release a statement on his death.

Residents of Edo State without evidence of COVID-19 vaccination, will no longer be allowed access to public and private places, including banks, event and worship centres, from the second week of September.

The State Governor, Mr. Godwin Obaseki, announced this on Monday in Benin, while flagging off the second phase of Coronavirus vaccination exercise, adding that this became necessary to protect residents of the State.

He said adequate arrangements had been made with security agencies to prevent anybody who did not have vaccination cards to access any of these places.

According to Obaseki, “Beginning from the second week of September 2021, large gatherings, as well as high traffic public and private places will only be accessed by persons who have proof of taking at least one dose of COVID-19 vaccination. People who have not yet been vaccinated at all will depend on remote access to these gatherings.

“From the second week of September people may not be allowed to worship in churches and mosques without showing proof of their vaccination cards at the gates.

“Similarly, people will not be allowed at event centers, receptions or parties, without showing proof of their vaccination cards.”

“People will not be allowed to access banking services from the middle of September 2021, if they are not vaccinated.

“We have made adequate arrangements with security agencies to prevent anybody who doesn’t have vaccination cards to access any of these places. We are doing this to protect our citizens and all these measures will remain until the pandemic passes away,” Obaseki stated.

Obaseki said his administration would continue to strictly enforce all non-pharmaceutical measures to contain the pandemic in the state, adding that activities to mark Edo’s 30th year anniversary had been scaled down significantly in compliance with COVID-19 protocols.

He said the new regulation was not to create hardship on the people but to protect their lives and livelihood while the pandemic lasts, assuring citizens that the “vaccine is available and free for all. We will not abandon you at this time of the pandemic.”

Noting that the pandemic is in its third wave in Nigeria, with its Delta variant having devastating effects around the world, the governor reassured the government’s commitment to ensure the health and safety of Edo people.

“In Edo State, the data is very clear, as we have collected 6,306 samples, with 203 confirmed cases and four deaths in the third wave. 96 percent of all confirmed cases are those not vaccinated and 100 percent of deaths are those not vaccinated; it shows the importance of vaccination.

“The pandemic has come to stay as it is clear that, intermittently, other waves will occur. As such, it is wise for us all to embrace vaccination as a way of surviving this pandemic.

“For us in the state, we have decided to push for vaccination, and within the next one year, we are focusing on vaccinating 60 percent of our citizens to enable us build herd immunity against this pandemic.”

The Governor noted that the current phase of the vaccination campaign would be driven by various stakeholders and strategic groups to increase access to the vaccines, because.

According to him, the pandemic does not respect persons or status.

“We have 84 vaccination centers across the State; some are mobile while others are fixed as the list will be made available soon.

“We call on Edo citizens to support the launch and vaccination exercise kicking off today, as I encourage everyone to get vaccinated, as this is the only way we can save lives and livelihood, as well as return to our normal lives.

“In this launch today, we have two sets of vaccines being dispensed; the Moderna and AstraZeneca vaccines. We are taking the vaccine seriously but we will not shut down Edo State,” he noted.

The State Epidemiologist, Dr. Greg Oko-Oboh, who deliver a lecture titled, “COVID-19 vaccination, a fighting chance,” said the State is 8th out of the 36 States of the federation with the new infection.

The National Industrial Court, Abuja division, has ordered the Nigerian Association of Resident Doctors (NARD) to suspend its nationwide strike.

The doctors had commenced the strike on August 1 over “irregular payment of salaries”, among other issues.

Efforts by the house of representatives to mediate between the federal government and NARD ended in a deadlock.

The federal government then instituted a suit against the association, asking the court for an order of interlocutory injunction restraining the doctors from continuing with the industrial action.

Ruling on the ex parte application on Monday, John Targema, the judge, asked all parties in the suit to suspend all forms of hostilities and maintain status quo pending the hearing and determination of the motion on notice.

He said: “Having looked especially on the affidavit of extreme urgency, the grounds of the application, the affidavit in support of same and arguments of counsel for the applicant. I also weighed the submissions and arguments of counsel on the law as it stands on this application.

