The National Security Adviser, NSA, Babagana Monguno, on Friday visited his home state of Borno, where he led all other security chiefs to reassess the ongoing counter-insurgency operation in the north-eastern part of Nigeria. The visit by the security chiefs comes a day after President Muhammadu Buhari challenged them to end the Boko Haram insurgency in three months. The president gave the order while decorating the recently appointed service chiefs. On Friday, Mr. Monguno, a retired Major General, led the service chiefs to Maiduguri, the Borno State capital, for what he described as a reassessment of the operational strategy with a view to positioning the troops to effectively actualise the directives of the president. He said he could stake out his neck for the newly appointed military chiefs and vouched for their professional competence and credibility. Upon arriving Maiduguri, the NSA, who was accompanied by the Chief of Defence Staff, General Abayomi Olonisakin, Chief of Army Staff, Lieutenant General Tukur Buratai, Chief of Air Staff, Air Marshal Baba Abubakar; and the Inspector General of Police, Solomon Arase, went into a closed-door discussion with Governor Kashim Shettima for nearly two hours before coming out to perform the perfunctory courtesy call session. “With the recent change of government, there was a tendency to replace old officials with the new structure”, Mr. Monguno said. “And amongst these replacements in the military is the change of service chiefs. This was exactly a month and a day ago in which myself and the new service chiefs were appointed by President Muhammadu Buhari, and given special mandate. The president has left us in no doubt as to what he wants us to achieve, taking into consideration that the most pressing issue facing Nigeria today is the insurgency that faces us in the north-eastern region of the country. “Ordinarily, we would have hit the ground running since our appointments, but I felt that we should wait for the Senate to confirm the new service chiefs and for the President to decorate them in their new ranks. And as soon as that is done we found ourselves here, the hottest point. That is why less than 24 hours after the decoration we have come here today. “The purpose of this visit is for all us to come and reassess the operational situation on the ground with the view to effecting the required changes at the strategic, operational, and tactical levels. “Mr. President has told us that he wants this insurgency to end within the shortest possible time; he has given a time-frame which we are all aware of. His commitment to ending this insurgency is not in doubt. He has charged us to carry out this mission, knowing full well that he has picked the people which as far as he is concerned were the best to end this insurgency. “And I can assure you that these officers seated before you are the very best which you can get. We are officers of impeccable character, unquestionable, and as far as I am concerned, they have been my colleagues, I have known them while I was in service and professionally and in terms of character they will not be found wanting. “They have reassured me that they are going to confront this problem to the best of their ability. We do not have any choice than to end this insurgency. The ball is now in our court and we are going to undertake visits to see the troops, familiarise ourselves with their situation, hear from them and then embark on a rapid campaign of counter insurgency. “While we are embarking on this campaign, which we hopefully should end very soon, we are very optimistic that under the leadership of Governor Kashim Shettima who has demonstrated extreme commitment to ending this insurgency, he would push a bit further by involving the wider society in Borno, as well as collaborating with his colleagues in other states of the northeast that are contiguous, by pulling in the larger civil society to work with the military to end this insurgency. “I will be misleading the world if I tell that this problem of insurgency will be solved by the military alone – conflict of the 21st Century is different from what we knew during the cold war era. Conflict in the 21st century is undefined, unclear; the borders, frontiers, state actors, non-state actors, are all unclear and hazy. And the only way in which we can overcome this problem is by involving the larger society. Forget the past The NSA implored the people of Borno State to forget about the mistrust of the past and join hands with the military to help end the Boko Haram insurgency. “I know in the past there has been issued of mistrust, issues of suspicion, mutual suspicion and acrimonious relationships rooted in the illusion that the military has been here to decimate the population, and so on and so forth. We want to reassure you that we are part of the larger society of Nigeria – the 170 million people, and there is no way we are going to work against your interest. “I am from this state. The chief of army staff is from this place. The chief of the air staff is virtually an indigene of Borno State by his virtue of his long stay in this place. The Chief of Defence Staff is a very thorough professional; he is a man who has a very strong relationship with larger communication and he is a man of God in the first place. “I want you to put it at the back of your minds that we are here to help you, and I want you to know that it is a two-way traffic. We want you to also join with the military in his fight in terms of giving the military valid information and sharing intelligence, by blending the larger society, reassuring them that these are people who are fighting for a good course. Mr. Monguno said he knew the new alliance would not be “easy after six years of suspicion”, “but this is the time for you to also come in under the leadership of the governor of this state and work with the military.” Responding, Governor Shettima said Borno residents had been cooperating with the military and other security