Not exactly sure what you mean, but headless cms isn't complex for those with advanced knowledge. Those with advanced knowledge would probably be okay writing raw queries and implementing custom solutions

pasisi, I have a Bs.c in computer science, just finished my Nysc, I have knowledge (beginners) on Php, Html5, Javascript, bootstrap, Css, Python.
I have ideas on Angular, RubyonRails and Java.
but I want to be specific on
Python-Django framework on web development (website and web app) will need more tutoring on back-end, that's my biggest headache and my inconsistency because of data and light.
I will still appreciate if given more hacks on front-end.
I stay in Bayelsa state, Yenagoa to be precise.

Not exactly, anyone willing to work with full featured WordPress CMS shouldn't have a problem learning about headless CMS

What you want is impossible to implement due to a plethera of reasons;
-theres no single source of truth to get all available software positions in the world, so you would have to make your own database of websites that recruit which is definitely going tk be tedious keeping in mind that not all websites are indexed by google
-also if you can even get all these websites, applying to each of them will be very different process, now imagine doing that at scale.
There are so many reasons your idea isnt plausible, but you can checkout some web scraping frameworks, they can do some of what you need.
