Ahmad Salkida Salkida, now in his early 40s is a native of Biu, Borno State. He was the last journalist who interviewed the Boko Haram founder, Muhammad Yusuf in July, 2009 shortly before the violent uprising that led to the death of several people. He left Nigeria for Dubai about three years ago. Salkida became prominent because of his access to the Boko Haram sect. He was among the first to announce the release of the latest video on the Chibok girls. Salkida had met with Nigerian officials in the recent past over dialogue with the insurgents Barr. Aisha Wakil She is the wife of Justice Alkali Gana Wakil of the Maiduguri High Court from 2009 to 2013. Aisha Wakil, who hails from South East Nigeria, studied law at the University of Maiduguri, and converted to Islam in April 2013. Aisha was one of two women appointed to the government-initiated Committee on Dialogue and Peaceful Resolution of Security Challenges in the North. As a human rights activist, Aisha along with 25 other committee members consisting of politicians and northern community leaders were given the task of identifying and engaging key leaders of Boko Haram, and developing a framework for amnesty and disarmament of the group. She knows a lot of Boko Haram leaders and foot soldiers who called her ‘Mama.’ Ahmed Bolori He is a native of Maiduguri Metropolitan Council (MMC) of Borno State and is the coordinator of the Fa’ash Foundation and the Partnership Against Violent Extremism (Pave). He lives in Maiduguri. Bolori had been vocal about issues relating to Boko Haram. The Nigerian Army has declared a journalist, a lawyer and an activist wanted in connection with the missing Chibok school girls. Ahmed Salkida, the journalist declared wanted has rare access to the leaders of the Boko Haram insurgents, though he defines his relationship with them as a professional one. Hajia Aisha Wakil, a lawyer, is a member of the Committee on Dialogue and Peaceful Resolution of Security Challenges in the North appointed by the government of former President Goodluck Jonathan. Ahmed Bolori, an activist, is coordinator of the Fa’ash Foundation and the Partnership Against Violent Extremism (Pave) and a Peace Ambassador. A statement by Army spokesman, Colonel Sani Usman yesterday said two recent incidents indicated that the three individuals had information on the conditions and the exact location of the girls. The statement reads: “The world is quite aware of the abduction of several persons; women, children and men, including the female students of Government Secondary School Chibok, Borno State Nigeria by Boko Haram Terrorists group. “Consequently, appeal was made for their unconditional release by the Federal Government. The military also made concerted efforts to rescue them. “We also appealed to Nigerians that have any information to volunteer to the military or security agencies to enable us rescue them. “However, two recent incidents have pointed to the fact that, there are three individuals namely: Ahmed Salkida, (Ambassador) Ahmed U. Bolori and Aisha Wakil that have information on the conditions and the exact location of these girls. “Therefore, the Nigerian Army hereby declare the two gentlemen and the lady wanted for interrogation. “We are relying on the relevant laws of the land and in particular the Terrorism Prevention Act 2011 (as amended) where Nigerians could be punished for failure to disclose information about terrorists or terrorists’ activities. “This becomes necessary as a result of their link with the last two videos released by Boko Haram Terrorists and other findings of our preliminary investigations. “There is no doubt that these individuals have links with Boko Haram Terrorists and have contacts with them. The new leader of Boko Haram insurgents, Abu Mus’ab Al-Barnawi, has called for the killing of Christians and the blowing up of churches. The Muslim Rights Concern (MURIC) expresses total bewilderment at the depth of barbarism in the recent hate speech emanating from the leadership of Boko Haram. It is totally despicable and exceptionally criminal to target fellow products of the Adamic chromosome for annihilation. We have no doubt that this call could only have come from a twisted mind. Islam is love, not hatred. Islam gives life, not death. It builds and does not destroy. The Glorious Qur’an only allows Muslims to fight in self-defence (Qur’an 2:190). It forbids unjust and unlawful killing (Qur’an 6:151). It compares anyone who kills his fellow man to one who kills all homo sapiens (Qur’an 5:32). We remind the Boko Haram coercion ideologues of the moderate posture of the Glorious Qur’an towards non-Muslims. Qur’an 2:256 says there should be no compulsion in religion (Laa ikraahun fil diin). Qur’an 10:99 completely sweeps the carpet off the feet of agents of belligerence as it declares, “So you forcefully compel people to believe in Allah? But they would all have believed if Allah had wanted it so!” Our differences in matters of faith are therefore part of the deliberate and grand design of the Divine Creator. Allah also affirms in Qur’an 11:118 that there would still have been differences even if the whole world follows a single religion. So what is special about belonging to a particular religion if we do not share love? This is why Allah reminded Prophet Muhammad to limit his mission to reminding people and never to make any attempt at controlling people’s lives (Qur’an 88:21 – 22). MURIC charges Muslims all over the world to limit their religious zeal to the true dictates of Islam as reflected in the verses of the Glorious Qur’an lest they transgress. They should leave those who reject Islam alone. Our hypothesis is that Allah did not give anyone the assignment to punish those who reject Islam. This is reflected in Allah’s own words in Qur’an 88:23 – 