I guess you did not read the paragraph that states that's the Nigerian President/Governor protocol. And didn't you read his state was under state of emergency which makes it directly govern by Mr. President as regards to security, so this two events are enough to justify his reasons.

The song "It Is Well With My Soul" was written by a successful Christian lawyer Heratio Spafford.
His only son died at age 4 in 1871.
In 1872, the great Chicago fire wiped out his vast estate made from a successful legal career.
In 1873 he sent his wife and 4 daughters over to Europe on a summer trip on the ill fated SS ville du Havre.
Since he had a lot of work to do, he planned to follow them later.
The Ship sank and he lost his 4 daughters with the wife being the only survivor, she sent him a famous telegram which simply read, SAVED ALONE....
On His return home, his Law firm was burned down and the insurance refused to pay, they said "It's An Act Of God".
He had no money to pay for his house and no work, he also lost his house.
Then while sitting and thinking what's happening to him, being a spiritual person, he wrote a song - whatever my Lord, you have taught me to say - It is well, it is well with my soul.
My dear friend, a good attitude will determine your altitude. When you look at your life, career, job or family life, what do you say? Do you praise God? Do you blame the devil? A good attitude towards God makes Him move on your behalf. Just sit down and say, "Today God, it is well with my soul, I am thankful I had a peaceful sleep, I am thankful I am alive with possibilities, I am thankful I have a roof over me, I am thankful I have a job, I am thankful that I have Family and Friends. Above all, I am thankful that I have the Lord Jesus Christ on my side.
Be blessed and don't be envious or shocked when others are prospering because you don't know what they have been through to get there (test, trials and tribulation), so thank God for what you have.
Little is much when God is in it.

Rivers re-run elections were suspended - INEC

– The Independent National Electoral Commission (INEC) has explained why the re-run Rivers state elections were suspended. – The electoral body said the process was characterised by disruptions and malpractice INEC explains why Rivers re-run elections were suspended In a statement issued by Olowole Osaze-Uzzi, the director in charge of voters education and publicity, on Sunday, March 20, the electoral body stated that the exercise witnessed a number of disruptions. Uzzi stated that there were concerns over the level of threats, violence and intimidation of election officials and voters. The statement reads in part: “Pursuant to the Orders of the Court of Appeal, the Independent National Electoral Commission(INEC) conducted elections into various seats in both the National and the Rivers State House of Assembly yesterday, the 19th of March, 2016. “Rather unfortunately, some of these elections witnessed the disruption of the process, including the barricading of some of the INEC local government offices and registration area centres (RACs) used for the distribution of electoral materials which led to the late commencement of the exercise in some places and consequently, its smooth take off.
“Of more serious concern was the level of threats, violence and intimidation of election officials and voters by well armed thugs and miscreants allegedly acting on behalf of some politicians, which marred the elections in some areas. “There were reports of numerous attacks resulting in fatalities, kidnappings, ballot snatching, diversion of officials and materials, amongst others, which necessitated its suspension in 8 local government areas. Regrettably, such deviant behaviour has continued today. “Several permanent and adhoc staff engaged have been attacked, again resulting in fatalities, while some have been forcibly abducted and taken to presently unknown destinations. Under such difficult circumstance, the returning officers were only able to collate and declare results in 1 federal and 9 state constituencies where the disruption and malpractices were not so widespread.
