You got it wrong.
ACN states though can do more are actually at over 70% of expected performance. Quote me anywhere.
As for the welfarism you talk about, yes quite alright but fact is there is little they can do without the attainment of some social economic success of the Nation at large which unfortunately cannot be done without the Center.
Though am also a diasporan but i have a good knowledge of how things work and am very conversant with the locality as i normally visit Nigeria nothing less than six times a year.
Let me give you an example
As at January 2012 the cost of a 50KG bag of rice stands at about N7000 now N12000, a bag of garri formerly N2500 now cost 6000 as a result of inflation. How do you expect People getting paid N10000 to augment the difference since Osun state that pays them is not getting an increase in its income?
Fact is the states have little they can do in the aspect of Welfarism unless there is substantial improvement in the performance of the center.
The only area they have no excuse for is infrastructural development and they are not failing in that aspect.
And with adequate infrastructures the locality will get better as a result of more industries which normally follows infrastructural developments. Translating to more jobs and improvement in the Lives of the people.
Education is one sector they have taken the Welfarism head on. You need to visit Nigeria and see for yourself. Try this.
