� On the 26th of March, 2015, former President, Dr. Goodluck Jonathan GCFR assented to the 2010 Electoral (Amendment) Bill, TWO days to the 2015 General Elections. This amendment passed by the 7th National Assembly ensured that there were free and fair elections in 2015.



� The free and fair elections in 2015, led to the election of President Muhammadu Buhari. A man who claims to wear a toga of ‘integrity’. This man, benefitted from the 2015 Electoral Act amendment, YET, he has now REFUSED, 4 TIMES, to assent to the 2018 Electoral Act Amendment.

� Yet, Buhari a man of ‘uncommon integrity’ who benefited from this amendment has now refused to assent to the same Bill amendment that will reform and improve our electoral processes over some typo and flimsy excuses.


� Buhari’s excuses for declining assent to the INEC AMENDMENT Bill, are dubious, disingenuous, selfish and not in the overall interest of Nigeria and Nigerians.



� One of the talking points being pushed by Buhari’s handlers about the Electoral Amendment Bill is the alleged ‘replacement’ of ‘COUNT & ANNOUNCE’ with only ‘’ANNOUNCE’’. This excuse is only being clever by half. Can election results be announced without being counted? NO!



� Section 63 (1) of the Electoral Act clearly states that ‘the Presiding Officer shall, after counting the votes at the polling unit, enter the votes scored by each candidate in a form to be prescribed by the Commission as the case may be.”



� Beyond partisan interests, the President has no valid reasons not to assent to the bill. By not assenting to the Bill the President has revealed his deliberate intentions to frustrate the coming into effect of the Act, which would have strengthened the electoral system and minimised malpractice.



� For Buhari to suggest that the National Assembly should have stated that the Act will come into effect after the 2019 general election (without the electronic card reader provision being backed by law) shows that there is a nefarious plot at play to make the 2019 election ‘not transparent.’



� The overarching objective of this new Electoral Act passed by all 469 Members of the National Assembly is to reduce human interference in the electoral process, minimize corruption, and reduce the opportunity for rigging.


� Nigerians should know that this is not the first time Buhari has allowed his personal interests to override the overall National interests.



� Asides the Electoral Act, he has declined assent to the following key reform Bills of the 8th National Assembly for peripheral reasons:
-The Petroleum Industry Governance Bill of 2018;
-Police Procurement Fund (Set.) Bill of 2017;
-The Nigerian Peace Corps Bill of 2017;
-The National Child Protection and Enforcement Agency Bill of 2018; and
-The Corporate Manslaughter Bill.

Saraki, Dogara Direct NASS Management to Resolve Issues With Staff Before Friday

President of the Senate, Dr. Abubakar Bukola Saraki and Speaker of the House of Representives, Rt. Hon. Yakubu Dogara, have directed the National Assembly Management Committee headed by the Clerk, Alhaji Sani Omolori, to resolve all issues raised by protesting members of staff and report back to them by Friday.

In a statement in Abuja, Special Adviser (Media and Publicity) to the President of the Senate, Yusuph Olaniyonu, stated that at a meeting attended by the National Assembly’s Management and members of staff under the umbrella of the Parliamentary Staff Association of Nigeria (PASAN), the Senate President and the Speaker who addressed the meeting on behalf of the leadership of both chambers, stated that it was important for the workers to be well motivated and their demands properly addressed in order to create a conducive atmosphere for the legislature to perform its duties.

The Senate President and Speaker noted that the demands of the workers are part of the responsibilities of the National Assembly’s Management and that the grievances of the workers should not be allowed to linger.

“The leadership of the National Assembly made it clear to the staff that the issues raised by them were previously unknown to the legislators and that even if they were known to the Senate President and the Speaker, the leadership could do little to address them because they fall under the purview of the NASS’s Management. They added that the constitution of the National Assembly Service Commission which the workers demanded will be made before Friday.

“The workers demanded for the implementation of the CONLESS system in the payment of their salaries and allowances, approval of new condition of service for the workers, among other issues. However, Dr. Saraki and Rt. Hon. Dogara, as well as their colleagues also reassured the workers that they will personally supervise how the management will eventually resolve the issues and ensure that the workers are not shortchanged”, Olaniyonu stated.

Chairman, Senate Committee on Banking, Insurance and Other Financial Institutions, Senator Rafiu Ibrahim, has explained that the Senate’s decision to rescind and revise the methods of funding of the supplementary budget of the Independent National Electoral Commission (INEC) and security agencies for the conduct of the 2019 general elections, was done in good faith, after due consultation with the Executive.

Senator Ibrahim, in a statement on Friday, said that on Tuesday, October 16th, the Senate had already passed the N242, 245, 050,100 virement request with the stipulation that it should be funded from the Service Wide Vote, but had to rescind, reconsider and revise its position following pressure on members of the Appropriations Committee by the Executive.

He said: “The insinuations being peddled that the Senate single-handedly and unilaterally cut the budgets of critical MDAs is false. Such actions are uncharacteristic of this 8th Senate.