“It is hereby ordered that claimant/applicant and the defendant/respondent suspend all forms of hostilities forthwith pending the hearing and determination of the motion on notice.”

The judge further ordered that a hearing notice be issued and other processes be served on the defendant, including the originating summons. He also added that that the proof of service should be kept in the case file before the next adjourned date.

Targema adjourned the matter to September 15 for a hearing of the motion on notice and/or any other pending application on its merit.

The family of Gani Fawehinmi, the late human rights lawyer, says Mohammed, his first son, died of COVID-19 complications.

Mohammed who was 52 died last Wednesday and was said to have been battling an ailment.

Saheed Fawehinmi, the second son of Gani Fawehinmi, spoke on behalf of the family at a briefing in Lagos on Thursday and revealed the cause of Mohammed’s death.

“The family could not immediately disclose the cause of our brother’s death because we wanted the information to be based on factual medical details especially as maybe contained in the death certificate,” he said.

“Today however, we are in a position to inform you that our dear brother died from COVID-19 related complications.”

Mohammed was born on February 21, 1969, had his primary education at Kotun Memorial School, Surulere, Lagos, and attended secondary school at Federal Government College, Sokoto.

Mohammed, a graduate of business administration from the University of Lagos, also obtained a law degree from the University of Buckingham, England, and was called to the Nigerian Bar in 1998.

He has practised law for over 20 years.

Until his death, he was the head, Mohammed Fawehinmi Chambers; director, Nigerian Law Publications Limited; director, Books Industries Nigeria Limited, and director, Gani Fawehinmi Library and Gallery Limited.

The authorities of the University of Lagos, Akoka have approved the reopening of hostels to students from Thursday, August 26.

The varsity’s authorities also okayed the commencement of the second semester examinations physically on campus.

This was contained in a release to the students Tuesday night.

The reopening is coming six weeks after the closure of hostels and suspension of physical lectures to prevent the spread COVID-19 on campus.

The release was titled, ‘Important notice: Schedule of accommodation of bonafide students with allocated bedspaces in hostels for second semester 2019-2020 in-person examination’.

It read, “On the authority of Senate, the University presents this schedule to accommodate legal occupants in the hostels for the In-Person 2nd semester 2019_2020 examinations.

“Eligible Students are expected to abide strictly by the schedule and guidelines for admittance into the Halls of Residence.


“(They) must be registered for the 2nd semester 2019-2020 session, present coloured Exam Docket for 2nd semester 2019-2020 Exams, present a bottle of hand sanitizer (Minimum of 500ml), present at least 10 face masks, wear face mask into and out of the hostels at all times, must use their allocated bed spaces.

“The Schedule for accommodation for examinations is as follows: 100 and 200-level students with allocated bed space should move into the hostels from Thursday 26 August 2021 and depart on or before Saturday 11 September 2021.


“500-level Faculty of Law Students with allocated bed space should move into their hostels on Saturday 28 August and depart on Sunday 5 September 2021.

The National Identity Management Commission has shut down its Lagos headquarters after one of its staff members tested positive for COVID-19.

The PUNCH learnt that the worker, who is in the customer care unit, tested positive for the virus last Monday.

An official, who spoke to our correspondent on condition of anonymity, said several workers of the agency had also been ill.

The source said, “The woman, a nursing mother working in the customer care unit, tested positive on Monday.

“Other staff have been reporting one form of illness or the other. I am not feeling well as well and hoping I have not contracted the virus.”


A memo to workers of the agency, obtained by The PUNCH, showed that the Lagos office would be shut from Monday, August 16.

The memo said, “Good day #TeamLagos. This is to officially notify all members of staff of the temporary closure of the NIMC Lagos State Office, Alausa, from Monday, August 16 to Friday, August 20, 2021, to enable management to fumigate and sanitise the offices.

“Enrolment activities will resume on Monday, August 23, 2021.


“Meanwhile, ensure you observe all COVID-19 protocols in all the LGAs/ LCDAs. You will be notified by your state coordinators immediately we get receipt of PPEs from the HQ. Please stay safe.”