26, “They (i.e. the non-Muslims) are coming back to Us and We will call them to account”. We therefore assert firmly, authoritatively and unequivocally that nobody can perform Allah’s role for Him. As we round up, we reaffirm our readiness to peacefully coexist with our Christian neighbours. We reject hate speeches and their authors whether from Boko Haram or the Islamic State (ISIS). The directive to attack Western interests is antithetical to the non-racial and pax vobiscum leaning of Islam. We call on the Nigerian public and the rest of the world to separate criminals from their religion and desist from stereotyping Muslims as terrorists or their sympathizers. In this regard, we welcome the recent pronouncement of Pope Francis in which he urged the world to stop equating Islam with terrorism. Although we are aware that Boko Haram is technically defeated, militarily debilitated and spiritually demobilized, it is not over until it is over. Nigeria’s security agencies still need to beef up security around Christian clerics and heighten vigilance in churches around the country. Finally, we urge Muslims in the country to demonstrate solidarity with their Christian neighbours by ensuring that Boko Haram elements are not allowed to launch attacks on Christians in their neighbourhood. We have a duty to defend our Christian neighbours at this critical stage. This is the way to keep Nigeria united. Finally God has answered our prayers; confusion in the camp of terrorist, and very soon shekau will be killed and FG will finish off the rest and peace will return happily ever after. New Boko Haram leader, Musab Al-Barnawi, Friday released a long audio tape in which he accused Shekau of massive corruption and unjustifiable killings of Muslims. Al-Barnawi, who claimed to be a founding member of the bloody group, alleged that Shekau favoured only himself and his family. He lamented that Shekau had been busy killing Muslims instead of seeking ways to attack churches and security formations. He accused Shekau of abandoning the path set by the group’s founder, [/b]Mohammed Yusuf. The new leader recalled that before he was captured and murdered in 2009, Yusuf usually subjected his Friday sermons to vetting by his top aides. He [b]challenged Shekau to confront his faction and risk his life. He, however, said if Shekau repents, he will be accepted back in the fold. Al-Barnawi’S audio tape reads in part, “[Shekau] was boasting that if we attempt to escape from his empire, his men will kill us. He is a liar. “I am not the only one that left, but eight of us left, all kitchen cabinet members. And right now two other top members are on the way to join us. “We are all here. The issue of Islam is not personal, there is no sentiment in Islam, and that is why we are here. “Nobody can dare us or stop us from it, no matter how he brags. Here we are on our own. Can’t you see how we left your empire? “We left women and everything and just left with guns on our shoulders. We would have crushed anyone that stood on our way. “We said we would not touch anyone but just go on our way to our religion. We will fight for the cause of Allah and work against personalising Jihad and against unjustifiable killings and shedding of blood. “We are out because you came out with your own cassette. We want our people to know proper Islam because Allah in the Quran forbids killings without justification. “Just like Allah gave us power to kill infidels, there are those he said we shouldn’t kill without reason. “In the Quran, Allah forbade Muslims from killing one another…and he also taught against killing in secret. If it is serious punishment, it must be public for people to know and witness it. “But once you see killings in secret, there is something fishy and this is what we noticed with Shekau. What he is doing is not Islam. “He said we should follow him and we agreed, but we later realized it is another thing and we said no. We have to stick to the Quran and what Allah said, not [follow] someone’s waywardness. “We have vowed to say the truth. If we will be killed, let us be killed. If we will be eaten, let us be eaten up and if we will be roasted, let us be roasted. “We will not leave our fellow brothers in the dark; this message of mine will get to Sambisa Forest. It will get into Shekau’s house. We have agents that will convey the message no matter how he dislikes it. “Almighty Allah is against killings of Muslims. Allah is saying better heaven and earth fall than innocent soul of a Muslim, but you have Shekau who likes killing our own people. “He is always boasting that he will kill, he will kill. Okay, continue to kill, you will also be killed. Who will dwell here forever? Everybody will die. You will also die some day. “And there is no one that will die without reaching his day of death. You can see we are here alive, all of us here sitting. Anyone that Allah did not kill you cannot kill him. The same way, you cannot stop anyone Allah willed his death. “That is why when someone boasts to kill a man, the man asks him, ‘Why are you in a haste?’ The man says, ‘If my time has come, you will not stop me from going.’ There are several verses that forbid killing of a fellow Muslim unjustifiably. “Our vow that we will practice Islam is real. That is why we left our parents, homes, our cars and everything and came to this forest. How can we then agree to see you bringing strange ideologies? “In one of our Shura meetings, someone asked Shekau how he felt about Muslims running away from their own land to the land of the infidels for their own safety. “Shekau said [the Muslims] are also infidels and should be killed like the infidels. These people are not infidels, they are Muslims running for their lives, and he insisted that they are infidels and should be killed. “Shekau is ignorant of the fact that it is forbidden for a Muslim to be killed after being chased out of Islamic Caliphate [/b]to a strange land and [when the Muslim] has not taken part in any conspiracy against Muslims. “[[b]Shekau] is ignorant and needs to be taught the rudiments of Islam. Islam is not his creation. Only Allah defines who is a Muslim and who is an infidel. “Even if you travel to a foreign land, you have no jurisdiction to say who is who until you have a basis. Anywhere you go you can’t say who is who. You can’t kill and take away people’s properties. “We fled from him with our religion for good. It is there in the books, when you are not allowed to do Islam you have the liberty to flee and follow what you know is right. “Shekau, we did not touch you, don’t touch us. If you touch us we will touch you and we are many against you. We have people in your house and even your present hideout. “You don’t know us enough; we are ready for anyone to kill us, even if it is infidels, for so long as we will make heaven and be before Allah. That is why we are countering the false ideology you are spreading. “[Shekau] said he is looking for our information. We also have your information and we are close to you. What kind of thing is this? There were states we captured as part of the Islamic Caliphate and you allowed men to be looting property. “We told you and you did not take action. We don’t know this brand of Jihad; you kill children, women and bomb people. We should be looking for infidels and not our own people. How can we be killing people in the mosques when there are churches, barracks? “It is nonsense and Allah will ask you [about it] if you don’t repent. Another thing is, [Shekau] is interpreting verses with his own opinions and the cassettes are being spread. Stop interpreting the Quran with your own opinion. We who lived with [Shekau] knew his conduct. What is not in the Hadith, he will insist that it is there. Kai, Imam, all these interpretations are your own creation. Please go and seek education and knowledge from those that know. “Nobody should believe him. People should see understanding and not depend on his lies. “Haba Imam, have you forgotten our past? Is this how we started? You forgot your days in our learning place with your two items of clothing, learning under the tree? And today you are arrogant and killing your own people because you have now got an empire? “You forgot how you rushed to pass a verdict over the case of a man over sheep? And you rushed a judgment that saw the man’s hand amputated. The same thing happened in Bama. “Five of us were sitting, and the issue came up of some fighters who married slaves. He quickly said they should be killed. The killings spread to eleven persons. Later on, the allegation turned out to be false. “Some fighters murmured and said there would be no peace with his injustices. And all these are not part of Islam. “People complained of several acts, but because [Shekau] was enjoying power he refused to take action. Who killed the Malam in Banki? Is it not you that killed him? The same thing happened to a man you brought inside and killed. “You forgot one day I told you that your wives are not aware that their husbands are alive. You dismissed me with a wave of hand. And you said their husbands should be killed. “Is it not you that killed them? Are you not the one that killed Malam Abdulmalik? He is popularly known as Baba Abdulmalik, and you killed him. “And you are killing them secretly when, in Islam, there is nothing like secret killings even of an infidel. Even if it is Buhari that comes to you following an agreement, if you killed him, it is not Islam. “Even if it is an infidel, if you killed him it is not Islam. Below is excerpts of Shekau’s words in Hausa: “All blessings be to Almighty Allah, and his His Prophet SAW. I am Imam Abubakar Shekau “This is the message to the world, to those who can understand Hausa and any other languages it can be translated for a clear understanding of the message, which is why we are sending this message to the world. “The content of my message goes thus. We have heard news going round and attributed to people we had earlier pledge allegiance to. Even though we are not against them base on the message we heard in the world radio but we are still on our ideology. “We know those we differ with, and I have written on this long ago. All we wrote have been documented with me, some eight pages and some nine pages stating their kind of ideology. “Because I stated it clear that I am against the principle where someone will dwell in the society with the infidels without making public his opposition or anger against infidels publicly as it is stated in the Quran. Anyone doing such can't be a real Muslim thick and thin. This is what our ideology proved. According to Ahmed salkida, a veteran journalist that works with the group in the past, knows the in and out of the group reveal that the new leader is not new but the son of the late charismatic founder of the group late Muh'd Yusuf who was killed after being captured alive in 2009 by the security forces.

