I have thought over this issue for some period of time and have come to the conclusion that this is the bane of examination corruption, sexual harassment by lecturers, missing script, miscalculation of scores e.t.c in our universities. For example, a course was written by a set of students, they were all happy after the paper and began predicting A's or even A+ in that course due to how easy the questions were. But to the surprisr of the students, nobody had a C in that course. He practically shared E's to the lucky students and F's to the unlucky students. It was later discovered that he submitted the result a day after the papers were written. He also wanted to prove that "una tink say una sabi book abi, i go show una" and that they needed to grease his pocket. Nothing could be done to him. There are many more of these stories in our universities, we know of ladies being sexually harassed by lecturers and marks being awarded according to the mood of the lecturers. My suggestion which i want students to fight for and even a law passed to rectify if necessary is that exam scripts be returned after marking is done. It will reduce 1. examination corruption 2. sexual harassment 3. missing scripts 4. Miscalculation of scores written by Olaniyi Seyi Pls share ur views |

The Peoples Democratic Party Presidential Campaign Organisation alleged on Friday that the All Progressives Congress was planning to announce fake presidential election results after the poll next week onRadio Chanji. The Director of Media and Publicity of the campaign organisation, Chief Femi Fani-Kayode, who made the allegation at a news conference in Abuja, said available facts before the Federal Government indicated that the APC had a strong link with the broadcasting station. Fani-Kayode further alleged that the APC would use the radio station being operated from outside Nigeria, to spread dangerous propaganda to cause chaos after the presidential poll next Saturday. He said, “We believe that we have been vindicated on our report just two days ago about the existence of Radio Chanji. This is despite the denials and the lies by the APC about the true situation of things and about their dastardly intentions and sinister plots to use the station for nefarious purposes.” He also claimed that the Nigerian Broadcasting Corporation had confirmed that the radio station existed and, that it was possible that its operations, which had been going on for some time, are being conducted from outside the country. He said the latest revelation by the NBC was of great concern to the ruling party. He said, “Once again, we wish to point out the dangers of this radio station and the evil intention of the people behind it. “Apart from anything else, they wish to use the station to announce false results after the up-coming elections are conducted.” But APC denied ownership of the broadcasting station. The presidential candidate of the All Progressives Congress, Maj.-Gen. Muhammadu Buhari, has asked President Goodluck Jonathan to respect the wishes of Nigerians for credible polls. Buhari spoke while addressing Eze Ndigbos of the 19 Northern states and Abuja at his campaign office in Abuja on Friday. The APC candidate said he had realised that multi-party democracy remains the best form of government since the collapse of the Soviet Union. According to him, ordinary folks did not leave him alone to enjoy his exit from power after he was released from detention even when they knew he was not rich. Buhari said, “I was sitting at home after leaving detention; I thought people will leave me alone because they know I am not rich. I don’t even have a filling station not to talk of oil blocks. “So, I thought I lost their sympathy but people kept on coming to me; there was nothing I could do. And then I speculated that maybe if I join partisan politics, I will get into a position to be heard.” He, however, said democracy as the best form of government would only make meaningful impact when the government respects the rights of citizens to elect those who govern them. Buhari said, “Let the government respect Nigerians as individuals to choose those they want to represent them and to lead them and Nigerians will be surprised to see how peaceful this country is going to be. “I think in a part of every human being, there is an element of rebellion. If you try to force a human being to do what he doesn’t like, he will develop a way of resisting it but if you develop a system; you persuade him to accept the system, then justice must be done and you will be surprised how peacefully you will live.” He said the last 16 years of Peoples Democratic Party rule had been a disaster as public institutions collapsed with the business community the worst hit. The APC candidate added, “Where were we 16 years ago when PDP took over this