“The facts remain that on Tuesday, October 16th, the Senate approved a Report that stipulated that the supplementary funding for INEC and security agencies to conduct the 2019 election should be sourced from the Service Wide Vote of the Executive through virement. This information is out everywhere.

“However, the Executive came up with a counter-proposal that asked that the election be funded through both the Service Wide Vote and the budgets of 30 MDAs —on a pro rata basis. This is why, the Chairman of the Senate Appropriations Committee, Senator Danjuma Goje, had to come up with a Motion to rescind, reconsider and revise the source of funding contained in the original approval granted by the Senate.

“So, if you take a close look at the Senate’s Order paper of Wednesday, November 7, 2018, you will see that N121,122,525,050, which represents half of the entire supplementary budget, was sourced from 30 MDAs chosen by the Executive, while the other N121,122,525,050 was taken from the Service Wide Vote.

“As always, all Senators remain committed to ensuring that Nigeria has free, fair and credible general elections next year, and they will continue to collaborate with the Executive, members of the public and all other stakeholders to ensure that this happens", Ibrahim stated.

The President Muhammadu Buhari administration, has once again paid homage to the ingenuity of Senate President, Dr. Abubakar Bukola Saraki, by copying the educational reforms initiated by Saraki during his time as the governor of Kwara State (2003 to 2011).

Announcing at the 60th Anniversary of Grange School, Lagos on Tuesday, Vice President Yemi Osinbajo announced that the government’s new education policy would be named ‘Every Child Counts’ — which was the same name given to a series of public school education reforms in Kwara State, Nigeria ten years ago under the Saraki administration.

The Kwara State ‘Every Child Counts’ model, which has now been repackaged by the Buhari-Osinbajo administration for the federal level, sought to provide quality education in public schools in the state by ensuring an improvement in teaching quality; setting and maintaining quality assurance standards for each school; improving the capacity of Colleges of Education to produce quality teachers; and building strong educational institutions in the state through the development of the Ministry of Education, the Teaching Service Commission and strengthening the State Education Management Information System (EMIS).

Following the success of the program, Osinbajo’s announcement that the Federal Government’s new educational policy would also be named ‘Every Child Counts’, has once again shed light on the fact that the Buhari-led federal government continues to acknowledge the impact of Saraki’s work as the Executive Governor of Kwara State.

In his stride to see to the reduction of the youth unemployment in the state, the Senate president, *Dr. Abubakar Bukoa Saraki* empowers 487 people in his constituency.

The senate president selected a number of vibrant youths away from partisanship in his constituency through his Mandate office under the headship of Alhaji Musa Abdullahi on the ways and modalities to reduce the rate of unemployment in the state, using an alternative measure devoid of political structure and intervention.

Putting into test, some of the ideas submitted by the youths engaged. The senate president approved the sum of 8.5million naira to pilot the scheme.

The Beneficiaries who are mainly petty traders and artisans total 487, were selected across the 4 local local government areas that make up the kwara central senatorial district.

The youths, while giving their remark thanks the senate president for believing in them, while imploring him to continue the scheme as they believe it will go a long way in reducing the unemployment rate, as well as the rate of vulnerability to immoral conduct among the youths in his constituency and kwara state at large.

Kwara PDP Guber Candidate Debunks Certificate Forgery Allegation

Ahead of the 2019 elections, the governorship candidate of the Peoples Democratic Party (PDP) in Kwara State, Hon. Razak Atunwa, Monday denied the report that he forged his National Youth Service Corps (NYSC) certificate.

An online medium, Premium Times, had reported that Atunwa skipped the mandatory NYSC and forged the certificate of the scheme.

The online medium had said Atunwa, a former speaker of the state House of Assembly, stayed back in the UK after his education rather than present himself for the scheme.

According to the report, “It is not clear if the House of Representatives member presented any NYSC certificate in 2005 when he returned to Nigeria and joined the cabinet of Bukola Saraki, then governor of state.”

However, Atunwa said that he did not submit any unsupported NYSC certificate as suggested by the online medium.

The PDP gubernatorial candidate said: “I did not submit any unsupported NYSC certificate as suggested by you (Premium Times).

“I strongly advise that you verify each and every assertion you wish to make. You may wish to make formal enquiries/verifications of all institutions concerned.

“You should also be circumspect enough to authenticate the provenance of any document you may be handed if it’s not from a formal and official source.

“An organisation such as yours should not fall short of the required legal and ethical standards.”

Today, six Presidential aspirants, alongside the PDP National Chairman, Uche Secondus, were teargassed by the Nigerian Police, during a peaceful protest against the partiality of the nation’s electoral body and the police.

The protesters, which included presidential aspirants Senate President, Dr. Abubakar Bukola Saraki; Governor of Sokoto State, Aminu Tambuwal; former Governor of Jigawa State, Sule Lamido; and Senator Datti Baba Ahmed had left the INEC Headquarters, and were approaching the Police headquarters on a peaceful protest where they were met with police barricades and live ammunition.

Senator Dino Melaye, the Chairman of the PDPs Committee to protest the Osun State gubernatorial elections, was also physically assaulted by two police officers.

