Barcelona have reached an agreement with Liverpool to sign Philippe Coutinho after the Brazilian put pressure on the Premier League club to let him leave, sources close to the Catalan club told ESPN Deportes' Jordi Blanco. Coutinho is set to join Barca for a base fee of €90 million (£81.6m), with bonuses that could bring the deal to €120m (£108.8m), as the Catalan club begin to spend the €222m they received from Paris Saint-Germain for Neymar last week. A delegation from Barcelona headed up by chief executive Oscar Grau travelled to Liverpool on Monday night to finalise the negotiation, sources said. The Brazilian midfielder told Liverpool earlier in the day that he wanted to leave and join Barcelona, sources close to the player have told ESPN Brasil. Liverpool reportedly rejected a an €80m (£72m) offer from Barcelona last month, while manager Jurgen Klopp said last week that the Catalan side can "save their energy" in their pursuit of Coutinho, and sources close to the club were still telling ESPN FC on Tuesday morning the 25-year-old was not for sale. But sources have now told ESPN Brasil and ESPN Deportes the deal is set to go through after the player spoke to Klopp about his desire to leave. Barca's interest in Coutinho predates Neymar's move to Paris Saint-Germain, though, and it's unlikely he's been signed as a direct replacement for his compatriot. Coutinho was a player the club felt could complement Neymar as Andres Iniesta grows older Earlier this summer, there were reports that Neymar hoped to link up with Coutinho in Paris, but Coutinho preferred a move to Barca and could now find himself filling Neymar's role as the left forward in Ernesto Valverde's side, although the club eventually see him playing as a central midfielder. The move is being led by Coutinho's agents Kia Joorabchian and Sam Kohansal, who also hope to negotiate a move for Paulinho to join Barca from Guangzhou Evergrande in the coming days. The call for restructuring of Nigeria has continued to gather momentum in recent times, with multiplicity of perspectives by advocates on the meaning of restructuring in the context of Nigeria’s situation. In the wake of recent agitations for succession by the Nnamdi Kanu-led Indigenous People of Biafra, restructuring has been interpreted by some Nigerians as a tribe’s succession from the entity called Nigeria. To others, restructuring means going back to regionalism as was the case under the parliamentary system of government in the First Republic. Many have also defined restructuring in the light of practice of true federalism, devolving powers to federating units, as against the current system that loads powers in the central government. All in all, the objective of restructuring, even going by dictionary definition, is to make Nigeria “operate more effectively.” The restructuring of Nigeria therefore is no longer a question of “if there is a need for it.” It has become a question of “how Nigeria should be restructured.” Numerous options of a possible approach to restructuring have been projected. The devolution of powers from the Federal Government to the units, with Mayors heading the 774 Local Government Areas is an option. This is the case with some European countries. With the right leadership and selfless, responsible governor, every state in Nigeria has the material resources, economic and human capacity to develop at its own pace, and even exceed the current economic status of many of its counterparts. Rather than the current practice of states going cap-in-hand to the central government for monthly allocations therefore, the advocated restructuring can allow each state to look inwards and use its resources to develop, and send a specific percentage of remittances to the federal purse. Instead of the expensive structure of having over 300 representatives at the nation’s parliament, one elected representative per state would be enough at the parliament with one chamber, rather than the existing two chambers. All efforts should be made to render the Federal Government less attractive to the politicians, to the extent that the central government would have to struggle to convince political appointees to accept employment as ministers and public officials. This is another way of suppressing corruption, which currently plagues the country. For those suggesting that Nigeria has to revert to regional system of government on the basis of allegations of marginalisation of certain tribes and nationalities over the years, the spectrum of discuss has to be broadened. First, when people argue about marginalisation of various segments of Nigeria most times, there are references to the North, South, East and West. Many hardly consider the middle. Frankly, if the ‘major’ ethnic groups in Nigeria are complaining that they have been marginalised over the years and therefore, should be allowed to control power at the centre, what hope exists for the Middle Belt and the minority groups such as the Ibibio, Idoma, Urhobo and so on? There is also a need to consider the prevailing spate of nepotism within the various states in