BREAKING: Thug Hired by Sahara Reporters Publisher Confesses on Camera

A renowned pay-for-hire thug was apprehended today at the High Court where the Sahara Reporters vs. Saraki proceedings were held.

The thug, who was apprehended by members of the public, stated on camera that he was paid by the publisher of Sahara Reporters, Omoyele Sowore, to disturb and disrupt the court processes citing Sowore's fear that he has been in contempt of the court.

Recall that following repeated publications of fake news by Sowore's Sahara Reporters platform against the Senate President, Dr. Abubakar Bukola Saraki, the controversial publisher was sued and subsequently ordered to pay N4billion in damages by a High Court sitting in Ilorin.

Initially, Sowore called the ruling a 'Jankara Ruling' by a 'Jankara Judge', however, since having his accounts frozen by federal authorities in both Nigeria and the United States, he has been forced to face the music.

In the past, several Nigerians have alleged that Sowore and his Sahara Reporters platform have blackmailed them with 'fake news.' This is the first time that Sowore's proverbial chickens are coming home to roost.

*N/Assembly, US Congress Men Meet on North East, Security Crises*

President of the Senate, Dr. Abubakar Bukola Saraki led a team of National Assembly members on Monday in a meeting with a United States (U.S) Congressional Delegation to discuss issues around security, humanitarian crisis in the North East, and ways to build a better working relationship between the Parliaments of both countries.

The U.S. delegation led by Senator Christopher Coons included Senators Gary Peters and Michael Bennet; U.S. Representatives, Lisa Blunt Rochester, Terri Sewell, Charlie Dent, Barbara Lee and Frederica Wilson. They were accompanied by US Ambassador to Nigeria, Mr. Stuart Symminton.

“Today’s meeting was held to discuss ways to improve the relationship between the U.S. and Nigeria; look at securing greater support in the fight against terrorism and for the humanitarian crisis in different parts of the country,” the Senate President said, “We also discussed improving agriculture in Nigeria and providing jobs for our people.”

Saraki also stated that the American congressional delegation and the National Assembly discussed ways to strengthen the institutional relationships between Nigeria and the US.

“I think the commitment that we have is that they have seen that there is a need to strengthen the institutional relationships between the legislatures of both our countries and that is very key,” Saraki said.

On the issue of the arms purchase from the United States, the Senate President said:
“As you are aware, there is a new development that has happened in respect to the procurement of arms by the country. For the first time, the US Government have agreed in principle to sell arms to Nigeria to help in our fight against the insurgency. Of course, we will look into areas of human rights where there has always been a concern.

“We hope that following this visit, the sale of the arms to our armed forces will now become a reality. This will represent a new chapter that we are opening — where the US government will be ready to sell arms to Nigeria and that will help to strengthen the efforts of our armed forces in the fight against terrorism, surveillance and intelligence.

“The commitment that they have made today is that terrorism is an issue that should not be left to Nigeria alone, and if it means that we may need to secure new weapons from other countries, then it is an option that needs to be urgently explored. However, we will also continue to play our own role in the area of human rights,” he said.

Saraki also emphasized that the US delegation expressed optimism about Nigeria’s future. “From all indications, they were very excited about Nigeria and what the future holds for the country. Now, we need to see how we can further strengthen the relations between our two countries,” he said.

*Flooding: States, Stakeholders Should Take Proactive Measures, Says Saraki*

As the raining season is underway across Nigeria, President of the Senate has called on States across the Federation to take proactive measures to mitigate against and minimize the risk of flooding in their areas.

In a message signed by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, in Abuja, Saraki stated that recent reports show that as many as 30 of Nigeria’s 36 States are at risk for flooding due to inadequate town-planning, construction oversights and obstructed drainage systems.

“We have to take this issue of flooding very seriously,” the President of the Senate said, “God has blessed Nigeria in so many ways. We are not like many other nations that experience cataclysmic natural disasters that leave considerable destruction.

“This issue of flooding is something that with proper planning and proactive steps, we can minimize and mitigate against the loss of lives and damage to property. What we need to do is for all stakeholders — by this I mean governments across all levels, town planning councils and our emergency management agencies — to meet to discuss how we can put in place long-term strategies to stop these floods so that we can end this fire-brigade approach of dealing with crisis situation”, he stated.

The Senate President also listed some immediate steps that States across the Federation need to take to reduce flooding.

He said: “Our state governments need to work with town-planners to identify areas that are at risk for flooding. Additionally, we need to immediately put in place both sensitization and punitive measures to ensure that people are not blocking our drainage systems. When these drainage systems are blocked — especially in urban centers — the water begins to accumulate during heavy rains," he stated.

Saraki also called for a comprehensive re-evaluation of the nation's dams while adding that this re-evaluation by experts would allow the country to know which of our dams — specifically those that are located close to residential areas — are channeling water into towns.

“Right now, we cannot leave any stone unturned,” he said, “We must immediately look into our own man-made structures. We have to identify which of our dams and other infrastructure are contributing to the frequency of flood and work out strategies to tone down their negative impact.

“The Senate, through our oversight powers, will continue to work to ensure that our town planning laws are updated, and we will continue to support the executive in every way possible to enforce the codes and ensure that states that are at risk do not turn into disaster zones,' Saraki stated.