There is strong evidence that alcohol causes seven types of cancer and probably others, according to a review that dismissed the claimed health benefits as "irrelevant". A study of existing research found strong evidence of a direct, harmful effect of drinking, even though scientists are unsure of the exact biological reasons why alcohol causes cancer. Writing in the journal Addiction, Jennie Connor, from the University of Otago in New Zealand, said alcohol was estimated to have caused about half a million deaths from cancer in 2012 alone - 5.8 percent of cancer deaths worldwide. The highest risks are from heavy drinking, but even people who drink at low levels are at risk.[/b] [b]Her review linked alcohol to cancer of the mouth and throat, larynx, oesophagus, liver, colon, bowel and breast. As the Niger Delta Avengers continues to bomb oil pipelines and sabotage Nigeria’s wobbling economy, refusing the government’s plea to lay down arms, one man from Akwa Ibom State appears to think differently about the militants. Ata Ikiddeh, a former special assistant on diaspora matters to ex-Akwa Ibom Gov. Godswill Akpabio said recently on Facebook that it took “five blown up oil pipelines” to get Femi Fani-Kayode, a chieftain of the Peoples Democratic Party, and a former Minister of Aviation, out of prison. Mr. Akpabio (Akwa Ibom North West/PDP) is the Senate Minority Leader. “This government is a joke,” Mr. Ikiddeh said of the Buhari administration, apparently referring to the government handling of its war against corruption. Mr. Fani-Kayode, alongside former Minister of Finance, Nenadi Usman, is standing corruption trial for allegedly diverting N4.6 billion belonging to the federal government for political and personal use. After spending days in prison custody, both Mr. Fani-Kayode and Mrs. Usman, were freed on bail by Justice Muslim Hassan of the Federal High Court, Lagos. When asked by a Facebook commentator, Edim Asanaenyi, if the militant group was now[b] a military wing of the PDP, Mr. Ikiddeh responded, “I am afraid to admit that – but that’s what this government is turning the Avengers into: the ‘resistance’ wing of the PDP.[/b] “A very dangerous scenario is unfolding. I wouldn’t be surprised if a copycat group in the North becomes the clandestine military wing of APC, not with their permission of course, but this is how these things begin to take shape, they get out of our control, Boko haram is our perfect example.” Mr. Ikiddeh said his analysis on the Niger Delta Avengers has never been defective. “If I tell you all PDP members in detention will be released by the end of July, you’ll wonder where I got that from (I don’t actually know how many there are but I know Omisore was arrested and detained yesterday) – just watch and start counting. “I am not sure of Dasuki and Kanu, the rumour of a coup has made their releases a security risk to the state. But I wouldn’t be surprised if some kind of House arrest is fangled out for this two.” PREMIUM TIMES spoke with Mr. Ikiddeh on telephone on Friday evening, and he confirmed that the Facebook comments were his. Mr. Ikiddeh, who denied having any link with the militant group, said he was concerned with the effects the crisis was having on Nigeria. “I am not bothered about whatever anyone says. I am only expressing my opinion. And I am doing so as a patriot. I love this country. “Nigeria is still playing politics with the Niger Delta crisis. Why can’t we have a national conference, organized by the international community, on the Niger Delta?” Mr. Ikiddeh had in a previous article he shared on Facebook likened the Niger Delta Avengers to a spider that attacks only when its peace is disturbed. The article, titled “Buhari’s Calamity And The Spider In A Monkey Shadow” reads in parts: “The spider will not attack until it’s disturbed. It’s quite a unique creature, it can starve itself for days, spread out on its web and not move until one of its feet picks up a tremor coming from any of the many angles from its kingdom. The disturbance sets its digestive juices in motion as it heads for the spot where a prey has been caught, its instinct to kill and devour takes over as it weaves its iron silk around its meal, sealing all escape routes. The federal government yesterday said it had seized more than $10.3 billion, about N2.05 trillion at the official conversion rate of N199 per dollar, in looted cash and assets in the past year under President Muhammadu Buhari’s anti-corruption campaign. In addition, the government is expecting the repatriation of more than $330 million stolen from the public treasury and stashed in banks abroad. Information Minister, Alhaji Lai Mohammed, who disclosed this, said most of the money in foreign jurisdiction was in Switzerland. The government, however, did not disclose the identities of those accused of looting public funds. Details of how much of the money was returned voluntarily by former officials hoping for forgiveness or a plea bargain as well as the timelines of the recovery were also not given in the interim report released yesterday. LEADERSHIP Sunday recalls that President Muhammadu Buhari had said in London on May 14, 2016, while attending an anti-corruption summit that the names of those who looted the nation’s treasury and how much had been recovered from them would be made public in his Democracy Day address on May 29. He said, “so far, what has come out, what has been recovered in whatever currency from each ministries, departments and individuals, I intend on the 29th to speak on this because all Nigerians are getting is from the mass media because of the number of people arrested either by the EFCC, DSS. But we want to make a comprehensive report on the 29th,” the president had said. He had reiterated that the names of the alleged looters would be published, saying, “yes, eventually, it has to be done because we want to successfully prosecute them. But you know you cannot go to the courts unless you have documents for prosecution. “People signed for these monies into their personal accounts, their banks gave statements that the money is there, when it came, how much and so on.” But Nigerians who stayed glued to their television and radio sets to watch and listen to the president were disappointed as President Buhari failed to give the information. Instead, he said the information would be made public by the Ministry of Information and Culture. “Full details of the status and categories of the assets will now be published by the Ministry of Information and