This assault on leaders of our nation’s main opposition party shows that our security forces have a low-tolerance for dissenting voices.

The Emir made this disclosure when he received Atunwa on Wednesday, who had come to solicit for his support and equally seek royal blessings.

Recall, that Atunwa on Monday, emerged as the Governorship candidate of the Kwara State Peoples Democratic Party ahead of the March 2, Governorship election.

Commenting on the choice of Atunwa, the Emir expressed his joy, describing Atunwa as an Illustrious son of the Emirate, with immense contribution.

He noted that Atunwa's choice is a testament to the diversity of the Emirate. The Emir reiterated his commitment to the unity, cohesion and harmonious relation within the Emirate.

The Emir seized the moment to offer prayers to almighty God, asking God to grant Atunwa the exalted position.

49-year-old Razak Atunwa is the chairman, House Committee on Justice.

Atunwa, a Barrister at law, with specialization in criminal and international law.

Atunwa was appointed as the commissioner for Land and Housing in Kwara state in August 2005.

He served as the commissioner for information and home affairs (2006 - 2007), commissioner for works and transport (2007 - 2009) and commissioner for finance (2009 - 2010).

In 2011, he was elected into the Kwara state house of assembly to represent Owode/Onire Constituency of Kwara state on the (PDP) platform and was later unanimously elected speaker of the Assembly at the inauguration of the 7th legislature.

Asides from his law practice, Hon Atunwa, is also a licensed pilot certified in Nigeria and the United Kingdom.

Kwara PDP Governorship Primaries - The Facts

Following the discussions with participants and sources on the ground in Kwara State, and due to the speculation that is being generated on certain social media channels, it is important to highlight the following about the Kwara PDP gubernatorial election that held today.

First, as stated at various fora, and as expressed to the gubernatorial aspirants at a meeting held in the early hours of September 25th, 2018, the President of the Senate, Dr. Abubakar Bukola Saraki, had no preferred candidate for the party primaries that held today.

Dr. Saraki believes that competence, popularity and acceptability, must be the deciding factors in the selection of the party’s gubernatorial candidate, as such, due to the fact that many of the aspirants in question meet all three criteria, Dr. Saraki has stated that a level-playing field must be provided for all the aspirants to vie for the gubernatorial ticket of the PDP in Kwara.

Going back to today’s incident, accreditation had already taken place, and delegates from two Local Government Areas had already voted. The third Local Government had started to vote, when a few people from that LGA raised certain observations about the process.

The organisers of the primaries then suggested that the LGA in question should either conclude voting while the observations were addressed, or allow another LGA to vote — pending the resolution of the observations that were raised.

It was at this point that hired thugs then forced their way into the venue of the primaries to disrupt the process.

It is important to note that despite his influence in the politics of the state, Dr. Saraki has always worked to ensure that the democratic process is followed to the letter. Additionally, as many of his political associates are aspiring to become the next Governor of the State, he has maintained that he will allow the people to decide and worked to ensure that the party primaries in the state remain credible.

That was why he stayed back in Abuja while the primariy election in Ilorin was on-going. He just left Abuja for Ilorin at 9.10pm following the news of the disruption.

No matter how we try, it's difficult to differentiate the style adopted by the govt of yesterday and that of today. They appear same in the mirror. We may be jubilating and be justifying it that their approaches are different. The difference lies in their formula to arrive at same answer. Where is d purported integrity? Where is the change? We can't move an inch towards development when we do things same way and expect different answers.

Come to think of it, how come Adeleke didn't approach court after the last Saturday's poll that produced him a winner by simple majority and refuse to participate in the rerun? Oh he was confident he would win? Not in a polity where the might is always right. Well, I believe he will now, especially with d loopholes here and there that may provide him a good case in court.

For those who are justifying the daylight robbery with "how can a school failure be elected as governor when we have an academic cerebral in Oyetola?" certificate has nothing to do with it, even though Buhari couldn't produce his SSCE, we spoke through our thumbs in 2015 that he was our choice and so was it.

The Coalition of United Political Parties (CUPP) has uncovered yet another plot by the outgoing APC led Federal government to yet endanger our democracy and push our country closer to the edge of the cliff preparatory to finally pushing it over for total destruction.

This latest dastardly act by the anti-democratic forces of the APC included the surreptitious filing of a Suit and seeking out a compromised judge who will in controversial circumstances grant an exparte application directing that one third of the Senators/House members can demand to open either Chambers of the National Assembly.
CUPP have been informed that the plot also includes the Police inviting the leadership of the National Assembly just before the controversial ruling and their subsequent detention with a black market injunction from a magistrate Court thereby paving way for the unlawful and violent change of the leadership of the Senate and House of Representatives. Some of the security agencies will provide security cover for the coupists while a section of the media has been coopted to churn out news and justification for such evil plots.
This kind of desperation by the outgoing APC and Presidency can only be likened to the last kicks of a dying horse which usually gives it the hope that it will salvage the head which is already off. The ship of the APC is fast sinking and is obviously beyond redemption. Nigerians are daily convinced that that the APC was a mistake made in 2015 and are also resolved that they are a mistake to be corrected in 2019.
It is worrisome that the Party entrusted by Nigerians to provide leadership, growth and development for the country could in one plot compromise the judiciary, the legislature, the Police, the Department of State Services, the media and indeed all institutions of our democracy.
In the coming days, Nigerians and indeed all lovers of democracy world over are hereby placed on alert to watch out for the unfolding of this plot and call on the Presidency and the APC not to destroy our democracy before they leave office in eight months as Nigerians have rejected them and cannot wait to send them packing in the next general elections.We call on the international community to place key members of the APC led Federal government on watch list and ensure they have no hiding place anywhere in the world should anything happen to our democracy.

