The location is different,  but at least you get an idea about the quantity of various items I purchased. For example, your decking should not take more than 250 bags of cement. My duplex has not yet been roofed.

That's not a problem. I am not based in Nigeria. The building is for my vacation and future retirement.
Someone has to keep contractors and engineers honest.  That, by itself, is a lot work in naija; you know what I mean  . He is not a builder by profession.

Police spokesman Yemi Ajyai said Monday the 17 officers were taken to Abuja for questioning over the videotape, which aired on the Arab TV network Al-Jazeera last month.

The killings supposedly took place last year after clashes with Muslim militants in northern Nigeria.

The footage shows two uniformed men forcing seven young men to lie face-down at the side of a busy road. The uniformed men then fire into the men's backs. The footage could not be authenticated by The Associated Press.

Boko Haram sect militants sparked violence in late July that left 700 people dead.

This sounds good. But remember the other audience here, those in naija. Lack of constant power in Nigeria may be an issue. The “bad boys” may first kill your generator, if it is on at all.  A building located in the village may not have response unit service. Always back these up by storing extra phone(s) and good batteries (reserved for emergence purpose) in the room to call trusted ones within the few minutes you have the opportunity.

I do not imply knowing all the industrial standards for such a room.
Construction should be based one’s needs. The room can be in any floor. The important thing is which one can you get to ASAP. If you can afford it, there is nothing wrong having one on each floor. How long the holding place should be designed for depends on the location of house; that is, consider how long it might take to get help from others. Note that I said help from others. In naija, you cannot always depend on the police, who might not be well equipped with adequate communication systems. The main concern for the room should be safety, not luxury.