updated periodically. When forfeiture formalities are completed these monies will be credited to the treasury and be openly and transparently used in funding developmental projects and the public will be informed,” Buhari said on May 29. Explaining why the president did not reveal the identities of the looters, the Minister for Information and Culture, Alhaji Lai Mohammed, said he (Buhari) was advised against it due to the legal implications that may arise from the action. “Yes, he initially said so but he was advised against doing so for legal reasons. Specifically, the federal government said it recovered cash loot of N78,325,354,631.82, $185,119,584.61 (translating to N36,833,243,749.85) £3,508,355.46 (translating to N1,013,439,696.61) and €11, 250 (translating to N2,544,403.50). The recoveries under interim forfeiture which includes cash and assets in the one year period, according to Mohammed, in the statement, totaled N1.936 trillion divided into N126,563,481,095.43, $9,090,243,920.15 (translating to N1,808,685,832,792.25), £2,484,447.55 (translating to N717,668,953.53) and €303,399.17 (translating to N68,619,547.56). Funds awaiting return from foreign jurisdictions were totalled N65.928 billion, that is $321,316,726.1 (translating to N63,932,388,992.12), £6,900,000 (translating to N1,993,165,740) and €11,826.11 (translating to N2,674,701.84). A breakdown of the amount from looted funds showed that the Economic and Financial Crimes Commission (EFCC) recovered N39,169,911,023 and $128,494,076.66 (translating to N25,566,466,433.04) £2,355 (translating to N680,276.13 ) and €11,250 (translating to N2,544,403.5) as cash at hand. It also recorded recovered funds of N19,267,730,359.36 and $455,253.80 (translating to N90,581,848.59) The EFCC also accounted for N103,225,209.41 and $17.165,547 (translating to N3,415.428,886.5) recorded as recoveries under interim forfeiture bringing the total recoveries by the crimes commission to N87.643 billion. Office of the National Security Adviser (ONSA) also accounted for a total of N7.257 billion as ONSA Funds Recovery Account in CBN was N5,665,305,527.41 and $8,000,000.00 (translating to N1,591,760,000), while VAT recovered from companies by ONSA stood at N529,588,293.47. ONSA Funds under interim forfeiture was given as N27,001,464,125.20, $43,771,433.73 (translating to N8,709,202,169.2) while value of assets recovered by the ONSA is N512 million and ONSA assets under interim forfeiture N260 million, bringing total recoveries by the ONSA to N36.482 billion ICPC revenue collection recovery in CBN stood at N869,957,444.89, while its cash asset recovery was N2,632,196,271.71. DSS recoveries stood at N47,707,000.5 $1,943,000.5 £3,506,000.46 while DSS recoveries frozen in banks stood at N658,929,000.00 and $226,476.20. Also, royalty/tax/payment to FGN account in JP Morgan account, New York, recovered stood at N4,642,958,711.48 and $40,727,253.65, while the Office of the Attorney General recovered N5.5 billion and $5.5 million. Cash in bank under interim forfeiture stood at N8,281,577,243.92, $1,819,866,364.73, £3,800.00 and €113,399.17 while the value of property under interim forfeiture was N41,534,605,998.00, $77,844,600.00, £1,875,000.00 and €190,000.00. Also the amount frozen in banks was recorded as N48,159,179,518.90, $7,131,369,498.49 and £605,647.55 while the value of cars under interim forfeiture was N52.5 million. The Nigerian army on Sunday said troops on patrol in the Niger-Delta region averted attacks by militants on some critical oil infrastructures. A statement by Army spokesman Colonel Sani Usman, said troops of 343 Artillery Regiment and of 2 Brigade, 82 Division of the Nigerian Army in the early hours of today carried out patrol within the general area of Gulobokri and Eweleso, around Brass area in Bayelsa State. Usman said the patrol team encountered some armed militants in two speed boats with intent to blow up Nigeria Agip Oil Company (NAOC) pipeline in Gulobokri. He said the suspected militants opened fire on the patrol team, explaining that: “The troops responded with overwhelming superior firepower and as a result, the suspected criminals sped off from the area with many of them sustaining gunshot wounds.” He added that: “No casualty on the patrol team. Unfortunately, a staff of Nigerian Security and Civil Defence Corps (NSCDC), attached to the team sustained gunshot wound. He has since been evacuated and he is in a stable condition.” Usman also said another patrol team of the same unit of the 82 Division Nigerian Army, on patrol to Perigbene House Boat (HB) also encountered three Speed boats suspected to be containing militants about to attack another critical infrastructure in the area. He said: “The troops opened fire on them, killing most of them and injuring others. However, the casualty on militants cannot be ascertained as it was raining heavily and the raging storm could not allow troops to go on pursuit of the escaping criminals.” He added that a mop up operation has been organized for those militants that escaped with gunshot wounds and injuries as they may be receiving treatment in the neighbouring communities. He said the girl's name is not on the families' list of those missing. An army spokesman, Colonel Sani Usman had said the girl, Serah Luka was among a group of 97 women and children rescued by troops in the north-east. Islamist militant group Boko Haram has abducted thousands of other girls in recent years, rights groups estimate. This comes two days after the rescue of the first Chibok girl, Amina Ali Nkeki. The army has previously given misleading statements about the rescue of the Chibok girls - in its initial statement after Ms Nkeki was found, it used a wrong name. In a statement, Col Usman said: "We are glad to state that among those rescued is a girl