The Board of Trustees of the Peoples Democratic Party on Tuesday, insisted that the National Chairman of the party, Sen. Ali Modu Sheriff, must leave office on May 21. The BoT vowed to resist any move by the former Borno State governor or his loyalists to extend his tenure beyond the agreed date (May 21). Acting Chairman of the board, Sen. Jibril Walid, stated this at a briefing in Abuja on Tuesday. Walid spoke reacting to alleged moves by Sheriff and other members of the National Working Committee of the party to extend their tenure beyond May 21. The National Executive Committee of the party had at its meeting on March 7 fixed May 21 for the party’s national convention when new national officers would be elected. The convention is to hold Port Harcourt, Rivers State. At the meeting, NEC also mandated the Sheriff-led NWC to set up four committees in preparation for the convention. These committees are those of national convention, reconciliation, finance and zoning. But Sheriff’s refusal to name the members of the committees has fuelled speculation that the ex-governor is planning to stay beyond his tenure. Sheriff, the former All Progressives Congress chief has also claimed that some members of the PDP wants him to remain in office till 2019. But Walid warned Sheriff against listening to those he described as “praise singers”. He said, “I want to offer some advice to Sheriff on the consequences of the machinations of praise singers and prophets of doom on the unanimous approval of the PDP Governors’ Forum, national caucus, BoT and the NEC terminating his tenure and that of the NWC on May 21, 2016. “The above responsible bodies have approved that the tenure of the national officers will end immediately after the convention when the new officers are duly elected. “The present NWC received an ovation at the meeting of the national caucus, BoT and NEC by overlooking their 2017 tenure in support of the three-month approval of the respected organs of the party which should strictly be complied with. “Instead of listening to the praise singers, Sherif should follow the path of honour and integrity by simply taking a bow in May 2016 after the convention. “The recent courtesy calls to the national chairman and the presentations being made, especially calling him to continue beyond the stipulated three-month tenure, is an invitation to trouble, anarchy and the return of impunity to the PDP.” Walid also warned on the dangers of not adhering to the recommendations of the Ike Ekweremadu’s Post Election Review Committee that the party should seek its 2019 presidential candidate from the North. He said this was done to compensate for the alleged violation of the zoning arrangement in the 2011 election, which led to a major apathy against the party in the north from 2011 culminating in its poor performance in 2015 general elections. The party chief said the national caucus, BoT and the NEC had already approved this recommendation by unanimously zoning 2019 presidency to the North. He said, “To change this decision now is a further invitation to impunity, a lack of party democracy, non-adherence to the party’s zoning principles, influence of ‘god-fatherism’, a lack of respect for the decision of constituted party organs, self-imposition and killing the PDP.” Walid warned that anyone trying to reverse the position would “ever remain an enemy to the North, a mercenary and killer of the PDP”. He added, “The BoT strongly advises Sheriff to respect his oath and acceptance of the powerful organs of the PDP that he will stay for only three months, and allow his name to be written in gold by honourably leaving the scene in May after the convention. “The BoT shall resist any move by anybody to destroy the good foundation set by our founding fathers and mothers and shall remain the conscience of the party.” He said the BoT would meet next week to further strengthen its position in support of the last decision of caucus, BoT, and the NEC. The Minister of Transportation, Mr. Rotimi
Amaechi, has accused the Governor of Rivers
State, Mr. Nyesom Wike, of playing politics
with the lives of the people of the state.
He also accused Wike of not taking the
development of the state seriously.
Amaechi, a former governor of the state, said
this in a statement in Abuja on Tuesday.
He accused Wike of “twisting, butchering and
turning the truth upside down; and in most
cases telling outright lies in his failed bid to
denigrate, tarnish and rubbish his towering
image, person and laudable, landmark
achievements.
He said that most troubling was Wike’s
alleged propensity, without any qualms
whatsoever, to play politics with the safety
and security of the lives of Rivers people.
This, he said, was indeed most worrisome.
Amaechi said, “It is no secret that Wike plays
politics with the development, welfare and
well-being of Rivers people.
“But no government should play politics with
the safety and security of its citizens like Wike
is sadly and shamelessly doing.
