*PROCEEDINGS OF THE NIGERIAN SENATE OF WEDNESDAY 18th OCTOBER, 2017*

Welcome to a new Legislative Day in the Senate of the Federal Republic of Nigeria. Deputy Senate President, Ike Ekweremadu took the official Prayer and led the Chambers into today’s proceedings.

The Senate moved into an Executive Session at 10:48am, at 11:06 The Senate resumed from its Executive Session.

Deputy Senate President, Ike Ekweremadu reported that at the executive session The Senate deliberated on issues bordering on the workings of the Senate and the National Assembly in general.

Senator Aliyu Sabi moved for the approval of votes and proceedings of Tuesday, 17th of October 2017, Senator Monsurat Sunmonu seconded.

*ANNOUNCEMENT*
Deputy Senate President Ike Ekweremadu welcomes people who are present in the gallery to observe plenary.

*PETITIONS*
1. Senator Sonni Ogbuoji raised two (2) Petitions from two (2) members of his constituency stating displacement from
a. National Drug Law Enforcement Agency
b. Federal Polythecnic, Nekede.

2. Senator Francis Alimekhena raised a Petition from a member of his constituency on wrongful dismissal from place of work.

3. Senator Matthew Urhoghide raised two (2) Petitions from members of his constituency
a. Payment of salary arrears from 2008; and
b. Wrongful termination from work.

4. Senator Ovie Omo-Agege raised a Petition from a constituency member on unlawful removal from Niger Delta Amnesty Programme.

Deputy Senate President, Ike Ekweremadu referred all petitions raised to the Committee on Ethics, Privileges and Public Petitions to report back in 2 weeks.

*POINT OF ORDER*
Senator Ovie Omo-Agege cited order 43 and stated that President Muhammadu Buhari has signed into law the bill establishing the Federal university of Petroleum Resources Effurun, Delta, he also thanked Senate President Bukola Saraki and his Distinguished Colleagues for making sure the bill was passed.

Senate Leader cited order 53(6) and stated that the Minister of Mines and Solid Minerals should not be invited to plenary, but a Committee should be set up to ensure a more detailed report be made in place of a resolution made yesterday Tuesday 17th October, 2017 to invite the Minister to Plenary.

Minority Leader seconded the order cited by the Senate Leader.

Deputy Senate President, Ike Ekweremadu referred the order cited by the Senate Leader to the Committee on Mines and Solid Minerals to report back in 2 weeks.

*CONSIDERATION OF REPORTS*
1. Interim Report of the Committees on Customs, Excise & Tarrifs and Marine Transport by Senator Hope Uzodinma and Senator Ahmed Rufai Sani
- That the Senate do consider the report of the Committees on Customs, Excise & Tarrifs and Marine Transport in respect of a motion on the urgent need to examine the Operations of the Nigeria Custom Service Revenue Drive.

Deputy Senate President, Ike Ekweremadu gave the Committees more time to work on the final report and to report back in 8 weeks.

Deputy Senate President, Ike Ekweremadu also stated that we must use oversight function to help Federal Government recover funds to help improve revenue base of the Country and also avoid messy leakages.

2. Reports of the Committee on Ethics, Privileges and Public Petitions by Senator Samuel Anyanwu.

Senator Mao Ohuabunwa seconded that the Senate do consider the reports of the Committee on Ethics, Privileges and Public Petitions.

Petition A: Petition from Mr Abu. Timothy Achile on Behalf of His Late Father S.O Abu Against the Nigerian National Petroleum Corporation (NNPC) for Non-payment of His Benefits, Entitlements, Pension and Gratuity.

The Senate resolved to sustain the termination and stated that benefits entitled to Late S.O Abu be duely paid to his Next of kin.

Petition B: Petition from Mr Arinze John Against Nigerian Prison Service (NPS) for Alleged Wrongful Retirement from the Service

The Senate resolved to reinstate Mr. Arinze John and he should be retired lawfully after 35 years of service or having reached 60years of age whichever comes first and all entitlements be paid in full.

Petition C: Petition from ASP Anthony Igwe Mgbeojirikwe Against the Nigeria Police Force (NPF) for Unlawful Suspension from Duty by the Force

The Senate resolved to reinstate ASP Anthony Igwe Mgbeojirikwe and all his entitlements be paid in full.

Petition D: Petition from Comrade Princewill Okorie on Behalf of the Association for Public Policy Analysis Against the Federal Medical Centre, Owerri Over the Crisis Between the Hospital Management, Led by Dr Angela Uwakwem and the Hospital Staff Union which Crippled Service Delivery At the Centre.

The Senate resolved to Commend Federal Medical Centre, Owerri for resolving the matter amicably.

Petition E: Petition from Jude Anyanwu on Behalf of TransGlobal Insurance Brokers Limited Against National Identity Management Commission for Refusal to Pay Outstanding Premium.

The Senate resolved to urge the Minister of Interior to capture debt in 2018 budget and pay TransGlobal Insurance Brokers without further delay.

Petition F: Petition from Lekan Alabi, Esq. On Behalf of Mr Aina. Isiaka Babalola Against Federal Housing Authority (FHA) for Alleged Unlawful Termination of His Appointment by the Authority.

The Senate resolved to sustain the decision of the management of the Federal Housing Authority (FHA).

Petition G: Petition from PC Celestine Williams Against the Nigeria Police Force for Unlawful Dismissal from the Force

The Senate resolved to commend the Inspector General of the Nigeria Police Force and the Nigerian Police Force for their justice and fairness towards PC Celestine Williams.

Petition H: Petition from PC Ovuomariani Akpometeaho Against the Nigeria Police (NPF) Force for Alleged Unlawful Dismissal from the Force

The Senate resolved to sustain the decision of The Nigeria Police Force to reinstate PC Ovuomariani Akpometeaho and all his entitlements be paid in full.

Petition I: Complaint of Breach of Personal Privilege by the Senate Leader, Senator Ahmad Lawan Against This Day and Punch Newspaper for Publication of Untrue and Damaging Stories about His Person

The Senate resolved to demand This Day Newspaper and The Punch Newspaper retract their stories as pushlished and tender an apology.

Petition J: Complaint from Senator Matthew Urhoghide (Edo South) Against Mr. Babachir David Lawal, Secretary to the Government of the Federation (SGF) Over a Publication in the Daily Trust Newspaper of 28th June, 2016 Which Allegedly Infringed on his Privilege and Threatened His Representation as a Senator of the Federal Republic of Nigeria

The Senate stated that there should be no undue interference of the the working of the Legislature by other arms of the Government.

Petition K: Petition from Sergeant Biyo Ladong against the Nigeria Police Force (NPF) for Unlawful Verbal Dismissal from the Force.

The Senate resolved to commend the Inspector General of the Nigeria Police Force for taking a 2nd look at the matter and reinstating Sergeant Biyo Ladong and that the Nigeria Police Force pay Sergeant Biyo Ladong all his entitlements in full.

Deputy Senate President, Ike Ekweremadu commended the Committee on Ethics, Privilege and Public Petitions for ensuring seamless process in addressing and providing solution to all issues raised.

3. Report of the Committee on Culture and Tourism
National Institute for Hospitality and Tourism (Establishment, etc) Bill,2017 (SB.380) by Senator Matthew Urhoghide
-That the Senate do consider the report of the Committee on Culture and Tourism on the National Institute for Hospitality and Tourism( Establishment, etc) Bill, 2017 (SB.380).

Senator Mohammed Hassan seconded that the Senate do consider the report of the Committee on Culture and Tourism on the National Institute for Hospitality and Tourism (Establishment, etc) Bill, 2017 (SB. 380).

*COMMITTEE OF THE WHOLE*
Senate dissolved into the Committee of the Whole for the clause by clause consideration of the National Institute for Hospitality and Tourism (Establishment, etc) Bill, 2017 (SB. 380).