HealthCote D’ivoire Declares First Ebola Outbreak In More Than 25 Years by References(op): 6:10pm On Aug 15, 2021
The Ministry of Health of Cote d’Ivoire today confirmed the country’s first case of Ebola since 1994. This came after the Institut Pasteur in Cote d’Ivoire confirmed the Ebola Virus Disease in samples collected from a patient, who was hospitalized in the commercial capital of Abidjan, after arriving from Guinea.

Initial investigations found that the patient had travelled to Cote d’Ivoire by road and arrived in Abidjan on 12 August. The patient was admitted to a hospital after experiencing a fever and is currently receiving treatment.

Guinea experienced a four-month long Ebola outbreak, which was declared over on the 19 June 2021. There is no indication that the current case in Cote d’Ivoire is linked to the earlier outbreak in Guinea. Further investigation and genomic sequencing will identify the strain and determine if there is a connection between the two outbreaks.

This year Ebola outbreaks have been declared in the Democratic Republic of the Congo and Guinea, but it is the first time an outbreak has occurred in a large capital city such as Abidjan since the 2014–2016 West Ebola outbreak.

“It is of immense concern that this outbreak has been declared in Abidjan, a metropolis of more than 4 million people,” said Dr Matshidiso Moeti, World Health Organization (WHO) Regional Director for Africa. “However, much of the world’s expertise in tackling Ebola is here on the continent and Cote d’Ivoire can tap into this experience and bring the response to full speed. The country is one of the six that WHO has supported recently to beef up their Ebola readiness and this quick diagnosis shows preparedness is paying off.”

WHO is helping to coordinate cross-border Ebola response activities and 5000 Ebola vaccines doses which the organization helped secure to fight the outbreak in Guinea are now being transferred to Cote d’Ivoire, following an agreement between the ministries of health of Cote d’Ivoire and Guinea. An aircraft is departing Abidjan soon to collect the vaccines which will be used to vaccinate people at high risk, including health workers, first responders and contacts of confirmed cases.

WHO staff based in Cote d’Ivoire are supporting the investigation into the case. In addition, a multidisciplinary team of WHO experts covering all key response areas will be deployed rapidly to the field. They will help with ramping up infection prevention and control of health facilities, diagnostics, contact tracing, treatment and reaching out to communities to ensure they take a key role in the response.

Cote d’Ivoire declared the outbreak in line with International Health Regulations and WHO does not advise any travel restrictions to and from the country.

While countries are focused on the COVID-19 response, they should strengthen their preparedness for potential Ebola cases.

While Cote d’Ivoire borders Guinea and Liberia which were struck hard by the 2014–2016 West Africa Ebola outbreak, the country has had no confirmed cases reported since 1994, when an outbreak among chimpanzees infected a scientist.

Ebola is a severe, often fatal illness affecting humans and other primates. Case fatality rates have varied from 25% to 90% in past outbreaks. There is now effective treatment available and if patients receive treatment early, as well as supportive care, their chances of survival improve significantly.

The Nigeria High Commission in London has shutdown its operation for 10 days after two of its officials tested positive for COVID-19.

One of the officials, Vanguard learned returned positive after the test was administered on him when he went for a meeting at the Home office.

As a result, the Mission embarked on testing all officials after which another official tested positive.

While regretting any inconvenience the mandatory isolation of all its staff may cause, the Mission in a statement said the move is to check the spread by ensuing that those who were in contact with the affected persons observe the mandatory isolation.

It reads, “This afternoon the Head of Immigration Section and two other officials went for a meeting at the Home Office.

“At the entrance, Covid test was administered on them and one of them tested positive to Covid-19. The affected officer immediately isolated while the other officials, who tested negative will also isolate for the next 10 days.

“In response to the challenge, the Mission embarked on testing all officials of the Mission, after which another official of the Mission tested positive.

“In line with Covid-19 regulation and the need to adhere to the rules and regulation of the host country, the Mission will close down for the next 10 days, in order to observe the mandatory isolation of those who were in contact with the affected officials.

