The local government election in Kwara state yesterday a huge turn out of voters.

The election was also conducted under a peaceful atmosphere. Residents conducted themselves in orderly manner and complied with no movement order.

Though voting materials arrived late to some polling centres in Ilorin metropolis, voting commenced as soon as the materials arrived the centres.

It's expected that election results will start rolling in by evening ( yesterday).

The state governor, Alh Abdulfatah Ahmed cast his vote at Aponbiepo polling centre, Share in Ifelodun local government area of the state.

The senate president, Dr Bukola Saraki voted at Opobiyi, Agbaji polling centre in Ilorin West local government area of the state while an All Progressives Congress ( APC) chieftain, Alh Abubakar Kawu Baraje voted at a polling centre in Baboko in Ilorin West local council.

Saraki expressed satisfaction over the large turnout of voters for the election.

He was particularly impressed by the peaceful atmosphere under which the election was conducted.

The Senate President thanked the people of the state for their orderliness; and for maintaining peace, before and during the poll.

He expressed the confidence that APC will emerged victorious in the council poll and assured the people of the state that the incoming council chairmen would strive to meet their expectations.

Baraje, also lauded the peaceful conduct of the election.

He noted that the initial hitches notwithstanding, the election went on smoothly with no traces of violence.

Baraje thanked residents of the state for their support for the APC always, assuring them that the Senate President and Governor Ahmed would continue to facilitate and implement programmes that would further improve their standard of living.

Senate President, Bukola Saraki took the official prayer and led the Chambers into today’s proceedings at 10:53am.

Senator Abu Ibrahim moved for the approval of the votes and proceedings of Tuesday, 14th November 2017, Senator Sam Anyanwu seconded.

*ANNOUNCEMENTS*
The senate president, Bukola Saraki read a letter of appreciation from Senator Danjuma Goje, thanking his colleagues for their support throughout the burial ceremony of his late wife.

The senate president welcomed guests present in the gallery to observe plenary.

*PETITIONS*
Senator Solomon Adeola presented a petition on behalf of a member of his constituency as regards wrongful termination of appointment from the Central Bank of Nigeria.

Senator Ovie Omo-Agege rose to lay a petition from a member of his constituency against the Nigerian Tourism Development Corporation (NTDC) on it’s gross abuse of powers in the matter of the Nigerian Football Fans village project during the 2014 World Cup in Brazil.

The Petitions were referred to the committee on Ethics, Privileges and Public Petitions.

*POINT OF ORDER*
The Deputy Senate President, Ike Ekweremadu, stood under Order 43 and commends the Nigerian National football team on their victory against Argentina and states that we must continue to encourage the national football team ahead of the 2018 World Cup.

The Senate President, Bukola Saraki congratulated the team and management for their effort in ensuring the team got to this point and urged more support for the team in their future engagement.

Senator Emmanuel Bwacha raised a point of order on the Inspector General of Police withdrawal of the Anambra State Governor's security aides. The Inspector General of Police said there must be a level playing ground for all the aspirants but Senator Bwacha wondered why the governor under immunity will lose his security aides.

Senator Biodun Olujimi came under Order 43 and stated that this issue is important to Nigeria, Nigerians and our democracy.
She said, ''It is wrong for the IG of @PoliceNG to withdrawal the security aides of a sitting Governor.''
She asked, “Come 2019, will all the political office holders lose their Security Aides on the instruction from the Presidency?”

In the prayer given, the Senate unanimously resolved that the Inspector General of Police should restore the security aides of the Governor as he needs to do the right thing to protect the democracy of the nation.

Deputy Senate President, Ike Ekweremadu in his additional prayer stated that the committee on Police Affairs should ensure that the Governor's security aides are restored by tomorrow and report back to the Senate tomorrow.

*MOTIONS*
1. Fire Disater in Central Market Nguru Yobe State: A call for urgent intervention by the Senate leader, Ahmed Lawan.

*The senate accordingly resolves to:*
i. Urge the National Emergency Management Agency (NEMA) to urgently provide the necessary interventions to the affected traders.

ii. Urge National Emergency Management Agency (NEMA) to provide necessary intervention to other markets so affected by fire outbreak across the country.

iii. All markets should take up an insurance policy in view of the frequency of fire outbreaks.

2. The Alarming Upsurge of Malaria Incidence by Senator Rabiu Kwankwaso.

Senator Barnabas Gemade said malaria is a killer among pregnant women and children, and urged the government to adopt preventive health care systems, rather than waiting for people to be infected before being treated.
He stated further that mosquitoes are not exterminated and pharmaceutical companies produce drugs and sell and the vicious cycle continues.

Senator Mao Ohuabunwa says this motion is to sensitize Nigerians on living in a hygienic environment. He says once we can get rid of mosquitoes, malaria will become a thing of the past.
He also urged the government to bring back sanitation inspectors and adequate funding of the health sector as the health budget should take nothing less than 15% of the national budget.