Senate reverted back to Plenary and reported progress.
The National Institute for Hospitality and Tourism (Establishment, etc) Bill, 2017 (SB. 380) was read the third time and passed.

Deputy Senate President, Ike Ekweremadu commended the Committee as this is a major development in the tourism industry that is a huge generator of National revenue/income.

*CONSIDERATION OF BILLS*
1. A Bill for an Act to establish the Federal University of Health Science Otukpo and other related matters connected thereto, 2017 (SB. 504) - Second Reading
Senator David A.B. Mark (Benue South).

Senators Barnabas Gemade, Senator James Manager and Senator Ahmad Lawan lent their voices to this bill saying that it is a unique bill that will not only favour the people of Benue State but Nigerians as a whole.

The Bill for an Act to establish the Federal University of Health Science Otukpo,2017 (SB. 504) was read the 2nd time.

Deputy Senate President, Ike Ekweremadu referred the Bill to the Committee on Tertiary Institutions and Tetfund to report back in 4 weeks.

Deputy Senate President, Ike Ekweremadu thanked Senator David A.B. Mark for his creativity in proposing the Bill.

*ADJOURNMENT*
Senate Leader moved that other items on the Order paper be stood down to another Legislative day. Minority Leader seconded.

Deputy Senate President, Ike Ekweremadu listed the members of the Conference Committee on Federal Inland Revenue Service 2017 Appropriation to include Senator Kurfi Umaru, Senator Joshua Dariye, Senator Hope Uzodinma, Senator Bayero Nafada, Senator Nelson Effiong and Senator John Enoh as Chairman of the Committee.

*PRESENTATION OF REPORT*
1. Report of the Committee on Culture and Tourism
Nigerian Tourism Development Corporation Act (Repeal and Re-enactment) Bill, 2017 (SB. 428)

- That the Senate do receive the report of the Committee on Culture and Tourism on the Nigerian Tourism Development Corporation Act (Repeal and Re-enactment) Bill, 2017 (SB. 428).

Senator Clifford Ordia seconded that the Senate do receive the report of the Committee on Culture and Tourism on the Nigerian Tourism Development Corporation Act (Repeal and Re-enactment) Bill, 2017 (SB. 428).

*MOTIONS*

1. Demise of Lieutenant General Victor Samuel Malu (Rtd) DSS, MNI1, FWC, PSC by Senator Barnabas Gemade

Senator George Akume said late General Victor Samuel Malu (Rtd) was a gallant soldier all through his service in the Nigerian Army.

Senator Abdul-Aziz Nyako said he is delighted the Senate has agreed to move the said motion and believes a barrack be named after late General Victor Samuel Malu (Rtd).

The Senate accordingly resolved to
i. Observe one minute silence in honour of the late Lieutenant General Samuel Victor Malu;
ii. Send a high powered delegation of this hallowed Chamber to condole with the family, the people and Government of Benue State; and
iii. Urge the Federal Government of Nigeria to immortalize Lieutenant General Samuel Victor Malu, by naming a National monument in his honour.

Deputy Senate President, Ike Ekweremadu sent his condolence to the family of late General Victor Samuel Malu (Rtd) on behalf of the Senate and thanked God that while alive late General Victor Samuel Malu (Rtd) contributed to the protection of the citizens of Nigeria.

Deputy Senate President, Ike Ekweremadu said "The Senate will work towards making sure that soldiers are catered for in and out of service especially when retired".

Deputy Senate President, Ike Ekweremadu listed the members of the Benue delegation as Senator Theodore Orji, Senator Sani Mustapha, Senator Fatimat Rasaki, Senator Uchendu Andrew, Senator Yusuf A. Yusuf and Senator Jeremiah Useni as the leader of the delegation.

2. Commemoration of the United Nations International Day for the Eradication of Poverty 17th October, 2017 by Senator Malam Wakili Mni.

Senator Atai Aidoko appealed to the Government to release funds in order to achieve the Sustainable Development Goals.

Senator Jibrin Barau went on to say that "Poverty is a weapon of mass destruction".

Senator Shehu Sani said that the policies in Nigeria has only aggravated poverty and to solve this, we must ensure that our budget is implemented and agencies set in place to fight poverty are actually working.

The Senate accordingly resolved to
i. Call upon the Federal, State and Local Governments of Nigeria to henceforth designate and observe October 17 as World Poverty Day in-line with the UN resolution;
ii. Appeal to Community based Organizations, the Media both conventional and social must step up discourse and discussions on the scourge of poverty and it's debasement of human dignity;
iii. That policies and programmes evolved by the Federal Government through the Social Investment Programmes and other poverty alleviation and eradication measures are vigorously pursued;
iv. That the Federal Government of Nigeria implements the necessary SDGs that will eliminate poverty in line with Goal 16; and
v. That the Federal Government should ensure free and compulsory education at all levels.

Deputy Senate President, Ike Ekweremadu said "What is important is that we reduce poverty and try to take most of our citizens out of it as a responsible Country", he also said "We need to ensure that there is proper distribution of income".

3. The need to sanction private companies and institutions that disallow workers' unionism in their companies by Senator Shehu Sani.

Senators Joshua Lidani and Senator Umaru Kurfi contributed to the motion on the need to sanction companies and institutions that disallow workers unionism.

The Senate accordingly resolved to
i. Mandate the Senate Committee on labour matters, to as a matter of urgency, draw up measures of ensuring compliance with labour unionism in work places; and
ii. The Senate Committee on empowerment and labour ensure that companies who do not comply are appropriately sanctioned.

Deputy Senate President, Ike Ekweremadu said "This is a way of calling us to action and also a reminder of our oath of office".

4. Update on Lead Poisoning in Zamfara State and the need to prevent propagation of the resource curse theory by Senator Oluremi Tinubu.

Senator Barnabas Gemade contributed that "This devastation has caused a lot damages on the affected area including erosion, this practice must be stopped as it is a great danger to our people".

The Senate accordingly resolved to
i. Invite the Minister of Solid Minerals to appear before the Senate in plenary to deliver a brief on it's mining roadmap, implementation framework and how it intends to ensure protection of the residents of mining host communities;
ii. Mandate the Senate Committees on Environment and Solid Minerals to visit the affected communities to ascertain the level of damage done and report to the Senate;
iii. Urge the Minister of Solid Minerals to ensure adoption of safer mining methods by mining concerns; and
iv. Mandate the Senate Committee on Environment to investigate the activities of the Ministry of Environment as it affects the mining sector.

Deputy Senate President, Ike Ekweremadu said "Citizens living around the environment affected are greatly affected and must be considered, quick action must be taken".

5. The need to establish and delegate Special Purpose Vehicles to execute and operate Major Power Sector Development Projects by Senator Engineer Mustapha Bukar.

Senator Enyinnaya Abaribe said "The Committee is taking measures to bring back the ministry to what it is supposed to be".

Senator John Enoh said "The power sector is vital to the socio-economic development of this Country", he also said "There is need to support the power sector by putting policies in place that favour the power sector".

The Senate accordingly resolved to
i. Urge the Federal Government to immediately incorporate SPVs for the implementation of the following alternative energy projects:
a. Hydropower Projects;
b. Solar Power Projects; and
c. Wind Power Projects;
ii. Urge the Federal Ministry of Power, Works and Housing to use gas as the source of Energy for the Kaduna Project in accordance with the original project concepts and the MOU signed with gas suppliers to complete the project as adequate provision has been made for the project in the 2017 Budget;
iii. Urge the Federal Government to employ qualified management team to take charge of the project development in the SPVs and gradually resource the companies in readiness for full operations when the projects are commissioned;
iv. Urge the Federal Government to transfer all generation, transmission and rural electrification projects to the respective agencies for proper administration;
v. Urge the above-named SPVs when created to comply with the provisions of the Electric Power Sector Reform (EPSR) Act by applyingto NERC for the generation licenses and to the TCN for Grid inter-connection approval;
vi. Urge the Federal Government to appoint a separate minister to run the power ministry.
vii. Urge the Federal Government to include coals as alternative power source.