believed to be one of the Chibok Government (Girls) Secondary School girls that were abducted on 14 April 2014 by the Boko Haram terrorists." "Her name is Miss Serah Luka, who is number 157 on the list of the abducted school girls. She is believed to be the daughter of Pastor Luka." But the head of the group representing the Chibok girls' parents said their own records did not match up with the details given by the army. Yakubu Nkeki told the BBC there were four priests among the parents but none with the surname Luka. Furthermore, the army said Miss Luka comes from Madagali in Adamawa state, but Mr Nkeki said all the abducted girls were from Borno state. All of you unruly folks that jump the queue at petrol stations, beat the red light at traffic junctions, drive against the traffic on highways, overtake other passengers at the airport or in banks, take heed and fall into line because the 6th phase of WAI is at hand! Minister of Information and Culture Alhaji Lai Mohammed announced last week that the War Against Indiscipline, WAI, is to be revived 31 years after the Federal Government unceremoniously abandoned it. It is to be known this time as Change Begins With Me, the minister said. It is not surprising that President Muhammadu Buhari wants to revive WAI, the most socially impactful program of his days as Nigeria’s military ruler in December 1983 to August 1985. WAI made Nigerians to queue up where they once fought and stampeded. Before the coming of WAI, chaos prevailed at Nigerian banks, airports, bus stations, food counters and petrol stations. This disorder often cost lives; in the late 1970s there were two terrible stampedes in Lagos, one at a cinema house and the other at the National Stadium. Dozens of people died in a stampede to enter a cinema theatre. Not long afterwards, the lights went out just as football fans were leaving the stadium. Dozens of people were crushed against the wall which eventually collapsed. Daily Times later published a picture of a mountain of shoes left behind by stampede victims. I remember a scene I witnessed at Lagos Airport in 1979. The departure lounge was overflowing with passengers. When the Port Harcourt flight was announced, nearly half of the lounge emptied as people rushed to the tarmac, some clutching children, dragging bags, jumping over seats and tripping over other people. In those days Nigeria Airways was the only airline in the country. Its check-in method was chaos itself, as I witnessed in Kaduna on my way to Enugu in 1982. Boarding passes were not issued until the connecting flight arrived from Kano and Airways officers boarded it and counted the number of seats available. Enter, WAI Brigade, with the stern, unsmiling Chief of Staff, Supreme Headquarters Major General Tunde Idiagbon as its helmsman. WAI took the war against indiscipline to all nooks and crannies of Nigeria. When Idiagbon told Nigerians to show their patriotism, nearly everyone obeyed by hanging the national flag on their houses. Soon, tattered green white green flags adorned every building and every house. Idiagbon however warned at one of his monthly press conferences that a flag is not meant to be hoisted 24 hours a day, that it should be hoisted at 6am and lowered at 6pm. WAI Brigade soon became notorious for its excesses. There was a famous butcher in Sokoto called Ruwa Gulmare who made a very juicy “Naman Rago Suya” near Ibro Hotel. He would slaughter 12 rams early in the morning, wash and hang them to dry by the roadside before he commenced the barbecue in the afternoon. One day in 1985 WAI Brigade descended on Ruwa’s suya spot, accused him of violating Sanitation Day by slaughtering his rams in the morning, and carted off all 12 rams in a garbage disposal truck. Everyone in Sokoto was talking about it that day. My friend Maikanti told me a story about an old woman in Suleja who had been frying akara balls long before most people around were born. One day in 1985 she made the mistake of assembling her frying pan during the sanitation exercise. A WAI Brigade volunteer young enough to be her grandson kicked and upturned the frying pan, spraying the old woman with hot oil. There was a National Concord cartoon in 1984 that depicted the launch of WAI in the old Anambra State. It showed Igbo traders running helter skelter, thinking it was the second Civil War. Indeed, when two friends and I went to Nnobi in 1984 and our Fiat car broke down at Onitsha, a top mechanic who was repairing it for us told us the story of what WAI Brigade did to his once magnificent workshop. He said soldiers arrived and towed away a brand new Peugeot 504 that a customer brought for its first service. He said he ran to the wife of the Army Brigade Commander in Onitsha who owned a Fiat car and was his customer. She managed to retrieve the car just before soldiers threw it into River Niger! Idiagbon carried his sanitation exercise into Nigerian prisons. He once visited a prison and was told that it was congested, with too many people on death row. He asked why there were so many people on death row and he was told that throughout the four years of the Second Republic, no civilian state governor in Nigeria signed a warrant to execute any condemned prisoner. According to newspaper reports at the time, Idiagbon asked how many people were on death row throughout Nigeria and he was given a figure of about 900. He summarily ordered all of them to be executed. The next day’s newspapers came out with screaming headlines that “Idiagbon orders execution of 900 prisoners.” That evening, Supreme Headquarters issued a statement warning newspapers “not to portray the Chief of Staff as a sadist.” For a man who thought that Nigerian society lacked discipline in 1983, one can imagine what he thinks of today’s Nigeria. Then, as now, Buhari’s preoccupation