country? And where are we now? How much was the Naira then and how much is it now? The Naira now is about N230 to one US dollar and I think as a community, you are hit the most in Nigeria than anybody else. “You are those that go out from Singapore to China, all over the world, you order things, you don’t order in Naira, you order them in Dollars or Pounds Sterling or Yen, now you need trailers of Naira to maintain your businesses.” He, however, urged Nigerians to vote out PDP for the APC to rebuild the country. Former Vice President Atiku Abubakar has explained why he has not been attending the campaigns of the All Progressives Congress presidential candidate, Gen.Muhammadu Buhari. Atiku, in an interview with BBC Hausa, in the early hours of Friday, said he had not been invited to the APC presidential campaign rallies. He said he would not attend the campaign if not invited. The former vice president was an aspirant in the presidential primaries in which Buhari emerged the winner. He said, “There are minor irregularities in connection with the system being followed by the campaign team of General Buhari but we are trying to correct it. They need to check the strategy they are adopting. Atiku said he had informed the director of the Buhari Campaign Organisation, Mr. Rotimi Amaechi, about the issue. “I told him that if he did not invite me, I will not go,” he added. A Former Federal Commissioner of Information, Chief Edwin Clark, has said that the Economic and Financial Crimes Commission has lost focus. He called on President Goodluck Jonathan to re-organise the anti-graft agency for effective discharge of its duty. Clark spoke while addressing a press conference in Abuja on Friday. The Ijaw leader said the anti-graft body had lost focus of prosecuting corrupt officials but now go after those involved in cyber and petty crimes. Clark spoke against the background of the claim by the All Progressives Congress presidential candidate, Maj.-Gen. Muhammadu Buhari (retd.) that his fight against corruption would start on May 29, 2015 if he wins the March 28 election. Asked whether he was calling for the removal of the EFCC Chairman, Mr. Ibrahim Lamorde, Clark said “anything can happen” during re-organisation. Clark said, “APC is not qualified to fight corruption contrary to what Buhari had said during his campaign. “Buhari has always anchored his campaign promises on two planks: to wipe out insecurity and corruption. With the renewed offensive against the terrorists leading to the killing and dislodgement of the Boko Haran anarchists, the first campaign plank of Buhari has been given a technical knock-out by Jonathan and the world is witnessing the reclaiming of all territories hitherto held by Boko Haram. “This leaves him on a one-legged platform. Again on the remaining plank; corruption, Buhari himself got jittery and gave himself another technical knock-out when he said he would not probe past leaders. With this development, Buhari has conceded that he has nothing more to offer the good people of this country. “I am puzzled to hear Buhari say that whoever has been indicted of corruption between 1999 and the time of his swearing-in would be pardoned. According to him, like a village sports man, he will draw a line, anybody who involves himself in corruption after he assumes office on May 29, 2015 will face the music, while no matter how corrupt a person has been before then, he or she would be asked to go and sin no more. “One wonders if Buhari knows what the law says about corruption. The declaration of Buhari clearly shows that he and his co-travellers in APC are bare-face liars, hypocrites, dishonest, insincere and lack integrity simply because they want power and are bent on pursuing it to psychotic level. “What is Buhari really afraid of? Why is he promising a blanket pardon to all corrupt office holders before the election? Is that his new selling point? Supposing it was possible for Buhari to win election which is not, can he start the fight against corruption with himself and his APC cohorts since most of them are already standing trial in court?” The Ijaw leader added that allegations of corruption against some prominent leaders of APC were within the knowledge of the anti-graft agencies but were not being investigated.” Meanwhile, EFCC has refuted allegation that it was being used to probe Jonathan’s political opponents. The agency also dismissed a claim by the spokesperson for Mohammadu Buhari Presidential Campaign Organisation, Shehu Garba, that Lamorde was being accused by the commission’s workers of corruption. The Head, Media and Publicity, EFCC, Mr. Wilson Uwajaren, who spoke at a news conference in Abuja on Friday, described as forgery a document containing the names of certain opposition figures such as APC National Leader, Asiwaju Bola Tinubu and