Every militaries in the world engaging in any conflict or war, will first of all, expend all of their OLD STOCKS, before laying hands on their new munitions. Everything Iran has been firing is from stocks they produced from 2003 downward. The munitions (especially Tomahawk cruise missiles) US is expending are those that are nearing their shelf lives. No sane military will start war with their new stuff, they will hold them for proper use. In the case of Russia, there are millions of munitions in thousands of stores all over Russia that is needed to be expended before they fully expire.
I hope you understand it now. Russia will not hit Ukraine like it want to, because of a lot of reason. If it's a war between Russia and NATO, you will see the difference.