agencies to end the Boko Haram insurgency that has caused the death of about 20,000 people since 2009. A visibly elated Governor Kashim Shettima said he and the people of Borno State could not ask for more from the federal government after some the best of the minds ever produced by the military from the state, in the persons of Messrs. Monguno and Buratai, were appointed to lead the war against Boko Haram. “Even Oliver Twist will be grateful for once, given the number of Borno sons that are in this team of security chiefs,” the governor said, pledging that the residents would support the soldiers in their task. “We will continue to work for the people by investing in education, so that our children and future generations do not become another new set of insurgents. We have been saying that we are against Boko Haram, that is why we see the establishment of our Civilian Joint Task Force as an act of God. “We owe them too all the gratitude for the sacrifices they have made so far. We want to end this madness of incessant killings and destruction of people’s property in not only in Borno State, but the neighbouring states of Yobe, Adamawa, Gombe, Taraba and Bauchi in the North East.” While encouraging the new security chiefs to work hard to defeat the insurgents, the Borno governor said, “If this Boko Haram madness comes to an end, your names will be written in gold; and the country and its citizenry will be proud of all of you here in Maiduguri”. The Comptroller General of the Nigerian Customs, Abdullahi Dikko Inde, has turned in his resignation letter to President Muhammad Buhari indicating he wishes to leave the job on August 18, according to sources in the presidency. Abdullahi Dikko Inde Leadership Mr. Dikko has two years to the expiration of his tenure, and it is unclear why he has decided to go in one week’s time. Our sources however note that several Customs leaders are currently being investigated for corruption and some may be fired or arrested. President Buhari is reportedly looking to fill Dikko’sposition with a Customs officer from the South-South. It is understood that President Buhari had earlier turned down the resignation letter, asking Mr. Dikko to give him time to study the Customs and its operations, but that he has now accepted the resignation. So how do we explain this? In June, Nigeria’s three tiers of government met and shared the sum of N409.3bn after the Federal Account Allocation Committee met in Abuja to disburse gross revenues for the month of May. A month later, when they met again to share that of June, the total amount was N518.54bn – an increase of 26.68 per cent. When they met to share the gross revenues for the month of July, the gross revenue had increased by almost 22 per cent to N630.98bn. The strange thing about the rise in revenue was that oil hit a four-month low of $53.33 per barrel during the period, and so the expectation was that revenue will drop. Yet it rose. The increase in revenue was such a shock that FBN Capital said in its August 5 daily note that, “we struggle to explain the marked increase in the allocation which is predominantly derived from the oil industry.” According to analysts, the factor responsible for the massive rise was the fact that gross revenues into the federation account are now being more transparently managed since new president Muhammadu Buhari took over. Yesterday’s directive by the president for all government agencies to start paying money into a Treasury Single Account (TSA) is expected to ensure an even stricter monitoring of accrued revenues. The Buhari administration has so far imposed a more transparent reporting method which ensured that revenues which used to be unaccounted for are now brought to the collective pool where they are shared. Gov. Oshiomhole recently confirmed the increase in revenue for his state. Speaking with Business day newspaper, the governor said, “I can tell you that my state got much more than it would normally get and this additional funds came because they (federal agencies) could no longer hide or cook their books.” He said, “we are already seeing the benefit of the attitude of the Buhari administration to our collective resources and this is welcome, especially because we have just started and their scope for getting better. We all can now see that the days of impunity are gone.” The increase is good news for the struggling state governments. For instance, one of the top states, Rivers, which received N8.9 billion in the month of May got an increased sum of N12.6 billion for June, while a state like Gombe got N4.37 billion which is an increase from the N2.98 billion it received in May. THE Economic and Financial Crimes Commission (EFCC) and the Department of State Services (DSS) may be heading for collision over the ongoing probe of the former Director-General (DG) of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr Patrick Akpobokemi. The former DG, who was recently sacked by President Muhammadu Buhari, has been under probe by the EFCC immediately after leaving office. Akpobokemi, a close ally of former president, Dr Goodluck Jonathan, was the first DG of a federal parastatal to be sacked recently. Though the probe was not made public, it was gathered that the EFCC had been combing the books of NIMASA to ascertain the financial outlay, as well as the projects being undertaken by the agency. While the EFCC has been going through the books in the last three weeks, it was, however, gathered that a move last week, by the Department of State Services (DSS) to take over the probe, was said to be ruffling feathers. A source in the know said that while the EFCC was fully aware of the antecedents of Dr Akpobokemi as a close ally of Jonathan, it decided to plunge into the probe notwithstanding indications that the act might be tagged as having ulterior motives. “There could be high suspicion that Akpobolokemi, who is seen as a part of the Niger Delta struggle and an ally of the former president is being probed by the