U get the point. Govt will increase salary with 10-15% increment and commodities will increase with 300% in the name of salary increment.

You don't just go into cashless policy within two weeks, it's a gradual process. Many countries practicing cashless policy didn't do it within short period of time and didn't change notes at the same time.

Instead of increasing minimum salary, why not regulate the price of commodities to cheap for people to afford. Increasing the minimum salary will make the market people increases the market commodities price for no reason.