“Governor Wike claimed that the brutal
political killings and murder of the All
Progressives Congress members and other
hapless citizens in the state are cult-related or
a result of cult clashes.
“What cult wars is he talking about? Since he
claimed to have security reports, we challenge
Wike to tell Rivers people the cult group that
Franklin Obi, the APC Ward Chairman in
Omoku, belongs to, that led to his being
gruesomely beheaded and butchered,
alongside his pregnant wife and teenage son.
“Or did Franklin suddenly become a cult
member because he had the guts and courage
to host a resoundingly successful ward
meeting of APC faithful in the same ward as
Wike’s Peoples Democratic Party State
chairman, Felix Obuah, just a few days to the
rerun elections?”
The former governor challenged Wike to tell
Nigerians the cult groups and the cult wars
that led to the killing of the innocent youth
corper, Chukwudumeibi Okonta, on the day of
the last rerun election on March 19.
“Was the youth corper a cultist or a victim of
cult wars or yet another victim of politically-
motivated killings in Rivers State?,” he asked.
He also said that Wike must tell Rivers people
the cult wars that led to the brutal murder of
hundreds of Rivers people since the election
that made him governor was held, and the cult
groups that all those that had been murdered,
belong to.
He said that Wike’s cult wars/cultists claim
was akin to insulting and spitting on the
graves and memories of all those murdered
and their families.
Amaechi said, “With pity, we watched as Wike
tried to compare the political killings of the
late Okonta and Independent National
Electoral Commission ad hoc staff on the
rerun election day in Rivers State to the fire
accident that occurred at the home of the
INEC Resident Electoral Commissioner in Kano
State days after the elections of 2015.
“How pathetic! Even for Wike, this is a new
low.”
On the Rivers Monorail project Amaechi
started, which Wike said that he would
abandon, the former governor said Wike
needed to know that the monorail belongs to
Rivers State and not his “Amaechi’s” private
monorail.
He said, “Pray, Governor Wike, which Rivers
people told you not to touch the monorail
project? Is it the same Rivers people that have
consistently praised the project and see it as
a catalyst to jump-start the local economy
and place the state at the forefront of
transport infrastructural development in
Africa?
“Or is Wike aggregating the jaundiced views of
the coterie of court-jesters that hang around
him daily, as the opinion of the entire people
of the state?
“It is sad, very sad that Wike has elected to
play politics with this laudable project that
was almost completed before Amaechi left
office.”
He said that Wike also described several
ongoing projects in the state when he
(Amaechi) left office as ‘abandoned projects’
that the former governor claimed to have
completed or about to complete.
The former governor said Wike specifically
mentioned the Ogoni-Andoni-Opobo Unity
Road that connects the Island of Opobo to
Andoni and the rest of the state.
“What a shameless lie! This project was
ongoing and was almost completed as at May
29, 2015. May we also remind Wike that the
Eagle Island- Diobu Road that he once claimed
to have been abandoned was 90 per cent
completed with just the final course of coal
tar remaining as at when he succeeded
Amaechi,” the former governor added.