A former Speaker of the Kwara State House of Assembly, serving member of the House of Representatives and a Peoples Democratic Party Governorship Aspirant, Rt. Hon. Razak Atunwa has reiterated his commitment to the ideals of Dr Abubakar Bukola Saraki, (CON).

Atunwa made this known on Monday while addressing Party stakeholders in Ilorin West Local Government Area of Kwara State, as part of his consultative tour.

Recounting some of the ideals of Dr Saraki such as great sense of duty, patriotism, commitment to building strong institutions, nation building and respect for the rule of law, Atunwa reinstated his commitment to follow the path of the great political leader.

He said Dr Saraki has demonstrated these qualities as Governor and as Senate President.

He recalled that Saraki as the Governor of Kwara State, championed reforms that have positioned Kwara as a major commercial hub in the North Central and Nigeria as a whole.

He also commended Governor Abdulfatah Ahmed, for consolidating on that path of progress.

Saraki Condemns Police Raid on Edwin Clark's Home, Calls for Probe

Senate President, Dr. Abubakar Bukola Saraki has condemned the unwarranted search in the Abuja home of nonagenarian, Chief Edwin Clark, by the police, and called for an open, comprehensive investigation into the incident.

Saraki while reacting to the incident described it as "unwarranted harassment of the statesman" who is known for being very vocal in expressing his views on national issues and stated that the incident must not be allowed to be covered up without the public knowing all the details, particularly concerning who gave the order, who signed the police search warrant, which officers executed it and what objective was it meant to serve.

"Chief Edwin Clark, a Second Republic Senator, former minister under the General Gowon administration is not just anybody. Yes, he is not above the law. If there is a genuine reason for his home to be searched by law enforcement agencies, nobody will object to it. However, as it now appears, for the Police to conduct a raid on the home of a man of that age on the pretence that they were looking for arms and eventually, the claim turned out to be a hoax, then something must be amiss.

"This type of action by the Police coming at this time when the nation is preparing for election is not reflecting well on the country. Such actions constitute a threat to democracy. They represent gross abuse of state institutions. Now that the Inspector General of Police has denied that the raid was never authorized, the next move should be a thorough, transparent investigation into the Senator Edwin Clark incident to prevent future occurrence.

"This kind of ugly development must stop. This country experienced peaceful change in 2015 because the government in power allowed democracy to work. If the government had allowed the flagrant abuse and misuse of state institutions to be the norm, we would not have had the change that occurred", he stated.

Saraki reminded the government of its recent commitment to world leaders on the need to create a peaceful and conducive atmosphere necessary for a credible, free and fair elections where citizens can freely exercise their franchise, devoid of intimidation, suppression and abuse of ther fundamental human rights. He noted that incidents like the one in the home of Chief Clark is in conflict with the promise the government made to these world leaders.

"Democracy is not only about elections. Circumstances that will create tension in any part of the country or make people feel that their fundamental human rights are being trampled upon should be avoided. If a man of the caliber and status of Senator Edwin Clark could suffer such unwarranted raid on his home, then what happens to ordinary Nigerians as we move towards the 2019 polls and beyond?", he asked.

OUR RESPONSE TO THE NOT TOO YOUNG TO RUN STATEMENT

It has been brought to our attention that the Not Too Young to Run group have issued a statement in relation to the announcement made by the President of the Senate, Dr Abubakar Bukola Saraki, whilst addressing the Peoples Democratic Party (PDP) members and aspirants of the group.

The occasion was first in a series of Dialogues organised by the Not Too Young To Run along Party lines. The first one is for young PDP aspirants. The subsequent ones are designed for the APC and other parties.

It is true that the Not Too Young To Run leadership had no prior knowledge of the content of the Senate President’s remarks. However, the announcement by the Senate President that he intends to throw his hat into the ring to contest for the Presidency was made in good faith to young PDP aspirants, partly as a symbolic act of encouragement.

It was not the intent of the Senate President to put the group or its leadership in an invidious position. The Senate President appreciates the contribution of the group to the development of our democracy and will continue to work closely with young people across the country in order to make Nigeria a better place for all.

SPEECH BY HIS EXCELLENCY (DR.) ABUBAKAR BUKOLA SARAKI, CON, PRESIDENT OF THE SENATE OF THE FEDERAL REPUBLIC OF NIGERIA, AT A DIALOGUE WITH YOUTH AND YOUNG ASPIRANTS HELD AT SHERATON HOTEL, ABUJA, ON THURSDAY, AUGUST 30, 2018.

