I think you should have explain more better than making it seems is not possible. Yes, as a member of OPEC, Nigeria cannot sale below the international price, that's a well known fact but that doesn't mean the price of the pms won't crash if the crude is locally refined because the lifting and landing costs would have been taken care of. As at today nobody knows the lifting and landing costs, everything is done in secrecy and that is telling on the poor masses because the burden is transfered to them to bear now.
The question now is:
What is the lifting cost of the crude oil?
What is the cost if refining the crude outside per liter?
What is the landing cost of the refined pms?
What is the OPEC price per liter of pms?
What would be the production cost in Nigeria after crude refine?
All these factors must be taking to consideration before finally submission can be arrived at. If IPMAN can come out and say, PMS can be sold as low as 200 naira, who are you and mine to say it is a lie?
Again, the question is, what is the price of PMS in Iran, in Saudi Arabia and other countries that have crude oil like Nigeria?

As you can see, if freight costs get eliminated because of local production, the impact on the cost is minimal.

Nigerian banks are the biggest enablers of fraud. The way they the way they give them conducive platforms to defraud and get away with fraud is shocking to say the least!

What's the point of mandating people to get BVN when you know you will end up allowing fraudsters to open "wallet" accounts without any form of identification? ALL commercial banks are guilty of this not only those ones called out.
Dominique, it's not directly any bank's fault, it's the CBN's.
From what we all observed during the currency redesign/cash crunch period last year, most people, especially in the ritual/informal sector do not have bank accounts and prefer to keep their money in cash.

This has always been a trend since, and the reasons for this have included:
• Illiteracy
• No access to smart phones
• No banking services
• Relatively large account opening amount
• Cumbersome account opening/maintenance process. You need various documents to open an account which many unbanked people, due to their status in society do not have eg address, utility bills, ID cards, etc.

In a bid to widen the financial inclusion in Nigeria, the CBN in 2013 introduced the concept of tiered accounts. What this means is that instead of having all bank accounts with the same requirements for opening and maintenance, accounts were split into 3 types ("tiers "wink:

• Tier 1 (lowest tier) that can be opened with zero naira and does not need any identifying documents or BVN. However the balance of the account is capped: ₦20,000 single deposit and ₦200,000 cumulative. This means that no amount greater than ₦20,000 can enter the account at once, and you cannot at any time have more than ₦200,000 in the account or your account will be placed on PND and you will be forced to upgrade since you have proven to exceed the requirements for the account.

•Tier 2 (Medium Tier): for people who have more money and may have some form of identification eg students. The student ID card can suffice in place of a government issued ID card like NIN, Passport, etc. BVN is required. The balances are capped as follows: ₦50,000 deposit and ₦400,000 cumulative.


•Tier 3 (normal bank accounts): these are the normal bank accounts many people have. You need full documents to open: a valid utility bill within the last 3 months, a government issued ID card such as NIN, Passport, driver's licence, and BVN. Since there is full KYC on the account, there are no account limits. You can have up to ₦100 trillion in the account as long as you can defend the source.

Again the rationale is that people who would use these low tier accounts do not have the required documents to open normal bank accounts or do not have much transaction value to warrant increased scrutiny from banks and bank examiners (CBN, NDIC).

You can see that since tier 1 accounts can be opened with no documentation, and on various channels (POS, ATM, USSD, mobile app, etc) they are the perfect tool for scammers. One can open a tier 1 account on an ATM with the name "Elon Musk" and the account will be opened since the bank doesn't need to verify you're actually Elon Musk.
There is no need for any "insider" to make this work.

To forestall this the CBN needs to implement stringent requirements for the opening of all tiers of accounts but that defeats the point of tiered accounts. Finance inclusion is on one end of the scale and fraud is on the other end and the CBN needs to balance it well.

I could always play online because I mostly play F2P games (eg Apex Legends as shown in the screenshot above) which do not require a PS Plus subscription to play. That was not the reason I bought the account in the first place.

Moreover the account you gave me got blocked (account changed by owner) even without downloading any games on it so either way you still owe me an account or a refund.

Hello everyone, I paid Brutee on Thursday night for a PS Plus account, the account worked for a total of 5 minutes before the owner changed the password. He was going to get me a new one on Friday, but no feedback since then so I messaged him this morning to find out how far with the account or if I'd be getting a refund instead (in case he wouldn't be able to provide it) then he decided to block me instead.

First screenshot is on Friday, second is today when he blocked me.

But practically speaking, where would the money come from though?
Some states still couldn't pay the ₦33,000 minimum wage -- how then can they finance paying 100k? Loans? How will they pay back?

It is not "stealing"
It's called escheatment and is completely normal.

It happens in other countries too.

Of course there's the Nigerian risk of inefficiencies in the process, but the concept itself is as old as the Roman Empire and happens in several developed countries.

It has undergone trials in many countries (Ghana was just the first to approve its usage)
The R21/Matrix-M vaccine has undergone clinical trials in the UK, Thailand, and several African countries, including an ongoing phase III trial in Burkina Faso, Kenya, Mali and Tanzania that has enrolled 4,800 children.

It was approved only for infants:
The vaccine has been approved for use in children aged 5 to 36 months, the age group at highest risk of death from malaria

It is expected to be very cheap (around $2), which is way less than the average of $14 spent treating Malaria in Ghana.

Ghana is the first country to approve a new malaria vaccine that has been described as a "world-changer" by the scientists who developed it.

The vaccine - called R21 - appears to be hugely effective, in stark contrast to previous ventures in the same field.

Ghana's drug regulators have assessed the final trial data on the vaccine's safety and effectiveness, which is not yet public, and have decided to use it.

The World Health Organization is also considering approving the vaccine.

Malaria kills about 620,000 people each year, most of them young children.

It has been a massive, century-long, scientific undertaking to develop a vaccine that protects the body from the malaria parasite.

Trial data from preliminary studies in Burkina Faso showed the R21 vaccine was up to 80% effective when given as three initial doses, and a booster a year later.

But widespread use of the vaccine hinges on the results of a larger trial involving nearly 5,000 children.

These had been expected to take place at the end of last year, but have still not been formally published. However, they have been shared with some government bodies in Africa, and scientists.

I have not seen the final data, but have been told it shows a similar picture to the earlier studies.

Ghana's Food and Drugs Authority, which has seen the data, has approved the vaccine's use in children aged between five months to three years old.

Other African countries are also studying the data, as is the World Health Organization.

Prof Adrian Hill, director of the Jenner Institute at the University of Oxford, where the vaccine was invented, says African countries are declaring: "we'll decide", after being left behind in the rollout of Covid-19 vaccines during the pandemic.

He told me: "We expect R21 to make a major impact on malaria mortality in children in the coming years, and in the longer term [it] will contribute to overall final goal of malaria eradication and elimination."

The Serum Institute of India is preparing to produce between 100-200 million doses per year, with a vaccine factory being constructed in Accra, Ghana.

Each dose of R21 is expected to cost a couple of dollars.


Adar Poonawalla, CEO of the Serum Institute, said: "Developing a vaccine to greatly impact this huge disease burden has been extraordinarily difficult."

He added that Ghana, as the first country to approve the vaccine, represents a "significant milestone in our efforts to combat malaria around the world".
