The decision of the loyalists of the defunct Congress for Progressive Change (CPC) in the All Progressives Congress (APC) to take complete hold of power in the current administration is the main reason behind the choice of the Secretary to the Government of the Federation(SGF) and the Chief of Staff to the President (CoS) made by President Muhammadu Buhari, sources close to the administration have revealed.
Investigations by the Sunday Tribune confirmed that other reasons behind the decision include the fear of the influence of some notable members of the APC as well as the need to weaken such influences ahead of the next election in 2019.
Sources in the polity have said that the president was wary of appointing anyone who could come under direct influence of powerful camps in the APC, including the camps of former Vice-President Atiku Abubakar and the party’s national leader, Senator Bola Ahmed Tinubu.
Sources informed the Sunday Tribune that Buhari was actually looking for his own men as the SGF and CoS, such that he would be assured of having reduced the influence of powerful forces in his party.
A source said that the appointments were actually done with eyes on what happens between now and 2019, adding that the president was hopeful of leaving the government in the hands of “new breed of politicians” whom he would have groomed within the period of his presidency.
It was learnt that the appointment of David Lawal Babachir as the SGF was specifically targeted at Atiku, as it is believed that Babachir, who hails from the same Adamawa State as the former vice-president, would corner the influence from that axis.
It was gathered that going by the influence some of the powerful forces in the APC displayed in the buildup to the 2015 election, the Presidency was clear that such persons have the capacity to rubbish whatever achievements it could place on the table for Nigerians in 2019.
A source said that the need to cut some powerful forces to size in the APC informed the decision to drop the likes of former Governor of Anambra State, Senator Chris Ngige, who is considered to be close to Tinubu, while the same reason worked against Atiku in the choice of the SGF.
It was also gathered that the Villa is convinced that the camps of notable leaders including Atiku and Tinubu still have their eyes on the Presidency.
Said a source: “The whole appointments were done against the backdrop of what happens in 2019. There are fears that the camps of Atiku and Tinubu still hold enormous influence and that allowing them the control of the SGF may be counterproductive to the president.
“The truth is that the president may not be interested in a second term in office but he will certainly be interested in who succeeds him, looking at what his government is doing to tackle the [former President Goodluck] Jonathan administration currently.”
Sources said that the influence and ambition of such powerful individuals were taken into consideration in making the critical appointments. It was further gathered that the political bloc of the CPC, which was formed by Buhari until the merger with other parties, is already moving to take over the control of key appointments to ensure its control of the levers of power beyond 2019.
A source said that “some strong leaders of the CPC group in APC are convincing the president on the need to produce a relatively unknown candidate in the next election and shock the old breed politicians who have so much power and influence to neutralise him.”
Another source said that the CPC camp had argued that whatever legacy or achievements the president records in four years could be rubbished by some of the powerful blocs in the party, going by the arsenal they deployed against Jonathan, adding that the president has been advised to reduce the influence of such forces.
Sources, however, further indicated that the shock that greeted the last appointment is not about to abate, as more shocks are said to await the political class.
According to sources, the president’s loyalists have convinced him on the need to continue to undercut the big-time politicians by bringing out relatively unknown persons.
“The shock that gripped the political class following the recent appointments is not about to abate. Senator Akpabio made some clarifications on what lead to his accident. He denied disobeying traffic light as he alleged they were not working. He however stated that he was on his way to London to see a sick family member. criminalmindz: friends and colleagues from every part of the nation and some of my best friends are not even from my side of the country.
However, recent events are making me to have a deeper reflection and I wish we- Southerners in this instance- can have some kind of introspection. Out of 25 appointments made so far, 18 are from the North, 3 are from the South West, 4 are from the South South while the South East has ZERO appointments. A tweet which I saw today stated that “southerners are only competent when it’s time for elections but northerners are competent in terms of governance” and this made the following thoughts run through my mind:
1. Only Southerners have been accusing fellow Southerners of corruption. Oshiomole has been attacking Ngozi Okonjo-Iweala as if Ngozi turned down his marriage proposal. The same Oshiomole tried to make nonsense of Akinwumi Adeshina’s successes in the agriculture sector. Ambode tried to pull Fashola down and successfully smeared him with stains. Maybe that’s why Fashola did not get the Chief of Staff role. I’m yet to see a Northerner accuse another Northerner of corruption, even when they belong to different parties. The closest a Northerner got was when the new Kano State Governor attacked Rabiu Kwankaso but he quickly sheathed his sword and even disowned previous reports of attacks. Why are we like this?