former Vice-President, Atiku Abubakar, among others, said to have been marked for probe by the commission on the instruction of Chief of Staff to the President. Uwajaren further dismissed claims that the commission owes its workers. The All Progressives Congress Presidential Campaign Organisation on Thursday described the President Goodluck Jonathan administration as the most reckless and corrupt in the nation’s history. It expressed regret that apart from its corruption and reckless behaviour, the Jonathan administration had achieved an unprecedented distinction in dividing Nigerians along ethno-religious lines. The APC campaign organisation added that the Jonathan’s administration had destroyed international relationships that took the country many years to build. The Director of Media and Publicity of the APCPCO, Mallam Garba Shehu, said this at a press conference in Abuja. He explained that since President Jonathan took over power over four years ago, the Economic and Financial Crimes Commission had not recorded a single high profile conviction. This, he said, was in stark contrast to the EFCC’s past record, where former governors and other senior public officials accused of defrauding the Nigerian people were tried and prosecuted. Shehu said, “Thus, we can safely say that President Jonathan has muzzled the EFCC. He has turned one of our country’s most respected and revered institutions into a toothless bulldog without even as much as a bark. “It is startling to see the dexterity with which the President sacked the former chairman of the SURE-P scheme owing to his pronouncement on the desirability of change. The Independent National Electoral Commission said it met on Monday to consider field reports from the public demonstration of Smart Card Readers conducted in 12 states on Saturday. The states were Rivers and Delta (South-South), Kano and Kebbi (North-West), Anambra and Ebonyi (South East), Ekiti and Lagos (South West), Bauchi and Taraba (North East) as well as Niger and Nasarawa (North Central). A statement issued by the Chief Press Secretary to the Chairman of the commission, Mr. Kayode Idowu, in Abuja on Tuesday, said that INEC observed that its decision to deploy SCRs for the 2015 general elections had four main objectives. These objectives, according to him, are to verify Permanent Voter Cards presented by voters at polling units and ensure that they are genuine, INEC-issued (not cloned) cards. He said that from the reports on Saturday’s exercise, this objective was achieved 100 per cent. Another one, according to him, is to biometrically authenticate the person who presents a PVC at the polling unit and ensure that he/she is the legitimate holder of the card. In this regard, he said there were a few issues in some states during the public demonstration, but added that overall, 59 per cent of voters who turned out for the demonstration had their fingerprints successfully authenticated. Nevertheless, he added that the commission, in agreement with all the registered political parties, decided that “where biometric authentication of a legitimate holder of a genuine PVC becomes challenging, there could be physical authentication of the person and completion of an Incident Form, to allow the person to vote.” Another reason for the exercise, he added, was that the SCRs provided what he described as disaggregated data of accredited voters in male/female and elderly/youth categories. He said this disaggregation was vital for research and planning purposes, but which INEC until now had been unable to achieve. The demonstration on Saturday fully served this objective, Idowu added. Civil servants in Osun State on Tuesday staged a protest against the alleged non-payment of five months salaries by the state government. The workers, who were led by the Chairman of the Trade Union Congress in the state, Mr. Olatunji Akinyemi, marched through the Osogbo/Gbongan road, chanting anti-government songs. The workers said that apart from the failure of the Governor Rauf Aregbesola -led administration to pay them the outstanding salaries, the same government had refused to remit pension deducted from their previous salaries to their various retirement savings accounts. They claimed that the governor was busy spending the state’s resources on campaigns of the All Progressives Congress and left workers to suffer untold hardship. The TUC chairman, who spoke in an interview with our correspondent, said that workers who were due for promotion since 2013 had been denied their rights, adding that the government had not shown that the workers meant anything to his administration. He said, “We are out on the street today to protest the non-payment of our salaries. The government owes us five months. “Apart from the salaries, the loan repayment deductions, pension deductions and