was to deal with men and women who stole the nation blind. What Second Republic politicians did with public funds was nothing compared to what PDP leaders did in recent years. In sharp contrast to Col Sambo Dasuki, Shagari’s National Security Advisers Dr. Bukar Sha’ib and Professor Shehu Galadanci were saintly gentlemen of the old school who were never accused of any wrongdoing. All the detained Second Republic governors were variously accused of misusing security votes, inflating contracts, trading in Form Ms and hiding money under their beds. The worst case of ostentation, which Idiagbon displayed at a press conference, were bottles of champagne specially made in France for NPN Chairman Chief Akinloye. Compare that to Dasukigate, where billions of dollars meant for wartime arms purchases were shoved directly from CBN coffers into party chieftains’ bank accounts. Bureaucratically speaking, reviving WAI is a piece of cake. Sometime last year, a civil servant sent me a text message saying that once created, the Federal Government almost never abolishes an agency. He said many pet agencies created in the years of military rule are still around as departments or units in various agencies, including WAI, which he said is still there as a unit in the National Orientation Agency, NOA. All Alhaji Lai has to do is to salvage it from NOA. When WAI Brigade bounces back, it will need a no-nonsense commander a la Idiagbon. Vice President Yemi Osinbajo is the anti-thesis of Idiagbon. Where Idiagbon was famously unsmiling, Osinbajo is a pleasant man who is always smiling. Idiagbon was a man who thought nothing of backdating a law that made a raft of crimes punishable by death. I can imagine what Osinbajo, a constitutional lawyer, pastor and ASUU member will say to that kind of law. Nor can Alhaji Lai Mohammed usefully lead the new WAI; his immaculate flowing white agbada cannot elicit fear in Nigerians the way khaki does. Perhaps, the Monday, April 27 invasion of the Ukpabi Nimbo community in Uzo-Uwani Local Government Area of Enugu State by suspected armed herdsmen would have been averted if security operatives in the state had properly beefed up security when they received a report on the imminent attack. There was an allegation that the community was successfully attacked because unscrupulous elements leaked intelligent information to the invaders. The attackers were said to have stormed the community from the surrounding bush, hacking their victims to death with daggers, knives, small axes and A-K 47 rifles. Nimbo is made up of seven villages - Enugu Nimbo, Nimbo Ngwoko, Ugwuijoro, Ebor, Ekwuru, Umuome and Ugwuachara - all of them were attacked brutally. Right now, nobody, not even the security agencies or villagers can give the accurate figure of casualties. This is because more corpses are being recovered from the bush and some victims who were receiving treatment have died. For instance, Akogwu Utazi, a relative of Senator Chuka Utazi, representing Enugu North Senatorial Zone, was said to have died at the Bishop Shanahan Memorial Hospital, Nsukka on Wednesday. Also, it is not clear whether Mr. Patrick Eze, a youth corps member and one of the three victims referred to the National Orthopedic Hospital, Enugu (NOHE) would survive. When Daily Trust on Sunday visited the hospital, it was learnt that Eze’s condition had worsened on Thursday. “We’re not sure he will last till tomorrow (Friday), and there’s no way we can allow you to enter there,” a nurse told our reporter at the NOHE. One of the indigenes of the community, Chioma Ajogwu, whose brother, Celestine, is one of the lucky surviving victims currently receiving treatment at the hospital, said: “For over a week and some days, we had police security. We also had all the youth in our community and its neighbourhood. Every day, they (security men) would keep guard in the community and its surroundings. “But immediately the security men left the community about 6am on Monday to prepare for another night, the invaders came. They came from the bush, dividing themselves into several groups,” she said. Celestine received life-threatening bullet and machete injuries on his neck, mouth, hands and back. Thinking that he had died, his attackers abandoned him. Root cause of the invasion, Daily Trust on Sunday was informed that the relationship between Ukpabi Nimbo and its herdsmen guests was severed in 2015, when the hosts demanded that the herdsmen must leave their land. They accused them of unleashing destruction on their farms as well as raping their women. Last year, a fight between the herdsmen and Nimbo people reportedly led to the loss of lives on both sides. At last, the herdsmen were said to have angrily left the community, but some of them stayed back inside the bush. “When the herdsmen left, our people rejoiced, thinking that the matter was over. We did not know that few of the herdsmen were still in the bush. Later, they wrote a letter to our Igwe (traditional ruler), telling him that they would come back for war, whether he liked it or not. They did not state the actual date of the proposed war,” Ajogwu recalled. According to her, the herdsmen had vowed to avenge the death of their brothers during last year’s fracas. To prevent the imminent war, upon receiving the threat letter from the herdsmen, the traditional ruler of Nimbo, Igwe John Akor, reportedly held a meeting with the leadership of the herdsmen and some of their notable kinsmen. He wanted to find a means of averting the attack. The response he got from the leadership of the herdsmen and their kinsmen was that nothing could be done to prevent the attack, adding that they should prepare for war. He reportedly alerted the state and local governments. Following the development, stakeholders from the local government met in Enugu