Socio-Economic Rights and Accountability Project (SERAP) has sent an open letter to the Speaker of the House of Representatives Mr Dogara Yakubu requesting him and other principal officers “suspected to be involved in the alleged budget padding to step aside pending the outcome of investigation by the Economic and Financial Crimes Commission (EFCC) and other agencies.”

The letter dated 29 July 2016 and signed by SERAP executive director Adetokunbo Mumuni states that, “Following confirmation received by SERAP from the EFCC that it has taken up and looking into SERAP’s petition to the body on the allegations that the leadership of the House of Representatives padded the 2016 budget to the tune of N481 billion, SERAP is now writing to request you to immediately step aside from your position as Speaker of the House of Representatives pending the out outcome of the investigation.”

The letter reads in part: “We also urge you to ensure that other principal officers of the House suspected to be involved in the alleged padding step aside from their positions to allow for the investigation by the EFCC and other agencies to go ahead unhindered.”

“SERAP has also reviewed several documents circulating on the internet on the alleged budget padding and we believe that these documents establish a prima-facie case of corruption, which deserves a thorough, transparent, independent and effective investigation by the EFCC and other agencies.”

“In the circumstances, SERAP calls on you to demonstrate your often-expressed commitment to transparency, accountability, constitutionalism, democratic governance and the rule of law in Nigeria by now stepping aside from your position as Speaker and to ensure that other principal officers suspected to be involved in the budget padding do the same, pending the outcome of the investigation already by the EFCC.”

“SERAP’s call is entirely consistent with the constitution of Nigeria 1999 (as amended). As the supreme law of the land, all organs of government including the National Assembly are obliged to perform their functions in accordance with the constitution and other enabling laws.”

“SERAP agrees with the Constitutional Court of Uganda when it asserted in Constitutional Petition No. 47 of 2011 Twinobusingye Severino vs Attorney General that, ‘In modern democracies, the term ‘stepping aside’ is now generally taken as part of the responsibility of the holder of a public office in discharging his or her duty of being accountable to the people. Thus a culture has developed in modern democracies, Uganda inclusive, whereby a Public officer whose conduct in a public office is being questioned steps aside, on his or her own, to enable investigations to be carried out without his or her influence.’”

“Indeed, SERAP believes that the necessity of being accountable to the people, by anyone holding a public office in Nigeria is clearly embedded in the constitution as provided under Chapter 2 titled: Fundamental Objectives and Directive Principles of State Policy.”

“Specifically, Chapter 2 provides among others that all public offices shall be held in trust for the Nigerian people; that all persons placed in positions of leadership and responsibility shall in their work be answerable to the people; and that all lawful measures shall be taken to expose, combat and eradicate corruption and abuse or misuse of power by those holding political and other public offices.”

“SERAP believes that the allegations of budget padding by the leadership of the House of Representatives have undermined the status of the National Assembly which is supposed to be the fountain of constitutionalism. The Speaker, as the head of the House, has a big role to play in guiding parliamentarians to embrace transparency by sending a powerful message that allegations of corruption will not be condoned, tolerated or covered up.”

“SERAP believes that the House of Representatives cannot function effectively nor enjoy public trust and confidence as long as the allegations of budget padding continue to trail its leadership.”

“By stepping aside and ensuring that others suspected to be involved in the budget padding also step aside until such a time as the investigations by the EFCC and other agencies are completed, you will be promoting acts that would enhance the integrity and respect for the National Assembly, as well as strict observance of the constitution both in letter and spirit.”

WHY I WON’T SEEK VENGEANCE AGAINST KILLERS OF ABUJA PREACHER -ADEBOYE

General Overseer of the Redeemed Christian Church of God (RCCG), Pastor Enoch Adeboye, has revealed why he will not seek vengeance against killers of Abuja preacher, Deaconess Eunice Olawale Elisha.

Forty-two-year old Mrs Elisha was hacked to death by hoodlums on June 9 at Gbazango-West area of Kubwa, a satellite town in the Federal Capital Territory while preaching early in the morning.

She was an assistant pastor at the RCCG, Divine Touch parish, Old NEPA road, Phase 4, Kubwa, before she was slashed in the neck and stabbed in the stomach by suspected religious fanatics.

Adeboye, fondly called Daddy G.O by his admirers, said contrary to calls by eminent Nigerians that he should seek vengeance against killers of the evangelist, he would not do so.