union dues deducted from our salaries were not remitted to the appropriate quarters. “The workers say no to non-payment of our salaries. We say no to illegal withholding of fund deducted from our salaries. The government has refused to pay its part of workers’ pension; the ones deducted from our salaries were not remitted.” He said that no worker could go on retirement now with this situation because they would suffer if they tried it. One of the workers, who identified herself as Kemi, told our correspondent that she and many of her colleagues trekked an average of six kilometres everyday to and from their places of work. Despite going through this suffering, she added that they have not been paid a dime since October 2014. However, media aide to the governor, Mr. Semiu Okanlawon, promised to send the position of his principal on the protest. Arrangements have reached advanced stage to receive the presidential candidate of the All Progressives Congress, Maj. Gen. Muhammadu Buhari, who is due back in the country on Friday. It was learnt in Abuja on Wednesday, that while some of his supporters are pushing for a carnival-like reception for the general, others are angling for a less flambuoyant approach in line with his well-known penchant for modesty. Our correspondent learnt that while a final decision had yet to be taken, events lined up for his return are still being kept a secret. However, the APC is not leaving anything to chance as it is going ahead with preparations for its grand finale rally in Abuja. The rally, which was earlier scheduled to hold on January 29, had to be postponed indefinitely following the shift of the date of the elections by six weeks. When contacted, the National Publicity Secretary of the APC, Alhaji Lai Mohammed, confirmed that the party’s presidential candidate would be back in the country at the weekend. The All Progressives Congress Presidential Campaign Organisation on Wednesday described the wife of the President, Dame Patience Jonathan as “an incredibly crude woman.” The party also commended Nigerians for putting up with her. The campaign organisation was reacting to a report that Mrs. Jonathan described the APC Presidential candidate, Maj. Gen. Muhammadu Buhari (retd.), as brain dead at a campaign rally in Lokoja, the Kogi State capital, on Tuesday. The President’s wife also warned women against voting for Buhari because, according to her, the APC presidential candidate would put women inpurdahand trample on their rights. Patience had added that old people might not reason very well because of their ageing mind. She said, “Vote for my husband, Jonathan. Do not vote for Buhari. He is an old man. People, when they become old, may not reason well and their brain may even be dead.” But in a statement signed by the APC’s campaign’s Director of Media and Publicity, Mallam Garba Shehu, in Abuja on Wednesday, the party said the President’s wife was insultive. Shehu stated, “It is not only insulting for Mrs. Jonathan to describe Buhari as “brain-dead, it is also demeaning of her status as the President’s wife to speak in the manner with which she did.” The APC campaign urged President Jonathan to caution his wife. Shehu said it was “discourteous and inexcusable for a wife of any President with a modicum of decency to make such a false and infantile pronouncement about the health status of another man on account of politics.” The APCPCO recalled that in recent times, Mrs. Jonathan had made statements “invoking violence like she did in Calabar over the weekend, when she urged the PDP supporters to stone all those canvassing for change.” Shehu stressed that it was below the standard of a wife of a President to stoop so low to call for violent attacks against members of the opposition. There were revelations in Abuja on Monday on why President Goodluck Jonathan and the national leadership of the ruling Peoples Democratic Party were angry with the Chairman of the Independent National Electoral Commission, Prof. Attahiru Jega. A week-long investigation by our correspondent in Abuja showed that the President and his party are not happy with Jega over his insistence that the commission would use the Permanent Voter Cards for the election. The PVCs were used for the conduct of the governorship elections in both Ekiti and Osun states, which were won by the PDP and the All Progressives Congress respectively. Apart from this, the President and the party were also angry that the commission was going ahead with its decision to use card readers. This technology was however not used in both Ekiti and Osun states elections. The commission has said that the card reader can only read PVC issued by it and that any person that shows up at the polling unit without a PVC or with a card not issued by INEC will not be able to vote. It was learnt that the