Deputy Senate President, Ike Ekweremadu urges the Committee to do more so as to ensure we are energy sufficient in the Country.

6. The Anchor Borrowers Programme and it’s benefits to farmers by Senator Mohammed Shaaba Lafiagi.

Senate Leader, Ahmed Lawan said we should endeavor to support our farmers, there will be not just food security in the Country but also a measure of political stability.

Senator Jibrin Barau said "With appropriate support, farmers will not only be able to fend for themselves but also provide raw materials for export". He also said that "This motion should be extended to other States".

Senator Umaru Kurfi said farmers should take steps to insure their farmlands.

The Senate accordingly resolved to
i. Call on Government at all levelsto embrace the Anchor Borrowers Programme;
ii. Direct the Federal Ministry of Agriculture and Rural Development, Presidential Committee on rice Production and other Agencies concerned to sustain the momentum in states where the programme is already launched; and
iii. Mandate the Committee on Agriculture and Rural Development to investigate the circumstances surrounding the delay in extending this laudable intervention programme to other states and the FCT.

7. The falling standard of Education in Nigeria by Senator Muhammad Adamu Aliero.

Senator Wakili said "We need to ensure that education is rejuvenated in the country".

Senator Abubakar Kyari also spoke on the ever falling standard of the education sector in the Country.

Senator Matthew Urhoghide said "The education sector of Nigeria is in total disarray".

The Senate accordingly resolved to
i. Urge the Federal and State Governments to declare a state of emergency in the education sector;
ii. Urge the Federal and State Governments to restore the glory of the teaching profession by improving the status of teachers through building capacities to deliver better quality education;
iii. Urge the Federal and State Governments to be more involved in early childhood education, seeing that it is the foundation of every level of education; and
iv. Urge the Nigerian Teachers Registration Council to evolve more vibrant methodologies for delivering on their mandate.

Deputy Senate President, Ike Ekweremadu said "It is important that we provide the educational requirements for our citizens and also ensure that standards inschools are created and enforced".

Saraki Leads NASS Delegation to 137th IPU in Russia

Senate President, Dr. Abubakar Bukola Saraki, today (Thursday) led a National Assembly delegation to partake in the 137th Inter-Parliamentary Union (IPU) Assembly taking place in St. Petersburg, Russia, with the theme: "Promoting Cultural Pluralism and Peace through Inter-faith and Inter-ethnic Dialogue."

Saraki who is a member of the Governing Board of the IPU, according to a statement by his Chief Press Secretary, Sanni Onogu, in Abuja, will present a keynote address to the Assembly, partake in debates and meet with the Chairman of the Federation Council of the Federal Assembly of the Russian Federation, Valentina Matvienko.

The President of the Senate is also expected to meet with the Chairman of the State Duma of the Federal Assembly of the Russian Federation, Vyacheslav Volodin, the President of the House of Councillors of Morocco, Hakim Benchamach and hold an interactive session with Nigerians in Diaspora (NID-Russia) at the sidelines.


Some of the issues slated for consideration during the session include the draft resolutions on the 20th Anniversary of the Universal Declaration on Democracy (by IPU standing Committee on Democracy and Human Rights), the role of the UN General Assembly in International Governance (by IPU standing Committee on United Nations Affairs), briefing on the parliamentary contribution to the 2017 UN Climate Change Conference and a debate on engaging the private sector in implementing the SDGs, especially on renewable energy (by the IPU standing Committee on Sustainable Development, Finance and trade).

Others are the expert hearing on sustaining peace as a vehicle for achieving sustainable development (by IPU standing Committee on Peace and International Security) and the election of a new IPU President (zoned to South America) to replace Mr. S. Chowdhury (Bangladesh), whose term expires at the end of the 201st Session of the Governing Council of the IPU.

Other delegates to the event taking place between 14 - 18 October, 2017, include the Deputy Speaker of the House of Representatives who is the Deputy Leader of Delegation, Hon. Sulaimon Lasun Yussuff, Senators Bayero Usman Nafada, Kabiru Gaya, Rafiu Ibrahim and Stella Oduah.

Hon. Samuel Ikon, Hon. Raphael Nnanna Igbokwe, Hon. Abubakar Hassan Fulata and Hon. Funke Adedoyin are attending from the Green Chambers while advisers on the team are Sen. Duro Faseyi and Hon. Abdulsamad Dasuki.

Officials of the National Assembly in the team are the Clerk to the National Assembly, Mr. Mohammed Sani-Omolori, Secretary, Finance and Accounts, Alhaji Lasisi Bukoye, Clerk to the Senate, Nelson Ayewoh, Secretary to the National Group, Mrs. Rabi Audu, Special Adviser, General Duties to the CNA, Ms. Iliya Navati, and Clerk Senate Committee on Inter-Parliamentary Affairs, Mr. Okoh Bernard Uzeme.

Also participating in the event are the Chief of Staff to the Deputy Speaker, Hon. Bimbola Daramola and the Special Assistant, Partnerships & NGOs to the President of the Senate, Mr. Innocent Onah, among others

The delegation is expected back in the country next Thursday.

The proliferation of firearms has remained a threat to the security of lives as well as a major global challenge for law enforcement agencies.  These illegal possessions of firearms have led to the mass killing of unarmed individuals and groups of people at innocuous events and locations such as concerts, family gatherings and places of worship.  

There’s been a rise in the illegal possession of unlicensed firearms among individuals. This has happened alongside cases of mass shooting and interception of guns being reported but with little or no arrests and confiscation of the illicit firearms; actions that could discourage the smuggling of guns through our borders for criminal use. In Nigeria for instance, we have recorded many cases of senseless killings of unarmed civilians and this ugly trend has continued to define the new face of our society with little or no regards for established laws on gun possession.

The Nigerian Customs on September 11, 2017 intercepted and seized 1,100 firearms smuggled into the country from Turkey through the Tin Can Island ports in Lagos. Similarly, a truck conveying 49 boxes containing 661 pump action rifles imported from China was also seized in January 2017. Another of such illegal importation of guns under prohibition was discovered in May 2017.

Unfortunately, the clearing and transportation of some of these firearms are being supervised and aided by corrupt customs officials and other uniformed security men. It is worrisome that more often than not the firearms get into the wrong hands and this makes it increasingly difficult for local security outfits to prevent terrorist attacks at close proximity.


The Saint Philips Catholic Church shooting, Ozubulu in Anambra State by a lone gunman can best describe the dysfunctional system where illicit small arms have found their ways into the wrong hands thus wrecking havoc on harmless citizens.  Highway kidnappers arrested by men and women of the Nigerian Police are often found with sophisticated guns and other light weapons that are not authorized for use by the Nigerian firearm Act.     

The lacuna in the Firearms Act has prompted the Nigerian Senate to review the laws governing guns and light weapons proliferation. On the 27th of September, 2017 Senator Gbolahan Dada’s bill titled “A Bill for An ACT to Amend the Firearms Act, CAP F28, Laws of the Federation of Nigeria, 2004” moved for the provision of an increase in fine and a provision for the destruction of firearms illegally imported into the country or individuals in possession of weapons without valid license. Senator Gbolahan Dada representing Ogun West Senatorial district in his lead debate argued that while the Newspapers have been inundated with reports on seizures of illicit firearms by various agencies of government in the last few years, it remains to be seen what becomes of these seized weapons.

With the proposed amendment to this Act, the Nigerian Senate has come up with sensible and effective firearms laws that will make it harder for criminals to get their hands on illegal firearms. The amendment will seek to increase the fine imposed for offences committed under the Act from N1, 000 to N100, 000. The Firearms Act will be strengthened to provide for destruction of firearms illegally imported into the country. The Act among other things seeks to assist the government in revenue generation through recycling and reusing waste materials such as metal, wood and plastic derived from destroyed firearms.  This gesture will build public confidence in overall efforts to eradicate illegal firearms and prevent firearms from finding their way back into the society.