He said such move would be counterproductive just as it would be contrary to what the deceased wanted and stood for when she was martyred.

According to the revered man of God, if Dcns Elisha was actually preaching to win souls for Jesus Christ, it would be unscriptural and anti-Christ to seek to kill the same souls she sought to save.

Adeboye made the declaration on the occasion of the second day of the ongoing Ministers Conference at the Redemption Camp, Kilometer 46, Lagos – Ibadan Expressway on Friday morning ahead the 64 annual convention starting August 1.

“I’m not looking for vengeance. I won’t listen to people asking me to seek vengeance.

“I won’t pursue the case. That’ll be contrary to what she wanted.

“She wanted them saved, not killed.

“What will their killing do for me?,” the 74-year-old cleric queried.

Teaching on the topic, “Importance of Mercy,” Adeboye said since every Christian did not know when they would die, the time to truly seek God was now.

Making an example out of the slain Mrs Elisha whom he said was not aware she won’t return home alive on that fateful day, the Ifewara-born cleric warned that the end of the age was imminent, hence the prevalence of vices all over the world.

He said the murdered evangelist finished well and was, no doubt, sitting at the right hand of her Saviour for whom she paid the supreme price.

“Recently, some hoodlums went to murder my daughter in Abuja.

“She was doing her morning cry that morning as she usually did, armed with a megaphone and her Bible.

“An Imam was said to have sent some hoodlums to drive her away, but they did something else.

“She didn’t know she won’t return home that day.

“She finished well. She finished strong

“What a beautiful way to go. She’s gone to be with the Lord,” he stated glowingly.

The man of God said that his joy was predicated on the fact that another soul was waiting for him in Heaven.

“My joy is that she finished well and I have additional soul waiting to welcome me in Heaven when it is my time,” Adeboye noted.

It will be recalled that husband of the slain evangelist, Pastor Elisha had, earlier, expressed misgivings in killing whoever was caught in connection with the murder, saying he would rather they gave their lives to Jesus Christ.

Describing his wife as a martyr, he said: “I see her as a martyr, and she died for Christ. And whether the people are caught or not, they should forgive them; my prayer is that if they can accept Christ, that will be a gain to Christ.”

The slain lady evangelist, who left behind his husband, aged father, mother and seven children, was buried last Saturday in Abuja.

Napoleon Hill;

"Desire is the starting point of every invention you can think of"

Edison failed 1000 times while trying to invent an electric lamp. But because the burning desire exist in him, he didn't give up.

Marconi worked tediously towards how message could be send through air- without the aid of a medium. At a time during the course, he divulged his ambition to his mates. They took him to a psychopathic hospital. But because the Burning desire had already dominate his psychic- he completed most of his findings in the hospital.

You can follow their footprint also with the following steps:

Put To Paper;
Desire is an idea, a "hunch", a flash. If not properly handle, it may diminish fast just the way it came. But when its put to paper, it'll be last more longer. Just like a philosopher once state;

I saw- I forget, I heard- I still forget, but if I SAW, READ and WRITE I always remember."

Repetition; After its written down, keep it were you will be seeing it- bedside is apt. Every morning before going out and in the night before sleeping; Read it aloud with sublime imagination.

ImmortalMahatma Gandhistates;
"Watch your action, they become your habit. Watch your habit, they become your destiny."
Psychologist have it that "Repetition effect an individual fate."

Definiteness; When Edwin C Barnes, an outstanding partner of Edison, first got the "hunch" to partner with Edison. He made this Burning Desire to be definite.
Hear him;
"I'll travel to Chicago tomorrow to partner with Edison. I know there are lots of vacancies up there, but I'll work with Edison or nothingelse''. Which he later achieved feasibly notwithstanding thousands of men longing for such opportunity.

Feel It;This principle is "easily said than done". Its psychological, it deals with the subconscious part of a being- which is not easily harness by ordinary men, only those who are desperate for success can do it. But with steady practice you are good-to-sail. Envisage yourself in possession of what you desire. By so doing, you'll harness you desire to its material equivalent.

Definite Time;Place a date tag, you want to acquire its material equivalent. This will exert pressure on you and the Burning Desire also will pop out its own equivalent courage to battle the pressure inclined.
Follow this steps and your life will change for good.

Acknowledgments;
This wonderful psychological write-up is made possible through Napoleon Hill's principles of success, Ziglar's steps to "see you at the top" and many more philosophers.