Nigeria, especially in states that have multiple tribal groupings. The dilemma is that inter-tribal conflicts and scramble for power within various states in Nigeria cannot be wished away, as the advocacy for power devolution to federating units continues. Besides, it is true that the performance of the economy was better when Nigeria practised regionalism. Today however, there is a decay in the quality of values, responsibility and morality, compared to what was offered by the former operators of the nation’s economy and polity. There has been an unimaginable drop in the level of integrity, which motivates a public officer to empty the treasury of a state or agency given to them to run. Corruption and oppression of the poor masses by the political class are now a norm. Many things have changed. Regionalism advocates must, therefore, not assume that the same scenarios of efficient management of resources that played out in the previous years will play out if the regional structure of the early 60s is adopted again. What exists in Nigeria today is a political system whereby a few political godfathers impose wrong public office holders on the people under the political party system. These anointed office holders now assume office through rigged elections and focus on looting public treasury to settle the godfathers that chose them, while furthering oppression of the electorate and sustaining the masses’ level of poverty and hopelessness. On this basis, individual candidacy is likely to throw up better leaders than political party system. As Nigerians advocate for restructuring in the direction of devolving political powers to politicians under a regional or state structure, the citizenry must begin to focus on the individual characters that eventually emerge as regional leaders or state governors. http://punchng.com/restructuring-options-for-nigeria/ |

New signing Sead Kolasinac also had to come off before the break, while Aaron Ramsey and Theo Walcott were only substitutes because they were sick. The Federal High Court in Lagos, on Wednesday, ordered the temporary forfeiture of a property at Banana Island, Lagos, bought for $37.5m in 2013 by a former Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke. The property, designated as Building 3, Block B, Bella Vista Plot 1, Zone N, Federal Government Layout, Banana Island Foreshore Estate, has 24 apartments, 18 flats and six penthouses, according to court papers presented on Tuesday by the Economic and Financial Crimes Commission. Apart from the property, the court also ordered the temporary forfeiture of the sums of $2,740,197.96 and N84,537,840.70, said to be part of the rent collected on the property. The funds were said to have been found in a Zenith Bank account number 1013612486. Justice Chuka Obiozor gave the temporary forfeiture orders on Wednesday, following an ex parte application to that effect brought before him by a counsel for the EFCC, Mr. Anselem Ozioko. Ozioko had told the judge that the EFCC reasonably suspected that the property was acquired with proceeds of alleged unlawful activities of Diezani. The lawyer said investigation by the EFCC revealed that Diezani made the $37.5m payment for the purchase of the property in cash. It added that the money was moved straight from her house in Abuja and paid into the seller’s First Bank account in Abuja. “Nothing could be more suspicious than someone keeping such huge amounts in her apartment. Why was she doing that, to avoid attention? “We are convinced beyond reasonable doubt because, as of the time Diezani this happened, Mrs. Diezani Alison-Madueke was still in public service as the Minister of Petroleum Resources,” Ozioko told Justice Obiozor. The ex parte application, taken before the judge, was filed pursuant to Section 17 of the Advance Fee Fraud and other related Offences Act, No. 14, 2006 and Section 44(2)(k) of the constitution. Listed as respondents in the application are Diezani; a legal practitioner, Afamefuna Nwokedi; and a company, Rusimpex Limited. In a 41-paragraph affidavit attached to the application, an investigative officer with the EFCC, Abdulrasheed Bawa, alleged that Nwokedi, in connivance with Diezani, purposely incorporated the company, Rusimpex Limited, on September 11, 2013, to facilitate the alleged fraud scheme. According to Bawa, when Nwokedi was questioned by the EFCC, the lawyer explained that he had approached Diezani for opportunities in the oil and gas industry but the ex-minister told him that being a lawyer, she did not have any such opportunity for him and asked him whether he could, in the alternative, manage landed properties, an offer which Nwokedi accepted. Bawa said Nwokedi later registered Rusimpex Limited at the Corporate Affairs Commission, and named a lawyer in his law firm, Adetula Ayokunle, and a Russian, Vladmir Jourauleu, as the directors. He added that the address of Nwokedi’s law firm in Ikoyi, Lagos, was registered as the business address of Rusimpex Limited. The investigator added that when Ayokunle was questioned by the EFCC, he explained that he only appended