HealthCoronavirus: Wuhan In First Virus Cluster Since End Of Lockdown by seunmohmoh(op):
New coronavirus clusters have been reported in Wuhan city - where the virus first emerged - and the north-eastern province of Jilin in China.

Wuhan reported five new cases on Monday, after confirming its first case since 3 April on Sunday.

Authorities said the small cluster of cases were all from the same residential compound.

China has been easing restrictions in recent weeks and cases had been declining.

Health authorities and experts have warned that as countries emerge from strict lockdowns and people move around more freely, a rise in infections is likely.

The small Wuhan cluster is the first to emerge since the end of the strict lockdown on 8 April. One of the five cases reported on Monday was the wife of an 89-year-old man who became the first confirmed case in the city in well over a month on Sunday.All of the latest cases were previously classified as asymptomatic - meaning they tested positive for the virus but were not exhibiting clinical signs such as a cough or fever.

Such people can spread the virus despite not being sick, but China does not count asymptomatic cases in its official tally of confirmed infections until they show symptoms.

Hundreds of asymptomatic cases are being monitored by Wuhan health authorities.

Meanwhile over the weekend, Shulan city in Jilin province, near the borders with Russia and North Korea, reported 11 new cases.

What's happening in Shulan?
Chinese state media reported that 11 domestically transmitted cases had been recorded in Shulan on Saturday.

A day later, the city declared martial law and went into lockdown, with the government ordering all public places to be temporarily shut, said a Global Times report.

Shulan has been upgraded to high-risk, the only city in the country with this designation.

All residents have been told to stay home and only one family member is allowed out each day to buy essential products.

All public transportation has been suspended and taxis are not allowed to leave the city.It comes after China had last week declared that all regions in the country were designated as low risk.

Nearby Jilin city has also upgraded its risk level from low to medium after seeing two new cases - and there are now fears that the wider province could be in danger.

Other cities in the province are now on high alert. The nearby Changchun city and Dongfeng county says all those returning from Shulan will have to be quarantined for 14 days. Train services from Shulan to several cities have also been suspended.

The neighbouring province of Liaoning reported one new case on Sunday - a 23-year-old who had recently returned from Jilin.

What led to the new infections in Shulan?
The infections were all linked to a 45-year-old who is a laundry worker at a local public security bureau. She later went on to infect her husband, three sisters and other family members.

But it's unclear how the woman herself might have become infected. Reports say she had no recent travel history outside the province, and no known contact with anyone that's known to be exposed to the virus. A total of 276 of her close contacts have been placed in quarantine, reported China Daily.

But it's possible that the location of the province might have played a part - it borders both North Korea and Russia.Officially, there have been no reported cases from North Korea though Russia has seen over 200,000 cases, according to data from Johns Hopkins University.

In recent weeks, the neighbouring border province of Heilongjiang has seen a spike in the number of imported cases, mainly made of Chinese citizens travelling back from Russia.

Similarly, eight people returning from Russia to Shulan between 8 - 30 April tested positive for the virus, according to one local government official. Some 300 other people who returned within this time frame were put into quarantine.

The secretary of the Jilin Provincial Committee has said that the city will trace every close contact, every suspicious person and every clue, adding that the actions of every infected person would be traced in an attempt to find the source.

What's the situation elsewhere in China?
China has seen declining cases for weeks and has been gradually easing restrictions.

Some people have gone back to work, some schools have reopened and on Monday Disneyland in Shanghai welcomed visitors for the first time after three and a half months.

But also on Monday, China reported 17 new cases nationally - the highest daily increase since 28 April - bringing the total number of cases to 82,918, with the death toll at 4,633.

As more parts of Europe and the US begin to ease restrictions, governments and health experts have warned that the pandemic is far from over.

White House staff have been ordered to wear masks when entering the West Wing after two aides tested positive for coronavirus.

The White House personnel office has said that staff must cover their faces at all times except when seated at their desks, socially distant from colleagues.

The directive comes after an aide for Vice-President Mike Pence and a valet for President Trump fell ill.

Mr Trump said he required the policy.

Appearing without a mask in the Rose Garden for a press briefing on Monday, however, the president claimed he did not need to follow the directive because he kept "far away from everyone", and played down the White House infections.

"We have hundreds of people a day pouring into the White House" each day, he said. "I think we're doing a good job containing it."

Three members of the White House coronavirus task force went into self-isolation for two weeks after possible exposure to the illness.

They include Dr Anthony Fauci, who has become the public face of the fight against the virus in the US.

Mr Pence's press secretary Katie Miller, the wife of Trump aide Stephen Miller, tested positive for the virus on Friday.