authorities for being a player in Jonathan’s government. “The DSS was said to have commenced moves to take over the case as a result of what was described as security implication of NIMASA operations. “As far as the DSS is concerned, the issue of security is far more important than what the EFCC can handle and that is why it has been going about without results in the last three weeks,” said a source who is knowledgeable about the probe,” he said. The source stated that there were layers of the probe which the EFCC might not be able to handle, adding that the layers to the investigation included the financial aspect, as well as other ancillary matters. A source said the DSS was eager to take over the case, because of the alleged threats of “fire and brimstone” from the camp of Jonathan’s loyalists ahead election if Jonathan was given a second term. The source further said of DSS perspective: “This is not an issue of witch-hunt but routine security procedure that requires professionalism on our part, if only to stem any future security breach. We will ensure all is well and nothing upsets whatever that is required to move the nation forward.” The source further said the DSS believed that the entire probe was better taken over by it because “the EFCC is just wasting time unnecessarily on the man.” It was, however, gathered that the EFCC was insisting on the probe, which it had been undertaking in the last three weeks. President Muhammadu Buhari has ordered each and every Federal Government Ministry, Department or Agency to start paying into a Treasury Single Account (TSA) for all government revenues, incomes and other receipts. According to the directive, this measure is specifically to promote transparency and facilitate compliance with sections 80 and 162 of the 1999 Constitution. Henceforth, according to a statement by Laolu Akande, the Senior Special Assistant to the Vice President on Media and Publicity, all receipts due to the Federal Government or any of its agencies must be paid into TSA or designated accounts maintained and operated in the Central Bank of Nigeria (CBN), except otherwise expressly approved. A TSA is a unified structure of government bank accounts enabling consolidation and optimal utilization of government cash resources. It is a bank account or a set of linked bank accounts through which the government transacts all its receipts and payments and gets a consolidated view of its cash position at any given time. This presidential directive would end the previous public accounting situation of several fragmented accounts for government revenues, incomes and receipts, which in the recent past has meant the loss or leakages of legitimate income meant for the federation account. It would be recalled that President Muhammadu Buhari had earlier promised state governors at the inaugural meeting of the National Economic Council, NEC, in June, that all revenues prescribed for lodgement into the federation account will be treated as such under his watch and that he will ensure strict compliance with all relevant laws on accounting, allocation and disbursement. Since then the presidency has worked with relevant agencies of the federal government to evolve this policy directive. This directive applies to fully funded organs of government like the Ministries, Departments, Agencies and Foreign Missions, as well as the partially funded ones, like Teaching Hospitals, Medical Centres, Federal Tertiary Institutions, etc. Agencies like the CBN, SEC, CAC, NPA, NCC, FAAN, NCAA, NIMASA, NDIC, NSC, NNPC, FIRS, NCS, MMSD, DPR are also affected. President Muhammadu Buhari Friday in Abuja directed the Federal Ministry of Defence to produce a plan for the establishment of a modest Military Industrial Complex for the local production of weapons to meet some of the requirements of the country's armed forces. Speaking at the graduation ceremony of the National Defence College, President Buhari described as unacceptable, Nigeria's current over-dependence on other countries for critical military equipment and logistics. "We must evolve viable mechanisms for near-self-sufficiency in military equipment and logistics production complemented only by very advanced foreign technologies. "The Ministry of Defence is being tasked to draw up clear and measurable outlines for development of a modest Military Industrial Complex for Nigeria. "In this regard, it is to liaise with other strategic MDAs and industries to re-engineer the Defence Industries Corporation of Nigeria (DICON) to meet national military hardware and logistics requirements," the President said. President Buhari told the gathering that his administration had, since its assumption of office, reviewed the nature and character of Nigeria's security threats and challenges. "We recognized first and foremost, the external dimensions of these threats and the need for international cooperation and common security mechanisms to tackle them," the President said. President Buhari added that in the light of this realization, his Administration was "convinced that the best approach was to work within the framework of the Lake Chad Basin Commission (LCBC) to mobilize a collective regional effort in the fight against terrorism and insurgency. The President urged the graduates and officers and men of the Armed Forces to work harder to win the war against Boko Haram, terrorism and insurgency. "We must apply a comprehensive strategy and coordinate all elements of national power against terrorism and insurgency; we must show result oriented leadership at all levels of military Command; we must set up an optimal organization to manage and sustain operational performance; and we must show confidence and winning mentality," President Buhari told them. The President assured that the Federal Government under his leadership will strive to meet the operational, logistic, training and welfare requirements of the Armed Forces of Nigeria. He also reaffirmed his commitment to ameliorating the hardships