Therefore, the Rivers State House of Assembly lacks constitutional authority to probe that period because its legislative and oversight powers were suspended.

Proper oversight of Ibok-Ete Ibas’s finances during the state of emergency lies with the National Assembly, the Auditor-General of the Federation, and the EFCC/ICPC.