*The Senate accordingly resolves to:*
i. Urge the Federal Ministry of Health as a matter of urgency to procure sufficient quantity of effective antimalarial drugs and supply them free of charge to all public health facilities across the country;

ii. Urge the Federal, States and Local Government Areas to embark on mass mobilization that will provide adequate information to all Nigerians on how to take appropriate and effective malaria preventive and treatment measures;

iii. Urge the Federal Ministry of Health to effectively partner with States and Local Governments Authorities and Development Partners with a view to scaling up Integrated Vector Management and Control as well as streamline all malaria programs across the country;

iv. Urge the Federal Government to increase the annual funding of Federal Ministry of Health that will meet the “ABUJA DECLARATION” by AU IN 2001” as well as ensure full implementation of the National Health Act 2014 and the 1 percent consolidated revenue fund provision for the take up of the Basic Health Care provision.

v. Urge the committee on appropriation to ensure the National Health Act 2014 is captured and effected in the 2018 appropriation to reflect the 1 percent consolidated revenue fund provision.

*CONSIDERATION OF BILLS FOR SECOND READING*
1. A Bill for an Act to establish the National Students Financial Aid Scheme to provide for the granting of loans to eligible students at higher institutions and repeal the provisions of the Nigerian education bank Act CAP E104 LFN 2004 and for other matters connected therewith, 2017 by Senator Isah Misau.

Senator Sam Egwu supported the bill and added that he is a recepient of the ‘Anambra state scholarship scheme’ which enabled him attend the higher institution that he couldn’t afford to at the time. He added that the bill will go a long way in assisting students who are in dire need of financial assistance.

The Bill is read the *SECOND TIME* and *PASSED*.

The Senate President, Bukola Saraki thanked the sponsor of the bill and stated that we must work hard to strengthen the education sector of the economy. He added that society must continue to make a way to ensure that going to higher institution is easier for the people.

2. A Bill for an Act to Amend the National Library Act CAP N56 LFN 2004 and for other matters connected there with, 2017 (SB. 46) by Senator Biodun Olujimi.

Senator Dino Melaye said our National libraries have become a house for rodents and termites. He said, “Anyone going to our national library is going to read newspapers and magazines.”
He further stated that it is a misnomer and a misfit for a Director to be a librarian. He urged that the National library should be moved from under the Ministry of information to the Ministry of Education.

Senator Gbenga Ashafa commended the sponsor of the Bill and says the Bill should be given legal and legislative backing to enable us compete with modern library systems globally.

The Bill for an Act to amend the National Library Act is read the *SECOND TIME* and *PASSED*.

This Bill for an Act to Amend the National Library Act is referred to the Committee on Education.

3. A Bill for an Act to Repeal the Finance (Control and Management) Act, No. 33 1958 and enact the Finance (Control and Management) 2017 and for other matters connected therewith, 2017 (SB. 84) by Senator Joshua Dariye.

Senator Ibrahim Gobir in his support of the Bill harped on the need to eliminate corruption, fraud and provide financial operations and monitor how things are done.

The Bill is read the *SECOND TIME* and *PASSED*.

The Bill is referred to the Committee on Finance.

The United Nations has commended the good relations between the Executive and the 8th National Assembly as exhibited by the lawmakers at the joint session of the National Assembly on Tuesday, during the presentation of the 2018 Budget by President Muhammadu Buhari.

The Special Representative of the Secretary-General (SRSG) and Head of the United Nations Office for West Africa and the Sahel (UNOWAS), Dr. Mohammed Ibn Chambers, gave the commendation when he visited the President of the Senate, Dr. Abubakar Bukola Saraki, in Abuja on Wednesday.

The former ECOWAS boss, according to a statement by the Chief Press Secretary to the President of the Senate, Sanni Onogu, in Abuja, said the excellent collaboration between the executive and the legislature augurs well not just for the stability and peace of the country, the ECOWAS subregion and indeed, Africa in general.

He said that the visit to the leadership of the National Assembly was part of the UN's consultation with relevant stakeholders as the country prepares for the 2019 general elections.

Chambers said: "First and foremost, allow me, Mr. President, to express our appreciation and indeed our admiration for what we witnessed yesterday (Tuesday), during the joint session of the National Assembly to receive the budget statement of the President of the Republic and indeed the very collaborative atmosphere that characterized that important constitutional exercise by the President of the Republic.

"We all know that when such collaboration exists between these two key arms of government, it augurs well for Nigeria and by extension the West African subregion and indeed Africa as a whole.

"The UN Secretary General has always admired the leadership of this country and that leadership is a shared leadership by the Executive, the Legislature and of course the Judiciary and other civil societies and important stakeholders.

"Therefore, what we witnessed was truly admirable and we want to you commend you as leader of Senate and leader of the National Assembly for that," Chambers said.

In his response to the remarks of the UN Scribe, Saraki stated that the National Assembly, irrespective of party affiliations, will continue to "work closely" with the executive to enable the President achieve his developmental agenda for the overall benefit of Nigerians.

"We are always ready to work very closely with the executive," Saraki said. "We are partners in progress and we believe that the success of the administration would truly depend on the collaboration between the two arms of government and we have both seen that sense of responsibility.