Presidency and the ruling party were not totally against the use of the PVCs, but they were not happy with the use of card readers. A worker in the Presidency who spoke with our correspondent on Sunday queried the insistence of INEC under the leadership of Jega to go ahead with the two items. He said, “Now, what we are saying is that yes, the PVCs were used in both Ekiti and Osun governorship elections but the way and manner the PVCs are being distributed now is suspicious. “Look at the figure of those who have collected from the northern part of the country and look at the figure from the southern part, where President Jonathan hails from. “If the election is going to be by ethnic sentiment alone, you will know that our President has been defeated already. So, that’s the reason. “Look at Ogun and Lagos states, which we all know are politically sophisticated. Why are the electorates not picking their PVCs? We are worried.” In terms of PVCs collection, figures released by the commission indicated that Ogun State is lagging behind among all the states of the federation, including the Federal Capital Territory. In the state, only 808,590 out of the 1,829,534 registered voters had collected their PVCs. This figure represents a mere 44.20 per cent. But the commission said that 1,387,401 PVCs had been delivered to the state. Lagos State with 5,822,207 registered voters had recorded 63.44 per cent of the PVCs collection. This shows that 3,693,355 of the cards had been picked by their owners. But the commission said that 5,558,062 cards had been delivered for voters in the state. This means that there are 1,864,707 PVCs yet to be picked by their owners in the state. When asked whether the refusal of the owners of the PVCs to pick them up could be attributed to Jega, the source said that the commission should embark on more enlightenment. On the issue of card readers, a member of the National Working Committee of the party, who spoke on condition of anonymity, said that there was no way the machine would be effective in the area of accreditation of voters. A video purporting to show the executions of two alleged spies has been released by terror group, Boko Haram. In the video, released on Monday, one of the men is made to make a full confession, explaining his ‘crimes’ to the camera, before the pair were beheaded and their bodies shown to the camera. The gruesome execution video echoes those posted by Islamic State and is the second released by Boko Haram. The video, called ‘Harvest of Spies’, was posted Monday on Twitter by Boko Haram, the SITE intelligence group said on Monday. It starts by showing a man kneeling in the foreground with a group of Boko Haram fighters approaching him, holding a flag used by militant Islamist groups. In a theatrical display previously seen in the execution videos released by ISIS, the men line up behind the victim. The video then cuts to show two men, identified as Dawoud Muhammad and Muhammad Awlu, led by Boko Haram fighters before being made to kneel. One Boko Haram fighter, whose face has been blurred by the militant group, stands behind Dawoud Muhammad, holding a large knife. Muhammad tells the camera that he is a farmer from Baga, in Borno State, and is then made to answer a series of questions at knifepoint. Muhammad revealed that hat he had been approached by a police officer who offered him money in exchange for infiltrating Boko Haram. ‘We went to see a man from Mijka and a police officer that was with him. The officer gave me 5,000 Naira (£16.20),’ Muhammad tells the camera. Entrances to many filling stations in Lagos and other parts of the country remained shut to motorists on Sunday following a sharp drop in the supply of petrol to the market. Findings byThe PUNCHrevealed that oil marketers were no longer interested in importing the product mainly because of the rising exchange rate of the dollar to the Naira. The other factors responsible for the marketers’ action are delayed subsidy payments and rising interests on loans from banks. An official of a major marketing firm, who declined to have his name in print, said, “I am afraid that we cannot continue to import petrol because it costs more now to do so owing to the recent devaluation of the Naira. The rising amount of petrol subsidy arrears payable to us coupled with the high interests on loans from financial institutions, are still major issues in our hands.” Another marketer told one of our correspondents that an exchange rate of N226 per dollar was demanded on import duties contrary to the inter-bank exchange rate of N198 posted on the website of the Petroleum Products Pricing Regulatory Agency for the pricing template of PMS approved on February 19, 2015. The major marketers import close to 60 per cent of petrol consumed in the country while the Nigerian National