“While the High Commission regrets any inconvenience that this may have caused, we solicit the cooperation of the general public.”

Health authorities in Guinea today confirmed a case of Marburg virus disease in the southern Gueckedou prefecture. This is the first time Marburg, a highly infectious disease that causes haemorrhagic fever, has been identified in the country, and in West Africa.

Marburg, which is in the same family as the virus that causes Ebola, was detected less than two months after Guinea declared an end to an Ebola outbreak that erupted earlier this year. Samples taken from a now-deceased patient and tested by a field laboratory in Gueckedou as well as Guinea’s national haemorrhagic fever laboratory turned out positive for the Marburg virus. Further analysis by the Institut Pasteur in Senegal confirmed the result.

The patient had sought treatment at a local clinic in Koundou area of Gueckedou, where a medical investigation team had been dispatched to probe his worsening symptoms.

“We applaud the alertness and the quick investigative action by Guinea’s health workers. The potential for the Marburg virus to spread far and wide means we need to stop it in its tracks,” said Dr Matshidiso Moeti, World Health Organization (WHO) Regional Director for Africa. “We are working with the health authorities to implement a swift response that builds on Guinea’s past experience and expertise in managing Ebola, which is transmitted in a similar way.”

Gueckedou, where Marburg has been confirmed, is also the same region where cases of the 2021 Ebola outbreak in Guinea as well as the 2014–2016 West Africa outbreak were initially detected.

Efforts are underway to find the people who may have been in contact with the patient. As the disease is appearing for the first time in the country, health authorities are launching public education and community mobilization to raise awareness and galvanize support to help curb widespread infection.

An initial team of 10 WHO experts, including epidemiologists and socio-anthropologists is on the ground helping to investigate the case and supporting the national health authorities to swiftly step up emergency response, including risk assessment, disease surveillance, community mobilization, testing, clinical care, infection prevention as well as logistical support.

Cross-border surveillance is also being enhanced to quickly detect any cases, with neighbouring countries on alert. The Ebola control systems in place in Guinea and in neighbouring countries are proving crucial to the emergency response to the Marburg virus.

Marburg is transmitted to people from fruit bats and spreads among humans through direct contact with the bodily fluids of infected people, surfaces and materials.

Illness begins abruptly, with high fever, severe headache and malaise. Many patients develop severe haemorrhagic signs within seven days. Case fatality rates have varied from 24% to 88% in past outbreaks depending on virus strain and case management.

Although there are no vaccines or antiviral treatments approved to treat the virus, supportive care – rehydration with oral or intravenous fluids – and treatment of specific symptoms, improves survival. A range of potential treatments, including blood products, immune therapies and drug therapies, are being evaluated.

In Africa, previous outbreaks and sporadic cases have been reported in Angola, the Democratic Republic of the Congo, Kenya, South Africa and Uganda.

A Chief Nursing Sister, Roseline Oladimeji, has advised pregnant women to allow their husbands to suck their breasts to prepare them for breastfeeding after delivery.

Oladimeji gave the advice at a sensitisation programme marking the 2021 World Breastfeeding Week organised by Amuwo Odofin Maternal and Child Centre, Festac Town, Lagos, on Thursday.

“Allow your husband to suck your breasts during pregnancy. Apart from bonding, it will help the nipples to be out and make it easier for your baby to latch on.

“You can also rub vaseline on your nipples at night before going to sleep. It helps to soften it,” the nursing sister said.

She urged pregnant women to prepare their breasts during pregnancy to avoid lactation problems after delivery.

She added that the colostrum – the first form of milk produced by the mammary glands of mammals (including humans) immediately following delivery of the newborn – contains nutrients that help boost the baby’s immunity.

“It is still breast milk,” she said.

Oladimeji cautioned that certain food, herbs and medications could hurt babies if they cross into the breast milk.

She particularly noted that drinking palmwine to improve lactation could introduce alcohol into the baby’s system during breastfeeding.