"We are all committed across party lines in the National Assembly and we will work with Mr. President for the success of the administration and for him to be able to deliver on his promises and to be able to do that we must be able to work very closely together.

"What you saw yesterday (Tuesday) is really an indication of what you will see from now going forward so that some of those promises we need to address and bring to fruition will happen," Saraki stated.

PROTOCOL.



1. Mr. President, on behalf of my colleagues, Distinguished Senators of the Federal Republic of Nigeria and Honourable Members of the House of Representatives, I welcome you and members of your Executive team to this joint session of the National Assembly.

2. What a delight it is to see you looking so well and rejuvenated, Mr. President. We are most grateful to God for your revived state of health in this period of national recovery, and we pray it continues. Let me use this opportunity to thank all those Members of the National Assembly that put the country first and resisted the urge to play politics during Mr. President’s time away.

3. It is pleasing to note that the budget is being presented earlier than December. This is a welcome development.

4. I must commend Mr. President, the Economic Management Team, my Distinguished colleagues and Honourable members of the House of Representatives as well as all Nigerians, for working together to make the necessary sacrifices to get the economy out of recession. Without doubt, this recovery benefitted from greater policy coordination, prioritization and passage of economic reform bills, but more importantly, the resilience of the Nigerian people. Having said that, it is pertinent to note that the implementation of the 2018 Budget – how it is implemented - will be a defining element of this Administration. We must therefore continue to work together to steady the ship of this recovery.

5. As the country gradually recovers, it is important to reset the fundamentals that drive our economy – so we do not slide back into recession. We must reassess the relationship between oil and our economy. Oil prices are gradually inching up, but that is no reason for complacency in our diversification drive. We must grow our economy away from oil - as well as the need to increase non-oil revenue generation and collection.

6. Revenue from taxes as well as independent revenues from State Owned Enterprises must be taken seriously. If the budget is to be funded, we cannot afford to turn a blind eye to revenue under-performance. While there is a need to review extant laws guiding the operation of some Government enterprises, I would urge for more determined effort on the part of the Executive, to plug leakages. This sector alone accounts for over 40 trillion naira in valuation, of which less than 400 billion naira is remitted as revenue to the Consolidated Federation Account. This is not acceptable. We need to vigorously address this area.

7. The budgets of parastatals and agencies are meant to be submitted with this budget presentation, as stipulated by the constitution. We must work to ensure that these are passed by the end of the year, and sanction those parastatals and agencies that fail to submit their budget along with the 2018 budget, and deny access to capital expenditure unless budget is passed.

8. Further to the area of increasing independent revenue, there is the need to review agreements that government has signed with some private sector service providers. Many of these agreements are biased, and clearly, not in the interest of the country.

9. We appreciate the need to spend, Mr. President. However, we must ensure that our borrowing is targeted at productive projects that will stimulate the economy. We must ensure real value-for-money in projects funded by borrowing, and make doubly sure that the projects are not overpriced.



10. To ensure consistency in government’s economic programmes and tax policies, we will be requiring that the submission of the 2018 Budget - and budget submissions going forward - be accompanied by a Finance Bill. This bill - which should clearly detail the imposition, alteration or regulation of taxes such as the proposed tax on luxury items and excise taxes, among others - will put the financial proposals of government into effect.

11. As we are all aware, many businesses were adversely affected by the recession; many lost their means of livelihood. As the country emerges from that period of uncertainty, the question on the lips of many Nigerians has been this: How does the recovery translate into tangible economic benefits for me? We must remember that the real gains must be felt on a personal level by the individual, for economic recovery to have meaning. People are seeking to get back to work but cannot find jobs. Entrepreneurs want to restart their businesses but are finding it difficult to access the needed capital. As for our farmers, the last thing they want is for produce to go to waste because people cannot afford to buy.

12. Looking around today, we see that many of our undergraduates are apprehensive about their graduation day; and our National Youth Corps members are not looking forward to the end of the service year, for fear of being tagged ‘unemployed’. While I commend your current efforts at tackling unemployment - especially among the youth through Federal Youth Programmes such as YouWin, N-Power, and YES-Programme - deliberate steps must be taken to make the 2018 budget a job oriented one.