Abuja - The Federal Roads Maintenance Agency (FERMA), says the delay in the release of funds has hindered the effective maintenance of roads in the country. The Head of Communication and Public Relations, Mrs Maryam Sanusi, in Abuja on Wednesday said that the agency had been bogged down by the challenges of adequate funding. According to her, some of the challenges are inadequate funding and delay in budgetary implementation. ``The budgetary implementation also causes delay in funding of the maintenance of the roads on schedule. ``Some of the contractors’ debts are not timely serviced due to paucity of funds which is also a setback regarding pro-activeness in road maintenance.’’ Sanusi, however, said that the agency had penciled down 60 roads for maintenance in the first quarter of 2016. She said that in some parts of the country where road repairs were ongoing such as the North-East, the current insurgency in the area and adverse weather also impede early completion of the projects. Sanusi said that FERMA could overcome these challenges by generating funds through loans and grants from bilateral and multilateral agencies in addition to the budgetary allocation. She said that construction of toll gates, road concessions and public private partnership should also be encouraged as this would checkmate all forms of road abuse on our highways. According to her, the 34,000 km road-network assigned to FERMA is in fair condition. She said that agency did not rehabilitate or construct new roads, adding that it only maintained and repaired federal roads. The FERMA spokesperson said that 15,227.49km length of federal roads were still in bad shape, adding that 25 of the roads were presently undergoing maintenance covering 846.48 km. Sanusi said that the contracts were awarded between 2012 and 2016 in the sum of N5.4 billion and the completion period of the projects spanned between three months to 12 months depending on the scope of work. Speaking on the poor state of the roads, she noted that that their condition worsened due to constant usage by over loaded articulated vehicles. She said that most of the roads had also outlived their life span, stating that there was the need for total rehabilitation or reconstruction. ``FERMA activities are still prominent and are ongoing along Federal highways through Direct Labour operations and intervention by contracts. ``The agency applies highway standard code of practice and specifications in all its repairs and maintenance. ``It also operates quality control laboratories in each geo-political zone of the country to ensure that materials are tested and are in accordance with Federal Highway Manual specifications. ``It has been stated in the agency’s terms of agreement with contractors that sub-standard works will not be paid for,’’ she said. SaharaReporters has identified the offices and titles allocated to 91 of the persons tied to influential and highly placed Nigerians recently offered juicy appointments by the Central Bank of Nigeria (CBN) in a secretive and illegal high-stakes hiring process aimed at consolidating favour with the presidency. The beneficiaries of the CBN’s employment gerrymandering include daughters of such figures as former Vice President Abubakar Atiku; Mamman Daura, one of the closest members of the president’s inner circle; former Speaker of the House of Representatives, Ghali Na’aba; Inspector General of Police (IGP) Solomon Arase; as well as sons of Emmanuel Ibe Kachikwu, the Minister of State for Petroleum Resources and of Abdurahman Danbazzau, the Minister of Internal Affairs; along with a niece of President Muhammadu Buhari and at least 86 others. The scandalous recruitment was first uncovered by SaharaReporters two weeks ago, but in the past few days, we obtained exclusive identification of the ranks assigned to each of the beneficiaries. The leaking of the irregular hires by the CBN caused significant embarrassment for the government and the bank. The CBN’s Director of Human Resources, Chizoba Mojekwu, was redeployed to a new position as the bank’s Director of Capacity Development and IT after CBN Governor, Godwin Emefiele, accused her of being behind the leaking of the list. A top official of the bank told our correspondent that Mr. Emefiele had arranged the hiring of relatives of top party leaders and powerful government officials as a strategy for ingratiating himself with the presidency and saving his job. Even though the list earlier released by SaharaReporters had 91 names, our sources at the CBN disclosed that Mr. Emiefiele started the strategy of using job offers to woo top government officials after Mr. Buhari came into power on May 29, 2015. One source revealed that in September 2015, Mr. Emefiele hired Claire Arase, a daughter of IGP Arase. Since concluding the hiring of the 91 persons that were outed by this medium, sources at the CBN have further disclosed that three persons related to Senate Majority Leader Ali Ndume benefitted from the largesse, as the bank hired his daughter, his son as well as an in-law. Our sources disclosed that each Senator was reportedly given an employment slot, meaning that the Upper House alone could have put in 100 persons in the implementation of Mr. Emefiele’s political job multiplication strategy. While some of them nominated their wards, however, we learned that others sold their slots for huge amounts of money. SaharaReporters learnt that the CBN often went to great lengths, including tweaking the names of the beneficiaries, to hide the actual identities of the beneficiaries of politically motivated recruitment, such as using