PROTOCOL.

1.​Let me say, once again, how wonderful it is to see so many talented and purposeful young people at this first edition of the Public Dialogue Series with Political Parties on Youth Candidacy and Party Primaries. Looking at you, I see future leaders who present themselves as capable and worthy to take on the mantle of leadership in this country, and this gladdens my heart.

2.​From my interactions with many of you, and with your contemporaries across the country, I can see that we are blessed with a determined generation that stands ready to join with us to power a Nigerian renaissance. The quality of people I see here today affirms my belief that, indeed, you are Not Too Young To Run.

3.​I deeply appreciate this opportunity to share some of my ideas about where we are as a nation, as well as the challenges before us as we approach the great decider that is the 2019 General Elections.

4.​It is widely acknowledged that ours is a relatively ‘young’ country bursting with tremendous energy, ability and potential. More than 70 per cent of our population is under the age of 40. You are indeed the future of this country. Ordinarily, such a young population would be the envy of many Western countries that are faced with ageing populations, but the dire state of our affairs tarnishes the youthful advantage that we have.

5.​Up and down our country today, Nigerians are crying out for succour. Many of our children are hungry. Many people are dying of avoidable or otherwise treatable diseases. Many have fallen below basic living standards, and are now among the 87 million that sealed Nigeria’s position as the country with the highest number of people in extreme poverty. Our young people lack opportunities. The necessary education facilities and system to equip them for the future simply do not exist. We are not creating the jobs needed to usefully engage them in order to grow our economy. And too often, the youth feel shut out, prevented from having any say in the direction of this nation.

6.​The harsh conditions of extreme poverty faced by the people, fuels the state of insecurity all over the country. Hunger, lack of education and lack of opportunities push many Nigerians into criminal activities including terrorism. Many of our communities are paralysed with fear - due to incessant communal crises, kidnappings and other social ills, as well as the threat of terrorism. We are failing abysmally to tackle the problems of today and to prepare for the future.

7.​Our economy is broken and is in need of urgent revival in order for Nigeria to grow. GDP growth rate has declined. Diversification remains an illusion. Unemployment is at an all-time high. Businesses are shutting down. Jobs are being lost in record numbers, and the capital needed to jumpstart our economy is going elsewhere.

8.​Nigeria is perhaps more divided now than ever before. We are increasingly divided along regional, religious and ethnic lines. Nigerians are also divided by class, a festering gulf between the ‘Haves’ and the ‘Have-Nots’. The fault lines of this nation are widening to an alarming degree. We must do something fast, and we must be brave about it.

9.​We must ensure the security of lives in Nigeria. As things stand now, no one is safe in this country. No one feels truly safe. We must restore the sanctity of the rule of law and strengthen democratic institutions in order to build a just, fair and equitable society for all. We must rebuild the trust of our people in government. We need a new generation of leaders that are competent, with the capability to rise to the challenges of the 21st century. We must pull this country back together and rebuild, block by block, with dedication and commitment.

10.​You will agree with me that this is an urgent task that requires the concerted efforts of each and every one of us. If we look around today, what do we see? What is the condition of our citizens? Where are we as a nation? How are we perceived locally and internationally? Why are we not making the expected progress? Why are we not growing? There is no time to waste. The time is now, to come together to stimulate growth in Nigeria, especially in the national economy.

11. The choice we face in the forthcoming election is either to keep things as they are, or make a radical departure from the old ways. To find a better way of doing things or keep repeating the mistakes of the past. To fix the problems or keep compounding them.

12.​It is with all these in mind, and taking account of the challenges that I have outlined, that I have decided to answer the call of teeming youth who have asked me to run for President. Accordingly, I hereby announce my intention to run for the office of President of the Federal Republic of Nigeria in the coming General Elections in 2019 on the platform of the People’s Democratic Party (PDP). I do so with the firm conviction that I have what it takes to secure inclusive growth for Nigeria and Nigerians.

13.​My Plan for Nigeria has inclusion in all aspects of the country’s affairs as a central pillar. Every citizen has the inalienable right to feel a sense of belonging, no matter their background or creed, or what part of the country they come from. No matter who you voted for or what your convictions are, government must work for you.

14.​Your generation does not deserve to live in the poverty capital of the world. It is no longer an issue of how we got here, but how do we get out of this situation? I promise you that I will lead the fight and employ every God-given resource available to us in turning things around. I am determined to grow Nigeria out of poverty. We will stimulate the growth of Small and Medium Enterprises (SMEs) as one of the ways of energising the economy and to create wealth for our people, especially the youth.

15. I want to see the youth play major roles at all levels, not only in government but also in the private sector and indeed in every area of Nigerian life. This will be a government driven by youthful energy, innovation and a pioneering entrepreneurial spirit. Nigerian youth will be given all the opportunities to realise their potential to the full within a national framework that guarantees inclusiveness. For youth who have ideas and capacity, we will make sure that there is funding for their ventures; and we shall build on the Made in Nigeria legislation as part of our job creation drive.