Not Too Young To Run Bill And Independent Candidacy Bill: A challenge to the Nigerian Youth

*By Bamikole Omishore*

The time of youth is the best time of one’s life; the peak period when purpose should be chased and dreams fulfilled. It is however a parody that according to reports 73% of young people are restricted from running for office even when eligible to vote, and 51% of the population are under 30 years, but only 2% are members of parliament. These facts go a long way to puzzle the mind but more puzzling is the fact that people between the ages of 20 and 44 make up 57% of the world's voting age yet only 26% are members of parliament in different countries.

The situation was no different in Nigeria as the required constitutionally age for being elected as president or vice president was 40 years until the relentless efforts of the Saraki led senate to change these laws by passing the 'not too young to run bill'.

The young population has been instrumental to determine how elections swing in the recent past. For instance the last election in 2015 was basically determined through the efforts of young people through social media campaigns and offline advocacy. The social media which until then wasn’t a major factor in Nigerian election became a major tool of influencing voters. The likes of Tolu Ogunlesi, Japheth Omojuwa, Adebola Williams, Ohimai Amenzie, Deji Adeyanju, Reno Omokri, were very active and useful in terms of electioneering efficacy.

Behind the scenes one could see the efforts of Abang Mercy, Yemi Adamolekun, Linda Ikeji, Akin Oyebode and a host of others. These factors may have helped the resolve of the Senate President who is a believer in young people's ability to deliver, to ensure that their participation in the election goes beyond electioneering but office seeking.

This bill ensures that young people have a chance to use the best times of their lives in service of the nation as the age mark required by law to be members of parliament has been reduced from 30years to 25years (House of Representatives ) and 35years to 30years (Senate). This reduction of age wasn't limited to the parliament alone but youths now have a chance to contest to become State Governors at the age of 30 as opposed to 35years formerly dictated by the constitution and can aspire for the highest office in the land(President) at the age of 35 as opposed to the 40years benchmark earlier stated by the constitution.

It is easy for one to envision smart, articulate young people like Gimba Kakanda’s, Sam Hart, Ariyo-Dare Atoye, Yemi Adamolekun, Babangida Ruma, Aisha Yesufu, Japheth Omojuwa, Audu Maikori being members of the Senate or House of Representatives. One can also imagine how vibrant State Houses of Assembly would be if we have young men and women full of ideas debating developmental issues.

The efforts of the Senate President Dr. Bukola Saraki in ensuring that this bill passes and young people have a say in governance stems from his vision and love for the youth population- The 'not too young to run bill' was a promise made and kept by him. The movement for this bill started in the National Assembly when the distinguished Senator Nyako moved the motion in the Senate and Tony Nwulu did the same in the House of Representatives. Their intention was to reduce the age mandated by the constitution for the aspirants of political office in the country.

However, there is a need for political will amongst the youths in Nigeria to get this bill functioning as it should. There is a need for Nigerian youths to come together in all 774 local governments to ensure that the bill is ratified in their State Assemblies. This feat requires the effort of every young reader of this piece.

The 'not too young to run' movement' commends the 86 senators who voted in favour of the bill and also the 261 members of House of Representatives who did same.

Nigeria can now toe the path of countries like France which elected a young man, Emmanuel Macron to be its President after elections were held on April 33 and May 7, 2017 on the platform of Enmarche (EM) political party. He is the youngest president in French history. The overwhelming support he received from people of all races in France is a testament to the belief they had in this young man. This was only made possible by laws in France which allows people aged 18years or older to be elected to the lower house of parliament and 24years or older to the senate. The minimum age for presidency in France is 18years and the good fruits of such laws is already yielding.

Another development is that of independent candidacy bill in Nigeria, a bill which was re-introduced at the Senate by Stella Oduah, Senator representing Anambra North Senatorial district. I remember a meeting I had with Stella Oduah in June of 2016, the Senator who has been a proponent of independent candidacy bill since the beginning of the 8th National Assembly shared her conviction of why she felt Independent Candidacy remains the best option for representation in 2019. She believed among others that with independent candidacy, party impunity will come to an end and more women and youth will have opportunity to vie for elective positions.

The previous National Assembly had debated and supported independent candidacy clause and made an alteration during the last constitution review however, the bill failed to scale through before the end of that assembly.

The independent candidacy bill will help ensure that non partisan individuals can take part in politics and can decide to run for any electoral office. This will reduce the impunity of imposition of candidates by elements in political parties and ensure that right minded people who support certain policies or ideology have a chance to be part of governance.

Nigeria's democracy is growing, but the country will fare better if young Nigerians play active roles in determining governance. The situation in Nigeria will not change unless the youths are actively invested in moving the country forward.

The independent candidacy bill will benefit young Nigerian leaders who are driven by their political desire to make potent impact on Nigerians through citizen driven governance, but do not belong to political parties: they will have a chance to run for offices. There are men who see beyond party ideologies and their visions cannot confirm to party rigidity- I would like to play a game with your imagination but indulge me when I ask you to imagine likes of omojuwa, Baba Idris, in politics or Seun Okinbaloye or even a Chimananda Adichie coming back to run for office as an independent candidate. The effect of such colorful personalities being involved in Nigeria politics can only make a dim mind smile.