13. In line with that, we must see to the implementation of the Procurement law, with particular relevance to the part that has to do with support for Made-In-Nigeria goods. The implementation of the 2018 budget must anchor on the Made-In-Nigeria project. This should be reflected in government procurements in 2018.
14. As we strive to start implementing the budget from January, all would be in vain if we do not eliminate unnecessary bureaucracy and speed up the procurement process. We are working towards reviewing the Procurement Act to achieve this.
15. Also, government should continue to create the enabling environment for private sector businesses to thrive through its policies and spending priorities. As we pat ourselves on the back that Nigeria has made a quantum leap, going up 24 places in the World Bank Ease of Doing Business ranking, we cannot rest on our laurels. There is a need to complement reforms in the ease of doing business with targeted spending on those critical infrastructure projects that enhance economic activity and job creation.
16. In view of this, we must move beyond budgetary provisions without adequate funding available for the execution of projects – and ensure that selection of contractors, as well as the release of funds, are transparent. We must therefore make project completion a top priority, especially those projects that directly impact the lives of our people.
17. On our part, the 8th National Assembly is standing firm on its objective of expanding economic opportunities through economic reform bills that we have prioritized. Some of these are beginning to affirm the vision of reforms that we need in order to move our country forward.
18. Let me now talk about mainstreaming social inclusion. Mr. President, each and every Nigerian wants to be part of the economic progress. We must never lose sight of the need for equity and balanced development across the entire spread of our country. Infrastructural development should be seen to be well distributed, to create growth pools away from the major city centres and drive the regeneration of our rural areas. Agriculture, for instance, is meaningless without those that will engage in farming in the countryside. The current rate of rural-to-urban migration is alarming and unsustainable – congesting the cities and stretching resources to breaking point, while undermining the economic viability of some states. People must be able to see a future for themselves in every corner of this country, not just in the big cities.
19. Mr. President, there are big ticket projects like Power, Rail and A-Trunk roads, but also, there are smaller projects which impact people’s lives. We must do both. Those in charge should ensure proper execution or face sanction.
20. It is important that I emphasize that the presentation of the budget should in no way dampen enthusiasm for the implementation of the 2017 Budget. Whatever needs to be done to ensure that we achieve close to full implementation of the budget, is what must be done.
21. As I close, Mr. President, I would like to advise and caution that there is no better time in this Administration than now for a rigorous drive for good working relationship between the Executive and the Legislature. The early passage of the 2018 budget will depend on this good working relationship. The passage of important Executive bills that improve ‘ease of doing business’ is also dependent on this. So, Mr. President, the 469 Members in this chamber are your true partners that will ensure the success of your administration in achieving its goals and objectives. So, lobby them (not the PDP way), close ranks and let them work for you.
22. Let me assure Mr. President that, in considering the 2018 Budget proposal, the National Assembly will work with your team, as we are convinced that more can be achieved together.
23. On this note, I hereby invite Your Excellency to deliver your speech and lay the 2018 Budget proposal for the consideration of the National Assembly, in accordance with Section 81 of the 1999 Constitution of the Federal Republic of Nigeria as amended.

14. As we strive to start implementing the budget from January, all would be in vain if we do not eliminate unnecessary bureaucracy and speed up the procurement process. We are working towards reviewing the Procurement Act to achieve this.
15. Also, government should continue to create the enabling environment for private sector businesses to thrive through its policies and spending priorities. As we pat ourselves on the back that Nigeria has made a quantum leap, going up 24 places in the World Bank Ease of Doing Business ranking, we cannot rest on our laurels. There is a need to complement reforms in the ease of doing business with targeted spending on those critical infrastructure projects that enhance economic activity and job creation.
16. In view of this, we must move beyond budgetary provisions without adequate funding available for the execution of projects – and ensure that selection of contractors, as well as the release of funds, are transparent. We must therefore make project completion a top priority, especially those projects that directly impact the lives of our people.
17. On our part, the 8th National Assembly is standing firm on its objective of expanding economic opportunities through economic reform bills that we have prioritized. Some of these are beginning to affirm the vision of reforms that we need in order to move our country forward.
18. Let me now talk about mainstreaming social inclusion. Mr. President, each and every Nigerian wants to be part of the economic progress. We must never lose sight of the need for equity and balanced development across the entire spread of our country. Infrastructural development should be seen to be well distributed, to create growth pools away from the major city centres and drive the regeneration of our rural areas. Agriculture, for instance, is meaningless without those that will engage in farming in the countryside. The current rate of rural-to-urban migration is alarming and unsustainable – congesting the cities and stretching resources to breaking point, while undermining the economic viability of some states. People must be able to see a future for themselves in every corner of this country, not just in the big cities.
19. Mr. President, there are big ticket projects like Power, Rail and A-Trunk roads, but also, there are smaller projects which impact people’s lives. We must do both. Those in charge should ensure proper execution or face sanction.
20. It is important that I emphasize that the presentation of the budget should in no way dampen enthusiasm for the implementation of the 2017 Budget. Whatever needs to be done to ensure that we achieve close to full implementation of the budget, is what must be done.
21. As I close, Mr. President, I would like to advise and caution that there is no better time in this Administration than now for a rigorous drive for good working relationship between the Executive and the Legislature. The early passage of the 2018 budget will depend on this good working relationship. The passage of important Executive bills that improve ‘ease of doing business’ is also dependent on this. So, Mr. President, the 469 Members in this chamber are your true partners that will ensure the success of your administration in achieving its goals and objectives. So, lobby them (not the PDP way), close ranks and let them work for you.
22. Let me assure Mr. President that, in considering the 2018 Budget proposal, the National Assembly will work with your team, as we are convinced that more can be achieved together.
23. On this note, I hereby invite Your Excellency to deliver your speech and lay the 2018 Budget proposal for the consideration of the National Assembly, in accordance with Section 81 of the 1999 Constitution of the Federal Republic of Nigeria as amended.