16.​My plan is to secure Nigeria by redesigning our national security architecture, while adequately equipping our security agencies to fulfil their primary role of protecting lives and property.

17. I will address our infrastructural deficit through aggressive financing initiatives including mutually beneficial PPP arrangements, regular floating of bonds and other financial instruments, which will ensure stable, adequate and reliable funding to see to the completion of core projects especially road, rail and power.

18.​My plan is to protect all Nigerians and defend their constitutional rights and freedoms. I will stand for and uphold at all times the principle of the rule of law, which is the bedrock of democratic governance.

19. Ours will not be a selective fight against corruption. The emphasis will be on strengthening institutions, with a particular focus on deterrence. We cannot afford to compromise our institutions with proxy wars against perceived political opponents. We see the fight against corruption as crucial to Nigeria’s economic development.

20.​I offer leadership driven by empathy. Where leaders are responsive to the citizens. Where they know that government cares. We will not be indifferent or turn a blind eye to the real concerns of our people. Every single Nigerian life matters.

21. For me, the leadership we deserve is one that will be a source of pride to all Nigerians, one that will be respected and admired in Africa and around the world. It should be a leadership that can hold its own and stand tall anywhere in the world. That is the type of leadership I offer.

22.​As a former two-term Governor and currently President of the Senate by the grace of God, I believe I possess a unique blend of executive and legislative experience to push for and implement reforms that will deliver real improvements in the daily lives of our people. I know what it takes to create jobs and grow the economy. I can make the tough decisions when it matters. I will spearhead a new agenda that can transform the lives of ordinary Nigerians in real terms.

23. Believe me when I say that it will not be business as usual. This will be a dynamic government of action that will pursue the growth of Nigeria with doggedness, determination and conviction. I will lead a result-driven administration. We shall set targets with clear timelines to ensure that anticipated deliverables are met. You can benchmark us and hold us accountable. In short, I assure you that I will deliver on all promises. What I envision is a new chapter in governance in this country. We will be driven by what is best for Nigerians.

25.​I have deliberately chosen the opportunity of being here with you, my Number One constituency who I see as the future of our great country, to make my intention known. I believe the Nigerian youth are critical to rebuilding and growing the economy, and restoring our national pride.

26. I therefore ask you and all well-meaning Nigerians to join hands with me in this noble cause.

The Tinubu Rhetoric: My Response, by Dr. Abubakar Bukola Saraki

I have always restrained from joining issues in the media with Asiwaju Bola Ahmed Tinubu and this is based on my respect for him. However, I will not allow him to create a wrong, false and mischievous impression about the reasons for my decision to exit the All Progressives Congress (APC) and present his prejudice as facts for public consumption.

I have been consistent in my complaints to all leaders of the APC, including Tinubu, that a situation where the National Assembly is not constructively engaged or carried along in key policy decisions, particularly those that will eventually require legislative approval, is not in the best interest of the nation. No genuine leader of the legislature will be comfortable that the Presidency will simply write a terse letter to the National Assembly on key issues which the federal legislature is expected to later deliberate upon and give its approval. The Buhari administration consistently treats the legislature with contempt and acts as if the lawmaking body should be an appendage of the Executive. To me, this is unacceptable.

In the same way, I find it very objectionable that many stakeholders who worked strenuously to get the administration into office have now been excluded in the government and not consulted on key decisions as necessary and expected. In fact, some of them are treated as pariahs. A party that ignores justice, equity and inclusion as basic pre-conditions for peace, unity and stability cannot sustain its membership and leadership.

Let me redirect the attention of the former Governor of Lagos State to the aspect of my July 31, 2018, statement announcing my exit from APC in which I emphasized that the decision "has been inescapably imposed on me by certain elements and forces within the APC who have ensured that the minimum conditions for peace, cooperation, inclusion and a general sense of belonging did not exist".

In that statement, I further noted that those APC elements "have done everything to ensure that the basic rules of party administration, which should promote harmonious relations among the various elements within the party were blatantly disregarded. All governance principles which were required for a healthy functioning of the party and the government were deliberately violated or undermined. And all entreaties for justice, equity and fairness as basic precondition for peace and unity, not only within the party, but also the country at large, were simply ignored, or employed as additional pretext for further exclusion. The experience of my people and associates in the past three years is that they have suffered alienation and have been treated as outsiders in their own party. Thus, many have become disaffected and disenchanted. At the same time, opportunities to seek redress and correct these anomalies were deliberately blocked as a government-within-a-government had formed an impregnable wall and left in the cold, everyone else who was not recognized as “one of us”. This is why my people, like all self-respecting people would do, decided to seek accommodation elsewhere".

Tinubu himself will recall that during the various meetings he had with me at the time he was pursuing reconciliation within the APC, I raised all the above issues. I can also vividly recall that he himself always expressed his displeasure with the style of the government and also mentioned that he had equally suffered disrespect from the same government which we all worked to put in office. I also made the point that whatever travails I have gone through in the last three years belong to the past and will not shape my decisions now and in the future.