Both bills ('not too young to run' and 'independent candidacy bills) are worthy investments in the political activities of the youths. The independent candidacy bill if passed into law would be in conformity with the ideals of the young African leaders initiative (YALI), a signature effort to invest in next generations of African leaders. Former president Barack Obama launched YALI in 2010 to support young African leaders to spur growth, prosperity, strengthen democratic governance and enhance peace and security across sub Saharan Africa. The independent candidacy bill complements the 'not too young to run bill'.

One can see the vision of the Senate President and the 8th Senate for the youths of this country. A rare opportunity has been passed down to them to run for offices at a young age and they are empowered by bills that do not restrain them. They are now in league with their contemporaries all over the world as the independent candidacy bill is practiced in nations like United States, Canada, Bulgaria, Taiwan, Crotia, France, Germany, Hong Kong just to name a few. The National Assembly has played it's part, it is now left to the different State Assemblies to play theirs by endorsing the bill so that it can take effect for its impact to be felt. The bill (independent candidacy) needs the endorsement of 24 state assemblies.

The baton of leadership has now been passed to the younger generation with the introduction of these bills. The passage of both bills signals to the fact that ouths will now be empowered by law to aspire to political offices of importance and thereby magnifies their life ambitions. No longer is there a need to blame the older generation but to take the bull by the horn and face challenges. Yes, there are challenges like that of finance but unity of purpose by the youths can defeat this.

Finally, it is necessary to state that the stage is now set for new emergents into politics. The ball is now in the court of the young population. There is now an opportunity for political participation and it is my hope that this generation will take up the challenge to change the trajectory of Nigeria and not use their position to "pepper them". The era of excuses for non participation is over and the time for serious engagement in governance is here, we might not get another opportunity to be the leaders of our generation, if we do not seize this opportunity and ensure that both bills are passed by minimum of 24 States.

Anti-Hate Speech, Jungle Justice Bills: Saraki Promises Quick Passage

As the 8th Senate lays out its agenda for the next 22-months, President of the Senate, Dr. Abubakar Bukola Saraki, has highlighted that due to the rising tensions in the polity, the passage of Bills to mitigate against hate speech and jungle justice will comprise a major part of the Senate’s social impact agenda when it resumes in September.

In a statement signed by his Special Adviser on Media and Publicity, Mr. Yusuph Olaniyonu, Saraki stated that the Senate is ready to give the Hate Speech Bill accelerated consideration when it is presented by the Executive.

“At this point in time, when people are heating up the political and social space with their utterances, the Hate Speech Bill will help to mitigate against verbal attacks or expressions against individuals or groups on the basis of ethnicity, religion, and even gender.

“This will help to send a clear message with accompanying punitive measures to those negative elements in our society that are fond of distasteful comments that hurt, offend and provoke retaliation,” the President of the Senate said.

Saraki also stated that the Anti-Jungle Justice Bill (SB. 109), which is sponsored by Senator Dino Melaye, (APC-Kogi), will also help to curtail, protect and prohibit Nigerians across the country from meting out extra-judicial justice to perceived offenders without recourse to statutory legal channels.

“There have been many cases of extrajudicial executions across the nation. We all remember the "Aluu Four" incident, and several other notorious cases of phone and food thieves being set ablaze. We cannot have a situation where people feel that they can take the law into their hands,” Saraki said, “Therefore, we must put in place careful stopgaps and penal measures to protect the sanctity of our communities.”

The Senate President also stated that the Committee on Judiciary and the Rules and Business Committees of the Senate would work to ensure that Anti-Jungle Justice Bill is quickly passed and sent to the House of Representatives for concurrence.

International Youth Day: Saraki Calls for Youth Inclusion in Governance
*#IYD2017*

President of the Senate, Dr. Abubakar Bukola Saraki, has called for the creation of sustainable opportunities and empowerment programmes for young Nigerians to enable them play their role in the governance of the country.

Saraki, according to a statement by his Special Adiviser, Media and Publicity, Yusuph Olaniyonu, in Abuja, gave the charge in his goodwill message to commemorate the International Youth Day 2017, on Saturday, August 12.

Speaking on the theme of the event, which is, ‘Youth Building Peace’, Saraki emphasized that ending youth restiveness and attaining peace can only be actualized and maintained through concerted effort by government’s across all levels to take the development of young people as a national priority.

The President of the Senate said: “Today, on International Youth Day, we celebrate the endless potential and constant innovativeness of Nigeria’s young people, both at home and abroad.

“This day provides an opportunity for all of us, both youth and adults alike, to reflect on the future of our nation; to decide on the active and participatory role that we want our young people to play in the governance of our country; and to work towards building a nation that the upcoming generation would be proud of.

“The 8th Senate remains committed to furthering the opportunities of our young people. Through our work on educational initiatives like the amendment of the UBEC Act, we hope to develop the minds of our young ones — to make them competitive internationally.

"With our push to restructure our existing access to finance laws, we hope to provide more opportunities for young people — to make them self-sufficient and employers of labour.

