For the record I think anybody can produce an antiseptic, a disinfectant or an air freshener so far you have mastered the act, it just involves mixing few analysed chemicals in the right ratio and proportions. The problem is that he is not eligible to use any certificate that is HND or BSc and above because not having Nysc discharge certificate or exemption letter renders that certificate invalid in Nigeria. so he should have applied using waec only from the start and not a BSc or HND or MSc. So he is still guilty