the beneficiary’s first name and his/her father’s middle name. In that schema, for instance, the bank disguised Maryam Atiku as “Maryam Abubakar,” while the son of Dambazau became “Nagodi Abdulrahman.” In other instances, the bank used the maiden names of the hired persons instead of their married names, thus permitting Ali Ndume’s daughter access to her fat pay cheque as “Mariam Mohammed Ndume.” It is unclear how their academic and professional certificates, if any, matched these names in the bank’s human resources records. The recruitments are illegal because the CBN failed to advertise the vacancies as prescribed by law to allow all qualified Nigerians to apply for the jobs. In addition, the bank’s “political” recruitments did not follow principle of federal character set out for employment by government agencies and other public institutions. “Jobs were just handed to the children of ministers in the current administration,” one bank official stated. To add insult to injury, many of the new hires were asked to pick their department of choice once their irregular employment was concluded, the source said. The job placement ranking obtained by SaharaReporters sees some of the illegally hired persons being given higher rankings than others. This suggests that such new employees actually had years of experience in relevant fields before their employment by the CBN, but our sources at the bank affirmed that the ranks were given as gifts with a nod and a wink to some of them with no consideration for extant rules whatsoever. Why several civil organizations have called upon Mr. Emefiele to resign his appointment on account of the scandal, neither he nor the government has responded officially. Malumfashi (Katsina State) - A Malumfashi Senior Magistrates’ Court in Katsina State, on Wednesday sentenced six elderly persons to 20 strokes of the cane each for constituting nuisance while drunk. The convicted persons were, Nomau Akwai, Yusuf Bature, Salisu Abdullahi, Sani Rabi’u, Sa’idu Abdullahi and Musa Yusuf, all residents of Malumfashi Local Government Area. The prosecuting police officer, Cpl. Joseph George, told the Senior Magistrate, Mannir Shehu that the convicts were arrested by a team of policemen on patrol at Marabar Kankara, a suburb of Malumfashi on March 13. George said the convicts were found wondering and intoxicated with alcohol at Gidan Mariya and Gidan Coach, an act that constituted nuisance to the public. He said the offence contravened section 183 of the penal code law and urged the court to try them summarily. When the offence was read to the accused, they pleaded guilty to the charge. In his ruling, the Senior Magistrate, Salisu Shehu sentenced them to 20 strokes of the cane each to serve as deterrent to others. THE Economic and Financial Crimes Commission, EFCC, yesterday, said it docked the embattled lawyer, Rickey Tarfa SAN, for alleged attempt to pervert the course of justice. EFCC made this revelation in their counter affidavit in response to the application filed by Rickey Tarfa urging Justice Aishat Opesanwo of the Lagos State High Court, Igbosere, to quash the charge against him before the court. Tarfa was arraigned before the court on February 16, on a two count charge bordering on alleged wilful obstruction of an officer of the agency to carry out his duty. The second count alleged that Tarfa attempted to pervert the course of justice, but the defendant pleaded not guilty to the charge. In the counter affidavit filed by the anti-graft agency in opposition to the application to quash the charge, deposed to by one Sanusi Mohammed an agent of the commission revealed how the defendant allegedly committed the said offences. In a 28 paragraph affidavit Mohammed averred that in the process of investigating a petition dated December 16, 2013, the defendant filed two fundamental rights enforcement suit No FHC/L/CS/715/2015- Rena Prestige ind. Nigeria Ltd and Mr. Gnanhouse Sourou Nazaira V EFCC and 2 Ors and FHC/L/CS/716/ 2015- Hair Prestige Manufacturing Nigeria Ltd V EFCC and 2 Ors respectively at the Federal High Court, Lagos on behalf of his clients against the commission . That Justice Mohammed Yunusa of the court presided over the two suits in which the Judge delivered Judgement on September 8, 2015 respectively in favour of the defendant and his clients, the court also awarded a total sum of N10million in the two cases as damages against the commission and two other respondents. EFCC further stated that during the pendency of the proceedings in the said suits the commission received intelligence that the defendant was communicating with Justice Yunusa with a view to get a favourable judgment against the commission. The anti-graft agency, also stated that the investigation confirmed this report and further revealed that the chambers of the defendant were in the habit of instructing the registrars of the Federal High Court to assign matters being handled by the chambers to Justice Yunusa. At the resumed hearing of the matter yesterday which was slated for the hearing of the application the counsel to the defendant Nnaemeka Nigige SAN told the court that the EFCC served them their counter on Friday at about 2:50pm, which made them not to be able to reply the counter until yesterday morning in the court. The EFCC counsel Gbolahan Latona, in his response confirmed that they received further and better affidavit adding that they needed more time to study the reply served on them. ILORIN—An Ilorin High Court, yesterday,
sentenced one Ahmed Abdullahi to death by
hanging after finding him guilty of a charge of
culpable homicide.
