Every investment comes with risk. You can invest and lease it out to someone which is like sales too.

You can also invest in other states apart from Abuja which I think is their headquarters

So Boko haram, and all these bandits are not showing you clearly that Nigeria is at the verge of collapse. Anyone investing in Nigeria should be very careful especially in a location that's posing threat to the society at large.. The only assurance investing in Abuja is that its the capital and no way capital can have major problem except the country is just done already.

However, for places like bornu, maiduguri or these core northern region. Its very risky and one has to be double careful.

Pray God help Nigeria. Its sad how we've arrived at this point. If there was peace believe me there will be lots of developments in major cities in Nigeria.