2. Are Southerners the only ones who are corrupt? Were there no northerner heading the ministries and parastatals? Did the outgone Comptroller-General of Customs, Abdullahi Dikko not have an alleged case of certificate forgery but he still served out his tenure until he resigned voluntarily? I’m not in support of corruption under any guise but the fight against corruption must not be seen to be sectional.
3.How come it’s easier for the President to believe that Sanni Abacha was not corrupt in spite of recovered loot while it is so easy for him to believe Goodluck Jonathan is irredeemably corrupt?
4. I still remember that aside from God, Tinubu made Tambuwal what he is today. The same Tambuwal would later call Femi Gbajabiamila ‘incompetent’ and rated Dogara as more competent. The same Tambuwal was propped up by Tinubu, a Southerner against a fellow Southerner, Mulikat Akande. Obasanjo was very key to denying Goodluck Jonathan a second term. A good number can still recall how OBJ tore his PDP membership card in public glare. The Northerners find it easy to support themselves but we are always pulling ourselves down. Babangida Aliyu, Sule Lamido and all the other Northern Governors including the former PDP Chairman Adamu Muazu often times refused to campaign for Goodluck Jonathan openly and many times even espoused the virtues of the opposing candidate on the rostrum!
5. Southern leaders and Presidents pull down Southern business men but prop up Northern ones. How many people still remember how Obasanjo ran Mike Adenuga out of town but both Obasanjo and Goodluck Jonathan made Aliko Dangote what he is today. No northern leader goes against their own. I dare to put it on record that President Buhari will never go against Aliko Dangote for any reason.
6. How come OBJ pardoned Salisu Buhari, the ex-Speaker who forged his credentials and he later was given an appointment as a Governing Council member of a University and heavens did not fall- but when Goodluck Jonathan pardoned Alamieyeseigha it became one of the major issues counted against him? Is there one rule for some and another rule for others?
7. We find it easy to raise our voices in support of the deportation of Buruji Kashamu but have no qualms with Atiku Abubakar strutting around the corridors of power.
8. Only Southerners find it so easy to abuse their elders when they voice opinions not in tandem with the popular opinion. We find it easy to diss Afenifere elders and call them ‘Afenifebi’ while hurling expletives and curses at them. We even abuse our kings and priests. Northerners will never abuse an Emir no matter how unpopular what he said is. Can you imagine any Northerner raising his voice against the Sultan? In spite of Tanko Yakassai, Balarabe Musa and Dangiwa Umar’s perceived support for Jonathan, northern youths did not abuse them. But our own youths run down our elders on social media while our educated elite also support the act.