“Additionally, last month’s passage of the #NotTooYoungToRun Bill as part of the Constitutional Amendment, is a clear indication that this Senate is ready and willing to welcome more young Nigerians into positions of government.

"This has been done because now more than ever, with the state of our present-day economy, our nation must bridge its generational divides and work together to forge a new Nigeria.

“For Nigeria to work for all its citizens, the fiery ingenuity of our youth must be blended with the dependable experience of our older generation. In this regard, I urge all young Nigerians, to continue contributing their quota to the upliftment our nation.

"I also urge the older generation to see this day as a turning point — when they embrace the recommendations that our young people have to proffer to move our nation forward,” the President of the Senate said.

More States Will Soon Access UBEC Funds, Says Saraki

President of the Senate, Dr. Abubakar Bukola Saraki, has stated that Senate’s amendment of the Act that establishes the Compulsory Universal Basic Education, will provide all 36 States of Nigeria with needed funds to enhance the quality of education in the country.

In a statement by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, Saraki said that for many years, many States have been unable to access the intervention funds from the Universal Basic Education Commission (UBEC), due to their inability to pay the 50 per cent matching grant prescribed by the Act.

The Senate President stated that the Upper Chamber’s amendment of the Bill was in-line with its commitment to ensure that education is improved at all levels across the country.

“Let’s get this clear,” the Senate President said, “As things stand, with over 10.5 million out of school children in the country, most states across the Federation cannot meet the required commitment of 50 per cent to access their UBEC funds. There is absolutely no point having over N60 billion of basic education funds lying idle, because the States — due to other necessary commitments — cannot provide the counterpart funding for UBEC.

“This is why the Senate amendment is a downward review from 50 per cent to 10 per cent. What we are doing is telling the states that ‘Look, education is important, we know that you cannot commit the full 50 per cent to UBEC, however, if you can bring 10 per cent of the counterpart funds, you will be able to access this money to improve the quality of basic education.

“This will go a long way in taking many more of our children off the streets and back in the classrooms where they belong,” Saraki said.

On his part, the Senator representing Sokoto North, Senator Aliyu Wammako, the sponsor of the Bill, has stated that the Senate’s amendment will ease pressure on states in accessing funds for infrastructure development.

Wamakko, who is the Chairman of the Senate Committee on Basic and Secondary Education, stated that the Compulsory, Free, Universal Basic Education Act of 2004, was amended with a clause that will make primary and secondary education free and compulsory across the country.

“It seeks to increase the block grant contribution of the Federal Government to education,” the Senator said, "Just as it seeks to reduce the contribution of the state governments."

The former Governor of Sokoto State also emphasized that the two per cent budgetary allocation to the Universal Basic Education by the Central Government "is now increased to three per cent.”

In the past, many states across the federation have blamed their inability to access their UBEC funds on the compulsory payment of 50 per cent matching grants.

The UBE scheme came into effect in 2005 in order to usher in free and qualitative education to all children in public primary and junior secondary schools, by providing them with modern school facilities as well as ensuring the availability of qualified teachers.

Senate Frowns At Police Brutality Against Protesters

The Senate has condemned the action of the Nigeria Police in using force to disperse a group of protesters in Abuja campaigning against the medical vacation of President Muhammadu Buhari.

In a statement by the Chairman, Senate Committee on Media and Public Affairs, Dr. Aliyu Sabi Abdullahi, the Senate stated that while it condemned the subject of the protest which is aimed at forcing President Buhari to either terminate his medical vacation or resign, the Upper Chamber of the Federal Legislature would not support any violation of the fundamental human rights of Nigerians.

"While we are opposed to the subject of the protest, the Senate acknowledges the fact that the protesters have the constitutional right to gather and express their views in a manner that will not breach public peace, order and tranquility. Since the 'Our-Mumu-Don-Do' protesters did not conduct themselves in such a manner as to disturb public peace, it is not right for the police to brutalize the people as they reportedly did yesterday.

"The police should review their rules of engagement and ensure that they are in line with that of modern democratic societies. The rights of the people should not be violated by the police employed to protect these rights. Where the Police suspect that hoodlums are trying to hijack the protest, it is the duty of the Police to apprehend the hoodlums and those who break the law rather than generalise and thus brutalize innocent protesters.

"We however urge the organizers of the protest to join other Nigerians in praying for the safe return of President Buhari. They should note that any mortal being can find himself in the situation where one needs medical attention and more time to fully recuperate. More so, when in the present case, the President complied with the provisions of the Constitution and all organs of government are not impaired nor hindered by his medical vacation," Abdullahi stated.

Senate passes Free, Compulsory Education Bill

The bill on Compulsory, Free Education has been passed by the Senate.

This is contained in a statement by Bashir Rabe Mani, Special Assistant to Senator Aliyu Magatakarda, Wamakko on Media and Publicity.

The statement said the bill, which seeks to amend the Compulsory, Free, Universal Education Act 2004, had passed through the first, second and third readings before its eventual passage.

The statement stated further that the bill seeks to increase the block grant contribution of the Federal Government to education, while reducing contributions from state governments.

The statement said the bill aimed at reducing the scenario where most states are unable to access the Universal Basic Education Commission (UBEC) grants owing to their inability to contribute 50 per cent counterpart funds to the cost of projects before execution.