his signature to the CAC documents at his boss’ instruction, while Jourauleu denied knowledge of the company. The investigator stated, “Sometime in 2013, the former Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, invited Barrister Afamefuna Nwokedi, the Principal Counsel Stillwaters Law Firm, to her house in Abuja for a meeting, where she informed the said Barrister Afamefuna Nwokedi to incorporate a company and use same as a front to manage landed properties on her behalf without using her name in any of the incorporation documents. “She further directed Mr. Afamefuna Nwokedi to meet with Mr. Bisi Onasanya, the (former) Group Managing Director of First Bank of Nigeria Plc for that purpose. “Mr. Stephen Onasanya was invited by the commission and he came and volunteered an extrajudicial statement wherein he stated that he marketed a property at Bella Vista, Banana Island, Ikoyi, Lagos, belonging to Mr. Youseff Fattau of Ibatex Nigeria Limited to Mrs. Diezani Alison-Madueke and Mrs. Diezani Alison-Madueke later bought the property from Mr. Youseff Fattau, through her lawyer, Mr. Afamefuna Nwokedi (who she introduced to him) and that payment for the said property was made through the Abuja office of First Bank of Nigeria Plc. “First Bank of Nigeria Plc, through Mr. Barau Muazu, wrote to the commission and also volunteered an extrajudicial statement in writing that it made the payments totalling US37,500,000 to Ibatex Nigeria Limited & Y. F. Construction Development and Real Estate Limited on behalf of Mrs. Diezani Alison-Madueke and that they (officials) collected the entire cash from Mrs. Diezani Alison-Madueke at her residence No. 10 Fredrick Chiluba Close, off Jose Marti Street, Asokoro, Abuja, and paid into the First Bank of Nigeria Plc accounts of Ibatex and Y. F. Construction Development and Real Estate Limited on her instructions.” After listening to the EFCC lawyer, Ozioko, on Wednesday, Justice Obiozor made an order temporarily seizing the property and the funds. What is rabies? Rabies is a disease transmitted from animals to humans, which is caused by a virus. There are two clinical manifestations of rabies – frantic and paralytic. Frantic rabies is most common form of human rabies. Early symptoms can include fever and tingling at the site of exposure. These symptoms are followed by one or more of the following symptoms: violent movements, uncontrolled excitement, fear of water, an inability to move parts of the body, confusion, and loss of consciousness. Once symptoms appear, the result is nearly always death. The time period between contracting the disease and the start of symptoms is usually one to three months; however, this time period can vary from less than one week to more than one year. The time is dependent on the distance the virus must travel to reach the central nervous system. It is caused by lyssaviruses, including rabies virus and Australian bat lyssavirus. It spreads when an infected animal scratches or bites another animal or human. Saliva from an infected animal can also transmit rabies if the saliva comes into contact with the eyes, mouth, or nose. What should not be done with an animal bite wound? Avoid: ● Applying irritants to the wound such as chilli powder, plant juices, acids or alkalis. ● Covering the wound with dressings or bandages. How does rabies develop in humans? After entering the human body, the rabies virus progresses from the innermost layer of tissue below the human skin (called subcutaneous tissue), or from muscle, into peripheral nerves (i.e. the nerves in the body which are outside the brain or spinal cord). The virus migrates along nerves to the spinal cord and brain at an estimated speed of 12–24 mm a day. The infected person exhibits behavioural changes and clinical signs when the virus reaches the brain. The incubation period ranges from a few days to several months, and can be as long as 1 year. Globally, dogs are the most common animal involved. More than 99% of rabies cases in countries where dogs commonly have the disease are caused by dog bites. In the Americas, bat bites are the most common source of rabies infections in humans, and less than 5% of cases are from dogs. Rodents are very rarely infected by it. The virus travels to the brain by following the peripheral nerves. The disease can only be diagnosed after the start of symptoms. Animal control and vaccination programs have decreased the risk of the virus from dogs in a number of regions of the world. Immunizing people before they are exposed is recommended for those who are at high risk. The high-risk group includes people who work with bats or who spend prolonged periods in areas of the world where it is common. In people who have been exposed to rabies, the rabies vaccine and sometimes rabies immunoglobulin are effective in preventing the disease if the person receives the treatment before the start of rabies symptoms. Washing bites and scratches for 15 minutes with soap and water, povidone iodine, or detergent may reduce the number of viral particles and may be somewhat effective at preventing transmission.