Oladimeji further cautioned mothers seeking advice from people who are not qualified to take care of babies to avoid causing harm to their children.

Also, the hospital’s dietician, Ms Gbemisola Ogundipe, advised lactating mothers to ensure that they take balanced meals and lots of water to increase the volume and quality of their breast milk.

“A breastfeeding mother should have meat, fish, eggs and vegetables in her meals. She should also take a glass of juice or smoothies.

“She should increase her fluid intake and this can come in form of water, milk, yoghurt, ice cream and pap,” she said.

Ogundipe also cautioned women against weaning their babies before they get to one year because of the misconception that breast milk changes to blood when a child turns one year.

She said exclusive breastfeeding is not only beneficial to the babies but also to the mothers and their families, as it helps to take the mother to her pre-pregnancy weight and lessen financial pressure on families.

The News Agency of Nigeria reports that the theme of the 2021 WBW was, ‘Protect Breastfeeding: A Shared Responsibility’.

NAN reports that the World Health Organisation and UNICEF say that though there had been progress in breastfeeding rates in the last four decades, the rates in Nigeria reduce with age.

In a joint statement issued by the Director-General of WHO, Dr. Tedros Ghebreyesus; and the Executive Director of UNICEF, Henrietta Fore, they stated that rate of exclusive breastfeeding rose from 17 per cent in 2013 to 29 percent in 2018.

They, however, said that the percentage of children breastfed within one hour of birth in Nigeria estimated at 42 per cent is still less than 50 percent.

“Breastfeeding rates in Nigeria reduced with age – 83 per cent of the children are breastfed up to one year while 28 per cent are breastfeeding till two years.

“It will show that the proportion of the children who are not breastfeeding increases with age,” it said.

The News Agency of Nigeria (NAN) reports that the claimants; Dr Christopher Sakpa, Dr Momoh Mcsionel, Dr Ahmed Rabiu and Dr Darlington Akukwu had, for themselves and on behalf of the affected members of ASMEDA.

The Defendants are the National Salaries, Incomes and Wages Commission; Accountant-General of the Federation and Minister of Finance to court as 1st to 3rd defendants respectively.

Justice Osatohanmwen Obaseki-Osaghae, in a ruling on an ex-parte motion moved by counsel to the claimants, Martin Agba, held that the order of interim injunction would subsist pending the hearing and determination of the suit.

Justice Obaseki-Osaghae restrained all the defendants from acting on the contents of the April 22, letter issued by the salaries commission, pending the determination of the suit.

She also made “an order of interim injunction, restraining the defendants from paying the claimants’ July 2021 salary and subsequent months’ salaries based on the CONUASS and associated allowances pending the determination of the motion on notice.

“A mandatory order of interim injunction on the defendants to pay the claimants’ July 2021 salary and subsequent months’ salaries based on the CONMESS and associated allowances as approved by the Federal Government of Nigeria on Sept. 29, 2009 which is the status quo as at April, 2021, pending the determination of the motion on notice.”

The judge, who ordered that the originating processes, motion on notice together with hearing notices be served on the defendants, adjourned the matter until Oct. 14 for hearing of the motion on notice.

NAN reports that in a motion on notice marked: NICN/ABJ/145/2021 dated July 8 and filed July 12 by Agba, the applicants sought some claims against the defendants.

They asked the court to declare that: “the commission’s letter of April 22, to the Accountant General with reference number: SWC/S/04/S.410/T/86 directing enrolment of the claimants into the Consolidated University Academic Salary Structure (CONUASS) and associated allowances is a violation of the presidential directive of Sept. 29, 2009.

They argued that the Federal Government approved and placed the claimants on the Consolidated Medical Salary Structure (CONMESS) and associated allowances and therefore has no legal basis, is null and void and of no effect whatsoever, should be discountenanced and_ retracted forthwith.

They also sought an order of mandatory injunction, directing the defendants to restore the claimants to the Consolidated Medical Salary Structure (CONMESS) and associated allowances as approved by the Federal Government of Nigeria on Sept. 29, 2009 and with which the claimants have previously for long been paid their salaries until April 2021.