to seek a lasting solution to the alleged attacks, kidnap and rape of women by the suspected herdsmen in communities within the council area. The chairman of the Transition Committee of Uzo-Uwani Local Government Area, Cornell Onwubuya, also alerted Governor Ifeanyi Ugwuanyi and the commissioner of police, Enugu State command, Nwodibo Ekechukwu, of the herdsmen’s threat. Onwubuya said the local leaders of the Fulani community also confirmed that there were attempts to bring in mercenaries to invade some Uzo-Uwani communities. He recalled that some Fulani leaders in Enugu had complained that some of their people were killed within Nimbo and Abbi communities last year. During the meeting held in the Enugu Government House, the traditional leader of Fulani community in Enugu State, Alhaji Haldo Saidu Baso, said he had lived in Enugu State for over 33 years and would not be alive to witness the kind of crisis they were talking about. Baso assured that he would talk to his people not to take laws into their hands but to always report disturbing issues to traditional rulers of the communities. Daily Trust on Sunday was reliably informed by an indigene of the community that the invading attackers were armed with AK-47 assault rifles, bayonets, small axes and knives. They wore black cloths. They also tied black cloths on their foreheads. A villager and one of the victims of the attack, Kingsley Ezugwu, who is also a former councillor for Nimbo Ward 2, spoke in his hospital bed at Nsukka, saying: “I was coming out from the house when I heard the community bell ring. I went with a friend to know what the bell was about, only to see about 40 Fulani herdsmen, armed with sophisticated guns and machetes. They pursued us, killed my friend and shot at me several times but missed. They later caught me and used machetes on me until I fainted.” He said they abandoned him, thinking that he was dead. Ezugwu said he managed to crawl out of the spot until another villager took him to the hospital. Our correspondent learnt that a team of security agents, made up of the army, police and the Nigeria Security Civil Defence Corps (NSCDC), has been deployed to the troubled area, which was deserted following the invasion. Governor Ifeanyi Ugwuanyi, who visited the area on Tuesday, not only wept openly, he also asked the people to remain calm. He declared two days of fasting and prayer for God’s intervention in the matter, and donated N5million to the community as a palliative measure. Ugwuanyi also told the people that when he got a security report on Sunday concerning the imminent attack on the community, he immediately summoned an emergency meeting of the State Security Council. A Senator, Isah Misau, who represents Bauchi Central district, came under attack by irate youth on Saturday in Ningi, part of his constituency, two persons who claimed to have witnessed the incident told PREMIUM TIMES. The two sources said Mr. Misau was in Ningi for a social function when he came under attack. It was at the social function that the Senator was pelted with stones and bottles, the witnesses said. One of them, Isa Sa’ad said Mr. Misau was attacked because of his support for the embattled Senate President, Bukola Saraki, who is under public pressure to resign because of his ongoing corruption trial at the Code of Conduct Tribunal. Mr. Sa’ad also said Ningi youth considered the Senate President as opposing President Muhammadu Buhari and that “anybody supporting Saraki is anti-Buhari”. “You are aware Isah Hammah Misau is supporting Saraki who is corrupt and against the change agenda of President Buhari,” Mr. Misau said. “And you see, Misau was sent to the Senate because we wanted him to support Buhari. But after getting to the Senate, he has teamed up with other people to support Saraki. Anybody supporting Saraki is anti-Buhari. “That’s why people were throwing stones and bottles at him. He brought four cars but left with the smallest because others were damaged. “He left his cap and shoe while trying to escape.” “I was in Ningi but not attacked – Senator Misau. The federal government’s plan to increase the availability of renminbi (Yuan) was already favouring the Naira against the dollar, the President, Association of Bureau De Change Operators of Nigeria, Mr Aminu Gwadabe has said. Gwadabe said in an interview with the News Agency of Nigeria (NAN) weekend in Abuja that since the announcement, the naira had appreciated by N10 against the dollar. NAN recalls that as a way to resuscitate the current currency slump in Nigeria, the Industrial and Commercial Bank of China Ltd and the Central Bank of Nigeria signed a deal on Yuan transactions. The deal meant the Yuan will flow freely around Nigerian banks and will even be included in the country’s foreign exchange reserves. Since 2014 when Yuan was recognised as a likely global reserve currency, Ghana, South Africa and Zimbabwe have integrated the currency into their financial markets. Gwadabe said the dollar was now changing for N310 as against the former rate of N320 and predicted that once the policy is in force, the price of dollar will continue to fall. “This new policy will help the informal payment sector. You know more than 50 per cent of foreign businesses in Nigeria is with China. “Before now, Nigerians doing business in China have to change their money to dollar, then from dollar to Yuan. ” “You can all testify to the number of made in China things in the country. So if small and large businesses can convert straight to Yuan, it’s better. “Also we are hearing that the Yuan will not only be available in the Banks but in the BDC segment as well. “It will mean more business for us because most African countries will come to Nigeria to source for Yuan and we are excited about this development and we welcome it,” he said.