Petroleum Corporation imports the balance. Our correspondents observed on Sunday that the states hit badly by scarcity of petrol were Lagos, Ogun, Oyo, Bayelsa, Ondo, Ekiti, Kaduna, Delta, Plateau, Akwa-Ibom. Abuja, the nation’s capital, appeared to be the worst hit by the shortage. The Chairman, Nigeria Union of Petroleum and Natural Gas Workers, Lagos Zone, Alhaji Tokunbo Korodo, said the depots did not have enough products to serve filling stations across the country. “If there were enough to go round, tanker drivers, of course, would move products to the areas of need. Nigerians should not be surprised that this is happening now. It is really unfortunate,” he said. In Lagos, many filling stations did not sell petrol but those that were open for business had long queues of motorists to contend with. Although their pump prices remained N87 per litre, black market operators sold 10 litres for N1,200, i.e N120 per litre. Drivers of commercial buses capitalised on the situation to increase their fares. For instance, fare for Ojodu-Berger to Magboro, which hitherto was N50, was N100 on Sunday. One motorist told one of our correspondents in Lagos that, “If our fuel finishes now, we will go and queue to get another fuel. Now that we have fuel, passengers would have to pay more until the situation improves. It was a Herculean task for motorists in Sango-Ota, Ijebu Ode and Abeokuta in Ogun State to purchase petrol from the stations. Although most of the stations sold petrol at the regulated price of N87 per litre, the Oando Filling Station in Ijoko, Ota sold it for N100. A motorist, who bought from the said station demanded for and was issued a receipt which she forwarded to one of our correspondents. In Ibadan, Oyo State, one of our correspondents had learnt on Friday that the scarcity was due to unsubstantiated information that petrol price would go down to N65 per litre. A manager at one of the stations in the Mokola area of the city, said the rumour seemed to be gaining ground and that the marketers were studying the situation. He said, “No businessman wants to run at a loss. The product we have now was purchased at the old price. We have not added any price to the stipulated N87 per litre of petrol but the queue is long because many people are not sure of the availability of the product in a few day’s time or why some fuel stations are not selling. “Those who are not selling must have exhausted their product and are unwilling to buy more at the old price because of the fear that the rumour of a new price of N65 per litre could be true. If we buy today at the current price and government slashes price tomorrow, who pays for the deficit?” The situation was the same in Ado Ekiti, Ekiti State on Sunday as many filling stations rationed the product. A station along Adebayo Road which on Saturday sold the product for only two hours in the evening and did not on Sunday. Motorists and commercial transport operators went to the hinterland where petrol sold at a higher price but readily available. The price ranged between N100 and N105 per litre. The shortage which was noticeable in Warri, Sapele, Ughelli and other parts of Delta State thinned out on Sunday. But the pump price of the product remained high in Asaba as motorists paid between N95 and N100 per litre. The attendants said the directive to sell at prices higher than N87 was given by their bosses, who they said claimed to have bought the product at a higher price . The Peoples Democratic Party has said President Goodluck Jonathan is ready to face Maj. Gen. Muhammadu Buhari(retd.) on March 28 for the presidential election. While Jonathan is the candidate of the Peoples Democratic Party, Buhari is the candidate of the main opposition party, the All Progressives Congress. The APC had alleged that both Jonathan and his party were planning to scuttle the elections as they were alleged not to be ready. The opposition party claimed that both the President and the PDP were afraid that they would be defeated during the election. But the Director of Media and Publicity of the PDP Presidential Campaign Organsiation, Chief Femi Fani-Kayode, said that it would be foolhardy of anyone to say the President Jonathan was not ready for the elections. He also debunked the claim that the ruling party and the President were sponsoring some lesser political parties to call for the shift of the elections, especially in the North-East. Fani-Kayode said, “How can anyone say we are not ready for the elections? President Jonathan is ready to challenge General Buhari anyway because he’s going to defeat him. We were ready for the last election and we are also ready for this one. “We have people coming to this office every day to strategise and we also have our Legacy House for the election. Leaders of the party from the national chairman to