of people living in areas most affected by insurgency and terrorism. "We have the will, resolve and conviction to apply a comprehensive strategy and coordinate all elements of national power against terrorism and insurgency," the President reassured Nigerians and the international community. PRESIDENT Muhammadu Buhari has approved several actions to fast-track the implementation of the United Nations Environmental Programme (UNEP) Report on the environmental restoration of Ogoniland. According to a statement issued by the Special Adviser to the president on Media and Publicity, Femi Adesina, in Abuja, on Wednesday, his approval of the measures was in keeping with his commitment to working for the development and well-being of all Nigerians. The actions were approved by the president based on recommendations to him by the Executive Director of UNEP, the UNEP Special Representative for Ogoniland, Permanent Secretaries of the Federal Ministries of Environment and Petroleum Resources, and other stakeholders. They include the amendment of the official gazette establishing the Hydrocarbon Pollution Restoration Project (HYPREP) to reflect a new governance framework comprising a governing council, a board of trustees and project management. The President further approved that the HYPREP governing council should be composed as follows: Ministry of Petroleum Resources, one representative; Federal Ministry of Environment, one representative; impacted States (Rivers), one representative; oil companies & NNPC, four representatives; Ogoniland, two representatives; United Nations system, one representative and a secretariat headed by a project manager. He also approved the composition of a board of trustees for the HYPREP Trust Fund as follows: Federal Government, one representative; NNPC, one representative; international oil companies, one representative; Ogoniland, one representative and United Nations System, one representative. The statement said that following a meeting held on the directive of the president, it was also agreed that a contribution deposit of $10 million will be made by stakeholders within 30 days of the appointment of members of the board of trustees for the trust fund who will be responsible for collecting and managing funds from contributors and donors. It added that a new implementation template had also been evolved at the instance of President Buhari, and the environmental clean-up of Ogoniland will commence in earnest with the president's inauguration of the HYPREP governing council and the board of trustees for the trust fund. The Boko Haram terrorist group could be beneficiaries of the money made from crude oil theft in Nigeria, members of the United States Congress said on Tuesday. At a meeting with the Bring Back Our Girls group at the U.S. Embassy in Abuja, the Congressmen urged the Nigerian government to curb the flow of the movement of such monies. They also stressed the need for the National Assembly to heighten talks on the Boko Haram insurgency and rescue of the Chibok girls. The dogged Bring Back Our Girls group articulated their stance, backed with a renewed solidarity by the U.S. Congress at the Embassy, something they were hopeful would yield result. As they sang their usual chant, they called for more efforts to rescue the over 200 girls abducted on April 14, 2014 by members of the Boko Haram sect terrorising communities in Nigeria’s north-east. The Congressmen had held talks with President Muhammadu Buhari, the Nigerian military and other government officials on regional security, counter-terrorism efforts and the Boko Haram terrorist group. At the end of their visit, a press conference was held and the Head of Delegation and a member of the Judicial Committee, U.S. Congress, Issa Darrel, clearly spelt out their thoughts on funding of the Hoko Haram activities, saying that the terrorist group could have benefited from the spoils of crude oil theft in Nigeria’s south-south region. President Muhammadu Buhari President Muhammadu Buhari is taking the war against corruption to the federal civil service, the presidency announced yesterday. Senior special assistant to the president on media and publicity Malam Garba Shehu disclosed this to State House journalists. He said the president was not happy that standard operating procedures and financial regulations were no longer observed in the public service. The president, he said, was “irrevocably” committed to tackling administrative and bureaucratic corruption head-on. “The era of impunity is gone. The president is taking the war on corruption to the civil service. He is not happy that standard operating procedures and financial regulations are no longer being observed as they should. “President Buhari will ensure that public officials and civil servants ... pay a heavy price from now on for violating financial regulations or disregarding audit queries. “On his watch, President Muhammadu Buhari wants to see firm action against those who violate extant financial regulations, and the prevarications and shenanigans that went on in the past in the form of endless probes and public inquiries.” The president had, therefore, directed the Auditor-General of the Federation to ensure that all outstanding audit queries are conclusively resolved within 30 days, Garba said. He said Buhari had also ordered that henceforth, all audit queries must be answered within 24 hours. He said the orders followed Buhari’s displeasure on hearing that audit queries remained unanswered for long periods, sometimes running into years, under previous administrations. He said Buhari was determined to end the situation in which rather than respond to legitimate audit queries, public servants violating financial regulations resorted to threatening, bribing or mounting other forms of social pressure on auditors. President Buhari had promised during the election campaign period that he would fight graft head on, describing the level of corruption in the country as intolerable.
