Kiev is the last resort. If the Ukrainians refused to heed to Russia's demand in the ongoing discussion, they will have no choice but to smash into Kiev.

D Gsm example you gave, there's no monopoly, anyone can easily switch to whatever service provider dey desire, d competition is high, thus, dey have to improve their services, likewise d TV service u mentioned.
But, with power, u can't pick who and who to supply u power.
One of d richest men I think in Brazil, had a monopoly for GSM service and their service was a mess till oda competitors stepped in