In support of the quick passage of the Firearms Act, Senate President, Bukola Saraki disclosed that apart from the fines and other punitive measures proposed by the Bill, the Senate would also be strengthening existing laws to ensure that shipping agents and other companies involved in the importation of illegal firearms into the nation are held liable. “Now that the Bill has been sent to the Committee on Judiciary and Legal matters for further work, we will be having a public hearing on this Bill, to seek the support of experts, security agencies and the general public in coming up with a thorough legislative strategy to combat the proliferation of weapons in our country and our communities” Saraki stated.         
 

Reports emanating from the United Nations Regional Centre for Peace and Disarmament in Africa (UNREC) disclosed that over 500million of small arms and light weapons are currently circulating in West Africa with over 350 million (70%) domiciled in Nigeria.  This has made it imperative to amend the ineffectual firearms law in existence in the phase of the modern, sophisticated trend in weapons trafficking and outbreak of violence.  

 

In his submission, Senator Gbolahan Dada decried Nigeria’s lack of equipment to destroy illicit firearms whilst proposing that each of the law enforcement agencies should purchase the firearms pulverizer in order to have proper records on how firearms are destroyed or handled in the country. The pulverizer will assist the law enforcement agencies to destroy the increasing number of confiscated and surrendered firearms. This way, illicit guns will not find its way back into the hands of criminal elements.  

 

We have yet to see the exact effects the passage of this bill will have on the firearms situation in the country. We do however know that it cannot make things worse and that Nigeria really does need more stringent rules on firearms.

Senator James Manager said ‘that this Bill is for the people, said that it is a very important Bill and thanked Senator Olujimi for putting up the Bill’.

Senator Adamu Aliero said ‘that proper advertising measures are put in place but the heads sideline the advertising process and employ their family members’.

The Bill for an Act to make it an offense for vacant positions in the Federal Civil Service to be filled without their being advertised and for other matters connected therewith,2017 (SB.52) is read the second time.

Senate President Bukola Saraki said ‘it’s a very important Bill for the people as the Bill will definitely help Nigerians feel a sense of belonging and a fighting chance in meriting employment, he also said we will make effort to fast track the establishment of the Bill’.

Senator Emmanuel Bwacha said ‘I have never seen electoral offenders punished properly and I therefore support the Bill’.

Senator Shehu Sani said ‘we can’t have a democracy without a free and fair election, this commission will further sanitize our elections, he also said this will be a stepping stone to giving our democracy the credence it deserves’.

A Bill for an Act to Establish the National Electoral Offences Commission, 2017 (SB. 469) is read the second time.

Senate President said ‘I am sure that at the establishment of this Bill, electoral processes will run smoothly’.

Senate President Bukola Saraki referred the Bill to the Committee on Independent National Electoral Commission and Judiciary to report back in 4weeks.

Senators contributed to the report on the Committee on Interior and express their worries over the lack of transparency and well documented budget report from the immigration service.

Senate President Bukola Saraki said ‘the report of the Committee on Interior cannot be approved until they come to resolve all issues raised’.

Senate resolved that a technical Committee be constituted comprising of chairman and vice chairman of Committees on Anti-corruption, judiciary and Interior to be headed by the Committee on Interior alongside Ministry Of justice, interior and Comptroller General of immigration and Economic Financial Crimes Commission(EFCC) to investigate into revenue and expenditure of Nigeria Immigration Service (NIS) to report back in 2 weeks.

The name "Saraki" has perceptibly become a source of enrichment cum blessing to not only his loyalists but also the political opposition in Kwara state. The recent trend where self-acclaimed comrades, old and young, whose antecedents are atrocious and who are so rejected in their family houses, owing to their abominable conducts and uselessness, that they can not mobilize a person in their clans, portray to the external adversaries of Saraki that they are rooted in Kwara to cripple Saraki politically at homefront through needless protests and rallies that are magnified by Media. 


It's understandable that feeding an online platform called Sahara Reporters and other anti-Saraki media platforms, contracted to blackmail Saraki, with fabricated lies and concoction of nonsense, is the source of livelihood to some youths in Kwara. It is however safe to refer to dudes like that as "No Saraki, No Food". Although the undiscerning minds see them as pro-Kwaran advocates, those who know them, know them as  "onijekujes" who can not do anything better than the political system they condemn. 


One thing that gave me joy on Wednesday 4th October, 2017, was that, the grand finale of the distribution of instructional materials to the teachers and pupils of basic schools in Kwara Central Senatorial District which was flagged off a week before by the Constituency Office of the Senate President, Dr. Abubakar Bukola Saraki, was ongoing at a simultaneous time the political desperadoes were busy with their calumnious campaign through the politically sponsored rally. 


I cannot but appreciate the Nigerian Senate President, Dr. Saraki, for his foresight and commitment towards ensuring that pupils in basic schools are supported to thread the path which will make them become meaningful members of their community, Kwara State, Nigeria and the globe at large.


Education, they say, is the bedrock of development of every society. There is obviously no gainsaying the fact that the developed countries of the world attained their enviable status through qualitative and technology-driven educational policies. As a leader with foreign exposure and zeal for making Kwara State one of the best in terms of human capital development, his hallmarks in education as the governor are enormous and conspicuous. Also, his doggedness toward educational development in the State since he became the Chairman of the National Assembly, has been very reinvigorated.


Lo and behold, it is an undeniable fact that poor students' academic performance at the basic level of education across the states in Nigeria has been blamed on poor/inadequate instructional materials.


However, with the giant stride taken by the Senate President in providing these materials to the pupils as well as the instructors, there is no doubt that the condition shall be ameliorated to improve the quality of teaching and learning at this level of education, thereby resulting in the realization of improved students' academic performance.


This programme will in no small measure, the boost morale of the teachers as availability of these resources will support them to discharge their statutory duty of imparting knowledge to the pupils effectively. 


In addition to this, with the current economic situation in the country, this programme has equally assisted the parents to some extent, as some hurdles which they would have needed to cross in providing these materials for their children have been removed by the Saraki's Educational Development Programme.

While Saraki was busy empowering the pupils and shaping their future, the Kwara Noise Makers were busy disturbing the peace in the community and constituting a nuisance with a self-serving protest aiming at achieving no result. 

One of the major differences that distinct Saraki and them is, investing in the future of Kwara while the noisy neighbors remain pocket fighters in nobody's interest than theirs. 

Let me be quick to remind them that the Saraki dynasty under the leadership of Dr. Abubakar Bukola Saraki, stands like Olumoh Rock and remains unshakable like the Sobi hill. Let them make noise from today till tomorrow, Kwarans can't be deceived with their crocodile tears. Elections aren't won on social media or on the street during protest.

Kwarans are peace loving people, and they know where their loyalty lies. Come what may, Kwara remains indivisible under the leadership of Saraki.


Dear Kwarans, Saraki is a true son of Kwara State, a rare gem with unwavering commitment to the development of Kwara State. A lover of the masses and a carer for the future of the Kwaran children. Let us continue our prayers and support for him, so that he can succeed in his current position as the President of the Senate, Federal Republic of Nigeria, as we pray for better positions.

Russia 2018: Saraki Congratulates Supers Eagles

President of the Senate, Dr. Abubakar Bukola Saraki, on Saturday, congratulated the Nigerian Super Eagles and all Nigerians on the nation's qualification for the FIFA World Cup, scheduled to hold in Russia next year.

Saraki, in a statement signed by his Special Adviser on Media & Publicity, Yusuph Olaniyonu, said that being in Uyo to witness firsthand the dedication, poise and consistency of our players has given hope to all Nigerians that our team will represent Africa well at the next World Cup.