Paradise Papers: Saraki Hides No Asset and Violates No Law

Once again, the issue of offshore company registration which was first raised in 2016 is being revived and thrown to the public space. As a responsible public officer, Senate President, Dr. Abubakar Bukola Saraki, will continue to explain his position. We know this is the period of politics when mudslinging is a common trick in the game.

However, we will like to make it known that Dr. Saraki violated no law and did nothing illegal in the course of registering the company under reference, Tenia Limited, and afterwards.

As we had earlier explained when the issue was first brought into public view, the company in question, Tenia Limited, was incorporated in 2001, long before Dr. Saraki ventured into politics and was elected into public office.

The company from incorporation to date had never been used for any transaction. It held no asset. It had no bank account to the best of the knowledge of Dr. Saraki. Even if it did, the Senate President was not a signatory to such account. This is just a paper company and therefore could not have been used to hide any asset.

The company, unlike the other ones investigated by the International Consortium of Investigative Journalists (ICIJ), had been a dormant entity from creation such that when in late 2015, its existence was raised with the Senate President, he could not readily recollect that there was such a company linked to him. He then immediately directed that the company be struck off.

For the umpteenth time, we will reiterate the fact that the Senate President has fully complied with the law on assets declaration, even as it concerns the company under reference.

We call on all members of the public to disregard the claims and insinuations suggesting that the company in question was incorporated to perpetrate any illegality or that its existence violates any law.

Dabiri-Erewa Applauds Saraki’s Intervention In The Plights Of Stranded Nigerian Students Abroad

Hon. Abike Dabiri-Erewa, Senior Special Assistant to the President on Foreign Affairs and Diaspora has commended the intervention of the Senate President Bukola Saraki on the plights of Nigeria students who were on government scholarship abroad.

The commendation is contained in a statement issued by Abdur-Rahman Balogun, Special Assistant on Media to Hon. Dabiri-Erewa in Abuja on Thursday.

Saraki had on Wednesday met with the representatives of Ministries, Departments and Agencies (MDAs) responsible for the welfare of Nigerian Students on scholarships abroad now stranded due to non-payment of their living allowances and tuition fees by relevant government agencies.

Dabiri-Erewa, who had earlier, pleaded for the payment of the stranded Nigerian students abroad, said that the only way out is an appropriation to clear the outstanding backlog of the students’ allowances.
“It is criminal to send students out on scholarship and turn them to scavengers’’, Dabiri-Erewa lamented.She appealed to the National Assembly to put a stop to the lamentations of the students by capturing the backlog in the 2018 budget.

The Presidential aide who had visited some of the students abroad and witnessed their pitiable conditions, expressed hope that with the National Assembly intervention, “the lamentations of students on scholarship would become a thing of the past’’.

It would be recalled that the Senate in plenary session had mandated the President of the Senate to intervene and know why Nigerian students on scholarships in foreign countries are yet to be paid their scholarship funds.

At the meeting on Wednesday, Saraki had directed the Federal Scholarship Board (FSB) to urgently present a comprehensive report of all Nigerian students on scholarship abroad and their outstanding entitlements to the relevant committees of the Senate to enable the Senate make Appropriations for their settlement.

“As some of you may know, I was in Russia last month to participate at the 137th Assembly of the Inter-Parliamentary Union (IPU), and I heard first-hand the plight of our students for whom the expected scholarship funding has dried up,” Saraki said. “The overwhelming feeling on the part of these students is one of abandonment by their motherland.”

He decried a situation where several brilliant Nigerian students on federal scholarships are languishing abroad due to the inability of the Federal Government to pay its counterpart funding of the scholarships awarded under bilateral agreements with the foreign governments.

The Director in charge of Scholarship at the Federal Scholarship Board (FSB), Fatima Ahmad, had told the Senators than there is an outstanding of N2.4 Billion in scholarships yet to be settled by the Board due to inadequate or lack of budgetary provisions.

He added that the signing into law of two bills from the National Assembly; the Secured Transactions in Movable Assets Act, 2017 (otherwise known as Collateral Registry Act) and the Credit Reporting Act, 2017) improved ease of doing business rating in the country.

Deputy Senate President, Ike Ekweremadu congratulates the people of Nigeria stating that this incredible leap was achieved in a year as Nigeria was 171 on the index just last year and is currently 145.

Senator James Manager said he is thankful for the passage of the Development Bill in the North East but something also needs to be done in the South East as all Federal roads are extremely bad and the South East also needs a Development Commission Bill.

Senator Ben Murray-Bruce said, ‘All Commission set up in the South South are all monumental.’

Senator Kabir Marafa added his voice by stating the current state of unrest in Zamfara State, Kebbi State and Jigawa State.

DSP, Ike Ekweremadu thanks the President, Muhammadu Buhari and hopes that this Bill translates to a better life for the people of North East.

Senator Akpan Bassey seconded the motion raised by Senator Andy Uba stating, ‘it is a straight forward motion’.