other members of the National Working Committee are there” Fani-Kayode also berated former Governor of Lagos State, Asiwaju Bola Tinubu and the spokesperson for the APC, Alhaji Lai Mohammed, who he said, were accusing him of many crimes, including bad health. He said, “If anybody is to talk about ill health. They should talk about themselves and not about me. “My name is Femi Fani Kayode, and nobody can kill me before my time. Nobody can cut me short and I harbour no fear of violence and I do not take threats lightly. There was outrage on Sunday over an alleged plot by President Goodluck Jonathan and the Peoples Democratic Party to freeze the bank accounts of All Progressives Congress leaders. The APC had on Saturday alleged that the President planned to freeze the accounts of Asiwaju Bola Tinubu and Governor Rotimi Amaechi of Rivers State as part of efforts to cripple the campaigns of its presidential candidate, Maj.-Gen. Muhammadu Buhari (retd.). Prominent Nigeria, including some Senior Advocates of Nigeria, in separate interviews withThe PUNCHon Sunday, condemned the alleged plot. The lawyers – Emeka Ngige, Yusuf Ali and Mahmud Magaji – said if the allegation was true, it would send a bad signal to the international community about the nation’s commitment to deepening democracy. Ngige said the action could spell doom for the nation and might actualise the prediction that Nigeria was already on the path of disintegration. He said, “My view is that such a move is unthinkable but if true is a sure road to the much predicted disintegration of Nigeria. “Any clampdown on the opposition at this time because the ruling party is afraid of defeat in the coming election will spell doom for the country. Whoever is contemplating such actions should have a re-think.” Ali said the plot to freeze the accounts of individuals was a matter of law and not a matter that was subject to arbitrariness. He said, “Luckily, we are all Nigerians; luckily we have our constitution; luckily we all know our rights. There are steps that can be taken before anybody can freeze the accounts of X, Y or Z. “If anybody has committed any offence for which you want to freeze his account, there are legal steps you must take. You cannot just wake up and say you want to freeze people’s accounts. “There must be legal reasons and if anybody’s rights are trampled upon, the person knows what to do. “But if this is true, it will send a wrong signal to the world ahead of the general elections.It will be unfortunate if temporary holders of power decide to ride roughshod on others. They should remember that what goes around comes around.” Magaji, who described the development as unfortunate, said it would portray Nigeria to the outside world as an unserious nation that is not committed to the development of democracy. He said, “Though I have not read about it (the alleged plot by the Federal Government to freeze the account of opposition leaders), if it is true, it portends a great danger to our democracy. When government acts in such a manner, what is it trying to tell the international community? “It simply means that that government is reluctant to deepen democracy or that Nigeria is not a serious nation after going through thick and thin to return to democracy. I only hope it is not true. But if it is true, it will be highly unfortunate.” On his part, the Director of Research and Documentation, Citizens Arise Movement of Nigeria, Mr. Ebenezer Oyetakin, said it was evident that the government was doing everything to frustrate and intimidate the opposition. According to him, the campaign of hate, personal attacks, invasions of campaign grounds, postponement of elections using military chiefs and attempt to sack Prof. Jega are all the glaring misbehaviour of the government. Also, a group, the Muslim Rights Concern, warned the PDP against freezing the bank accounts of the financiers of the APC. In a statement on Sunday by its Director, MURIC said freezing the bank accounts and grounding their private jets would expose the PDP as intolerant. The group said, “We cannot envision a free and fair election in an atmosphere of suppression. There can be no true democracy if the opposition cannot enjoy a level playing field, nay, if the opposition is being strangulated. “If the ruling party cannot sow seeds of nobility in its political path, it should not break the pot of integrity from where others can water a new, purer and safer political culture.” MURIC urged the Federal Government to consider the serious implications of freezing the accounts of members of the opposition for no justifiable reason. “This will amount to abuse of power. It is illegal, unconstitutional and therefore unacceptable. It is an invitation to anarchy.” According to the group, democracy is a farce when government pursues a policy of