“I want to congratulate our players for the way that they have played throughout this whole qualifying phase,” the President of the Senate said, “It is my hope, and the hope of millions across the country that our Super Eagles will represent our nation and the continent well at next year’s World Cup.

"It was great to have been in Uyo to cheer you on to victory," Saraki stated.

The President of the Senate also stated that the Senate would work to ensure that our players are well equipped and well-prepared for the 2018 outing, while also urging the Nigerian Football Federation and the Ministry of Sports to not take its feet off the pedal ahead of 2018.

“Right now, we must begin to plan and work towards victory for our Super Eagles,” Saraki said, “They have made us proud on the field, now, the NFF, the Ministry of Sports, the sponsors, and all concerned stakeholders must work together to ensure that our players and the team thrive at the World Cup.

“As our players continue to make us all proud and demonstrate the greatness in our diversity, I want to also congratulate all Nigerians. We can truly achieve great things when we come together.”

*CONSIDERATION OF REPORT*

1. Report of the Committee on Ethics, Privileges and Public Petitions by Senator Samuel Anyanwu (Imo East)
That the Senate do consider the reports of the Committee on Ethics, Privileges and Public Petitions in respect of:

a. Petition from Mr. Eddy Edumoh against the Nigerian Police Force (NPF) for alleged wrongful dismissal from the force;

Senator Tijjani Kaura seconded that the Senate do consider the reports of the Committee on Ethics, Privileges and Public Petitions.

Senate resolved to commend the Nigerian Police and urge the Nigerian Police to pay Mr. Eddy Edumoh his entitlements.

b) Petition from L.A Idu Esq. on behalf of Mr. Abdulrahman Lamina against Commodore Abimbola O. Ayuba for using Military Might to resist vacating a private property;

Senate resolved that Mr. Abdulrahman Lamina be allowed to take possession of his house following due process and the Nigerian Navy should peacefully hand over the said property without further delay.

c) Petition from Mr. Collins Iwe and Six others against the Management of Pipeline and products Marketing Company (PPMC) for alleged Wrongful Termination of their appointment by the company;

Senate resolved that the termination of appointment of Mr. Collins Iwe and 6 others be converted to time with all benefits paid in full

d) Petition from Mr. Charles Uwaechie against Conoil Nigeria Plc for Non-payment of his Entitlements after a Forced Resignation;

Senate President Bukola Saraki acknowledged the cooperation of Conoil Plc in resolving the issue against Mr. Charles Uwaechie

e) Petition from Barrister Owette Emmanuel Chukwudi against the Independent National Electoral Commission (INEC) for his Compulsory Retirement and Non-payment of his Entitlements;

Senate President Bukola Saraki acknowledges the cooperation of the Independent Electoral Commission and also commended their timely response to make sure the issue concerning Barrister Owette Emmanuel was resolved.

f) Petition from Sir Godfrey Ohuabunwa (KSC) on behalf of the association of Licensed Set Top Box (STB) Manufacturers of Nigeria against the National Broadcasting Commission (NBC) for alleged Non-payment of the Set Top Boxes Manufactured and delivered

Senate President Bukola Saraki said the matter has been handled by the House of Representatives Ad-hoc Committee on purchase of digital top box to the satisfaction of all parties.

g) Petition from Opiatoha K’Idoma against the Federal Character Commission and the Feder University of Agriculture, Makurdi for an alleged abuse of the principles of Federal character in the appointment of Principal Officers of the Federal University of Agriculture, Makurdi; and

Senate resolved to direct the Federal Character Commission to do everything possible to ensure that the appointment of principal officers of the university be done in compliance to federal character.

h) Petition from lieutenant Colonel Thomas Editin Arigbe against the Nigerian Army for wrongful Retirement from the Army

Senate President Bukola Saraki says the petition from Lieutenant Colonel Thomas Edirin be struck out for lack of interest from the petitioner to follow his Petition.

Senate President Bukola Saraki thanked Senator Samuel Anyanwu for the report and thanked him for the good work'.

*MOTIONS*

1. The need to construct Captive Dams in all communities across the Country by Senator Barnabas Gemade (Benue North East) and Senator Stella Oduah (Anambra North)

Senator Boroffice Ajayi supported the motion addressing captive dams & notes the importance of dams including electricity generation and irrigation.

Senate Further observes that there are many other advantages of captive fans when constructed:

a. Increasing the amount of fresh water available for human and animal use rather than letting all fresh water run to the oceans to become salt water which is expensive to process for these uses;

b. Improving on water supply sources to our villages

Senate Accordingly resolves to:

I. Encourage the Federal Ministry of Power, Works and Housing to construct Smalls captive dams in all communities and locations where there are about 4000 small dams per year

II. Urge the Federal Ministry of Power, Works and Housing to work on all river crossing of the highways with capacity to capture some water without jeopardizing the road structure itself since this will allow the money spent to serve dual purposes;

III. Urge the Federal Ministry of Water Resources to carry out Investigation of ground water situation in all Rivers basins and monitor its deployment; and

IV. Direct the Committee on Water Resources, Works and Agriculture and Environment to develop implementation guidelines for captive dam construction programme.

Senator Kwankwaso adds that the Senate do urge the Federal Government to effectively and fully utilize existing dams for this purpose.

Senator Ibrahim Gobir seconded the additional prayer raised by Senator Kwankwaso.

Senator Atai Aidoko adds that the Senate do urge the Federal Ministry of Water Resources to conduct environmental impact assessment of host community before embarking on construction of dams.

Senator Sonni Ogbuoji seconded the additional prayer raised by Senator Atai Aidoko.

2. Urgent need to control the indiscriminate erection of speed bumps on Federal Roads Nationwide. by Senator Barnabas Gemade (Benue North East) and Sen. Stella Oduah (Anambra North)

Senator Joshua Lidani supported the motion and noted that they sometimes lead to accident.

Senator Godswill Akpabio said the speed bumps shouldn't be entirely removed across the Country.

Senate resolved to:

I) Encourage the Federal Ministry of Power, Works and Housing to construct small captive dams in all communities and locations where there are about 4000 small dams per year;

President of the Senate, Dr. Abubakar Bukola Saraki, has congratulated Nigerians on the 57th anniversary of the country’s independence and for sustaining her status as a united and progressive country.

In a goodwill message to mark this year’s Independence Anniversary, signed by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, in Abuja, Saraki also urged Nigerians irrespective of creed and tribe to continue to work for the peace, unity and stability of the country.

He also urged leaders – political, traditional, religious and business – to close ranks in order to initiate and implement ideas and strategies that would further develop the country and increase the standard of living of the citizenry.
Saraki said that the task for a greater Nigeria, is a collective responsibility of every citizen, just as he enjoined every citizen to believe in the project Nigeria and pray for peace and progress of the country.

“It is apparent that the need for peace, unity and stability in our nation cannot be compromised. Our togetherness, abundant resources and diversity are our greatest asset. Therefore let us refrain from tendencies that tend to pull us apart”, Saraki stated.

The Senate President also noted that the country is in a better stead today than it was a year ago, and called for more concerted effort to enhance the lives of all Nigerians by continuing the consolidation of our present positive economic outlook.

“This is why, it is necessary at this time in our developmental journey, that we must all redouble our resolve to make Nigeria take her rightful leadership position among her peers,” he said.

Senate President Bukola Saraki read a letter from Mr. President Muhammadu Buhari on his resumption of office as Mr. President on Monday 21st August, 2017.

Senate President Bukola Saraki read a letter from VP Professor Osinbajo then Ag.Pres requesting the amendment of the Fiscal Responsibility amendment bill Act, Passage into law of the Fiscal Responsibility Amendment Bill, also approve legal backing to the Fiscal Responsibility Act.

Senate President Bukola Saraki welcomed colleagues and said the recesss has helped to take stock of the success so far and the journey ahead.