It continued: ”The only two per cent budgetary allocations to Universal Basic Education Commission (UBEC), by the Central Government is to be increased to three per cent.

”The bill also seeks to provide free and compulsory education for all Nigerian children from primary up to secondary education.”

The statement recalled that the bill was sponsored by Senator Aliyu Magatakarda Wamakko who is also the Chairman, Senate Committee on Basic and Secondary Education.

I Stopped Kwara Pension on My Own Volition, Says Saraki

Contrary to reports that it was the agitations by certain groups that prompted Senate President, Dr. Abubakar Bukola Saraki, to stop the payment of his pension, the Special Adviser on Media & Publicity to the Senate President, Mr. Yusuph Olaniyonu, has clarified that on August 20th, 2015, Saraki wrote to the Kwara State Government to stop the payment of his pensions.

“As a responsive and responsible government official, the Senate President has always toed the moral and legal high-ground in all his actions. This is why since he left office as Kwara State Governor in 2011 — even before his directive that his pension payment be stopped on the 20th of August, 2015 — this pension was always used as a scholarship and education endowment fund from which first-class graduates and law school students have benefitted. The money has also been utilized for the purchase of JAMB and GCE forms for secondary school leavers seeking to further their education..

“Additionally, the decision to stop his pension was done entirely of his own volition two years ago. in fact, Dr. Saraki had at an interactive session with journalists in Ilorin early 2016, he mentioned the action he had taken on the pension. This is why the recent insinuations in the media attributing the Senate President’s actions to a July 14th, 2017 statement by some group, is another futile attempt to claim credit where there is none to be claimed.

“Moving forward, it is necessary that the Media is guided by the fact that irrespective of the payment of his pension or not, the Senate President will continue to work on empowering his constituents and the people in Kwara State, as he has always done, with or without any pension payment.

“At this point, it is important that the Media endeavors to be specific in their reporting and not ascribe needless justifications or commentaries to otherwise independent actions”, Olaniyonu stated.

WHERE DID OMOYELE SOWORE GET THE $1MILLION DOLLARS IN HIS ACCOUNT?

This is the Statement of Account of Omoyele Sowore, the publisher of Sahara Reporters in the Bank of America.

Evidently, as of Saturday 29th July, 2017, Sowore had $1,000,063.00 (One Million and Sixty Three Dollars) in his private account.

If you convert this to Naira, that's in the region of N400million Naira!

And that's in his PRIVATE account alone, one of the numerous that he's opened all over New York.

Now, these are the questions begging for answers:

1. Does Omoyele Sowore know that sitting in his bank account with the Bank of America is almost half a billion Naira?

2. Where did Omoyele Sowore come about this humongous sum of money?

3. What human right activist in the whole world keep a whopping $1million Dollars on their account?

4. What other job does Sowore do that could have fetched him $1million Dollars?

5. Did late Fela Anikulapo-Kuti, Gani Fawehinmi, Bamidele Aturu, etc keep this much money in their banks?

CORRUPTION IS CORRUPTION, no matter who's perpetrating it!

Sahara Reporters Stop The Blackmail: Saraki Remodeled The Education Sector In Kwara

By Taofeek Sanusi

It is no more a story that Sahara Reporters is contracted by some APC greedy politicians like Tinubu and his stalwarts; to relentlessly soil image of the distinguished President of the Senate, Dr. Bukola Saraki with baseless lies. The assertion above is again corroborated with the news it ventilated yesterday on social media captioned "IRONY: @bukolasaraki attends his son's graduation from a university in the UK, this was the students' hostel at Kwarapoly 2007 when he was Governor" To garnish its lie, it shopped a picture purported to be a hostel of Kwara State Polytechnic in 2007 with a picture of Dr. Bukola Saraki and his son, Seni, who few days ago graduated from London School of Economics.

This strategy of calumny was crafted to further vilify or defame Saraki's personality. To me, this could be described as a paper-weight; because Saraki left many positive indelible marks on the face of education while he was governor of Kwara State (2003-2011) which Kwarans will forever appreciate. The picture of the hostel showed by Sahara Reporters did not match any of the hostels on Kwara State Polytechnic campus as at 2007 and many people ( Kwarans and non-Kwarans) who were there as students around that year have negated the claim with their debunking responses to the World Best Liar Sahara Reporters.

However, I don't need to be reiterating all these to Yele Sowore, the blatant lie manufacturer, because it is what all Kwarans already know; but to let other millions of Nigerians who may not have had opportunity of visiting Kwara State ascertain that Saraki never toyed with "Education" while he was governor of Kwara State, let alone other sectors.

It is an indisputable fact that Saraki's achievements in education remain unprecedented. During his administration, our state-owned tertiary institutions and some public primary and secondary schools wore a new look as they were strategically renovated and supplied with more school facilities. At the basic level of education, Kwara State was one of the leading states credited with effective implementation of Universal Basic Education Programme, courtesy of the then Kwara State Commissioner for Education, now All Progressives Congress (APC) Public Relations Officer (PRO), Mallam Bolaji Abdullahi. Also, Saraki's administration was committed to prompt provision of scholarships and bursary awards to the students as a way of supporting and motivating Kwaran students home and abroad. Have all also forgotten how he managed the menace of cultism in our tertiary institutions by employing the special security intelligence officer called Segun Ogidan who used his special power to arrest the cultists that were at the limelight in administrations before?