The Senate resolved to direct the Senate Committees on Interior and Employment, Labour and Productivity to investigate through a public hearing all the allegations and report back in one month.

3. Inadequate maintenance of Federal Government Owned Hospitals by Senator Monsurat Sunmonu.

Senator Ali Wakili seconded the motion raised by Senator Monsurat Sunmonu stating, ‘it is a straight forward motion’.

The Senate resolved to:
i. Charge the Ministries of Finance and Budget to prioritize the Ministry of Health in the release of annual budgetary allocation,

ii. Charge the Ministry of Health to ensure efficiency in health care services, and to maintain high standard of health care delivery services within the country through periodic training, hospital inspections etc,

iii. Charge the Senate Committee on Health to investigate, probe, or request the audit of Federal Government Owned hospitals, and

iv. Charge all Federal Government Owned hospitals to provide quality management through continuous evaluations.

The Senate President has stated that the Senate will continue to fight corruption in a non-selective manner.

Following a Point of Order raised by the Deputy Senate Leader, Ibn Na’Allah, wherein the Senator expressed his views about the Senate’s work that led to the sack of the former SGF, Babachir Lawal -- over the N200million grass-cutting scandal -- the Senate President stated that Nigerians can be rest assured that any allegations of corruption that are brought before the Senate will be thoroughly investigated.

He said:

"It has been a tough journey to defend this institution. I commend the government for doing the right thing.

"When we started the investigation, we were blackmailed. However, we will continue to live up to our commitment to fight corruption in a non-selective manner. We say to the public and Nigerians that it is part of our Constitutional responsibility to expose and fight corruption.

“If you have any case, any evidence or know any MDA that should be investigated, it can be brought before Distinguished Senators — we assure you that we will investigate it and expose it.

“We do not fear anybody — this is to show you our commitment to the fight against corruption.”

The Senate President also stated that there were still a few investigations being conducted by Senate Committees. He urged all Committees to submit their reports on time, so that the Senate could act on them.

“Quite a few of the Reports have been completed and submitted properly,” the Senate President said, “We will be fair to everybody, but we will still continue to do our work.”

*POINT OF ORDER*
Senator Olusola Adeyeye cited order 42 and 52 and stated that Nigerian scholars in Russia who got scholarships through Petroleum Technology Development Fund and the Presidential scholarships have started their programs and their tutions have not been paid.

Senator Olusola Adeyeye said "Nigerian scholars in the United Kingdom sent a lengthy mail as regards the same issue stating that their tuitions have not been paid". "The appropriate agencies of the Federal Government should meet with the Senate President Bukola Saraki to find a head way".

Senator James Manager said "I suport this prayer and understand the plight of Nigerian students abroad, this is a serious matter".

Senator Akpan Bassey said "In 2013 Dr. Maurice Okoli had to pay the sum of N205,651,499 to rescue the students in Moscow and has not been paid back by the Federal Government".

The Senate accordingly resolved that
i. The appropriate agencies of the Federal Government should meet with the Senate President Bukola Saraki to find a head way.
ii. That the Nigerian Amnesty programme agency must with immediate effect ensure that Dr. Maurice Okoli who rescued the Country from that embarrassment be refunded.

Senate President Bukola Saraki thanked Senator Adeyeye for bringing this up and said "The situation is pathetic". "Some of the students on scholarship have not been paid in 2 years and are roaming the street, The Nigerian Senate has to find a solution".

Senator Dino Melaye cited order 43 and spoke on the situation of civil servants in Kogi state citing a civil servant who committed suicide after his wife gave birth to triplet due to 11 months unpaid salary.

*CONSIDERATION OF REPORTS*
1. Interim report of the Ad-Hoc Committee on Alleged Mis-use, Under-Remittance and other fraudulent Activities by Senator Adeola S. Olamilekan (Lagos West).
- That the Senate do consider the interim report of the Senate Committee on Alleged Mis-use, Under-Remittance and other fraudulent Activities in Collection, Remittance and Expenditure of Internally Generated Revenue (IGR) by Revenue Generating Agencies.

Senator Magnus Abe questioned the AdHoc Committee on why the agencies that failed to remit did so and what law backed such non-remittances.

Senator Jibrin Barau commended the Ad-Hoc Committee and said "Instead of condemning them they should be commended since it is an interim report".

Senator Marafa said "Since it is an interim report the standing Committee should go through the reports again so they can have a detailed document that can be deliberated here in the Senate".

Senator Andrew Uchendu blamed the discrepancies on lack of proper oversight.

Senate President Bukola Saraki said "He is not aware that the agencies have submitted their reports to National Assembly Nigeria in the past". ‘We need to ensure that due process is followed’.

#PromiseKept: Senate Takes Action on Non-Payment of Student Scholarships in Russia

Following the promise made on Monday, October 16th, 2017, by the Senate President, Dr. Abubakar Bukola Saraki, at a meeting with Nigerian students in Russia, the Senate today initiated action on the non-payment of the scholarships of Nigerian students studying in Russia.