However, during those meetings, the point of disagreement between Tinubu and I is that while I expressed my worries that there is nothing on ground to assure me that the administrative style and attitude would change in the next four years in a manner that will enable us to deliver the positive changes we promised to our people, he (Tinubu) expressed a strong opinion that he would rather 'support a Buhari on the hospital stretcher' to get a second term because in 2023, power will shift to the South-west. This viewpoint of Tinubu’s was not only expressed to me but to several of my colleagues. So much for acting in national interest.


It is clear that while my own decision is based on protecting the collective national interest, Tinubu will rather live with the identified inadequacies of the government for the sake of fulfilling and preserving his presidential ambition in 2023. This new position of Tinubu has only demonstrated inconsistency — particularly when one reviews his antecedents over the years.


Again, let me reiterate my position that my uncertain and complex relationship with Tinubu has been continually defined by the event of 2014 when myself and other leaders of the APC opposed the Muslim-Muslim ticket arrangement about to be foisted on the APC for the 2015 polls. It should be noted that he has not forgotten the fact that I took the bull by the horns and told him that in the interest of the country, he should accept the need for the party to present a balanced ticket for the 2015 General Elections in terms of religion and geo-political zones. Since that time he has been very active; plotting at every point to undermine me, both within and outside the National Assembly.

It is a surprise to me that Asiwaju Tinubu is still peddling the falsehood about the fact that my defection is about automatic ticket and sharing of resources. Members of the public will recall that when the issue of my decision to quit APC came to the fore and many APC leaders were holding meetings with me, a newspaper owned by the same Tinubu published a false report about the promise of automatic tickets, oil blocks and other benefits. I immediately rebutted their claims and categorically stated that I never discussed any such personal and pecuniary benefits with anybody. My challenge that anybody who has contrary facts should come forward with them still remains open.

It should be known that Democracy is a system that allows people to freely make their choices. It is my choice that I have decided to join others to present a viable alternative platform for Nigerians in the coming elections. Tinubu and leaders of the APC had better respect this decision or lawfully deal with it. As for me, Allah gives power to whom He wishes. Human beings can only aspire and strive to fulfill their aspirations.

The Senate President, Dr. Abubakar Bukola Saraki and Speaker, House of Representatives, Rt. Hon. Yakubu Dogara, have directed that we inform all Senators, Honorable members and the public that a date has not been set for the reconvening of the Senate and the House of Representatives to consider the Independent National Electoral Commission (INEC) 2019 elections budget request forwarded by President Muhammadu Buhari on July 17, 2018.

The leadership of the two chambers had met and agreed to reconvene to consider the proposal this week before which a meeting between the Joint Senate and House of Representatives Committees on Electoral Matters and officials of the INEC must have held on or before Monday August 13, 2018.

The joint committees were also expected to meet with the joint Senate and House Committees on Appropriations, Loans and Debts on the Eurobond loan request after which two reports would have been ready for presentation in the two chambers.

However, no such meeting had taken place yet as a result of which both Senate and House of Representatives cannot reconvene as there is no report to consider.

Until the Committees have a ready report for the consideration of the two chambers, it will be most irresponsible to recall members from recess especially those that may have travelled to Saudi Arabia for the Hajj.

DAILY POST had reported how the 49 Senators jointly declared their support for the duo last Tuesday.

The development followed the siege on the National Assembly.

Acting President Yemi Osinbajo, in a swift reaction, sacked Lawal Daura as the Department of State Services (DSS) Director General, for what the presidency described as unauthorised action.

On Sunday, a source close to one of the lawmakers told our correspondent that Saraki received the letter of support at the weekend.

He said: “The PDP Senators expressed their support for him and Ekweremadu. They also condemned the invasion of the legislature by law enforcement agencies.

“The stated that any they are against any illegal impeachment and emphasized that the plot by the APC was – in their words – dead on arrival.

“I can also confirm to you that the two Senate leaders also have some support within the APC caucus.”

Meanwhile, the Peoples Democratic Party (PDP) said it had “uncovered a fresh plot by the All Progressives Congress (APC) and the cabal in the Buhari presidency” to use security agencies and the Economic and Financial Crimes Commission (EFCC) to invite, arrest and detain Saraki and Ekweremadu.

Forty-nine Senators of the Peoples Democratic Party, PDP, have written to Senate President, Bukola Saraki, to inform him of their vote of confidence in his leadership, and that of his Deputy, Ike Ekweremadu.

PDP raised the alarm in a statement on Sunday by his spokesman, Kola Ologbondiyan.

He said: “It is part of renewed design to keep them out of circulation, ahead of Senate resumption, so as to enable the heavily induced APC senators, who are now in the minority, to throw up two of their members as Senate President and Deputy Senate President respectively on the excuse that Saraki and Ekweremadu failed to show up for proceedings in the Senate.

“The PDP notes that the new plot to cage Saraki and Ekweremadu, in devilish rehash of the Tuesday July 24, 2018 hostage-taking and invasion of their official residences by security agencies is coming after the August 7, 2018 failed attempt to use security forces to take control of the leadership of the Senate.

