NATO was not founded to challenge USSR. The idea of NATO was birthed when the USSR were annexing all the countries in Eastern Europe up to East Berlin.
The war took a toll on Europe resources and capability and the remaining free country feared a repeat of the war if communist ideology of the Soviet Union was allowed to spread West.