exclusiveness. It added, “No section of the community must be alienated in a democracy. The House of Representatives has for the second time on Wednesday asked the Minister of Finance, Ngozi Okonjo-Iweala, to submit the full version of the forensic audit report on the alleged missing Nigerian National Petroleum Corporation $20bn to it. The House gave the first directive on Thursday last week, following a motion moved by its Minority Leader, Femi Gbajabiamila. On Wednesday (yesterday), the House again asked the minister for the report after Gbajabiamila complained that almost one week following the first resolution, Okonjo-Iweala had not responded. He said, “Mr. Speaker (Emeka Ihedioha, presiding), we request the Clerk of the House to formally write the Minister to produce that report to every member of this House. “She has not produced the report, irrespective of the standing resolution of this House. We want to have the full report, not the snippets that they have been flying about.” The House endorsed his submission and directed the minister a second time to comply. An auditing firm, PriceWater House Coopers, had carried out the forensic investigation on behalf of the Federal Government. The Chairman, House Committee on Public Accounts, Mr. Solomon Olamilekan, told reporters shortly after the House rose that the Office of the Auditor-General of the Federation only presented a “highly-condensed version” of the report to the public. He recalled that in the condensed version, the NNPC was directed to remit a “minimum of $1.4bn into the Federation Account.” The lawmaker said that, as the committee overseeing public accounts, PAC was duty-bound to ensure that the minister produced the report. He ordered Okonjo-Iweala to submit the report not later than one week from Wednesday (yesterday). Olamilekan added, “The PAC, cognisant of the provisions of the Constitution (1999), and empowered by the resolution, hereby requests that the full report on the forensic audit by PWC, which must include the initial raft report, the executive summary, management /internal control letters, should be forwarded to the National Assembly not later than one week from today(Wednesday).” Meanwhile, the Federal Government has, in spite of the drop in its oil revenue and dwindling allocations to the three tiers of government, insisted that Nigeria is not broke. “The country is not broke, we have been meeting our obligations despite the challenges we have had with oil revenue streams but we have been doing the best that we can to improve our revenue from the non-oil sector,” the Minister of State for Finance, Bashir Yuguda, said. Yuguda spoke with journalists after this month’s Federation Accounts Allocation Committee meeting in Abuja on Tuesday night. The minister who, put the excess crude account at about $2bn, also spoke briefly on the forensic audit report and the amount to be refunded by the NNPC to the federation account. “I have engaged the minister of petroluem and we have discussed the time frame on the refund of that amount,” he said. FG, states, LGs’ allocations drop by N188.8bn in January The drop in crude oil prices market has taken its toll on the federation account as statutory allocations to the three tiers of government witnessed a decline of N188.8bn from the budgeted estimates of N688.94bn to N500.13bn in January. The N500.13bn which is contained in the communique issued at the end of the FAAC meeting, also represents a decline of N80.25bn over the N580.38bn shared by the federal, state and local governments last December. The N500.13bn, is made up of statutory allocation of N416.09bn; Value Added Tax, N63.94bn; exchange gain, N8.57bn and refund of N6.33bn made by the Nigerian National Petroluem Corporation to the federation account to settle its indebtedness. The communique attributed the decline in gross allocation to drop in crude prices from $77.53m in November to $52.34m in December. It also stated that a 33 per cent decrease in export volume between November and December 2014 translated into a loss of $159.88. The report read, “The gross revenue of N416.09bn received for the month was lower than the N490.03bn received in the previous month by N73.93bn. “There was substantial loss of revenue due to further drop in crude oil prices from $77.53m in November to $52.34m in December 2014. “Also, a 33 per cent decrease in export volume between November and December 2014 translated to a loss of $159.88m. “The shutdown and shut-in trunks and pipelines at various terminals continued to impact negatively on the revenue performance. Also, non-oil revenues performed below the 2014 budgetary provisions.” From the statutory allocation, the Federal Government received N194.34bn, representing 52.68 per cent while the states and local governments got N98.57bn and N75.99bn respectively.