Delivering his judgment, the state Chief Judge,
Justice Suleiman Kawu, ordered that Abdullahi
be hanged for causing the death of a nine-
year-old, Hamidu Sanda, by beheading him in
a bush at Amberi Village, Iso Wara, near
Ajase-Ipo in Irepodun Local Government Area
of the state on April 1, 2009.
The court also sentenced the convict to five
year imprisonment for being in possession of
a fresh human head.
The court also sentenced Waheed Sanni and
Saka Adisa to five years imprisonment each
for unlawfully receiving fresh human head.

Investigators at the Economic and Financial Crimes Commission, said Monday they have uncovered evidence showing how prominent politicians, mostly from the opposition Peoples Democratic Party, allegedly shared N3.145billion in the build up to the last presidential election. Named in the alleged bazaar are a former aviation minister and director of media for the Goodluck Jonathan Campaign organization, Femi Fani-kayode; former Secretary to the Government of the Federation and leader of the Social Democratic Party, Olu Falae; a former finance minister, Nenadi Usman; a former Imo state governor, Achike Udenwa; former minister of state for foreign affairs, Viola Onwuliri and politician Okey Ezenwa A source at the anti-graft agency, who pleaded not to be named because he was not authorized to speak on the matter, told PREMIUM TIMES the money was paid by the Central Bank Nigeria into the account of the Ministry of External Affairs Library, from where it was moved into the account of a private firm, Joint Trust Dimension Nigeria Limited. “It was from the Joint Dimension’s account with Zenith Bank that the money was shared to various individuals and organizations for purposes that are not stated,” the source said. The sources described Mr. Fani-Kayode was the chief beneficiary of the disbursement as he allegedly received a whooping N840million, paid in three tranches into his Zenith Bank, Maitama branch, with number 1004735721. The first tranche of payment involving N350million allegedly hit the account on February 19, 2015. Achike Udenwa Another N250milion was also said to have been paid into the account on February 19, 2015 while N240million moved into the account a month later, precisely on March 19, 2015. The source disclosed that the balance on this account as at December 31, 2015 was N189, 402.72. Next to Fani-Kayode in the pecking order of alleged beneficiaries was Goodluck Support Group which allegedly received N320million. The group was headed by Rufai Alkali, a professor and then special adviser on political matters to Mr. Jonathan Mr Falae, investigators said, received N100m through Marreco Limited, a company whose he chairs. The fund was credited into the company’s United Bank for Africa Plc account No. 1000627022 on March 25, 2014. Both Achike Udenwa and Viola Onwuliri got N350million in two tranches. The first tranche of N150million was paid into their joint account with Zenith bank on January 13, 2015. The second tranche of N200miilion has credited into their account with Diamond bank. Nenadi Usman allegedly received N36.9million through her Zenith Bank account no. 1000158311. Her branch of Zenith Bank is located at 7 Kachia Road, Kaduna. Coming at the rear is Okey Ezenwa who also pocketed N100million. The sources disclosed that detectives are working to determine the real motive for the distribution of the funds. “But as things stand, the fact that most of the payments were made in the weeks preceding the last presidential elections leaves very little to the imagination,” an investigator said. When contacted by PREMIUM TIMES, Mr. Fani- Kayode said the funds were paid into his account by Nenadi Usman, who was the director of finance of the Goodluck Jonathan campaign. The campaign asked me to open an account for my campaign directorate, which I did,” Mr. Fani-Kayode said. “They then paid the money in for the assignment I was given. I asked them where they money came from. They said it was private contribution for the Jonathan campaign. I believed them, and I had no way of knowing exactly where the money came from. “As far as I’m concerned, it was campaign funds, and the money was used for the purpose for which it was meant. And we accounted for it to the man who gave us a job to do, President Jonathan.” Mrs Usman could not be reached for comments. Her telephone was switched off the several times our reporter called.