“Apart from plots to arrest and detain Saraki and Ekweremadu, the PDP has also been made aware of plans to use the EFCC and security forces to clamp down on their family members, including their wives and siblings as well as close associate, all in the effort to weaken their resolve”.

Senate President, Dr, Abubakar Bukola Saraki and his Deputy, Ike Ekweremadu have raised the alarm that the Federal Government has commenced the execution of a plot to implicate them and their colleagues in the People's Democratic Party (PDP) for the last Tuesday Invasion of the premises of the National Assembly by men of the Department of State Services (DSS).

In a statement signed by their media aides, Yusuph Olaniyonu and Uche Anichukwu, the two legislative leaders stated that after receiving the interim report submitted by the Inspector General of Police (IGP), Mr. Idris Ibrahim, the Presidency has today constituted a closet panel to review the report and submit a final recommendation.

The mandate of this closet panel, the two legislators stated, is to turn facts on the head and blame the invasion of the National Assembly on the two leaders of the Red Chamber of the National Assembly, who will then be presented as having worked in tandem with the sacked Director General of the DSS, Mallam Lawal Daura to stage the parliamentary security breach.

"We have been reliably informed that instead of the Presidency to set up a public inquiry or judicial commission to probe last Tuesday's early morning Invasion of the National Assembly as being demanded by the general public, they have commenced a process of manipulation and fabrication.

"The Presidency has set up a closet panel, which would work to a predetermined conclusion in which they will now claim that the Senate President and the Deputy Senate President worked in collusion with ex-DG of DSS, Lawal Daura to stage the invasion.

"They want to shield the fact that the previous night before the invasion and up till the early hours of Tuesday, there was a meeting of the All Progressives Congress (APC) senators and that the plan was for them to be moved in a coaster bus into the National Assembly complex later that morning for them to purportedly remove us and select a new Senate President and Deputy Senate President.

"Their plot only failed because the media, particularly social media, Nigerians and international community responded very swiftly as some legislators who came into the complex were refused entry by gun-wielding, hooded security operatives.

"Now, they want to turn the facts on its head and blame us for their botched plot against democracy. We are hereby alerting all Nigerians and members of the international community that the present Nigerian government will stop at nothing to destroy, suppress and incapacitate the opposition. This is their new tactic and plot as we approach the period of the 2019 polls.

"We hereby reiterate our earlier position that the coup against democracy as represented by last week’s invasion must be probed through an independent judicial commission of inquiry which will produce a comprehensive report. We reject any manipulated and fabricated investigation,” Saraki and Ekweremadu stated.

The presiding officers added that they have also uncovered a sinister plot in which the government plans to use the anti-graft and security agencies to incarcerate them and some members of their families from next week, all in a bid to break their will and effect their removal.

BREAKING: IG Report Confirms that APC Politicians ordered Senate Seige .

The Inspector General of Police Ibrahim Idris has released a report from findings on the disgraceful event that occurred at the National Assembly facilities on Tuesday the 7th of August where operatives of the Department of State Security Services barricaded the entrance of the complex barring lawmakers from entering.

In what has been described as a legislative coup by political analysts, the barricade was another failed ploy to change the National Assembly leadership. The Director of the DSS Lawal Daura was subsequently sacked later that day by acting President Yemi Osinbajo and an investigation was launched to uncover the motives and the actors behind the disgraceful attack on the democratic institution.

The IGP’s report confirms the wide suspicion that the Former DSS Director was playing a role orchestrated by “...highly placed politicians to achieve selfish political goals hence his unilateral and unlawful decision to invade the National Assembly Complex...”


The report further claims that the sacked DG of DSS was still undergoing interrogation under house arrest in a private property at Garki, Abuja.

The Senator representing Bauchi Central and chairman, Senate Committee on Navy, Isah Hamma Misau, has debunked the claim made in Uyo yesterday by former Governor of Lagos State, Ahmed Bola Tinubu that the National Assembly was planning to impeach President Muhammadu Buhari.

Misau, in a statement, urged Nigerians to disregard such empty talk by the All Progressives Congress (APC) chieftain, describing it as "a mere partisan rethoric aimed at catching the attention of the crowd" at the rally planned for the declaration of Senator Godswill Akpabio into the party.

"I am surprised that a politician of Tinubu's caliber will be playing politics with a serious issue like the impeachment of the President of the country just because he wanted to catch the attention of a crowd. Politicians at his level should not be engaging in unnecessary saber-rattling and empty speculation.

"We, members of the Peoples Democratic Party (PDP) in the Senate, have no plan to impeach President Muhammadu Buhari. There is no need for that process and we are not contemplating it. Our focus right now is to defend democracy and its institutions, fight for enthronement of rule of law, independence of the legislature and the judiciary and ensuring good governance.

"If Tinubu has any concrete, reliable and verifiable evidence to the contrary, he should come forward and prove it. A man like him should not be getting carried away by the crowd and making claims that have no basis.

"We therefore urge all Nigerians and members of the international community to ignore that claim. There is no basis for anybody to make such claim. It is a mere fabrication and a stunt pulled to please the partisan crowd to which it was uttered", Misau stated.