Senate President Bukola Saraki said some of the bills passed into law has increased employment of our people. He commended the exit from recession and said there is still a lot to achieve. Senate President Bukola Saraki also said we should review the the implementation of the 2017 budget from the first week of October. He stated that we must call on the standing Committee to work harder during progress of oversight and give priority to Made-In-Nigeria products in the 2017 budget.

Senate President Bukola Saraki said the Constitutional review is a continuous process, as promised we would review and revisit our constitution. He congratulated the Super Eagles on their World Cup qualifiers Journey so far, he also congratulated the women basketball team on winning the Championship.

*MOTIONS*

1. Flooding and Flood Control: The need for Urgent Action by Senator Yahaya A. Abdullahi.

Senator Aliyu Sabi commended the work and said the mitigating measures should be put in place in solving this.

Senate Leader Ahmed Lawan congratulated the sponsor of the motion and sympathized with the people of Kebbi State.

Senator Emmanuel Paulker said issues of flooding needs to be addressed in this country, Federal Government has to take drastic steps.

Senate resolved to:
1. Urge the Federal Ministry of Water Resources to design and implement a National integrated community-based riverine and water channel dredging, desiltation and drainage program to cover the entire national riparian network,

2. Urge the Federal Ministry of Water Resources to commence the dredging and desiltation of River Niger and Benue,

3. Urge the Federal and State Governments to institute strict land use and environmental planning, including codes and cadastral planning of all urban locations under their respective control to ensure proper drainage systems and siting of dwellings and business premises away from water courses, river channels and flood plains, and

4. Urge the National Emergency Management Agency (NEMA) to urgently mobilize to the locations affected by the flood disasters with a view to extending humanitarian and medical assistance to avoid the outbreak of communicable diseases, particularly gastroenteritis and cholera which are very much prevalent in such places.

Senate President Bukola Saraki thanked the mover of the motion and hopes different relevant agencies will take responsibilities and look into it.

2. Stabilizing and Sustaining post-recession growth of the economy by Senator Yahaya A. Abdullahi.

Senator Barau Jubrin seconded the motion and commended the mover of the motion, said we all should be focused so we don’t go into recession.

Senator Na’Allah commended the Executive and called for immediate implementation of the budget, said its important and urged his colleagues to support the motion.

Senator Dino Melaye said we must awaken our consciousness to the fact that we need to work on our economy, he went further to ask that if we are out of recession, why are we incapacitated in funding the 2017 budget.

Senate resolved to:

1. Urge the national economy managers to remain focused and ensure that the current weak growth of a mere 0.55% is built upon and increased substantially in the months and years to come,

2. Urge the fiscal and monetary authorities to come together and harmonize fiscal and monetary policies with a view to drastically reducing the high interest rate that has adversely affected borrowing for investment by the real sector of the economy, and

3. Urge fiscal authorities to drastically reduce the accumulation of domestic debt in order to free the market for better access by the private sector.

Senate President Bukola Saraki thanked the mover of the motion, thanked the Executive and says work is not done yet but we are moving in the right direction, he stated that we have economic bills that has to be fast tracked and Government needs to do more on our infrastructures.

3. Innovative Education Technology: E-Leaening and Blended Learning in the education sector in Nigeria by Senator Rose O. Oko.

Senate resolved to:

1. Urge the Government through Universal Basic Education Commission (UBEC) to examine the feasibility and adopt the policy of education technology in promoting e-learning especially at the basic education level,

2. Request the Ministry of Communication to provide broadband facilities to cover e-learning in schools in Nigeria, and

3. Mandate the Committees on Education (Basic and Secondary), TERTFUND and Tertiary institutions and Communication to conduct a public hearing on Innovations in Educational Technology with relevant industry stakeholders with a view to enriching such a policy and report back in 4 weeks.

4. Inadequate releases in 2017 Budget and the need to expedite releases in Order to stimulate the Economy by Senator Gbenga B. Ashafa.

Senate resolved to:

1. Request that the Honourable Minister of Finance and the Honourable Minister of budget and National Planning appear before the Senate in plenary immediately to brief the Senate on the cause of the inadequate releases and steps being taken to expedite release of funds for the capital component of the 2017 Appropriation Act.

Senate President, Dr. Abubakar Bukola Saraki has said the new legislations - Secured Transactions in Movable Assets Act and the Credit Reporting Act - passed by the National Assembly last June and immediately signed into law by then Acting President Yemi Osinbajo will support the growth of micro, small and medium sized enterprises (MSMEs) through increased bank lending and reduce bank exposure to loan defaults through pre-examination of credit worthiness for would be borrowers.

Under the law, potential borrowers can now register assets other than land and property as collateral to secure a loan. Now, one can register his/her automobile or other worthy assets. Securing financing through loans has long been a problem for Nigerian entrepreneurs. Most MSME owners must rely on personal savings or loans from family and friends to launch their business ventures. The new law, also known and the Collateral Registry Act, allows banks to increase lending to MSMEs, while not negatively impacting their balance sheets.

Saraki who hailed the passage and the opportunity for economic and MSME growth the new laws afford Nigerians stated that "this is a win-win situation for our economy and society”. “The private sector, the Federal Government and the National Assembly worked together to create the enabling environment for MSMEs to grow, diversify the economy and increase employment. We should all be proud of delivering a law that will allow many people to provide for their families and community.”

The Credit Reporting Act, allows credit information sharing between credit bureaux and those companies that lend money or extend credit for goods and services. Under the Credit Reporting Act, companies will have access to the credit history to review whether there is a history of loan defaults or other financial blemishes. This extra layer of protection will serve to reduce lending risks, while preserving credit services to borrowers with good credit histories.

“Combined, the new laws make good economic and business sense” stated Saraki. “Already bank lending to MSMEs has increased and is expected to grow considerably for the remainder of the year and in 2018.”

Saraki further noted that “in both developed and developing economies small business growth is the engine of the economy and employment growth. With a high unemployment in Nigeria, the growth and support for MSMEs is critical.”


“The National Assembly will also be looking to see what existing support programmes are working and can be created to help MSMEs' owners to better understand the use of credit, management skills training, mentor relationships, marketing and how to pursue government procurement contracts,” Saraki added.

PRESS STATEMENT

Saraki: National Assembly Will Investigate Crisis in 1-east

1. Following the clash between the military and members of the Indigenous People of Biafra (IPOB), I hereby call for calm and restraint by all Nigerians so that we would all jointly find the right solution to the current problem rather than worsening the crisis.

2. Our brothers and sisters in the South-east, in particular, should continue to maintain peace and tranquility and go about their lawful business. This crisis will not benefit anybody but would only expose innocent people to unwarranted danger.

3. At this point, Nigerians outside the South-east who have worked to ensure that the crisis does not spread to other parts of the country deserve our commendation. I therefore call for continued efforts to sustain peace, unity and stability in all our communities so as to ensure that all residents, no matter their religion, tribe and creed remain protected and safe under the law.

4. It is also important that commentators and purveyors of information on all media platforms should be conscious of the need, at all times, to maintain the unity of the country. Therefore, they must refrain from circulating information that has the potential for aggravating the crisis. We should all realize, as individuals and as a collective, that Nigeria is all we have and it is in our individual and collective interests that we do not stoke the fire of crisis and fan the ember of discord through the message we are spreading. We must all protect and strengthen our country rather than contributing to her collapse and disintegration.

5. I also wish to state that the announcement of the proscription of the group known as Indigenous People of Biafra (IPOB) by Governors of the South-east states and the categorization of the group as a 'terrorist organisation' by the Nigerian military are unconstitutional and does not follow due process. Our laws make clear provisions for taking such actions and without the due process being followed, such declaration cannot have effect. I am sure the President will do the needful by initiating the right process. This will go a long way in demonstrating to the world at large that we are a country that operate by laid down process under every circumstance. So, those who have been hammering on this point should maintain their cool.

