the EFCC don't need hearsay to go court but need to gather fact, to investigate, to build a case also to prosecute. mind you Aliko Dangote did present hearsay but facts, he called out to authority to do the needful, I believe the State is supposed to have swing into action from that point.

for the fact EFCC don't need petitions before they come or go for any individual. all they need is hearsay (like you called it), then they start investigating individuals. why do you think, alcoholism is now tradition with police officers? it all started from them locking around beer parlor and pubs back then just to gather info.