These are some of the thoughts that have been running through my mind. I don’t pretend to have all the answers and I do this at the risk of being labelled an ethnic bigot. The point however is that Southerners have to get their acts right. We have to put our house in order. The bickering must stop. Let’s engage our emotional intelligence. Let’s not allow others to exploit our tendency to self-destruct. My like and share won't be enough....I have to quote you. I once thought of some of these issues you raised...one of late uncle use to say and I quote 'PERSON WEY TOO GO SCHOOL, NA FLOWER HIM GO DEY WATER FOR ROAD SIDE...Meaning may be too much of education is causing all this. In a country where some people with certificate said they prefer someone with NEPA BILL as qualification,  then you begin to wonder! Wonder!! And keep on wondering!!!  |

But suddenly I was sent on compulsory retirement without ever being queried or investigated for any wrongdoing,” he said. There is disquiet in the department of State Security Service (SSS) following mass dismissal and retirement of personnel perceived to be partisan, corrupt or on collision course with the present leadership of the service. In a sweeping retrenchment Tuesday, the SSS sacked dozens of personnel including the former spokesperson of the service, Marilyn Ogar, and the former Chief Security Officers (CSOs) to President Muhammadu Buhari and former President Goodluck Jonathan, Abdulrahman Mani and Gordon Obua respectively. Other prominent personnel affected by the mass lay-off are Liman Widi, Yomi Zamba, Little John Okojie, Ahmed Abdullahi, Ibrahim Katsina, Larry Obiagwu, Abdulganiyu Dauda, Dahiru Dodo, Suleiman Dabo, among others. A notice for retirement issued to the affected staffers with a title: “Retirement From Service”, read, “Following the on-going re-organisation in the Service, be informed that that your services are no longer required in the Department of State Security Service (DSS). You are therefore, retired from Service under Section 8 Rule 020806(II) of the Public Service Rules, 2006 wef 31st August, 2015″. The notice, obtained by PREMIUM TIMES, continued: “In view of the foregoing, you are hereby directed to immediately render all Government property under your care, including Service Warrant Card, to your immediate Sectional Head/Director and obtain necessary clearance.” While expressing the DG’s best wishes to the affected officers, the notification said “You are also to liaise with the Directorate of Administration, Personnel Department and Pension Department to conclude the necessary formalities for disengagement and payments of benefits.” PREMIUM TIMES gathered that Mr. Obua is one of the staff challenging his dismissal by the service. Speaking through his lawyer, Andrew Itsekiri, Mr. Obua said he would challenge the decision of the SSS in court, as the service failed to establish anything incriminating against him when he was detained and quizzed over alleged corruption. Security sources said the mass retirement and dismissal were also discriminatory as some officers who committed offices liable for outright dismissal were retired instead. PREMIUM TIMES gathered that one of the affected officers went on Absence Without Leave (AWOL) for weeks with a service pistol, which he did not sign for, but was sent on retirement instead of outright dismissal. “The offense is liable for dismissal. But because of favouritism, he was retired with full benefits, while others who did not commit any clear offence were dismissed from service. This is sheer injustice,” said the officer. THE National Judicial Council (NJC) has cleared Justice Olamide Oloyede of Osun State judicial division over allegation of snatching Mrs Emily Richard-Obire’s estranged husband.
Emily wrote the council, accusing Oloyede of snatching her husband and opening her family to the vagaries of life. The council subsequently queried the judge, which generated public uproar.
The council has now written to the petitioner, telling her that Oloyede had no case to answer.
In the response, the council said it discovered that a divorce case was decidedly settled between the petitioner and her husband in 2012 by a court of competent jurisdiction, thereby robbing the council of any jurisdiction to dabble into the matter.
The council, in the second reason given, said the petitioner failed to disclose in her petition to the Chief Justice of Nigeria (CJN) that the matter had been decided by a court of competent jurisdiction, thereby presenting the council with incorrect and incomplete information.
In the third reason averred for clearing Oloyede, the council noted that as of the time the petitioner was accusing the judge, there was no legal marriage between her and her husband, adding that the accused herself is a legal divorcee who could go into another relationship.
The council added that the petitioner did not present any evidence to show that the judgment of the Lagos court, legally separating her and her husband three years ago, was appealed.
With the 2012 judgment subsisting, the council said it had no choice but to take the matter as already decided by the court, which exonerated Oloyede of any acts of misconduct.
A top system source told the Nigerian Tribune that if the petitioner had appealed the judgment and succeeded, Oloyede would have been investigated for misconduct.
The source, however, maintained that private lives of judicial officers would always be scrutinised once allegations of misconduct were brought against them, adding that Nigerians shouting over the query issued Oloyede should go and read the revised NJC Judicial Discipline Regulations 2014.
Meanwhile, an Osogbo High Court has fixed September 15 for definite hearing in the suit filed by Justice Oloyede against the Speaker of Osun Assembly, Honourable Najeem Salaam and 10 others.
Justice Aderibigbe Adebayo adjourned the matter for definite hearing in a short ruling on Thursday.