In a Motion, raised by the Chief Whip of the Senate, Senator Olusola Adeyeye, the Senate raised alarm over the state of Nigerian scholars abroad, and directed that all concerned agencies of the Federal Government to meet with the Senate President to rectify the situation immediately.

The Senate also directed that the Nigerian amnesty programme must make payments to the Nigerian students in Russia that have not received their payments in over four(4) years.

In his comments, the Senate President stated that:

“This situation is very pathetic and it is also very serious and we must stand firm behind our students.

“I had the opportunity to meet with my counterpart from Russia, where they categorically told us that they are able to provide more scholarships for Nigerian students.

“Unfortunately, some that are given scholarships have not been paid in two years. Because, of this, some are now roaming the streets doing other illegal activities. The minimum figure is about $500 per student — it is not acceptable.

“We must address this. I promise you, next week, we will meet with the concerned MDAs and find a way to put this issue to an end for our students,” the Senate President said.

Senator Olusola Adeyeye said "Certain people in the Executive are working against the Government".

Senator Atai Aidoko said "We are looking at the symptoms and it’s cause. The issue is who brought Mr. Maina into office if the Minister of Interior says he did not do so?".

Senator Akpan Bassey said "We should bring to book any culprit that tries to undermine this Country".

Senator Tayo Alasodura said "We should not always duplicate the Executive, if the Executive has ordered an investigation we shouldn’t order another one".

Senator Dino Melaye said "If the office of the Attorney General is aware of this appointment, then Nigeria is not safe because this lacks Integrity. President Muhammadu Buhari is a good man and means well but he is surrounded by canker worms".

The Senate resolved that the Committee on Interior and Anti-Corruption, Public Service and Establishment headed by the Chairman Committee on Public Service and Establishment investigate
i. The circumstances of how Mr. Maina got into the Country;

*MOTIONS*
1. The need for Senate’s intervention in the recent ETISALAT (Nigeria) $1.2 billion debt crises by Senator Adeola Solomon Olamilekan. (Lagos West).

The Senate accordingly resolved to
i. Mandate the Committees on Banking, Communications, Capital Markets and National Security and Intelligence to investigate the management and utilization of the $1.2billion loan facility obtained from the 13 Nigerian Banks;
ii. Mandate the above Joint Committee to make recommendations on ways the Nigeria Financial Governance Structure can be strengthened by legislations to prevent any future similar reoccurence;
iii. Urge the relevant Financial Intelligence Agencies of the Federal Government to investigate the Management of Etisalat Nigeria and hold the defaulting parties accountable for their actions.

Senate President Bukola Saraki said "I commend the sponsor of the motion, we need to do what we can to protect the jobs of our people".

2. The need to review the privatization of Public Enterprises in Nigeria by Senator Umaru I. Kurfi (Katsina Central)

The Senate accordingly resolved to
i. Direct the Committee on Privatization to have an interface with the National Council on Privatization and the Burea of Public Enterprises to receive and examine a comprehensive report of current privatization status of Nigerian Public Enterprises
ii. Direct the Committee to conduct a public hearing to determine the public enterprises privatized/commercialized, current status of privatized enterprises, extent of due process in the conduct of the exercise, enterprises whose privatization were reversed by the Federal Government, extent of compliance with post privatization conditions by core investors and the impact of privatization/commercialization of public enterprises on the Nigerian economy; and
iii. Make appropriate recommendations that will ensure functionality of the privatized/commercialized enterprises to realize the objectives of the exercise which will among others reduce the impact of current economic challenges.

Senate President Bukola Saraki said we should be more concerned about the privatization of the power sector.

Senate probes Maina’s recall, Attorney General’s involvement


The Senate on Tuesday resolved to investigate the circumstances that led to the reinstatement of fugitive civil servant, Abdulrasheed Maina, back into the civil service.
The lawmakers, after several deliberations, drafted the chairmen and vice- chairman of committees on Interior, Judiciary, Anti-corruption and Public Service Establishment to “determine the circumstances surrounding Maina’s return to the country and how he was reinstated to the service and got promoted to the post of Director after dismissal.”
Raising the issue under order 43, Isah Misau, Bauchi-APC urged the Senate to look into the issue he described as a “matter of urgency.”
“It is only Mr. President that is talking about corruption and the people around him are giving cover to corrupt people,” he said.
Olusola Adeyeye, Osun-APC, charged President Muhammadu Buhari to hold all culpable in the act to book.
“As far as we know, a warrant of arrest was issued against him. So if he will return to Nigeria, he will have to answer charges against him,” he said.
“Tragically, not only did he return, he returned to an elevated position. This is an insult to all civil servants who are doing their work diligently. For me it’s a sad moment. We cannot be saying we are fighting corruption and continue to allow this.”
Lending his voice, Aidoko Ali, questioned the involvement of the Attorney General in the controversial reinstatement.
“Maina is not the issue but the person who returned him. The AGF must be held responsible for this. This is not the first time he is doing it. He keeps writing letters as if there is no rule of law. He has a history of writing letters all over the place. Mr. President must tell us what he’ll do to the Attorney General,” he said.