They further sought an order of perpetual injunction, restraining the defendants from using, giving effect, making reference to or in any way acting on the contents of the said letter of April 22.

They also sought for an order of the court, directing the defendants to pay the differential sum in salaries between CONMESS and associated allowances and CONUASS // paid to the claimants from May 2021 until date of delivery of final judgment in this suit.”

The claimants, who sought the order of the court, directing the defendants to pay the sum of N50 million to them as general and exemplary damages for deliberate breach of extant policy of government by their stoppage of payment of CONMESS and associated allowances, also prayed the court to direct them to pay N3 million as cost of the legal action.

NAN reports that the Federal Government had, on Sept. 29, 2009 in a circular with reference number: SWC/S/04/S.410/220, approved the new salary structure for medical and dental officers in the federal public service known as CONMESS.

However, in a a letter with reference number: SWC/S/04/S.410/T/86 dated April 22, addressed to the Accountant-General of the Federation and signed by the acting Director, Compensation, Adighiogu Chiadi, on behalf of its chairman, the National Salaries, Incomes and Wages Commission directed that medical doctors in academics and research institutions should be re-enrolled on CONUASS.

The claimants averred that since the latest directive took effect, their take-home pay had reduced drastically by about 60 percent.

No fewer than 25 prospective corps members, including a nursing mother, have tested positive for coronavirus at the Gombe NYSC camp ground located in Amada, Akko LGA.

Confirming the matter on Saturday in an exclusive telephone chat with our correspondent, Commissioner for Health, Dr. Habu Dahiru, said that the 25 corps members were tested in the last three days, adding that they have been moved to the state-owned isolation centre in the Idris Mohammed infectious disease centre, Kwadon.

He said, “Out of the 1,291 that were tested using the Polymerase Chain Reaction, , 25 persons were positive, and one is a nursing mother.

“For the sake of coordination, the incident management system in Gombe has conducted a meeting at the Public Health Emergency Operation Centre and we have also moved as required by the guideline to Kwadon isolation centre.

“At the isolation centre, we have made provision for their feeding, medication and their security

“We have drafted Police to provide security to the place. They will be managed at the isolation centre until they are negative and they will be returned to join their fellow corps members.

“We have also provided psychosocial support because some of them may be asymptomatic and may wonder why they are kept there. So, we had to educate them that they pose a risk to the general public because unconsciously, they will be infecting others.”

Dahiru urged members of the public to observe the protocols, adding that the virus is still raging.

He added, “Now that we have got details about their states and local governments, we will call the affected states and ask them to go to their homes for contact tracing.”

The United States of America has tightened surveillance on the country’s livestock sector, banning importation of dogs from Nigeria and 112 other countries.

It was disclosed that the sanction was due to Nigeria’s ineffective and faulty dogs’ vaccination system against the prevention of rabies.

This disclosure was made in Abuja on Tuesday by the President, Veterinary Council of Nigeria, Dr. Aishatu Baju, when the ultra-modern Veterinary Diagnostic Laboratory was commissioned by FCT Minister of State, Dr. Ramatu Aliyu.

Baju said that the new facility was established as an intervention in the veterinary sector, also meant to improve diagnostic services to FCT as well as neighbouring Nasarawa State.

According to her, the flag-off of vaccination against dog-mediated rabies in the FCT was part of measures to address the challenges in the livestock sector

She said: “Animal disease diagnosis is an important component of veterinary services. I have no doubt in my mind that this laboratory will provide the much needed accurate, rapid and dependable diagnosis and effectively tackle the menace of animal diseases in FCT and its environs.”

Also speaking, the Chief Veterinary Officer of Nigeria, Dr. Olaniran Alabi, said the need to have such a facility can never be overemphasised considering how highly fatal rabies affects all warm-blooded animals.

He said that globally, no fewer than 70,000 people die annually from rabies, despite the disease being 100 percent preventable through mass dog vaccination, public enlightenment campaigns and control of stray dogs.
