CHAPTER ONE
INTRODUCTION
1.1 Background to the Study
Value management practice is not new; its origin could be traced back to the days
of World War II when it was introduced into the American manufacturing industry even
though it was then referred to as Value Engineering (Cheah and Ting, 2005). Value
Engineering was introduced to the construction industry by the United States Department
of Defense and Navy in 1960. According to Kelly et al (2004), value management
practice has been adopted by several countries including United Kingdom, China and
Australia. Value management is a structured, organized team approach to identifying the
functions of a project, product, or service with recognized techniques and providing the
necessary functions to meet the required performance at the lowest overall cost (SAVE
International, 2001). Although some schools of thoughts tend to distinguish value
management from other relevant terms such as value engineering and value analysis, it is
more widely accepted that the term value management can be used to represent other
related value methodologies (Shen and Liu, 2003).
The construction industry plays a vital role in Nigeria’s economic growth and
development. It is also responsible for a large portion of total fixed capital investments
(Omole, 2000). However, the Nigerian construction industry can easily be described as
the ‘sleeping giant’ within its continental neighborhood in terms of service delivery and
satisfying the needs of its clients (Kolo and Ibrahim, 2010). The Nigerian Construction
Industry is also responsible for employing approximately 8 million people, having a
population of approximately 140 million and this represents approximately 20% of
Nigeria’s workforce (National Bureau of Statistics, 2006 cited in Kolo and Ibrahim,
2010), perhaps, making it the largest employer of construction labour in Africa. Despite

Hello everybody, there's an heated argument here, though it's not leading anywhere and it's not gonna add anything to our wallet. if you've ever been in a very tough arguments over the smallest thing you will know what's up here, I'm talking about an argument that you would feel like ignoring to ask us if we ever create time to make ourselves productive , eyes are all red here over this thing , we just want you guys to help us by telling us who's wrong and who's right between PERSON A and PERSON B.
we've been on it since morning till now.

Here's what happened::

We wanted to buy a game voucher on Walmart.com (a supermarket's website in the united state) so we needed someone to pick up the order for us and send it , we paid and they got everything ready for the person picking on our behalf at the store, the person's name has been authorized on the order.....

So, a ready for pick up email was sent to us, the mail contain everything needed (order number and the store address) an attachment of what the order looked like is the one attached to this post..

Store requirements are ::
(1)come with an ID that matches the name on the order
(2)Know your order order number
(3)be sure you're at the right store (lots of different Walmart store are within on zip area

So person A who is a friend to the person living in the United State sent this picture of "the ready for pickup" to the person living in the United state.
Unfortunately the person living in the United state went to the wrong store and they told him stories because the order number doesn't exist on their own system....


That's the PROBLEM... GOING TO THE WRONG STORE ....... now here's the argument

Person A said the CAUSE of the problem is the PRINTED DOCUMENT sent to the man (the one below) that contain every info needed (order number, store address, and reminder to bring along an ID card)

Person B said out of all the reasonable things one can think of that could lead to the problem of him going to the wrong store, SENDING HIM AN ATTACHMENT THAT CONTAIN EVERY REQUIREMENT IN DETAILS CAN NEVER BE A PROBLEM or a contributing factor.





Which one of them is wrong?