6. We must commend the military for their efforts in restoring peace to different parts of the country and sustaining the unity of the country. However, in the face of provocation, the military should allow themselves to be guided by their training which emphasizes respect for human rights, even in war. Also, giving the nature of this particular situation, the military has every reason to be hesitant in the use of force.

7. Also, it is my view that we should not over-stretch the military. We need to protect our military against dissipation of their fighting strength. And this means we need to strengthen the police and equip them with the capacity to deal with civil crisis. That is why we, in the aNational Assembly, are already reviewing the Police Act and also looking at the possibility of enabling other para-military agencies to help in curbing civil unrest and maintenance of law and order.


8. I want to also make it clear that the National Assembly intends to embark on a fact-finding investigation aimed at determining what actually happened during the period of the military exercise in the South-east. We want to be able to sift the facts from the fiction and determine who did what. It is quite clear that all the facts are not yet known. We assure Nigerians that there will be no cover up. We intend to lay the facts bare.

9. On a long term, we want to remind Nigerians that the reason for embarking on constitution review by the National Assembly was to enable us look into issues that are agitating the minds of Nigerians and creating tension among us. We have promised that the exercise would be continuous. We intend to keep that promise by further taking decisions that would strengthen and improve on our structures. The Eighth National Assembly, on resumption, will play its constitutional role by addressing all those issues that are agitating the minds of our people and over which they feel so strong. I appeal to all our people to always direct their grievances to the right channels.

10. Let me further reiterate the need for all leaders of thought -political. religious and traditional- to continue to engage with our people on the need to maintain peace and be our brothers' keepers.

Senate President, Dr. Abubakar Bukola Saraki has urged all Nigerians to maintain peace and avoid statements or actions that can threaten the peace of the nation.

Commenting on developments in the South-east where there were reported clashes between the military and members of the Independent People of Biafra (IPOB) as well as the ethnic crisis in Plateau State, Saraki in a statement by his Special Adviser (Media and Publicity) advised Nigerians to remain calm and not do anything that would aggravate the tension in some parts of the country.

He noted that " the tension in some parts of the country has its roots substantially in the economic situation. The nation should be assured that the fruits of some of the legislative and executive actions taken to address the economic problems are beginning to yield fruits. That is why we recently witnessed the rebound of the economy and the exit of the country from recession."

"I want to appeal to our people to avoid stoking ethnic or religious fires. We should not deepen the fault lines of our nation and place citizens in danger of violence and sustained crises.The government requires the support of all Nigerians and we should please give peace a chance. No real development or genuine economic activity can take place in the midst of crisis or tension. Investments and development thrive only where there is peace.

"It is my advice to all our leaders of thought - political, traditional, religious and business- to make statements and take actions that will douse the tension and reassure the people that the best way is for us to live together in peace, harmony and co-operation. All leaders at this point must canvass support for government and preach peace, love and harmony.

The Kwara State Police Command on Thursday apprehended some thugs at the premises of Kwara State High Court in Ilorin during the hearing of a N4bn libel suit involving the Senate President, Bukola Saraki and an online media platform, Sahara Reporters.

The judgement which compelled Sowore to pay the sum of N4 billion to Saraki was passed on Wednesday, June 28, over series of libelous stories published against Saraki on Sahara Reporters in between September and December 2015.

The arrested thugs were sponsored by the publisher of Sahara Reporters, Omoyele Sowore. The thugs were mobilised to disrupt proceedings at the court.

It was gathered the thugs, who invaded the premises of the court, were arrested by the Police for fomenting trouble and unruly conducts.

According to one of the arrested thugs, "I am not a thug. I am a student. About 50 of us were mobilised to the court by Sahara Reporters". When probed further on the nature of the assignment, the arrested thug said, " to stampede the court process".

The Police authority has confirmed the arrest, saying, "Yes, some suspected thugs are in our custody".

As at the time of filing this report, about six thugs are cooling their feet at the Police Headquarters in Ilorin.

I want to leave behind a more effective, impactful Senate, Says Saraki

President of the Senate, Dr. Abubakar Bukola Saraki, has stated, ahead of the resumption of the Senate from its annual recess, that his focus since he assumed office as the presiding officer of the 8th Senate on the 9th of June 2015, has been to build an effective and efficient legislature that directly impacts the lives of all Nigerians.

In a statement signed by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, Saraki emphasized that the role of the legislature in a young democracy like Nigeria is often misconstrued, hence, it is necessary for the National Assembly to work towards positively influencing the lives of all Nigerians through its powers of lawmaking, oversight and advocacy.

“The President of the Senate is just first amongst equals,” Saraki said, “However, what always motivates me is that drive to leave this institution better than we met it. I always like to leave a place stronger than I met it, and more capable to deliver on its constitutional role and functions than how it was before I got there.

“The difference between democracy and dictatorship is parliament. This is why I tell people that it is not about who the Senate President, the President, or the Chief Justice of Nigeria is, we must always work to strengthen all our institutions. 

“For example, in four years, I’m gone. Somebody else will be there, but the institution will always remain. If you have a weak parliament that is not effectively able to champion the needs of the people, you will have a weak democracy. However, because of myopic interests at times, some people do not see why we must protect the mandates and integrity of these institutions. 

“When we decided to have a presidential system of governance, it was based on the fact that there must be checks and balances. When these safeguards are in place, it strengthens our democracy and promotes the sort of collaboration across the board that helps us meet the needs of Nigerians,” the President of the Senate said.

Saraki also emphasized that the 8th Senate will continue to remain committed to people-centered governance.

“Moving forward, we will continue to target laws and interventions that will have direct benefits to all Nigerians. We have started this with our economic priority bills, and we can see the impact with the uptick in banks now lending to more MSMEs. However we will not stop here. 

“With the slight improvement in our economy, it now behoves on all of us, the executive and the legislature, to work towards ensuring that these improvements translate directly to the pockets of Nigerians and the rising cost of living across the country. We have a lot of work ahead of us,” he said.

The Senate has urged President Muhammadu Buhari to rein in the chairman of the Presidential Action Committee on Anti-Corruption (PACAC), Professor Itse Sagay, who it accused of spreading falsehood and making hate speeches against the National Assembly.

In a statement by its spokesman, Senator Aliyu Sabi Abdullahi, the Senate stated that Sagay was fond of using every opportunity he has to make public speeches to disparage the Federal Legislature by using uncouth and unprintable words to describe the legislators and the institution they represent.

He noted that Sagay had been one of the few divisive elements in the Buhari administration who believe their relevance is enhanced only when they create constant tension between the legislature and the executive while also setting members of the executives against each other.

Abdullahi noted that while the legislators had ignored past statements made by the Professor of law, his recent speech at a public lecture in Lagos organized by the Society of International Law where he gave false details about the salary and allowances of the legislators and the various bills passed bordered on inciting members of the public against the legislators and deliberately circulating hate speech; which the government is working hard to contain.

"Ordinarily, we would ignore Sagay whose statements and attitude present him like a rascal and sadist instead of a former university teacher. However, his last speech in Lagos during which he was reeling out false and exaggerated figures about the salaries and allowances of legislators and also lied about the passage of anti-corruption bills showed that he just deliberately set out to undermine the legislative institution and lower its reputation in the estimation of right thinking members of the society and we therefore believe we should put him in his rightful place.

"As an academic whose creed should be to find facts and make comments based on truth, we believe that Sagay should stop spreading beer parlour rumours about the salaries and allowances of legislators when he could simply get the facts from the Revenue Mobilization and Fiscal Allocation Commission (RMFAC) which is the body constitutionally charged with the responsibility of fixing salaries and allowances of all public officials.

"Let us make it clear that our salaries and allowances are open books and the details can be taken from the RMFAC by any interested party.

"Prof. Sagay at his lecture in Lagos also made comparisons which did little credit to his background as a lecturer as he was talking of the salary of the United States President and that of a Nigerian legislator. That is like comparing oranges with apples. Only a senile, jaded, rustic and outdated Professor of Law like Sagay will make such a comparison which falls flat on its face, even to an ordinary lay man. Surely, Sagay is basing his analysis on street talks.