Dino Melaye, Kogi-APC, also wants the AGF “punished” for his role in the recall.
He said: “Mr. President, Time after time, the Attorney General has abused his office. We shouldn’t be talking about Maina, he didn’t get himself back. We should be talking about the AGF. If the law officer has his hands stained then all of us in this nation are in a state of higgledy-piggledy.
“Mr President meant well but he is surrounded by cankerworms and caterpillars who are bent on bringing this nation down. Enough is enough. The man can run us into a constitutional crisis capable of bringing this nation down.”
Sam Anyanwu, Imo-PDP, moved that the Senate should invite Mr. Malami to answer questions on his involvement in the recall.
“I got a call from UK if this is happening in Nigeria. We are discouraging the civil service. How was he smuggled into the country? We must invite AGF to plenary to tell Nigerians. This issue must be brought to the public domain,” he said at the floor of the Senate.

EU Commends National Assembly on Electoral Reform

The European Union (EU) has commended the National Assembly for the progress made so far in passing a comprehensive amendment to the Constitution and the electoral Act.

In a briefing by the former Chief Observer of the 2015 EU Election Observation Mission (EU EOM) and member of the European Parliament, Santiago Fisas, the EU commended the National Assembly for the progress made so far in constitutional and electoral amendment.

Fisas who is in Nigeria, disclosed that the current mission is to assess the current electoral reform process and the extent to which previous EU Election Observation Mission recommendations have been addressed.

He advised political parties to ensure internal democracy by ensuring that their primaries are done in a democratic way, adding that, “It is important to know the background of the candidates and be sure they are the right people to run for election.”

He, however, called for expedited action of the amendment process, noting that, “for election reform to be effective, amendments need to be adopted as soon as possible.”

“There is need for the implementation to start well before 2019 general election. I believe that a strengthening of the democratic process is what we all would like to see,” Fisas said.

Recall that on Thursday, March 30th, 2017, the Senate passed amendments to the Electoral Act of 2010, approving the use of electronic voting in future elections; and also approving that election results should be electronically transmitted to collation centers.

Other highlights of the new bill include provisions for the use of Card Readers and enabling INEC to transmit the results of elections electronically in an encrypted and secured manner to prevent hacking.

*Saraki Empowers Party Faithful, Motorists in Kwara*


It was an atmosphere full of elation yesterday when the President of Nigerian Senate, Dr. Abubakar Bukola Saraki provided hundreds of motorcycles to party faithful and political followers who are already in the riding business. The empowerment programme, which is one of many empowerment programmes for the students, graduates, artisans, motorists and business men and women, took place at the constituency office of the Senate President yesterday, 17th October, 2017.


The programme commenced with an address by the Director of Project of the Constituency office, Mallam Olayinka Ibrahim. Mall Olayinka, while analyzing the mode of distribution of the motorcycles and numbers allocated across the four local governments that make up Kwara Central Senatorial District, said the empowerment programme was aimed at making executive and members of All Progressive Congress in the state, especially those who are into riding business but hires motorcycles to be owners of their own. Some of the party faithfuls, especially from the rural areas whose major means of transportation is motorcycle.


The Director General of the Constituency Office, Hon. Abdulwahab Oladimeji Issa while giving his own address, made it known that the empowerment programme was one of the numerous human capacity development programmes of the Senate President which is clearly different from the monumental projects in all wards across the constituency. The Director General also reminded the good people of Kwara state how Saraki provided scholarship for hundreds of first class graduates who are indigenes of Kwara state last year and numerous federal jobs facilitated by the Senate President, from juicy MDAs, for unemployed graduates of Kwara Central and Kwara state by extension.


He went further by proclaiming the gesture was to show the recognition to the party structure by his principal who instructed that the beneficiaries of about five hundred (500) motorcycles must be strictly drawn from the party in all the fifty two (52) wards in Kwara Central Senatorial Districts.


The DG proceeded by DG calling for calm on issues that are divisive in nature and stay united. He therefore assured everyone of the mandate constituency office's open door policy to address any issue that might be needing attention.


On behalf of the chairmen, the chairman of one of Ajikobi ward, Alhaji Musa Araoyo, prayed for the party leader, Sen. Bukola Saraki for the God's guidance in the discharge of his official and political duties and specially, for a smooth and hitch-free wedding ceremony of his daughter, Barr. Haleemat Tosin Saraki.


A youth leader from the constituency also on behalf of all emirate youth leaders. In his words, he said this gesture by the leader has shown to everyone that Saraki is the best and prayed for the party 's victory in the forthcoming local government election, stating that the youths across the state are in total support of the leadership of Dr. Abubakar Bukola Saraki. Dignitaries from at the empowerment programme included the Chairman of Kwara SUBEB, Alhaji Wahab Abayawo, Aides to Governor Ahmed of Kwara state including SSA on legislative matters, Hon. Kayode Omotose, SA Intergovernmental Affairs, Alhaji Kale Ajanaku among others.