Furthermore, as a man who always opines that education is the most veritable tool for socio-economic development of any society, Saraki built a WORLD CLASS LIBRARY in furtherance of the stimulation scholarship spirit in Kwaran youths. In addition, his administration took a giant stride to give us state-owned university in the State of Harmony, that is KWARA STATE UNIVERSITY (KWASU), THE UNIVERSITY FOR COMMUNITY DEVELOPMENT with world class blocks HOSTEL, the institution which is leading among the state-owned universities in Nigeria in terms of educational facilities, courses run and the likes.

Furthermore, Saraki's son graduation from a London School of Economics should not be used as another avenue to blackmail him as he is not the first politician in Nigeria to sponsor his child abroad for schooling. At this juncture, I want to emphatically inform Sahara Reporters that Saraki is a man of inestimable value in Kwara State and no matter the mellifluousness of your lies against him, Nigerians would not consume them because they are already feeling his significance to the national development.

One would definitely marvel why the same Sahara Reporters was muted last year when two of President Buhari's children graduated last year from a UK University and when Tinubu's daughter and children of hundreds Nigeria's top politicians also graduated abroad.

The joy however is, the public are getting to know more that Sahara Reporters was sponsored to pull Saraki down with his day-to-day libels and slanders.

Youth Forum Disown Anti-Saraki Story

The attention of the All Progressives Congress Youth Forum (APYF), Kwara State Chapter, has been drawn to an asinine and absurd Press Statement released by a fictional group under the name of Kwara Youth Stakeholders Forum (KYSF).

For the avoidance of doubt, this group does not exist and has never existed. The sole aim of the person who is using this fictitious group has been to attempt to discredit the integrity and person of the political leader of Kwara, the Senate President, Dr. Abubakar Bukola Saraki, the member representing Kwara Central in the 8th National Assembly.

In the statement, the invented group — which is supposedly led by one Mr. Charles Ofemi Folayan — has concocted several complaints, which do not in anyway reflect the views of the youth of our great state.

Additionally, as a constituent of Kwara South, Mr. Charles Ofemi Folayan, has no legal or moral right to attempt to speak on behalf of the youth of Kwara Central. He did not vote there; he is not known there; and based on his statement, we, the Youth of APYF Kwara do not welcome his political views and outlandish sentiments.

Finally, as Mr. Charles Ofemi Folayan, serves as a technical aide to the Special Assistant on Youth and Students Affairs to the President, Mr. Nasiru Adhama, we call on Mr. Adhama to immediately distance himself from the comments and actions of his employee. This is because, Mr. Folayan’s actions, in these erratic political climes can be viewed as an outside attempt by the executive to use its employees to discredit the leadership of the National Assembly and stoke the embers of discord.

Obviously, this Charles Ofemi Folayan is one of the divisive elements in the Presidency who are fond of fanning the ember of discord between the legislature and the executive. He is believed to be a primary source of some of the fictitious and phones stories often dished out by Sahara Reporters against some prominent Nigerians wherein the discredited online medium usually quote sources in the Presidency and weave their concocted and imaginary stories on events around the presidency.

TheThe Rule of Law is Supreme
By Sola Adeyeye

Despite a political atmosphere that looks so tempestuous, I remain quite optimistic. I strongly believe in the Buhari-Osinbajo government. The noise level from the flurry of endless analysts and commentators create more hoopla than are necessary. It is no big deal when a nominee is denied confirmation by a legislature.

So far, no one has said that the Nigerian Senate manufactured the DSS report that caustically scathed Magu. Would American legal luminaries have gone to press decrying the American senate for paying attention to an FBI report on a nominee requiring confirmation? Would an American President dare resubmit such a name to senate without first resolving the damning indictment of his nominee by the FBI? Nigeria does not have a monarchy; we have a presidential democracy. Alas, tension is a constitutive element of a virile democracy.

I am a strong (perhaps fanatical) supporter of Buhari-Osinbajo. But they are human; they have not handled some things right. Pundits bellowing as if the ongoing saga is purely a legal matter are wrong! Even if they are right, legal matters are not finalized by the opinions of the loudest lawyers; they are concluded by the ruling of a court of competent jurisdiction! Celebrated lawyers do not constitute a court! In any case, the issues at stake are as much matters of politics as they are of law. The earlier the frontline dramatis personae grasp and internalize this, the better.

For the avoidance of doubt, let me state here again that I was a strong supporter of Magu. I enthusiastically canvassed support for his confirmation. I shouted the loudest "Yea!" when the vote was taken on his confirmation.

However, once he has not been confirmed, it is my categorical view that a nominee whose nomination has been rejected by the senate cannot continue to function in that office. Otherwise, what was the essence of the legal provision for confirmation?

Sadly, rumors are being peddled that senators are being steered in a ploy to heighten a Saraki-Osinbajo conflict to a point where the Acting President can be impeached so that Saraki can take over as Acting President. I am not aware of such a ploy within the senate.

