dominique:Dominique, it's not directly any bank's fault, it's the CBN's. From what we all observed during the currency redesign/cash crunch period last year, most people, especially in the ritual/informal sector do not have bank accounts and prefer to keep their money in cash. This has always been a trend since, and the reasons for this have included: • Illiteracy • No access to smart phones • No banking services • Relatively large account opening amount • Cumbersome account opening/maintenance process. You need various documents to open an account which many unbanked people, due to their status in society do not have eg address, utility bills, ID cards, etc. In a bid to widen the financial inclusion in Nigeria, the CBN in 2013 introduced the concept of tiered accounts. What this means is that instead of having all bank accounts with the same requirements for opening and maintenance, accounts were split into 3 types ("tiers ": • Tier 1 (lowest tier) that can be opened with zero naira and does not need any identifying documents or BVN. However the balance of the account is capped: ₦20,000 single deposit and ₦200,000 cumulative. This means that no amount greater than ₦20,000 can enter the account at once, and you cannot at any time have more than ₦200,000 in the account or your account will be placed on PND and you will be forced to upgrade since you have proven to exceed the requirements for the account. •Tier 2 (Medium Tier): for people who have more money and may have some form of identification eg students. The student ID card can suffice in place of a government issued ID card like NIN, Passport, etc. BVN is required. The balances are capped as follows: ₦50,000 deposit and ₦400,000 cumulative. •Tier 3 (normal bank accounts): these are the normal bank accounts many people have. You need full documents to open: a valid utility bill within the last 3 months, a government issued ID card such as NIN, Passport, driver's licence, and BVN. Since there is full KYC on the account, there are no account limits. You can have up to ₦100 trillion in the account as long as you can defend the source. Again the rationale is that people who would use these low tier accounts do not have the required documents to open normal bank accounts or do not have much transaction value to warrant increased scrutiny from banks and bank examiners (CBN, NDIC). You can see that since tier 1 accounts can be opened with no documentation, and on various channels (POS, ATM, USSD, mobile app, etc) they are the perfect tool for scammers. One can open a tier 1 account on an ATM with the name "Elon Musk" and the account will be opened since the bank doesn't need to verify you're actually Elon Musk. There is no need for any "insider" to make this work. To forestall this the CBN needs to implement stringent requirements for the opening of all tiers of accounts but that defeats the point of tiered accounts. Finance inclusion is on one end of the scale and fraud is on the other end and the CBN needs to balance it well. Brutee:I could always play online because I mostly play F2P games (eg Apex Legends as shown in the screenshot above) which do not require a PS Plus subscription to play. That was not the reason I bought the account in the first place. Moreover the account you gave me got blocked (account changed by owner) even without downloading any games on it so either way you still owe me an account or a refund. |

Brutee:Hello everyone, I paid Brutee on Thursday night for a PS Plus account, the account worked for a total of 5 minutes before the owner changed the password. He was going to get me a new one on Friday, but no feedback since then so I messaged him this morning to find out how far with the account or if I'd be getting a refund instead (in case he wouldn't be able to provide it) then he decided to block me instead. First screenshot is on Friday, second is today when he blocked me.
