It really seems so right now!

I read about the Governor of one of those Northern states saying he knows the exact locations of all the bandits in the state.
He said, whenever the Army is called during their(bandits) attacks, they don't come because they can only do so if they receive clearance from Abuja which even if they later received any,it would have been too late.

Is the Nigerian Army,Navy and Air force so useless and weak that they can't end 'banditry" in the North?

I am guessing the answers are Yes and No!
If it was among the Igbos,or if it was happening in an Oil producing state,this would have been treated as a Full blown out war situation like the Nigerian Civil War.Banditry and terrorism would have ended immediately it started.