More importantly, I dare say that were such a ploy to exist, it would woefully and precipitously fail. What matters therefore is that Prof Osinbajo must not be misled into siding with those talking as if their own views are the views of the Supreme Court of Nigeria.

Furthermore, If the senate's rejection of a nomination is immaterial, why should the senate bother going through the exercise? Yusuf Ali was correct; the Nigerian Constitution does not envisage a ceremonial legislature that must rubbers-stamp every wish of the Executive.

A quick corollary to this firm opinion however is the very poor image and negative perception of the senate in the eye of the public. This pitches emotive issue of morality against the sanctity of the law. The balancing of these two perspectives remains a challenge for the senate and equally for a public that is obviously and justifiably angry.

One solution is to be diligent with the court process rather to then say that because of public anger at perceived misdeeds within the senate, the institution should be further weakened. Otherwise, let us weaken the military, the court or any agency because as with the legislature, there are misdeeds in these institutions too!

Osinbajo is God's gift to Nigeria at this time. His calm temperament and intellectual fecundity suit him for the challenges of his office. He has 100% of my support. And that means I must be courageous not to let him veer into needless battles. Moreover, as Attorney-General of Lagos State, Prof Osinbajo was the heart of the Tinubu engine that curtailed, on many occasions, the proclivities of the Obasanjo regime towards lawlessness. With such an icon at the helms of our republic's affairs, the Rule of Law must always be supreme. The republic must avoid procedural shenanigans and political rigmarole. That goes for the legislature as well as the executive.

*SARAKI SHUTS DOWN MOVE TO NAME IN ACTING PRESIDENT IN ABSENCE OF BUHARI AND OSINBAJO*
JULY 4, 2017

A mild drama occurred on the floor of the Senate, on Tuesday, when a point of order was raised, that the Senate President, Abubakar Bukola Saraki was the Acting President of the Federal Republic of Nigeria.

The Senate, upon resumption from its 2 weeks break, received a communication from Professor Yemi Osinbajo, the Acting President of Nigeria, seeking the confirmation of Mr. Lanre Gbajabiamila, as the Director General of National Lottery Regulatory Commission.

The lawmakers, however, subjected the letter to deliberations, owing to the fact that the Acting President, had earlier reportedly said the Senate had no power to confirm nominees.

Senator Eyinanya Abaribe (Abia South), had raised a motion that the country had no President or Acting President at the moment, adding that, President Muhammadu Buhari and Professor Yemi Osinbajo were neither in the country, as at the time.

This was greeted with a counter point, coming through order 53 rule 4 of the Senate standing rules, by Senator Kabiru Marafa (Zamfara Central).

Marafa who cited relevant sections of the Nigerian constitution, said, “if the President is not around, the Vice President should act, and if the Vice President is not around, the Senate President, who is the number 3 citizen should become acting President.”

The Senate President, however, didn’t allow any seconder or more comments, even when Senators were agitating to support the motion. He quickly ruled Senator Marafa “out of order.”

*Saraki: Judgement Against Sahara Reporters Shows Justice Will Always Prevail*

President of the Senate, Dr. Abubakar Bukola Saraki, on Thursday commended the judgment of an Ilorin High Court that ruled that the publisher of the online news platform, Sahara Reporters, Mr Omoyele Sowore, should pay him the sum of N4 billion ($11.1 Million) as damages over a series of libelous stories published against him by the medium in 2015.

Saraki, in a statement signed by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, stated that the judgement issued against Sahara Reporters for constantly publishing false, libelous and misleading stories that were aimed at defaming his person, was a testament that the moral arc of the universe will always bend towards justice.

“One thing is clear by the judgement, there are systems in place in our nation for all citizens to seek redress if they have been unfairly treated in any way,” the statement read, “This judgement is a fulfillment of our promise that we will explore all legal means to seek redress for all the fabrications and mudslinging that Sahara Reporters has thrown at us over the years.

“This judgement demonstrates that our justice system can and will continue to protect the fundamental human rights of all citizens from being infringed by anyone. Moving forward, the purveyors of mischievous stories can learn from this precedent that has been set. The ruling by Justice Adeyinka Oyinloye, will serve as a deterrent to all those who profit by propagating ‘Fake News’ to blackmail innocent citizens or curry undue favours.
"This judgement is definitely not a victory for the Senate President alone. It is a victory for all the victims of the falsehood which Sahara Reporters daily dole out to rubbish the reputation of innocent Nigerians, many of whom either out of fear, lack of the patience to consistently pursue a court case for years or lack of belief in the ability of the system to give them justice decided to live with the injury to their reputation. The judgement is another vindication for our country and her solid enthronement of the rule of law as against the rule of men.

"Dr Saraki believes this judgement would provide inspiration and encouragement for all those whose reputations have been unduly and unnecessarily injured by SaharaReporters and its ilk who are purveyors of false news to seek redress through the courts.

"He sees the verdict of the High Court against Sahara Reporters as a positive development with the potential to reassure individuals and firms who would in future come under undeserved attack by publications which spread falsehood aimed at maliciously casting them in bad light.