Her diagnosis came after a valet for US President Donald Trump was also confirmed to have the illness.

Mr Trump shrugged of the White House spread, saying it was "basically one person" who had contracted the virus and that people who were in contact had since tested negative.What else did President Trump say?
Mr Trump said more funds would be made available to increase testing in states.

The government is to provide $11bn (£8.9bn) to states to meet testing goals this month. States were asked how many tests they hope to conduct in May, and will be given supplies to match the targets.

Senior White House officials who come into regular contact with Mr Trump are currently being tested daily for the coronavirus.

Pressed by journalists on when all Americans could expect to have access to testing, Mr Trump said: "If someone wants to be tested right now they will be able to be tested". The claim is heavily disputed.

Donald Trump held his press conference to talk about the growing number of coronavirus tests available to Americans, but it was the impact of the pandemic on the White House itself that became the focus of attention.

At an event held in the Rose Garden last week, none of the attendees, including Vice-President Mike Pence, wore masks. Four days later, Pence - regularly at the president's side - was notably absent, his press secretary having tested positive for the virus days ago. Everyone in attendance, including presidential son-in-law Jared Kushner, had masks, after a directive requiring them for all White House staff.

It was an order that applied to everyone - that is, except the president, who continued to decline the protection.

This made for a striking contrast, as Trump spoke of the "pent-up demand" and "enthusiasm" in the US for reopening businesses and easing government-ordered social distance restrictions, while denying that the system that protects White House personnel from infection had broken down.

"We have a lot of people coming in and out," he said. "We are running a country."

It underlines a fundamental challenge facing the US in the days ahead. Can the US economy reopen and recover when even the White House isn't safe?

What's going on with testing?
For weeks, Mr Trump has sought to encourage an easing of lockdown measures throughout the US, arguing it was time to get back to work amid dire economic news.

However, public health experts have warned that easing restrictions too early could lead to a resurgence of transmissions and a second coronavirus wave.

The US Centers for Disease Control and Prevention (CDC) had issued guidelines suggesting that lockdowns should not be eased unless a region has seen 14 days of declines in infections and be able to conduct 30 tests for every thousand residents.

According to the CovidTracking Project, a charity, they US conducted an average of 248,000 daily tests in the first week of May.

According to the White House, the number has increased to 300,000 a day, but prominent public health researchers say at least 900,000 daily tests are needed before the US should reopen.

As of this week, the US has tested only 2.75% of its 330 million population, and no state has tested 10% of residents. In over a dozen states where lockdown measures have been relaxed, including Texas, South Carolina and Arizona, less than 2% of residents have been tested.

Last week, the White House rejected the CDC's reopening guidance, but some states are adopting the standards.

A second wave of coronavirus cases in the US could be even worse than the first, the country's top health official has warned.

Centers for Disease Control and Prevention (CDC) director Robert Redfield said the danger was higher as a fresh outbreak would likely coincide with the flu season.

It would put "unimaginable strain" on the US health care system, he said.

The US has seen more than 800,000 cases - the highest in the world.

More than 45,000 people have so far died with coronavirus across the US, according to a tally kept by Johns Hopkins University.

California had its highest one-day rise in new cases on Monday while New Jersey, the worst-hit US state apart from New York, saw its highest increase in deaths in one day.

In other developments in the US:

In an interview with the Washington Post, Mr Redfield said that "there's a possibility that the assault of the virus on our nation next winter will actually be even more difficult than the one we just went through".

He urged officials in the US to prepare for the possibility of having to confront a flu and a coronavirus epidemic at the same time.

'Really, really difficult'
Mr Redfield stressed the importance of getting flu shots. He said that getting vaccinated "may allow there to be a hospital bed available for your mother or grandmother that may get coronavirus".

The CDC chief said that coronavirus had arrived in the US as the regular flu season was subsiding. He argued that if it had arrived at the peak of the winter influenza season, "it could have been been really, really, really, really difficult".

His warning comes as several US states are moving to ease lockdown restrictions.

Mr Redfield said that social distancing remained key to curb the spread of the virus and urged officials to keep stressing its importance even as restrictions on movement were lifted.

He said recent anti-lockdown protests were "not helpful".

He urged state and federal officials to step up tests to identify those who have coronavirus and the people they have had contact.

He said that the Centers for Disease Control planned to hire more than 650 people - more than doubling its current staff - to help with contact tracing among other things.

The CDC was also exploring the possibility of using Census Bureau workers to help with contact tracing he said.

Subtract the confirmed cases from others. That's the active case. I think it's about 220 above.