"Sagay could not even check the records before proclaiming that 'the National Assembly has not passed a single bill for the promotion of anti-corruption war since it commenced business in July 2015'. First, the 8th National Assembly was inaugurated on June 9, 2015 not July. Also, it is on record that the Senate has passed the Whistle Blowers' Protection Bill, Witness Protection Bill, Mutual Legal Assistance in Criminal Matters Bill and the Nigerian Financial Intelligence Agency Bill.

"This man talks like a man who is constantly under the influence of some substance and perhaps possessed as he employs the language of a tout with no civility. He is probably constantly excited and incensed by the fact of having his first opportunity to find himself in the corridors of power.

"He pontificates and talks as if the war against corruption of the Buhari administration depends solely on him to survive. He once publicly attacked the Attorney General of the Federation and accused him of not doing enough to prosecute the war. In the Lagos speech, he took a blanket swipe at the judiciary and rubbished that entire institution which he as a lawyer has the professional, ethical and constitutional duty to respect.

"This is a man who cannot stand for Councilorship election and win. We challenge him to state what his contributions are in the election of our amiable President, Muhammadu Buhari and what new ideas he has contributed to making the fight against corruption more effective since his appointment. With an easily excited man like him as head of an advisory body, the nation has continued to lose anti-corruption cases in courts due to the failure of his advice. He needs to do more work and talk less because media prosecution cannot win the war on corruption", Abdullahi stated.

The Senate therefore called on the President to caution Sagay and stop him from further creating needless tension in the relationship between the executive and the legislature.

*Saraki: New Collateral Registry and Credit Reporting Law, a Boost for MSME*

Senate President, Dr. Abubakar Bukola Saraki has said the new legislations, Secured Transactions in Movable Assets Act and the Credit Reporting Act passed by the National Assembly last June and immediately signed into law by then Acting President Yemi Osinbajo will support the growth of micro, small and medium sized enterprises (MSME’s) through increased bank lending and reduce bank exposure to loan defaults through pre-examination of credit worthiness for would be borrowers.

Under the law, potential borrowers can now register assets other than land and property as collateral to secure a loan. Now, one can register his/her automobile or other worthy assets. Securing financing through loans has long been a problem for Nigerian entrepreneurs. Most MSME owners must rely on personal savings or loans from family and friends to launch their business ventures. The new law, also known and the Collateral Registry Act, allows banks to increase lending to MSME’s, while not negatively impacting their balance sheets.

Saraki who hailed the passage and the opportunity for economic and MSME growth the new laws afford Nigerians stated that "this is a win-win situation for our economy and society”. “The private sector, the federal government and the National Assembly worked together to create the enabling environment for MSME’s to grow, diversify the economy and increase employment. We should all be proud of delivering a law that will allow many people to provide for their families and community.”

The Credit Reporting Act, allows credit information sharing between credit bureaux and those companies that lend money or extend credit for goods and services. Under the Credit Reporting Act, companies will have access to the credit history to review whether there is a history of loan defaults or other financial blemishes. This extra layer of protection will serve to reduce lending risks, while preserving credit services to borrowers with good credit histories.

“Combined, the new laws make good economic and business sense” stated Saraki. “Already bank lending to MSME’s has increased and is expected to grow considerably for the remainder of the year and in 2018.”

Saraki further noted that “in both developed and developing economies small business growth is the engine of the economy and employment growth. With a high unemployment in Nigeria, the growth and support for MSME’s is critical.”


“The National Assembly will also be looking to see what existing support programmes are working and can be created to help MSME owners to better understand the use of credit, management skills training, mentor relationships, marketing and how to pursue government procurement contracts” Saraki added.

The term ‘August Visitor' is usually used to describe the visit of a highly dignified or important person or an unexpected visitor with unusual importance and influence. And such is the only way to term the last month's visit of the delegation of United States Congressmen to Nigeria. The importance of this meeting between the US Congressmen and the Nigerian National Assembly led by the Senate President, Dr. Abubakar Bukola Saraki is one that Nigerians will not forget in a hurry.

What makes the occasion more remarkable is that since the return of democracy in Nigeria 18 years ago, this particular visit had the largest delegation of visiting Legislators from the US; a pointer to the fact that the United States of America and the International Community as a whole are starting to notice the giant strides of Nigeria’s Parlament.

The leadership of the National Assembly has without doubt brought an improved level of Openness, Participation and Transparency to Government decision making, especially in the areas of Oversight and Accountability. This singular act has gone a long way in helping Nigeria earn the trust and respect of the global community. It is therefore no surprise that with the visit of the delegation of US congressmen, the issue of sales of fighter jets to Nigeria and other human right issues which have since been outstanding will be immediately addressed. The importance of this meeting is such that the global community now has a new found respect for the Nigerian National Assembly, the Nigerian Government, Nigerians and Nigeria at large.


In the past, the US had expressed grave reservations about the sale of arms to Nigeria stemming from the fact that the latter's leadership was largely seen as lackadaisical and viewed with a certain level of cynicism. This could be traced to the lack of an active role of the Parliament in key decision making in the past, a view which may have been seen as a step away from proper democracratic tenets and ideals. It is particularly noteworthy that at the time the meeting took place, the Nigerian National Assembly and the US Congress were both on recess but as Chairman of the 8th National Assembly and President of the Senate, Saraki understood the importance of such congressional visit and was able to mobilize and assemble a high level delegation from both chambers of the federal legislature to receive the August Visitors.


The world is a vast place and for members of the US Congress, arguably the most powerful and influential Legislature in the world to see the importance to interrupt their recess to visit Nigeria and the Nigerian Parliament, then it leaves to imagination the ripple effects of this move to the rest of the world. The present National Assembly and in particular the 8th Senate has done well in delivering democratic dividends and mirroring the real values of democracy to the world in general. Another international feat recorded recently was the visit of a delegation led by the Senate President to Berlin, Germany in March and how the visit kicked off bilateral discussions on alternate power and energy production in Nigeria by German companies in partnership with Nigerian enterprises. This move if actualised, can be a major economic boost to the country, particularly in the area of provision of the much desired stable power supply for a more productive economy.

Furthermore, another pointer towards the recognition of the present National Assembly internationally was the visit of the delegation of over 40 Chinese businessmen to Nigeria. Without blowing the trumpet of the leadership of the Senate, these visits and international exchanges show that the Senate understands the language of business and the grave importance of a strong, viirile economy in a democracy. These strategic moves did not just begin with the visits of different international bodies and organizations to Nigeria but points to the efforts by the Nigerian Legislature and its leadership to ensure that business in Nigeria is operated in a serene, conducive and less-cumbersome environment.

The visit to the Made-In-Aba Trade Fair and the invitation of the owner of Innoson Motors, an indigenous automobile manufacturing company to the Senate and ultimately, the amendment of the Public Procurement Act all remain visible. It is needless to state that without doubt, these important legislative interventions by the Senate have won the hearts of international institutions around the world and may have been one of the reasons for the visit of the US Congress to the Nigerian National Assembly. As the Senate resumes from recess, it is expected that some of the gains and benefits of the meeting with the US Congressmen will be unveiled as the attendant positive effects on the nation’s economy and security cannot be over - emphasized.

In 2014, Senator Abubakar Bukola Saraki was a member of the 7th Senate’s Committee on Finance that investigated the Alleged Unmerited USD$49 BILLION to the Federation Account.

Many attacked Senator Saraki for refusing to sign the Report of the Committee that exonerated the then-powerful Minister of Petroleum, Allison Deizani Madueke.

Today, Saraki who is now the President of the Senate has been vindicated.

Be that as it may, Sahara Reporters and its paymasters want to keep shifting, moving and relocating the goalpost to wherever they deem fit. Simply to satisfy their own nefarious narratives.