"The judgement provides a redeeming point for the noble profession of journalism which has as its sacred, cardinal principle the pursuit of facts at all times and in all situations. The journalists and news media who have devoted themselves to the pursuit of truth but appear to be overwhelmed by those who trade in falsehood and sensationalism now have a reason to be proud that they are on the right path. That is another meaning Dr. Saraki gives to this judgement.

"However, the Senate President will like to assure all and sundry that he will not spare any legal efforts and expenses, both in Nigeria and abroad, necessary to recover every kobo of the cost awarded in his favour from the defendant.

“The restitution from this judgement will be channeled to set up a Foundation whose aim will be to support pure and unadulterated investigative journalism and assist the families of real journalists that die in the line of duty. The money will also be used to support genuine publications whose owners are struggling to pay salaries of workers or meet their ever rising running cost. Part of the money will also be channelled to help lawyers who have been providing pro bono services to litigants, particularly, on cases bothering on enforcement of fundamental human rights.

" It should be noted that the methodical and dogged manner in which Dr. Saraki pursued the case despite the ceaseless barrage of false allegations thrown at him by the Sahara Reporters should assure all Nigerians that he maintains a solid belief in free press, free speech and responsible journalism and that he will do every thing legal to fight those who want to use journalism as a destructive, blackmail and oppressive instrument . PIGB Scales Second Reading in the House of Representatives
— Brings it one step closer to becoming a law

Today, the House of Representatives passed for Second Reading, the Petroleum Industry Governance Bill (PIGB). This is coming less than three weeks after the Senate passed its own version of the Bill, which is aimed at creating a conducive business environment for the operations of the petroleum industry and overhaul the Nigerian National Petroleum Corporation for better efficiency.

The bill, when eventually passed for Third Reading by the House of Representatives and signed by the president into law, will open up the oil sector to more and better business opportunities, as well as make the sector more transparent and ensure better accountability of revenue derived from oil.

It also pushes for a more inclusive development away from crude oil to other product lines and by-products and robust engagement between international oil companies, IOCs and the government in the area of investment and modifications in the Joint Venture Partnerships, JVPs/cash call obligations.

Similarly, the bill advocates the activation and extension of indigenous participation and local content development, just and fair engagement of the oil producing communities and transparency/accountability in the industry.

The movement of the PIGB at the House of Representatives demonstrates that both Houses are working together to ensure that the reform of Nigeria’s most important revenue generating sector, remains at the forefront of the economic recovery agenda.

Statement By Dr. Abubakar Bukola Saraki on The CCT Decision

Today, June 14, 2017, the Code of Conduct Tribunal sitting in Abuja discharged and acquitted me on a case of false declaration of assets, which started in September 2015.

You would recall that at the beginning of the trial, I maintained that I will clear my name. The conclusion of this trial has vindicated my position. With the outcome of this case, our faith is renewed in our courts and our hope is restored that the judiciary in our country could indeed provide sanctuary for all those who seek justice.

I thank the Almighty Allah, the ultimate Judge and the repository of all powers. He alone has brought about this victory. I am immensely grateful to all my colleagues in the National Assembly for their abiding support. All through my trial, they demonstrated their strong conviction about the choice we all decided to make two years ago. I thank members of my family for their unflinching support. I thank all friends and supporters back home in Kwara State and across the length and breadth of our country for their prayers and their sacrifices. My gratitude also goes to all members of my legal team for their tireless efforts to ensure the cause of justice is served.

After undergoing the crucible of a tortuous trial, my vindication today calls for celebration.  It is my belief however that if there should be any celebration at all, it should be a celebration of the hopes that this judgment gives us as citizens that despite all the challenges that we face as a country, we are well on our way to building a country where the innocent needs not be afraid. I therefore urge all my supporters to refrain from any unbridled triumphalism. The challenges that our country faces today are enormous and do not allow for wanton celebration. Instead, we should all reflect on the significance of this moment and what it meant for our democracy.

On a personal note, I harbour no grudge against anyone, regardless of the role they might have played in the persecution that I had endured in the last two years. I believe that If my trial had in anyway given hope to the common man that no matter the forces arraigned against him, he can still get justice in our courts, then my tribulation had not been in vain.

Once again, I thank my colleagues in the 8th Senate for standing firm. Regardless of the distraction of my trial, we have achieved more as legislators than the previous Senates. Now that this distraction is over, we can even achieve so much more. We must now proceed from here with greater vigour to deliver on the expectations of Nigerians and show that this 8th Senate can indeed play a central role in improving the quality of lives of our people.

Lastly, I thank all the gentlemen of the press for your abiding interest in this case, which I believe had contributed in no small measure in ensuring that truth and reason ultimately prevailed.

Dr. Abubakar Bukola Saraki, CON
President of the Senate

Senate Has Not Recommended N5 Fuel Increase

One of the conditions of the National Roads Fund Committee report is that the N5 should not come from an increase.

It should come from the present N145 per litre.

The N5 will come from what is already existing.

What has been recommended by the Senate Committee on Works is to move around the taxes in the N145 to set aside N5 out of the N145 for development of new roads and refurbishment of existing ones.

Although the Senate has not debated it yet, it comes with a clear proviso that the N5 should come from the existing template.
