Not all roads are tarred, very true. However, major roads are tarred and have good drainage. When you go to Flood prone areas, they have emergency response squad that issues privy warnings and measures to take before the disaster. Also, they have emergency response squad that standby in case some become trapped; using helicopters, drones and other methods.
