I guess you can still upload document even after portal has closed as long as you have registered ( that's was what I was told at the NYSC secretariat when I was having my issues too)

Okay. Have you tried sending them a mail message? If not, try to. Make the subject of your mail. URGENT: Non-Evaluation of Documents.
Seems it was omitted, they might thought they've checked it.
Or your institution is not accredited with them so they don't recognise your documents.

Best thing to do, is to visit Abuja 2 the National Directorate Headquarters and lay your complaints.. That should solve it once and for all.
